Florida Health Information Exchange
Two HIE Services
Direct Secure Messaging (DSM):• Secure, encrypted email
service• Free service• No EHR required• No special software
required
Patient Look-up and Delivery (PLU):• Connects already existing
HIE systems that meet specific requirements
• Allows users of HIE systems to obtain information on patients from other PLU participants
Investigate DSM Benefits
• Faster method of sending patient information to other providers than fax or courier
• “Read Receipt” ensures that the information sent was received
• Patient information remains secure and HIPAA compliant
Integration Into Current Workflow
Referral Transition of Care Response to a Request from another Provider
A pediatrician sends an DSM referral message along with any necessary patient information and lab results to a urologist for treatment
A urologist working with a children’s medical home sends a DSM message with an attached treatment summary to a hospital
A pediatric nephrologist is seeing a patient and needs a more detailed history than the patient’s guardian can provide. In response to one request from the nephrologist, the pediatrician & urologist send patient history information via DSM messages instead of the multiple pages of paper fax that it would normally take.
Initial DSM Participants• Health care providers such as hospitals, physicians,
and others may register. • Clinical laboratories, community mental health
centers, rural health clinics, hospices, and skilled nursing facilities may register.
• Florida County Health Departments and FQHCs.
The Future of DSMNext Step• Expansion of health care providers that are allowed to register:
• State Agencies that need access to patient information (AHCA; Children & Family Service; Department of Health)
• Insurers
• Increase usage by County Health Departments and Children Medical Service Offices
• Planning states for interstate transfer of patient data to assist physicians in share PHI with providers in other states
