Route is nearly always available except in major weather events or emergency event and alternatives may exist. Clearance of incidents will have a moderate priority and road users may be advised.

Access & Low Volume Variable road standards and alignment, lower speeds and greater driver vigilance required on some road/sections, particularly depending on topography, access, density and use. Road users should expect mixed us environments with some variability in the road environment, including vehicle speed. Road users safety guidance may be provided at high risk locations.

OpportunitiesOpportunities:Key regional roads, such as the Mangakahia Road Te Pua Road have been highlighted as to there importance as “Inland Freight Routes” and are now going through the process of being changed to “State Highway” Status. This will lead to the appropriate level of investment in these routes without having an adverse impact on the Local Government Share. A real Win-Win-Win.

This could lead packaging of work across LG boundaries for a number of functions which adds real value for money back to the community.

The ability to attract funding for Dust minimization within the unsealed network maintenance category through business case on demand and short term use change

Provide a better understanding to stakeholders and the public about what levels of service they will receive on their roads.

The ability to attract funding to assist with the impact of Forestry/logging traffic on our network through the business case approach.

Risks

Risks:Resistance from Councillors and Senior Management to accept the levels of service and investment levels negotiated with NZTA.

Lack of understanding around how the “performance Measures” work. I have had workshops with both FNDC staff and Council Infrastructure Committee to step through the system. We have started implementing these into our Annual Plan performance measures.

The ability to sell the picture to the stakeholders in a clear and concise way. Developing a Community Consultation Plan.

That Council is under resourced to meet all the deadlines of the Transition Plan.

Risks Continued

Ferry services are not recognised in the customer levels of service (CLoS) even though the Hokianga Ferry is an essential link in our western road network.

Length of network = 43.5m/person(FNDC), 81.7m/Rates notice(FNDC) with the National average is 22m/person, Auckland = 5.07m/person. As the local share is funded through the rates, there is a risk of underfunding if more work requires more local share.

Unsealed Roads currently have a very low profile in the ONRC system and in most cases they are the START Journey point for all Primary industry production in the Far North. They also constitute 66% of our network.

Lesson’s learnt

1. The ONRC has created a different view of Transport, one of looking what is being delivered and working out the best solution, NOT starting with the solution(history) and trying to make it fit (Tomorrow).

2. Understanding what our network is providing as a service in a Holistic whole of Network approach and not on a individual basis.

3. Also understanding the concept of the hierarchy defining maintenance programs.

4. Focusing on the CLoS Outcomes Safety, Resilience, Amenity, Travel Time and Accessibility and how best to deliver them.
