Main Street opens, new lanes, wider sidewalks

There was an error in last week’s Annandale Advocate, Oct.7, in the Annandale City Council candidate profiles. JaredJordan’s government and free time paragraphs were incor-rectly copied. He did not serve on the Annandale CityCouncil for 10 years or the Planning and Zoning commis-sion. The only incumbent running in the City Council raceis Matthew Wuollet. The Advocate regrets the error.

CORRECTION

The Minnesota Department of Transportation announced all new lanes, cross street connections and sidewalks along Highway 24 between Highway 55 and

Poplar Avenue had opened Friday, Oct. 9. The $4.9 million project, which began April 8, includes a new road surface, improvements to city underground utili-

ties and expanded walks. The project includes a newly designed downtown streetscape area with wider sidewalks, planting areas and colored concrete.

Pedestrian bump-outs are installed for improved visibility of walkers about to cross the road at Chestnut Street, Cedar Street and Cherry Avenue. Bump-outs

also provide shorter crosswalk distances and reduce motorist speed while at the intersection. Crews have a few off-road items to complete, including sidewalk

and removal of equipment and traffic control devices. MnDOT thanks the Annandale community for their continued patience during the six month project to im-

prove Highway 24. For more information on project benefits, visit mndot.gov/d3/projects/annandale/.

County Board slows down forbetter look at French Lake areademolition and ditchesBy Larry Windom

Not so fast. That was the directive a couple oftimes by the Wright County Board of Commis-sioners as they waded through a full agenda pre-sented at Tuesday morning’s regular meeting.Caught in the current were two topics – one re-garding a proposal to demolish residence on taxforfeited land, and the other regarding a requestto fund additional research into a pair of countyditches – both of which appeared at first to beminor topics but which quickly evolved into de-bate and, eventually, motions to take a step backfor another look.Leading the way back-wards was CommissionerCharles Borrell who was infine contrarian form as hequestioned the recommenda-tions of staff.

The first debated topicwas a proposal to pay for thedemolition of an abandonedresidence located on a smalllot on the shore of the CrowRiver in French Lake Town-ship, located southwest of An-nandale. A motion was immediately made to allow theauditor/treasurer to accept the lowest bid fordemolition and removal of the structures on theproperty, but Commissioner Borrell jumped into question the proposed action. Citing the costof demolition and noting that clearing the prop-erty might make it impossible to rebuild undernew construction guidelines, he asked if it mightbe better to first try to sell the property as is.Other commissioners appeared to agree withBorrell’s train of thought, with CommissionerMark Daleiden noting, “Maybe we should atleast explore it as an option.”

After a few more com-ments, commissioners agreedto withdraw the motion andinstead voted unanimously tosend the matter to the TaxForfeiture Committee tocheck into it and make a rec-ommendation.The second debated topicis also located largely inFrench Lake Township, but itimpacts a much larger terri-tory and many more landowners. The issue iscounty ditches, specifically, County Ditch 19and, so some extent, County Ditch 16, both ofwhich are located near French Lake and withinthe watershed surrounding the lake. Matt Detjen, the county’s agricultural anddrainage expert, appeared before the board to re-quest permission to hire a firm to undergo“complex hydraulic modeling” to more accu-rately determine the benefits and damages to allproperty owners affected by the drainage project. This extra, specialized work would cost about$6,000, he said.

But Commissioner Borrell jumped in againto question the recommendation. “I almost needa guarantee that this will resolve the equityissue,” he stated. “Otherwise, why are we spend-ing the money?”Via remote, County Assistant Attorney GregKryzer joined Detjen in recommending the ad-ditional study. He pointed out that WrightCounty is very unique in regards to its countyditches.

Refunding of buildingbonds, direct savingsto taxpayersThe Annandale School Board held a special meeting Thurs-

day, Oct. 8, at the Annandale Elementary School Media Cen-ter.

The purpose of the meeting was to approve a resolutionawarding the sale of bonds for the refunding of the 2011 bondsissued for the construction of the Annandale ElementarySchool building.

The district received two bids, the low bid was for an interestrate of 1.2791 percent. The original bonds issued in 2011 hadan interest rate of 3.635 percent.“With the new interest rate, the district is able to lower fu-ture bond payments starting in 2022 and concluding in 2031by a total of $2,912,831,” said Business Manager Rick Pullen.“This is an average levy reduction of approximately $306,000per year.”

According to Superintendent Tim Prom, Annandale re-ceived a high rating because of District 876’s financial stabilityover the years, the increase in enrollment and the positivegrowth the City of Annandale has seen recently.“The refunding or refinancing of our bonds could not havecome at a better time,” Prom said. “We were estimating thesavings to be about $2.5 million, but because of the very lowinterest rates combined with the district's high rating, that sav-ings was $2.9 million. “This is a direct savings to our taxpayers by lowering the fu-ture required debt levies.”
