MARY, QUEEN OF FLOODS
Mary has championed promotion of individual flood protection since 2000, when her Worcestershire home was flooded internally with raw sewage. She is a passionate advocate of empowering communities to recognise and take responsibility for minimising their collective flood risk. Regular appearances on national radio and television have given her the moniker of ‘Mary, Queen of Floods’, and she is now known as the voice of the flood victim, a status which in turn led to her being awarded an OBE for services to the environment in the Queen’s Birthday Honours list in 2009. Mary was given an Hon RICS in January 2015 and an Hon DSc in July 2015. Mary also chairs the Flood Protection Group for the Property Care Association, serves as the Chief Executive of ‘Know Your Flood Risk’ and she’s a member of the Regional Flood and Coastal Committee for Anglian Northern. She also runs MD Associates, specialising in raising awareness of flood risk, how to militate against it and recover from it.
Mary Dhonau stands as one of the most inspirational figures in the UK’s defence against flooding. A victim of the devastating effects of flooding, she works tirelessly to help and advise other victims with their recovery.

Case Studies of Flood Resistance Working in Anger and Examples of Resilient Repair ‘Property Flood Resilience’ is the new ‘buzz phrase’ but what is this? How do we go about making ourselves and our homes resilient to flooding? Mary gives examples of what can be done to try to keep the water out. She will also give some studies of people who have made small adaptions to their homes, so that if they do flood again, the damage and disruption from many months of living away from their homes can be significantly reduced.

Holding Back a River: Emergency Construction by the Royal Engineers During the 2014 flooding, the Royal Engineers were tasked to change the path of the River Test to prevent the collapse of a major earth embankment. This presentation chronicles a battle against a river, rapidly constructing an improvised weir in an inaccessible and dangerous site. Extensive technical innovation and gruelling work programmes were required to avert a disaster.

Nick Francis is a Chartered Civil Engineer and a Major in the Royal Engineers. He has extensive experience of delivering infrastructure on military operations including tours in Bosnia, Iraq and Afghanistan. On a secondment to civilian industry, Nick delivered a £14M package of heavy civil infrastructure for
the London Olympics and worked as a design engineer for Arup. He has been an instructor at the Royal School of Military Engineering and commanded a squadron of 200 soldiers, delivering a major construction project in Kenya. Nick`s latest role was commanding a specialist team of engineers providing infrastructure consultancy. He has recently returned from Sierra Leone where he was responsible for the design and construction of emergency Ebola hospitals.

James’ service also saw him spend time across the United Kingdom, including time working as Executive Officer to the Chief of the General Staff in the Ministry of Defence, London.
Outside of Parliament, James is a keen sportsman having competed at rugby, rowing and swimming at various levels over the last twenty years. He also loves to cook, especially when there is so much fantastic Somerset produced food to use as ingredients.
The 2014 floods provoked a huge relief operation from the UK’s armed forces, with more than 2,000 servicemen and women providing assistance to the civil authorities, and have since had a significant impact on Defence resilience policy.
James was elected as the Member of Parliament for the Wells Constituency in May 2015. Prior to entering politics, James served in the army, where he reached the rank of Major.
During a decade long career in the Rifles, James served on operations in Kabul in 2005, Northern Ireland in 2006, Basra in 2007 and Helmand Province in 2009.
Colonel Head joined the Light Infantry in 1992 following university and Sandhurst. Initial regimental duty included tours in Northern Ireland and a UN military observer tour in the Balkans, and an attachment to the German Mountain Brigade in Bavaria through the Army Language Scholarship Scheme. In his current appointment as Assistant Director SJC(UK), he is Defence`s lead operational-level desk officer for all Defence support to the civil authorities in the UK.
Defence Support During Flooding: A Case Study From 2014 The presentation will commence with an overview of military aid to the civil authorities and the Defence contribution to resilience. Flooding in southern England in 2014 will be used as a case study, and a number of lessons will be drawn out. The presentation will also examine some tactical-level lessons that were learned through engagement with civil authorities on the ground, and how the operation has shaped Defence resilience policy.

THE EFFECT OF FLOODING ON THE FARM INDUSTRY
Minette grew up living and working on-farm, with no succession tenancy available. In 1998 she was able to secure a long-term Farm Business Tenancy. She built the business from nothing to 300+ head of stock, finishing Angus cattle on a premium scheme for a major retailer.
Minette has diversified into horse livery, converted a 17th century tithe barn into a wedding/events venue, and runs a catering business specialising in using home grown produce. More recently she has worked with industry and retailers to develop ‘Ladies in

RAISING THE AWARENESS OF FLOOD RISK
John’s previous roles in the Environment Agency include Area Manager for the East Midlands, Regional Flood Executive and Head of Water Resources Regulation. He has been a Commissioner of the UK Met Office and sat on the Forestry Commission’s Regional Advisory Board.
John is a hydrologist by training and began his career work-ing on water resource planning and flood forecast modelling. During major incidents, John’s role is to support the national coordination of the Agency’s response and to support their input into COBR. This was the role John played through winter 13/14 as the UK faced widespread flooding caused by the largest coastal surge in a generation and the wettest winter in 250 years.
John Curtin has been Director of Incident Management & Resilience at the Environment Agency since June 2012, where he’s responsible for developing the organisation’s ability to respond to floods and environmental incidents.

Simon Crowther, Director at Flood Protection Solutions Ltd, has recently finished his degree in Civil Engineering at the University of Nottingham.
The seminar is based on Simon`s recent dissertation. His interest in flooding was kick-started by the flooding of his parents’ home in 2007, and subsequently defending it with a Water-Gate barrier.
He has been interested in flooding from a young age, and his work was rewarded with a prestigious Arkwright Scholarship, and he went on to represent the UK in the Stockholm Junior Water Prize. Simon dined with the King and Queen of Sweden and received a diploma from the Crown Princess Victoria, an experience only enjoyed by a limited number of students, from all over the world, each year. Simon now spends his time running Flood Protection Solutions Ltd. They are the sole UK distributor for the Water-Gate barrier.

LEVEE INSPECTION EXPERTYVETTE PLUIJMERSYvette Pluijmers is CCO of Miramap, a Dutch based levee inspection company. She has worked within the water and geo-information industries for over 15 years. With engineering degrees from Delft University of Technology and the University of Maine (USA, she combines business and technology into innovative solutions. Previously, Yvette has worked as the Director of Dutch Industry Organization GeoBusiness Netherlands and as Strategy Consultant for IBM and PricewaterhouseCoopers. Yvette is also a member of the board of Floodcontrol IJkdijk, the Dutch organisation for levee monitoring based on innovative sensor systems.
Inspecting levees before a flood hits can save a property owner thousands of pounds. Yvette explains more about the innovation involved in their system, and the success this proactive approach has achieved over the past few years.
Are Rising Sea Levels a Cause for Concern for the UK? The aim of the seminar is to provide an insight into sea level rise and the effect on the UK. It helps quantify the issue and establish whether rising sea levels are really of concern to the UK and what should be done about the issue. The seminar is based on Simon Crowther’s recent dissertation for his Civil Engineering Degree.

Leveescan: Non-Intrusive Inspection of Levees Beneath the Top Layer Leveescan inspects the condition inside the levee, using a combination of innovative non-intrusive sensors on a mobile system. The inspection system uses passive microwave radiometry (MIRA), a technology transferred from satellite remote sensing. Dangerous wet and dry zones, water seepage, and airpockets beneath the top layer are detected and visualised in an area covering map. LeveeScan has been developed within the ESA Business Incubator, and has been succesfully used in the Netherlands to inspect levees for several years.

With an enviable commercial background, holding roles with a variety of major consumer-led service businesses, Sarah has been at the forefront of the UK flood sector, championing the cause for sustainable, passive flood defence since co-founding UK Flood Barriers back in 2007.

THE MEGA-CITY FLOOD GURUDAPENG YUDapeng Yu is a Senior Lecturer in Physical Geography at Loughborough University (LU). He has a background in Land Use Planning (BSc), GIS (MSc) and Hydrodynamic Modelling of Flood Inundation (PhD). His research focuses on geocomputation and geospatial analysis of earth surface processes, with recent funding from NERC, EPSRC, UN and RGS. He had nearly 15 years of experience with flood modelling and flood risk management. In 2011 and 2013 he worked as Co-I in a two-phase project

Modelling Flood Risks in Coastal Mega-Cities Under a Changing Climate (Shanghai and New York) Many coastal mega-cities are becoming increasingly exposed to flood risks due to a combination of driving factors in a changing climate, including climate-related processes (e.g. storm surge), as well as anthropogenically-related factors (e.g. land subsidence). This talk will focus on evaluating flood risks in two coastal mega-cities (Shanghai and New York) using a scenario-based numerical modelling approach that considers the impacts of both natural processes and human activities.

FLOOD DEFENCE IN SOUTH ASIA
Gayan is a lecturer at the School of Engineering and Applied Science, Aston University, UK. His research interests include flood resilience of SMEs, property-level flood protection and post-disaster re-construction. He has been involved in a number of externally funded research projects addressing these issues both in the UK and internationally.
Gayan joined Aston University as a lecturer in construction in 2013. Prior to this he taught at the Department of Construction, Architecture and Building at Coventry University. Gayan completed his PhD at the School of the Built Environment, the University of Salford, for which he received a fully funded EPSRC studentship.
Whilst at the University of Salford, he worked on a number of externally funded research projects including the EPSRC funded ‘Community Resilience to Extreme Weather -CREW’, the RICS
Eric studied Civil Engineering at Delft University of Technology. Since 1990, he has worked as consultant in 15 countries, providing advice in the field of flood and water management covering all phases of the project life cycle. In 2011, Eric joined Deltares, a specialist consultancy and applied research institute, where he supports the Netherlands’ Rijkswaterstaat and water boards in the field of emergency response management. Eric is one of the leading experts in emergency response and flood resilience for the best country in the world for dealing with floods.
Dr Gayan Wedawatta has built a notable volume of knowledge and experience into extreme weather events and construction resilience during such events. Here, he discusses strategies taken by countries particularly prone to the catastrophic effects of flooding.

Preparedness and Response in South Asian Countries South Asia is a region significantly vulnerable to flooding and the countries within the region, Bangladesh, for example, is affected by flooding regularly. Looking at the cases of Bangladesh and Sri Lanka, the session will address the current status of flood preparedness and response strategies within the region, their effectiveness, lessons that can be learned for future practice and suggestions for improvement.

Knowledge Management in Dutch Flood Management - Example: Flood Emergency Response In the Netherlands, more and more attention is given to emergency response as part of our overall solution to combatting floods. Various bodies play a role in implementing emergency response measures, their know-how and approaches vary, however. It is essential to learn from each other and to find ways to be more effective and efficient. A knowledge management tool has been put in place to streamline this.

Joe Cuthbertson works in the Environment Agency`s National Incident Management Team, responsible for ensuring the organisation is prepared to provide a professional and effective incident response. He is responsible for running the National Incident Room day-to-day and during major incidents. Joe has several years’ experience in emergency planning and response at a local and national level, with a background in environmental regulation.
John’s main area of work is the prioritisation and allocation of flood defence grants to reduce the risk of flood and coastal erosion in England. He and his team work to ensure that the investment programmes deliver the required outcomes as efficiently and effectively as possible. The priority for John and the flood allocation programme is to do as much as possible with the government and partnership funding they receive, ensuring that plans for investment make

Peter is founder and CEO of the Wildwood Trust, and has been for the past 12 years. Wildwood Trust was created to champion practical ‘rewilding’ projects using animals like beavers, wild horses and wolves in ecological restoration projects. Peter also leads a successful consultancy specialising in mitigating and restoring wetland habitat for water voles, and he acts as a consultant to ‘rewilding’ schemes, giving advice to government agencies and leading wildlife charities.
These ‘rewilding’ projects can not only provide environmental and ecological benefits, but also contribute to the creation of natural flood defences. He is a regular commentator on wildlife in the media and has taken part in a number of popular wildlife television series, often appearing as a guest on BBC’s Countryfile and Springwatch programmes. On top of his ecological academic work, Peter has specialised in funding and project management, gaining an MA in Marketing and an MBA along the way. He teaches in these areas as a visiting lecturer at numerous ecological research groups. Peter has spent his whole career working for wildlife conservation charities in capacities such as campaigning, communications, environmental impacts assessment, restoration ecology, organisational development and senior management.

Alice Couldwell is in charge of the linear drainage portfolio for Marshalls. As a witness to the severe floods at her home town, she has driven in-depth research projects to understand the key fundamentals of flooding within hard landscaped areas and why the drainage systems failed. In 2008, Paul was awarded a Higgins and Langley Memorial Award for Outstanding Achievement in Swiftwater Rescue. He received this for his involvement in the management of the Major Flood Event Research Project as part of the UK Chief Fire Officers Association. Dr. Yunqing has more than 15 years of research and industry experience in the study of flood risk management and climate change impact. His research focuses on the hydrological and hydro-meteorological modelling of extreme events, weather radar and radar-hydrology, hydroinformatics, climate change and data downscaling.

Richard Coutts is a Chartered Architect with over 15 years’ experience. LifE furthered the Baca-designed Blue Infrastructure toolkit, which along with the Greenspace toolkit (Global to Local) and the Climate Change Risk and Vulnerabilities Assessment (Manchester University) constitute the main outputs of Sutton’s Climate Adaptation Action Plan. ROLBA SWEDISH SUCTION & JETTING TECHNOLOGY
The ROLBA unit only supplies air-mover type vacuum pumps. This gives the customer the added benefit of sucking material from greater depths. The technology also allows the ROLBA user to operate the machine in very cold winter conditions, whereas liquid ring vacuum pumps tend to have problems. The Medium Volume Combi has a fully opening rear door and a hydraulic tipping sludge tank. The tipping angle is up to 55 degrees. Therefore, with the combination of the stainless steel tank and the very steep tipping angle, no material is left in the debris tank. At the rear of the unit, ROLBA have mounted a fully flexible “manipulator arm” which makes life easier for the operator. This is controlled and operated from the radio remote control unit which is a standard piece of equipment with every ROLBA. On top of the tank, there is a cassette system which incorporates a 5” diameter hose x 17 meters which supplies the hose to the manipulator arm. The main control panel is made of stainless steel and is located at the left rear side of the machine with safety of the operator in mind. The Environment Agency have been a framework partner for mobile pumps with Hidrostal since 2012, now owning and operating a large fleet of 4” to 20” Hidrostal sets.
The great floods of 2014 delivered lessons to us all. Here in Hidrostal, as a direct response to some of the challenges encountered, we embarked on designing a 3rd generation of our mobile diesel pumping equipment called the SuperBetsy.
SuperBetsy combines the benefits of 1st generation Betsy and 2nd generation Superhawk machines but with over 20 additional design refinements. One of the biggest challenges we encountered during and after the floods was the location of exact models to ensure service efficiency. During a crisis, equipment is moved from pillar to post and administration struggles to keep pace with activities on the ground.
Tracking models is also essential for swift redeployment of correct sized machines as circumstances change, ensuring proportional pumping capacity is applied to each incident so getting the best use of resources. For these reasons, a more advanced control system has been introduced which incorporated GPS tracking and full remote monitoring.
Fuel endurance is always vital; our low fuel consumption means less refuel visits, freeing up more time to exhausted staff during any emergency operation. In addition, new remote monitoring allows the possibility for more planned refuelling. Needless to say that the fundamental reliability of the diesel pumpset is paramount. That’s why Hidrostal have refined over 20 aspects of the build specification found in previous generations, to deliver even more reliability and efficient performance today.

his demonstration showcases different options for personal protective equipment (PPE) and explores rescue options for co-workers.
Increasingly employees are required to work within flooded areas maintaining infrastructure and protecting property and assets. Consequently these personnel are exposed to a number of hazards associated with deep and moving water, not to mention the contamination of the water itself. R3 Safety & Rescue Ltd. have established safety and operating procedures which include the use of personal protective equipment, training, and rescue procedures of colleagues when working in and near flood waters. This demonstration shows best practice during co-worker rescue while discussing the risk exposure to the rescuer. These include bank-based rescue options, tethered swimmer and paddle boat rescues. This demonstration shows just some of the content of flood operations training courses that ensure personnel are fully prepared to work in floods; that they understand the associated risks and have the knowledge and skills to remain safe and work effectively. We deliver a number of courses that are suitable for organisations whose employees need to work around or in floods in order to carry out functions such as sandbagging, creation of temporary flood defences, infrastructure maintenance, property inspection, etc.

New technologies have improved the precision to which modern hydrographic and aerial surveys can be conducted; these advances are allowing the Environment Agency and other key organisations to make informed decisions concerning the protection of our coastal and inland waters.
Combining hydrographic and aerial technology is cutting edge and enables the seamless transition between what sits above and below the water. The demonstration will show both disciplines working in complete harmony. The RIB will be used to demonstrate the latest sonar technology, and the unmanned air system (drone) will be launched from the RIB to capture above water imagery. In order to maintain our diverse environment for future generations we need
geocurve ltdWith its shallow draft and high buoyancy, the Humber RIB allows us to enter shallow water accessing harder to reach places that conventional survey boats couldn’t.
Using this as our main platform, we also use the SonarMite BTX echo sounder to collect the data; this equipment was specifically designed for shallow water surveying. By sending out a pulse every second it takes a depth reading, this is then GPS referenced and stored using the Leica Viva handset and GPS receiver.
Our aim is to record a depth every 5 meters so by the end we make a 5x5m grid across the river bed.

ABOUT LOWLAND RESCUELowland Rescue teams work ‘From Hill to High Water’ in over 30 counties of the UK (and all of Northern Ireland).
Working closely with Mountain Rescue, both organisations serve to search and rescue those that require help. As well as foot-team search specialists, many Lowland Rescue teams have search dogs, medical response units, water rescue teams, mountain bike and boat search crews and close affiliations with other response agencies such as Mountain Rescue, Cave Rescue and RNLI.

FLOOD FORECASTING CENTREThe Flood Forecasting Centre is a successful partnership between the Environment Agency and Met Office.
The centre provides its government and emergency responder customers with a 24/7 operational hydrometeorology service. Working at county scale, flood risk is forecast for all natural sources – river, coastal, tidal, groundwater and surface water - for five days ahead.
To produce our forecasts we work together with the modelling and forecasting services in the Environment Agency and Natural Resources Wales and the Met Office operations centre.
