    While custody remained with t he S ecre t Serv ice ,the re were only four more r eques t s fo r t apes : June 4, June 25and July 10 and 11. On each of t hese occas ions , Zumwalt madenotes on whatever wa s handy and l e f t the note in the safewith the t apes . Although some of th e notes were on smal lpiece s of paper bags , t he re i s no evidence t h a t any t apechecked ou t was not recorded in some manner. There i s a l sono evidence ( in fac t the re i s evidence to th e contrary) t h a tthe r e wa s any other way t o g e t acc ess to t apes o ther thanthrough Sims or Zumwalt.

    2. Genera l Benne t t ' s CustodyOn July 18, 1973, th e taping s y s tem was removedan d the custody of th e t apes was t r ansfer red to General JohnBennet t , an aide to General Haig. Bennet t made ex tens ivehandw r i t te n notes about any movement a t a ll of th e t apes .The few mist akes t h a t can be found in h is records are dueto t r ansc r ib ing da ta from the b acks o f the t ape boxes e i the rin cons is ten t ly or i naccura te ly . There i s no evidence t h a tan y of these minor mistakes af f ec ted th e June 20 t ape .

    In response to your request we have made a comprehensitechnica l study t h e White House tape of June 20, 1972, withspecial at tent ion to a sec t ion of buzzing sounds that las tsapproximately 18.5 minutes . Paragraphs that fotlm-l summarizeour f indings and indicate the kinds of t es t s and evidence on,,!hich " ~ I e base the f indings.

    Magnetic s i g n a t u r ~ s ~ h a t we have measured direct ly onthe tape shoH that the buzzing sounds ';vere put on the tape int h ~ process of erasing and re-recording a t l eas t f ive , andperhaps as many as nine, separate and contiguous segments.Hand operat ion of keyboard controls on the Uher 5000 recorderwas involved in s ta r t ing and again in stop'ping the recordingof each segment. The magnetic signatures observed on thetape shm,] conclusively tha t the 18. 5-minute sec t ion could nothave been ~ r o d u c e d by any single, continuous operat ion.Further, \!bethcr tbe footpedal ';-las us 'ed or not, the recordingcontrols must bave been operated by band in the making of

Measurements_ of the frequency sp-ectrum of thebuzz showed t ha t it i s made up of a 60 cy6les per secondfundamental tone , plus a l a rge number of harmonic tonesmul t ip l es o f 60.     . Can speech sounds be de tec ted under the buzzing? Heth ink so . At th ree loca t ions in the l8 .S-minute sec t i on , wehave observed a fragment of speech- l ike sound l a s t i ng l ess .than one second. Each of the fragments l i e s exact ly a t a plac eon the tape t ha t was . m i s s e ~ by the e rase head during these r ie s o f ope-rat ions in \vhich the seve r a l segments o f erasureand' buzz were pu t on the t ape . Fur the r , the frequency spect ra. o f the sounds in these fragments bear a reasonable resemblancGto the spec t r a o f speech sounds.

    Can the speech be recovered? He th ink no t . He know o fno t echnique t h a t could recover i n t e l l i g ib l e speech from thebuzz sec t ion . Even the fragments t ha t we have observed a reso heavi ly obscured t ha t He cannot t e l l Hhat Has sa i d .
