BORDER SECURITY AND ILLEGAL IMMIGRATIONAuthorities Arrest 12 Undocumented Guatemalan Nationals and Seize 17 Transport Trucks in

Mexico State – 29 June 2010

An operation conducted by agencies to include the SIEDF, SAT, SEDENA, SSP, and the INM led to the

arrest of 12 undocumented Guatemalan nationals and the seizure of multiple vehicles. The operations

were carried out along highways in Puebla to include: the Jilotepec, Pachuca, Tulancingo Hidalgo,

Calpulalpan, Tlaxcala, and San Martin Texmelucan. Those Guatemalan nationals now in police custody

were identified as:

  Gaspar Ramos Larios

  Maria Larios Velazquez

  Matteew Bouse Bacile

  Josue Perez

  Marlon de Leon  Oscar Marin

  Martin Hernandez Carrillo

  Mainor Lopez

  Antonio Lopez

  Josue Rucanco Lopez

Those items seized during these operations were reported as follows:  17 transport trucks

Key Events Regarding Mexico’s War on Drugs since 2001 – 28 June 2010The following are a compilation of key events in the drug war in Mexico since 2001:

  2001- Joaquin Guzman, aka El Chapo, escaped from a prison in western Mexico after being

wheeled out of the facility in a laundry cart.

  2002- Authorities begin to attack and debilitate the Tijuana cartel in Baja California. Key events

during this were the murder of Ramon ARELLANO and the capture of his brother Benjamin.

  2003- Mexican soldiers capture Osiel CARDENAS, the Gulf Cartel leader, in Matamoros,

Tamaulipas, following a confrontation between hitmen and soldiers.

  2004- Joaquin Guzman attempts to capitalize on the arrest of Osiel CARDENAS by sending

hitmen to the area in an attempt to take over routes into Texas. He is repelled by Gulf Cartelmembers.

  2005- Guzman seeks to take control of Tijuana and drug routes to California. During this same

year, violence in Mexico began to escalate. Evidence of this is 1,500 murders reported during the

year.

  2006- Violence extends into Acapulco, Monterrey, and Michoacan, the birth state of Felipe

Calderon. To counteract violence in Michoacan, Calderon sends soldiers and federal police to

combat the Sinaloa Cartel’s ambitions to take control of routes in Michoacan. During 2006, drug

trafficking related violence escalates throughout the country causing the deaths of 2,300 people.

  2007- Calderon sends thousands of soldiers and police to Tijuana and other regions in Mexico.

The Mexican government extradites Osiel CARDENAS to the United States. During this same

year, a historic 23 metric tons of cocaine are seized.

  2008- Guzman battles against the Juarez Cartel and violence explodes in Ciudad Juarez. During

2008, an estimated 6,300 individuals are victims of organized crime related violence.

  2009- President Calderon sends 10,000 soldiers and police to Ciudad Juarez, but the violence and

murders continue. In December, Mexican marines raid the home of Arturo BELTRAN Leyva in

Cuernavaca, 80 kilometers south of Mexico City. He is killed during the raid.

  2010- In January, Teodoro Garcia Simental, aka El Teo, a Tijuana Cartel leader is arrested.

Eight Individuals Murdered on 28 June 2010 in Ciudad Juarez, Chihuahua – 29 June 2010

On 28 June 2010, eight individuals were murdered in separate incidents in Ciudad Juarez [30.3167 -

108.0833], Chihuahua. Three of these incidents were reported as follows:

  Event one: an unidentified individual died in the hospital as a result of various gunshot wounds

  Event two: at 1700 hours, Jesus Rene Mata, 33, was murdered by a group of hitmen on Julio

Caceres Street in the Mil Cumbres neighborhood

  Event three: at 1945 hours, an unidentified individual was murdered at the Wal-Mart parking lot

located on Paseo Triunfo de la Republica Street.

To date in 2010, 1,373 organized crime related murders have been reported in Ciudad Juarez, Chihuahua.

Narco Banner Directed to the PRI Municipal Presidential Candidate Posted in Pinotepa Nacional,

Oaxaca – 29 June 2010In the early hours of 28 June 2010, a narco banner directed to the

PRI municipal presidential candidate, Carlos Sarabia Camacho,

was found on the outskirts of the Pinotepa Nacional municipality

[16.3167 -98.0167], in Oaxaca. The message in the banner reads

as follows: ***** Captain Sarabia, you know the business; the

 plaza of Pinotepa is ours, Mayor.”

Decapitated Body Left near Mayoral Candidates Home in Ciudad Juarez, Chihuahua – 30 June

2010

Around 0600 hours on 30 June 2010, a decapitated body was found near the house of Hector Teto

Murguia Lardizabal, a Mayoral candidate in Ciudad Juarez [30.3167 -108.0833], Chihuahua. It is

believed that a message was left with the body; however, this information was not confirmed by

authorities.

This murder marks the 286th murder in Ciudad Juarez during June of 2010. Murders by month since the

start of 2010 were reported as follows:

  227 in January

  163 in February

  240 in March

  205 in April

  253 in May

Internal Affairs Prosecutor Murdered in Ciudad Juarez, Chihuahua – 01 July 2010

Sandra Ivonne Salas, the Internal Affairs Prosecutor of Chihuahua, was murdered by a group of hitmen

late on 30 June 2010 in Ciudad Juarez [30.3167 -108.0833], Chihuahua. One of her escorts was also

killed. The motive for this attack is under investigation.

Gunfight between State Police Officers and Gunmen in Jalisco – 01 July 2010

A gunfight between state police officers and a group of gunmen occurred around 2000 hours on 31 June

2010 in the Apozol village of Yahualica de Gonzalez Gallo [21.1333 -102.8500], Jalisco. The gunfight

occurred after officers responded to an anonymous tip regarding armed men. At that point, they were

fired upon by the group of gunmen which in turn, initiated a gunfight. As a result, two gunmen were

killed and three were arrested. Those arrested gunmen were identified as follows:

  Hernando LUNA Franco, 27

  Martin ISRAEL Munoz, 25

  Sergio Guadalupe DIAZ Ramirez, 22

After questioning, these men confessed to being members of the Milenio Cartel. Those items seized in

this incident were reported as follows:

  2 AR-15’s 

  (2) 9mm UZI submachine guns

  2 abandoned pickups

  1 AK-47

  2 shotguns

Comment: The now deceased gunmen were identified as being around 20 years of age and by their

nicknames; El Pora and El Loco.

Santo Domingo de Morelos Municipal President and Municipal Trustee Murdered in Oaxaca  – 30

June 2010

The Municipal President of Santo Domingo de Morelos, Nicolas Garcia Ambrosio, and the Municipal

Trustee, Miguel Angel Perez Garcia, were ambushed and killed by a group of hitmen in the Soluta

community of the Santa Maria Tonameca municipality [15.7333 -96.5500], of Oaxaca.

MILITARYSoldiers Arrest One and Seize Weapons in Durango, Durango - 29 June 2010

Soldiers from the 10th Military Zone conducing patrols arrested Raul GONZALEZ Navarro, aka El

Solitario, 38, in the Emiliano Zapata neighborhood of Durango, Durango. Seized from him were thefollowing items:

  1 AR-15

  3 AK-47’s; one had "Solitario" written on the hand guard

  29 magazines (for.223 and 7.62x39 caliber weapons)

  1 black 2008 Ford Triton double cab pickup truck with Durango plates FT-11-589

  3 ammunition pouches

  2 tactical vests bearing the markings "Policia Federal"

  1 fake AFI license plate

  1 radio base

FEDERAL POLICE AND LAW ENFORCEMENTFederal Police Arrest La Familia Michoacana Plaza Leader in Morelia, Michoacan – 30 June 2010

Ramon Pequeño Garcia, the Director of the Anti-Drug Division, reported the arrest of Miguel ORTIZ

Miranda, 28, aka El Tyson. This individual was identified as a La Familia Michoacana plaza leader in

Morelia [19.7000 -101.1167], Michoacan. The particulars about Ortiz reported in this article were as

follows:  Participated in the attack against Minerva Bautista Gomez, the Secretariat of Public Safety, on

April 2010.

  He is linked to multiple attacks against federal police officers and Los Zetas in Michoacan.

  He is a former State Police Officer who served from 1999 to 2008.

  He became a member of La Familia Michoacana in 2005.

  He participated in the attempted rescue of Arnoldo RUEDA Medina, aka La Minsa. Rueda was

arrested on 11 July 2009.

  He ordered the decapitation of Josafat Delfino Lopez Tinoco on October 2009. Lopez Tinoco

was the Director of Preliminary Investigations of the Prosecutor’s Office in Michoacan. In this

incident, Pequeño confessed to having left a message signed by La Resistencia with LopezTinoco’s severed head. This message symbolized an alliance between La Familia Michoacana,

the Milenio Cartel, Los Valencia Cartel, and the Gulf Cartel against Los Zetas.

  He stated that he received the following types of training from La Familia Michoacana: self-help

therapy, biblical studies, weapons training, and survival techniques. The weapons and survival

classes were given by former soldiers in Michoacan.

Federal Public Ministry Agents Seize 680 Kilograms of Marijuana in San Dimas, Durango – 29

June 2010

Federal Public Ministry agents responded to information regarding packages left at the 35 kilometer

marker along the road that connects Tayoltia and Huachichiles in San Dimas [24.1333-105.9667],

Durango. After searching the 45 packages, authorities discovered they were filed with 680.8 kilograms of 

marijuana.

State Police Officers Arrest Three and Seize 3.5 Kilograms of Crystal Meth in Teocaltiche, Jalisco –  

29 June 2010

State police officers conducting routine patrols arrested three individuals for possession of 3.5 kilograms

of crystal meth along the Jalostotitlan-Teocaltiche highway in Teocaltiche [21.4333 -102.5833], Jalisco.

At this location, officers noted three individuals in a black 2005 Jeep Cherokee with Jalisco plates JBD-

6202. After inspecting the pickup, officers discovered the crystal meth inside ten white buckets. The

now arrested men were identified as Artemio CLEMENTE Santos, 29, Luis Oscar JAM Garnica, 23, and

Alberto LOPEZ Ternero, 48.

Federal Police Seize 38.2 Kilograms of Cocaine Hydrochloride and Arrest 16 Individuals along the

Orizaba-Mexico Highway – 30 June 2010

Federal police conducting routine inspections seized 38.2

kilograms of cocaine hydrochloride. The seizure was made

after officers stopped Turismo Plus Bus 7353 with plates

7Z7-R-5 for an inspection along the Orizaba-Mexico

highway. After searching this vehicle, the cocaine was

discovered hidden inside a double bottomed compartment of 

the bus. Following the seizure, officers conducted an

investigation that led to the arrest of 16 individuals. Two of 

these individuals were identified as Miguel Angel

SALGADO Mendoza, and Jose Fernando VARGAS Gil.

These men confessed to working for multiple bus owners to transport drugs out of Comitan and Lagunas

de Montebello (both are in Chiapas). The other 14 individuals were women that had been recruited to

travel as tourists in the buses loaded with drugs. These women were paid $(MXN) 1,000 per trip.

Police and Soldiers Seize Weapons from Safe House in Tapachula, Chiapas – 30 June 2010

At 1300 hours, State Preventive Police and Ministerial Police raided a safe house that allegedly belongedto the Los Zetas in Las Hortensias neighborhood of Tapachula, Chiapas. The raid was conducted afterauthorities received a tip regarding suspicious activity in the area. Seized from the property were twoarmored vehicles, fragmentation grenades, and multiple high caliber weapons. An explosive device wasalso dismantled at the property.

Federal Police Arrest Four Extortionists in Ciudad Juarez, Chihuahua – 30 June 2010

Federal police officers conducting routine patrols arrested four extortionists during two separate incidents

in Ciudad Juarez [30.3167 -108.0833], Chihuahua. In the first incident, officers responding to a report

regarding extortion activity set up an operation that led to the arrest of two individuals caught in the

process of extorting an individul. The arrest took place at a shopping center on Manuel J. Clouthier and

Cotufa Streets in the Infonavit Ampliacion Aeropuerto neighborhood. These men were identified as

follows:

  Juan Carlos NEVARES Garcia, 47

  Erika del Carmen SALAS Cuyuche, 35

The second incident occurred after officers noted a fight between three men on Oaxaca and Zaragoza

Streets in the Salvarcar neighborhood. In the end, all three were arrested and it was determined that twoof the men forced the third to pay them $(MXN) 700 per week. The now arrested extortionists were

identified as follows:

  Enrique GARCIA Luna

  Elias PEREZ Gregorio

Seized from these men was a 2004 Tierra Nueva bus with federal service plates 7483078.

Following the murder of PRI candidate Rodolfo Torre Cantu in Tamaulipas, the PRI in Quintana Roo hasincreased security measures to protect their political candidates. Torre was killed along with four otherpeople on 28 June 2010.

CENTRAL AMERICAAnti – Drug Agents Seize More Than 1,000 Bottles of Pseudoephedrine in Tegucigalpa, Honduras –  

28 June 2010

On 28 June 2010, Honduran Anti-Narcotic agents seized

1,066 small bottles of liquid medications containing high

quantities of pseudoephedrine in Tegucigalpa [15.6333-

88.2500], Honduras. These bottles were labeled as cough,sinus, and respiratory medicines. According to authorities,

labeling the bottles in this manner is a way to help bring the

pseudoephedrine into the country without raising suspicion.

Other relevant pseudoephedrine trafficking cases in

Honduras were reported as follows:

  On 16 August 2008, customs authorities at the

Toncontin International Airport [14.06-87.22], in Honduras, seized 50 boxes coming from Cali,

Colombia. This shipment was later sent to Tegucigalpa, Honduras, but was never picked up

which is when authorities discovered that it was pseudoephedrine.  Two days later on 18 August 2008, authorities seized another 106 boxes of pseudoephedrine

containing a total of 763,200 tablets.
