Warm Heart And Cold Water Combined For Rescue In Sea

Ocean Grove - BILL GANNON, a brand new attorney, is new before the Court of Law.

But - BILL GANNON, 27 years old, continues to earn community praise for his heroic acts before the public Court of Honor.

He acted again last Thursday and helped save a lady in the frigid sea, over 200 yards out to sea.

The dramatic rescue began when he and his brother, Paul, received a phone call in their nearby Gannon Construction Co. office that there was a first aid em ergency at the South End beachfront. They raced to the boardwalk and saw the lady struggling in the ocean well off the new je tty at the Bradley Beach boundary.

Bill ran back for his surfboard, stripped to his shorts and paddled out for the rescue. It was 1 P.M., water tem perature was 40 degrees and the air was just above freezing.

"I ran into the water, waves of adrenalin cursing through my body helped overcome the initial shock," he to ld The Times. "By the tim e I reached her, there were no feelings in my feet or toes and my movements became slow motion."

He was aoie to keep tne 38-year-old lady afloat as the Coast Guard began to approach them to bring them aboard, wrap them in blankets and return to the Shark River Inlet station. They were hospitalized, treated for hypotherm ia and released.

"She wanted to be rescued. She wanted to live," Bill Gannon told The Times. It wasn’t a suicide attempt by the disturbed person. Investigation revealed that someone had told her Ocean Grove was a target for a bomb.

"Thank God fo r the Coast Guard and tha t it is s t i i l in A von ," he em phasized, fe e iin g tha t the w a it fo r he lp fro m the M anasquan sta tion w o u ld be too long fo r a rescue.

Bill Gannon, who has participated in other rescues, passed the New Jersey Bar Exam in December, but is not opening a general law office at th is time. "I’ ll use my legal know ledge in the various facets of our construction business," he added, noting that the ir firm is now busy with the 3 R’s he ’s lea rned s in ce schoo l • R e co n s tru c tio n , Renovation and Repair.

4 October 1990Hello! I want to start out

by te lling you thanks for th inking o f a ll o f us over here in the Persian Gulf.

I am stationed with the 416th Bom bardm ent w ing and I am a fuels specia list. I refuel a ll the planes that are stationed here. I've re fue led every­thing from F-16’s, F-14 Tom Cats (TOP GUN), F-15 Strike Eagles, B-52 Bom bers and the Thunderbolts. / am sorry / cannot te ll you my location because it is c lassified. I can’t even send a postcard home to my family. Basically, the only thing I can te ll you is that it is hot and sunny. It is so hot that not only do we have to worry about the Iraqi Army, but also the elements of the environment where we live and work.

Operation Desert Shield is a defensive pro tect Saudi Arabia from an Iraqi Invasion.

Recently, the NEWS has learned that one of Mr. S teele’s former students is now serving in the Persian Gulf War. The most recent le tte r dated Dec. 12, 1990, reads something like this:

H il How are you? I am doing ok considering my location. Somewhere about

30 m iles shy o f the Kuwati border.

The overall fee ling here from the troops all the way up to the ranks o f our BN Comm, is that we w ill be going into Kuwait sometime after January 15th.

What they have to ld us, which isn ’t much, is there w ill be about three weeks of bom bing and Naval gunfire. My unit w ill be in general support of our batta llion during the in itia l breaching operation and attached out to the line companies after that. Just being in this environment makes one grow up whether they want to or not. You have to come almost in complete contro l of your surroundings.

Neptune Twp. Police Report

It was the last day of January when police arrested Willie J. Ramsey for stealing copper piping from a vacant house at 1335 Embury Ave., Neptune. An accomplice fled, reported Patrolman Donald Allen, and Ramsey was charged with burglary, theft and possession of burglary tools.

The next day, FEB. 1, at 1 A.M., Patrolman Frederick Jenkins questioned Norman Earl Jones about leaving his motor vehicle at Embury Ave. & Memorial Drive, Neptune. The accused, found to be in possession of an illegal drug (CDS) was walking toward Boston Way Village, Asbury Park, when stopped. Patrolman Andrew Leather assisted.

The same date, FEB. 1, at 3:15 A M., Patrolman Jeffrey Soucy turned on his high beams and observed questionablemovements within a parked car on Division Street. He investigated, backed up by Patrolman Andrew Leather and Sgt. Edward Swannack and they charged the driver, Arthur Pierce, 35, of C liffwood, and passenger, Yvonne Quarterman, 41, of 30 Ridge Court, Neptune, with possession of CDS. She was also charged with possession of drug paraphernalia.

The same day, at 12:30 P.M. in the municipal complex. Patrolman Thomas Rafi arrested Lisa Renee Hammond of 103 Hollywood Ave., Neptune, for disorderly conduct and loud & abusive language in the office of Mrs. Joan Bogart, welfare director.

And on FEB. 1, Patrolman Richard Cuttrell charged Veli E. Rasmussen and Marie A. Parker, both of 28 Ocean Pathway, for drinking alcohol in public at Asbury and New York Aves.,

Ocean Grove. Then at 5:30 P.M., Patrolman Michael Ferranti charged August Horvath with disorderly conduct and using profanity at the Breakers Hotel, 4 Surf Ave., Ocean Grove, where he resides.

Early on FEB. 2, shortly after midnight. Patrolman Joseph Burst stopped Herbie Allen Murphy, 314 Main St., Bradley Beach, for unnecessarily loud noise by his blaring car radio. Investigation resulted in arrest. The accused was wanted by Bradley Beach police for prior offenses - eluding police, driving while on the revoked license list, reckless driving and failure to stop. He had failed to appear in court.

On FEB. 3, police received a call from Joe's Fishery on Rt, 35, Neptune, that a man needed first aid. Patrolman Craig Coles responded, found Gregory H. Holland, 1919 Greenwood Ave., "spaced out" in the bathroom with a syringe sticking out from his arm. He was charged with illegal drug possession, of which he was under the influence, and removed to Jersey Shore Medical Center for treatment.

And later FEB. 3, Patrolman Thomas Rafi reported Leon Gladwin Fraser of Williamsburg, Va., was arrested on Marlow Place for driving while on the revoked list and hindering apprehension and prosecution. Investigation revealed police warrants for prior offenses.

On FEB. 4th, Patrolman Louis Cuevas arrested Michael Krzysik, 311 Fifth Ave., for harassment of a Neptune resident on Cornell Ave. Patrolman Alex Calderon assisted. The accused was charged with unlawful taking of a vehicle without permission and with possession of two stolen vehicles.

In m id-afternoon of a Thursday in August many years ago, a great collection of Ocean Grove docum ents and pictures was assembled and inven­toried.

There were two Bibles. There was a M ethodist Episcopal Church hymnal.

The m inutes of the following conferences were added to the co llection : New Jersey, Newark, Philadelphia, New York, W ilm ington, Baltimore and Baltimore South.

Two 10-year volum es of the Annual Reports of the Camp Meeting Association jo ined the other docu­ments, along with unbound numbers of the firs t five years.

There was the orig inal copy of the Ocean Grove Record, along with other period ica ls, inc lud ing the Evening News (Asbury Park), Ocean Grove Times, The Torch, a copy of the song book "Love and Praise."

All was not paper, for instance, a full set of 1894

proof coins from the Philadelphia m int, a 1794 tw enty-five-cent p iece, a M ethodist Centennial medal.

These and many other m em orabilia went into a copper box.

And the box with its variety of archives was carefully set Into place after being hermetically sealed.

"It is done," intoned Dr. Stokes. He laid down a trowel.

The cornerstone of the new Auditorium had been laid before a huge throng of onlookers.

It was a crowning event of Ocean Grove’s 25th anniversary season, 1894.

A lthough the great new Auditorium had been completed earlier that year and had been much in use, the cornerstone ceremony had been held off until the names of all who had contributed to the building program were in hand, so that they, too, could go into the cornerstone.

JACLYN MARIE HERBST, weighing 6 lbs., 13 oz., was born on Dec. 21st to Denise and Eric Herbst in Houston, Texas. It is their first child.

Paternal grandparents are Mr. and Mrs. Frederick W. Herbst of Montgomery, Alabama and Abbott Ave., Ocean Grove, who were in Texas for Jaclyn’s birth.

ROBERT BEACHLEY, former Ocean Grove hotel and restaurant operator, has been se lected by his Hannah-Crosman VFW Post, here, as its "D istingu ished Citizen of 1991." Mr. Beachley, who is a past com m ander and present quarterm aster for the post, was cited for "continuing devotion to the com m unity and to the causes of veterans everywhere and fo r the welfare of Ocean Grove veterans in particular."

Mrs. OLIVE KOSTER of Cookman Ave., enjoyed visits last week by her daughter, Mary Pat Flannery, and husband, Joe, of Edison. Mrs. Flannery is recovering nicely from surgery in the fall.

On Sunday, Feb. 10th at 4 P.M. in St. Paul’s United M ethodist Church, a special vesper recital of sacred music from gospel to classical will be given by NORMAN CRESSMAN, baritone of Ouakertown, Pa., assisted by JAMES DeHAVEN, pianist, and PHYLLIS SCHULTZ,contralto.

Mr. Cressman attended Syracuse University and studied voice in New York and in Philadelphia.

He has served as o rgan ist-d irector at the United Church of Christ, Ouakertown, taught voice at Moravian College,Bethlehem, Pa., and is a private vocal coach.

Presently he is soloist at St. Paul’s Evangelical Lutheran Church,Philadelphia, and the quartet of Congregation Keneseth Israel, Allentown, Pa.

He also sang with the Bel Conto Singers of Allentown and the M uhlenberg College Opera Workshop, as w e ll as many choral groups in southeastern Pennsylvania and eastern shore of Maryland.

Miss Schultz met Mr. Cressman when both were perform ing in "Amahl and the N ight V is itors" in the Auditorium in August 1987.

The public is invited and a free will offering will be received.

The United M ethodist Women of St. Paul’s Church, Ocean Grove, will meet at 12 Noon on Feb. 12 in Fellowship Hall fo r a "Shrove Tuesday" Pancake Lunch. The program, "Seasons of a Woman’s Life" w ill be presented by Leona Quigg. Hostesses w ill be members of the Blanche Kemp Circle whose leader is Irene George. Please join us!

Community colleges are partly funded by the state and partly by the counties, with the remaining revenue raised through tuition. The co lleges have never been adequately funded by the state. Monmouth County’s support, on the other hand, has been very good. Only because of strong support by the county has our College been able to offer high-quality programs.

The coun ty ’s ability to support Brookdale Com­munity College is threatened by a new interpretation of the county budget cap law that would place county appropriations to the co lleges under the 4.5 percent cap. Since 1977, the Department of Com m unity Affairs has ruled that com m unity co lleges are outside the county budget cap. A lthough the cap law has not changed, the state is now changing its in terpre­tation of the law.

The new interpretation w ill have a devastating impact on C o llege ’s pro­grams and services. Facul­ty and staff layoffs are likely to occur. The College may not be able to offer enough class sections to meet the students’ needs.

We urge your readers to write or call their legislators about th is critica l issue. The State must reconsider

its proposed eight percent cut in aid to com m unity

co lleges. This cut w ill amount to $6.4 million.

New Jersey’s community co lleges must remain a door of opportunity for New Jersey residents.

Refutes LetterEDITOR, TIMES:

On 1/24/91, an article appeared in the Asbury Park Press regarding the Bradley Beach Charter Study, and it quoted Mr. Gerald Pratt. He stated that the Supt. of Public Works had requested the use of a pickup assigned to the Beach Department for snow plow ing, and such request was denied by me. He also stated that 23 borough employees, when asked what the ir salary was, did not know.

I have, in the last 24 hours, spoken to the Supt. of Public Works and we have agreed that we are both w illing to pub lic ly state, and testify, that no such request was ever made, e ither orally or in writing. For the record, the vehicle in question is a 1986 1/2 ton pickup, 2 WD, with autom atic trans­m ission. Persuing Mr. Pratt’s statement further, I contacted a manufacturer’s representative and a plow ing contractor. From them I learned that it is against the manufacturer’s recom m endation to plow snow with this vehicle, the

Since Mr. Pratt has chosen to focus in on snow removal, and the use of this vehicle, it should be further pointed out that the only time we had plowable snow, during the tim e we owned this vehicle, it was in the shop for service and repair.

However, Mr. Pratt, since you have chosen to focus on the sharing of equip­ment, you would be pleased to know that we share trucks, a front end loader, pumps, a generator, scaffold, lawnmowers, pipe cutting equipm ent, and numerous hand tools. We also share labor forces and have people that do jobs in several departm ents that include the gardener, the painter and the carpenter. As I told the committee, we have the type of close knit cooperation that perm its me to point out fau lty or damaged water fountains directly to Jim A llegro and get prompt action. We are not tied up with red tape that impedes work.

As to the statement that they in terview ed 23 em ployees who did not know the ir salary, could

he please provide more information, as thus far, the only persons we have been able to identify in informal conversation was myself and Mayor Riley.

I was interviewed before the end of 1990 and I could not provide precise totals, however, that inform ation is now public record, and can be easily obtained.

Mrs. Ruggieri is far more than a secretary, and if the w rite r thinks Neptune’s "secretary/ adm inistrator" is overpaid, then she is misinformed as to the broad scope of Mrs. Ruggieri’s job.

Her present position is a dual one; she functions both as secretary of the Board of Education and as the school business adm inistrator (SBA). In a district where there is dual control, her position would have the same authority.

responsib ility and, yes, pay as the superintendent. Neptune has unit control, and therefore, the super­in tendent is the ultimate authority. Reporting direct­ly to Mr. Lake are two assis­tant superin tendents and the business administrator, all th ree o f whom receive the same salary.

The com plex range of business know ledge and financial expertise required of the Neptune SBA can be compared to the combined positions of CFO and COO of a m ulti-m illion dollar company. Mrs. Ruggieri oversees the expenditure, and financial recordkeeping of the entire d is tric t, which has an annual budget in excess of $30 m illion and assets exceeding $60 m illion. If she were to u tilize those same skills in the private sector, the rem uneration would be far above her present salary.

Neptune citizens have the right to question how the ir tax dollars are being spent, but in Mrs. O lm stead’s case, her concern is m isd irected. Through her astute adm inistration, Mrs.Ruggieri has substantially increased interest income on the monetary assets of the Board of Education, and through her careful management, she has kept tigh t contro l over ever-increasing expenses. She puts in many hours of uncom pensated overtime, and the use of a computer allows her to work in the safety of her home while continu ing to conduct Board business. The w rite r insisted that she is bringing "the facts" to the taxpayers, but the fact is that the equipment referred to cost less than half the sum that was stated. Not only is she in error on that point, but she is extremely shortsighted in her criticism of the SBA’s salary. A com petent professional who is being paid a reasonable salary to perform a d ifficu lt job will give taxpayers a better value for their dollar in the long run than an incom petent individual whose salary might be less. Wages are not the only consideration here;getting the job done, and getting it done right, must be of ch ie f concern to the Board. In my opinion, the Board of Education has shown sound judgm ent, both in hiring Mrs. Ruggieri and in raising her salary to its present rate.

WHEREAS, the Borough of Bradley Beach is a municipality which owns lands bordering on the Atlantic Ocean used as a place of resort for health, recreation and other public purposes; and

WHEREAS, N.J.S.A. 40:61-22.20 authorizes a municipality In which lands bordering on the Atlantic Ocean are used for "public health and recreation and for other public purposes' to charge and collect reasonable fees ‘ for the registration of persons using said lands and bathing facilities, for access to the beach and bathing and recreational grounds so provided and for the use of the bathing and recreational facilities": and

WHEREAS, It Is the judgement and determination of the Board of Commissioners of the Borough of Bradley Beach that a Beach Utility whose revenues and appropriations are kept separate and apart from the local municipal budget is the proper method to be used in reflecting In an accurate manner the conduct and cost of beach and beach-related activities; and

WHEREAS, the Board of Commissioners acknowledges that said function results in a substantial expense to the Borough of both an indirect and direct nature; and

WHEREAS, the Board of Commissioners acknowledges that said function generates revenues from the reasonable fees associated with registration; and

WHEREAS, it Is the intent of the Board of Commissioners to budget, plan, report and monitor both revenues end expenses associated with said function;

NOW, THEREFORE. BE IT ORDAINED by the Board ol Commissioners of the Borough of Bradley Beach as folowa:

ESTABLISHMENT OF A BEACH UTILITYPursuant to the "Local Budget Law", namely N.J.S.A. 40A;4-1

et seq., a Beach Utility is hereby created and established in the Borough of Bradley Beach, retroactive lo January 1,1991, for the purposes of collecting expenses, both direct and Indirect, and revenue data with regard to the operation, maintenance and improvement of the beach, boardwalk and related facilities and shall be known and cited as "The Beach Utility of the Borough ot Bradley Beach."

The beach utility budget shall set forth the anticipated revenues from the operation thereof which shall be set forth in a separate section of the budget.

The beach utility budget shall set forth the appropriations and shall Include, as a minimum;

(a) Cperations;(b) Interest and debt retirement;(c) Deferred charges and statutory expenditures.The appropriate Borough Cllicials and employees are

directed, empowered and shall adopt accounting procedures consistent with this ordinance and the aforesaid statutes in the creation and operation of the beach utility.

MFMBERSHIP AND POWERSThe membership o fthe Beach Utility shall consist of the

three Borough Commissioners who shall supervise and control the utility and shall have the power to Identify, collect, budget, report and monitor all expenses and revenues In connection with the operation, maintenance and Improvement of the beach, boardwalk and related facilities ol The Beach Utility.

All appropriations In the Beach Utility budget shall be under the direction ol the Directors/Commissioners of the various departments as outlined in the regular Municipal Budget.

Nothing herein shall be construed to alter, modify or eliminate any of the responsibilities or powers of the Board of Commissioners with respect to the operation, maintenance, improvement and management of their respective departments, nor are any of the organizational reporting relationships intended to be altered, modified or amended.

DEDICATION OF REVENUESThe Borough of Bradley Beach hereby dedicates all

revenues derived from the sale of beach badges to liquidate all sums borrowed In connection with the beach utility operation after payment of all expenses directly and indirectly chargeable to the operation, maintenance and support of the beach, boardwalk and related facilities. All income and expenses shall be kept separate and apart from the local municipal budget and shall be deposited In a separate beach utility fund for the purposes Identified herein as provided in N.J.S.A. 40A:4-33, et seq.

All matters with respect to the operation and conduct of the "Beach Utility" not determined by this ordinance shall be determined by resolutions to be hereafter adopted.

The next hurdle is to meet the Federal deadline of 1993 for offshore woodbuming, which took place viitually unregulated for over 20 years. This and the fust project should Iielp make our ocean tops. The 1990 season saw a very clean ocean. Let’s keep it that way.

A Homo Renovation and Decorating Show has been scheduied for Feb. 22nd thru the 24th in Long Branch. The Exhibit Hall of the New Ocean Plaza Hilton on the beachfront is tire site.

Show hours are 1 p.m. to 10, Friday, Feb. 22 along with 11 until 10 p.m. on Saturday. On Sunaay the times are 1 i to 7 p..m.Admission to the event is $5.

Clean Ocean Action will be the beneficiary of the 11th. Annual

John Murphy Memorial flounder tourney to be on Saturday, March 23.

Traditionally, a no-entry-fee event, businesses and individuals provide prize money for the largest flounder caught and weighed i,i before 5 p.m. closing time. Something new has been added to the traditional Captain and Mates greeters for the 38th annual Jersey Coast Boat Show to be held at the Monmouth Park Track. The event, which will run on two weekends this year, will be held Feb. 16th, 17th and 18th, and then again on the 22nd, 23rd and 24th.

In the spirit of equal opportunity, an Admiral has been added to assist the beautiful girls in greeting visitors to this long-time honored event.

Eric Porter of Asbury Park has been selected First Admiral of the show. Resplendent in "Dress W hites", he will greet visitors to the Water World at the show. Porter, formerly a self-employed landscaper, has been a member of the lifeguard squad on the Asbury Park beaches for several summers. Welcome aboard.

Many folks have been calling Bob Hunter of the Clam Hut, Highlands, to let him in on the big news. The National Geographical Magazine for February has a great picture in it. It's a photo of a group of Russian youngsters in Russia with western clothes on. One of the group has a red sport shirt with the "Clam Hut", Highlands, N.J., on it. Nice going. Bob!

DID YOU KNOW THAT we get sick and tired of hearing how much is wrong with Monmouth County. We feel 175% of them just do not know where to cry next. No matter

how much is done for them, if is not appreciated. In the recent breakdown of population figures from April 1980 to April 1990 and the U.S. census, Monmouth was ranked the fourth largest county in New Jersey. If it ’s so bad, why come here. Believe me, you have the best of everything right in good old Monmouth. Love it or leave it.

JACOB HOOKPaterson - A long-tim e

summer resident of Ocean Grove, Jacob Hook, 76, died last Thursday, Jan. 31, in Wayne General Hospital. He was born and raised in Paterson, lived in Hawthorne for 10 years and returned to Paterson 50 years ago.

The funeral was Monday in the Browning-Forshay Funeral Home, Hawthorne. Interment was in Fair Lawn Cemetery.

Mr. Hook had been a supervisor for Curtis-Wright Aeronautical in Wood- Ridge for 27 years and subsequently was em ploy­ed as a case worker for the Passaic County Welfare Dept., retiring in 1982.

He was a m em ber of the Sixth Reformed Church of North Haledon and the Ccean Grove Auditorium Ushers Assn.

Surviving are his wife, the former Edith Egedy; three sons, Ronald A. of Detroit, Greg P. of C incinnati and Theodore J. of Tacoma, Wash.; two daughters, Ellen M. Pietz of Bay Village, Chio, and Norma E. N oordijk of Ann Arbor, Mich., and seven grand­children.

The family says donatipns in his memory should be made out to the Ccean Grove Camp Meeting Assn.

services for Edward Mosher, 83, a resident here nine years who had lived in Ccean Grove over 40 years and who died Sunday in JSMC, were held Tuesday in the Ccean Grove Memorial Home.

He re tired in 1971 as a bond clerk for the New York Stock Exchange, where he worked 44 years. He is survived by his wife.

Mrs. (Cherry) Serwatka re tired in 1978 as a Ft. Monmouth secretary in its Camp Evans division at Wall. She and her late husband, Roy, who died in 1983, owned and operated Larchmont Hardware in Union for 38 years.

She is survived by a son, Michael R. of Boulder, Col.; a s ister, Stella D’Angelo of Union, and nieces and nephews.

were last Friday for Edmond Risby, 69, a retired longshoreman of 26 years, who died at home Sunday. Burial was in Morganville.

Mr. Risby, a member and 33rd degree Mason in the Perth Amboy Morning Star Lodge 12, was form erly of Matawan and lived here 16 years.

He is survived by his wife, Naomi Mary; his mother, Mary Jane Risby, Madison; a brother, W illie of Miami, and six nieces.

was Monday morning fo llow ing by burial in Monmouth Memorial Park for Odessa Mitchell, 79, a retired beautician and resident here who died last Friday in JSMC.

school nurse, w ill be a speaker in Mrs. Soles’ 7th grade science class on Feb. 8th. The topic of her presentation will be "Blood Pressure." Mrs. Brooks, a valued m ember of the Middle School staff, is often called upon to add to lessons taught at the school concern ing health care.

The Scarlet Key is encouraging all who can to fly the American Flag and disp lay yellow ribbons in support of our troops in the M iddle East. A large yellow ribbon has been placed on a tree just outside the main entrance to the building. The Scarlet Key bulle tin board in the main hall is show ing a disp lay representing the theme of patriotism.

A 7th/8th grade dance will be held on Friday, Feb. 15th. The them e w ill be Valentine ’s Day. Such dances continue to be a focal point of student social activ ity at the M iddle School. The dance will s tart at 7 P.M., and end at 10 P.M.

A general meeting of the S.P.T.O., S tudent-Parent- Teacher-Organization, will be held on Monday, Feb. 11th. The program will be varied to reach as many parents as possible. Several staff members will speak on the various aspects of the early warning HSPT test that will be given to 8th graders in March.

A third speaker on the S.P.T.O. program will be a representative from Jersey Shore Medical Center. This speaker will focus upon what J.S.M.C. has to offer the school.
