Flood in Toba Asahan River Basin
• Frequent floods take place in Tanjung Balai City, which is
located on lower reach of the Asahan River, at the confluence of
the Asahan River and the Silau River.
• The floods caused by large discharge from upstream (outflow of
Siguragura Dam & Tangga Dam reservoirs) and inflow of Silau
River.
• Siguragura Dam & Tangga Dam operations based on the
electricity demand for alumunium smelting operation.
• The flood prone areas are Districts of Datuk Bandar, Datuk
Bandar Timur, Buntu Pane, Rahuning, Tinggi Raja, with the
floods level about 10 - 70 cm.

Flood Management in Asahan River Basin
• Need to promote the balance between the electricity
production and the river capacity on lower reach,
according to IWRM concept.
• As the structural measures, it’s necessary to develop an
afterbay infrastructure in the downstream which serves
to flatten the discharge from upstream reservoirs
(Siguragura & Tangga Dam Reservoirs). The Ministry of
Public Works, Government of Indonesia plans to
construct levee (26km long and 18m wide).
• As the non structural measures, it’s necessary to
develop flood hazard mapping with land use and building
controls in flood-prone areas and develop flood
forecasting and warning systems, backed up by
improved communication systems and community
awareness programs.

Flood in Jratunseluna River Basin
• Frequent flood in Jratunseluna River basin affect
Semarang City, the capital of Central Java
Province, with the population of 1.765.386
inhabitants.
• The geographic condition of the North Coast of
Semarang City with a slope about 0 – 20, land
subsidence, high water tide, and inadequate
structural measures cause frequent coastal
flooding in the city.

Flood in the Beringin River on the North Coast
(Kendal District – Semarang)
• Structural and non-structural methods for controlling
coastal flooding including dykes, drainage systems,
pump stations, polder systems, coastal-land
reclamations, coastal planning and management,
public education, as well as the establishment of an
institutional framework for disaster management have
been implemented in the coastal area of Semarang
City.
• Some improvement actions have been proposed
including stakeholders involvement on the disaster
mitigation. For a long period coastal management,
accelerated sea level rises due to global warming
should also be taken into account.
