STATIC ELECTRICITY

Get To Know It - because when it gets on semiconductor devices it'll ZAP’em for sure. It can certainlyDEGRADE and even DESTROY your Printed Circuit Boards (PCBs). A discharge as low as 100 to 200Volts will zap a PCB, and it can build up to a level of 39,000 Volts. It's created by the contact andseparation of materials. It can be generated by work surfaces floors chairs, clothing, paper, work orderholders, packaging material and personnel. Your body can carry a charge up to 4,000 Volts and you'llnever even know it. Here's what you can generate when you're:

• Walking on a carpet - 12,000 to 39,000 VOLTS• Walking across a floor - 4,000 to 13,000 VOLTS• Working at a bench - 500 to 3,000 VOLTS

See Why You Must Protect Us!!Remember - people, plastics, styrofoam, dust, lint, all carry large chargesof static electricity and must not be allowed to touch sensitivesemiconductor devices. The static charge can even reach us throughtest points. To protect us from getting zapped, proper grounding andhandling is required. Follow these instructions and more of us will beavailable to keep your equipment in service.

1. STORE and TRANSPORT PCBs in conductive materials - not plastic "snow" or plastic trays.2. Do not wear CLOTHING material which can store static electricity, i.e. nylon.3. GROUND yourself using a WRISTSTRAP as shown below, when unpacking, handling and replacing

PCBs or removing equipment cover.

4. If a GROUNDED BENCH AREA is not available always place PCBs on an antistatic surface mat.The known good PCBs must be removed from the protective packing and immediately installed orplaced on the antistatic surface mat. The replaced PCBs must also be placed on the antistaticsurface mat or immediately placed in protective packaging.

CHAPTER 1INTRODUCTION

SECTION I GENERAL INFORMATION

1-1. SCOPE.

TYPE OF MANUAL

Unit and Intermediate Direct Support maintenance.

MODEL NUMBER AND EQUIPMENT NAME

TSEC/KY-68-Digital Subscriber Voice Terminal (also called KY-68 throughout this manual).HYP-71 /TSEC-Auxiliary Power Supply (also called HYP-71 throughout this manual).

PURPOSE OF EQUIPMENT

The KY-68 is used for encrypting/decrypting voice traffic and provides secure digitized data trafficwhen used with various devices. The HYP-71 is used to supply operating power and interfaceconnections.

1-2. MAINTENANCE FORMS AND RECORDS.

Department of the Army forms and procedures used for equipment maintenance will be thoseprescribed by DA PAM 738-750, The Army Maintenance Management System.

1-3. DESTRUCTION OF ARMY MATERIAL TO PREVENT ENEMY USE

Destruction of your KY-68, along with keying material and fill devices, will be done as directed by theCOMSEC emergency plan for your unit. If you do not have time to follow the emergency plan, follow theorders of the senior person present. Refer to SB 725-1300-1 and the following paragraphs for destructionprocedures.

In an emergency when you can no longer protectCOMSEC material or move it to a secure place, theKEYING MATERIAL (VARIABLES) MUST BE THEFIRST THING DESTROYED. As time allows, the listbelow gives you the order in which COMSECmaterial must be destroyed.

• SUPERSEDED AND CURRENTLY EFFECTIVE keying material. To includezeroizing your KY-68 and all fill devices in use.

• TOP SECRET multi holder keying material which is to be used within the next 30days.

• SECRET and CONFIDENTIAL multi holder keying material which is to be usedwithin the next 30 days.

• MAINTENANCE MANUALS or at least the pages containing sensitiveinformation.

• CLASSIFIED PRINTED CIRCUIT BOARDS in your KY-68.

• Any remaining classified COMSEC material to include future keying material andthe KY-68.

METHOD OF DESTRUCTION

Your COMMANDER will tell you HOW to destroyyour KY-68 and COMSEC material. If you do nothave time to receive orders from the commander,see the following for possible methods ofdestruction.

KEYING MATERIAL AND COMSEC DOCUMENTS

Routine destruction methods, such assledge hammers, acetylene torches, etc., can beused.

TSEC/KY-68

Use any means to leave your KY-68 so that it can't be used orrepaired. Remove and destroy the classified parts, such as certainprinted circuit boards. If the classified parts are destroyed, you do nothave to completely destroy your KY-68.

Thermite incendiary hand grenade TH3, AN-M14 may be usedoutside the continental United States. TB 380-41-5, Appendix C.

Incinerators may be used to destroy printed circuit boards. You mayhave to break up the boards after they have been taken from theincinerator.

Acetylene torches, sledge hammers, fire axes, etc. may be used.Printed circuit boards may be destroyed by hacking with an axe andscattering the pieces.

AR 380-40 tells you what you should do after you have destroyed orlost your KY-68.

COMSEC material will be stored in accordance with TB 380-41-3.

• Operates as a FULL-DUPLEX or HALF-DUPLEX voice/data subscriber terminal.

• Handles 16 kilobits per second (kb/s) to 32 kb/s traffic.

• Provides secure and non-secure access to switched networks.

• Provides secure access to non-switched networks.

• Can be operated with a COMSEC parent or a COMSEC subordinate switch.

1-9. PHYSICAL DESCRIPTION

The KY-68 consists of

BASE ASSEMBLY

The base contains most of the electronic parts and:

• Has a front cover which lets you get to the ANTI-SPOOF CONTROL and PRINTED CIRCUITBOARDS (PCB). A decal inside this cover shows you the location of the PCBs.

• Its rear contains POWER and EXTENSION connectors, RECEIVE (RCV) and TRANSMIT (XMT)field wire posts and a GROUND (GND) binding post.

• Has four threaded holes on the bottom plate so that unit can be fastened to a surface, if youdesire. Four rubber feet are affixed to the bottom for desk-top use.

• Is internally divided into RED and BLACK compartments.

The RED COMPARTMENT contains PCB for AUDIO, CONTROL LOGIC, and KEYGENERATOR functions.

The BLACK COMPARTMENT contains PCB for the modem and power supply circuits.

COVER CANOPY

The cover canopy contains the

• Operator's controls and indicators

• Fill and Handset/Headset connectors

• Annunciator

• Handset cradle

• Variable storage battery compartment

The microphone amplifier PCB is mounted inside the cover canopy.

ELECTRICAL PROTECTION

Four fuses, located on PCB E-EUN, protect against over-current. The wire line inputs have internalprotection for lightning, EMP, and dc voltage reversal should the transmit and receive pairs beaccidentally connected to the wrong posts. If these fuses are blown in the PCB E-EUN, the unit must berepaired at Intermediate Direct Support Level.

INTERNAL ADJUSTMENTS

There are three internal adjustments:

• DATA RATE-allows selection of either 16 or 32 kb/s loop data rate.

• OPERATING MODE 1 or 2-allows selection of operating mode.

• EXTERNAL SPOOF CONTROL-enables or disables control of the spoof circuitry.

HANDSET/HEADSET

Your KY-68 is normally supplied with Military Handset H-350/U.

Headset H-349 with an M-138G microphone may also be used.

1-10. ACCESS AND PHYSICAL SECURITY

The unkeyed (no variables loaded) KY-68 is classifiedCONFIDENTIAL

Refer to the INTRODUCTION in KAM-403( ) /TSEC for further details on classification of the KY-68,other related COMSEC materials and ancillary devices. Physical security requirements for the KY-68 isalso covered.

SECTION III TECHNICAL PRINCIPLES OF OPERATION

1-11. FUNCTIONAL DESCRIPTION

There are six major functions performed by your KY-68:

• Power distribution.

• Signaling.

• Voice communications.

• Data transfers.

• Remote fill.

• Local fill.

As shown below, there are two ways your KY-68 can be used in a system:

• Through a Circuit Switch (normal mode).

• Directly (back-to-back) with another KY-68 (Sole user mode).

Block diagrams for the six major functions follow. See Chapter 4, KAM-403( )/TSEC for a moredetailed description.

CHAPTER 2

UNIT MAINTENANCE

SECTION I REPAIR PARTS, SPECIAL TOOLS, TMDE, AND SUPPORT EQUIPMENT

2-1. COMMON TOOLS AND EQUIPMENT

For authorized common tools and equipment refer to the Modified Table of Organization andEquipment (MTOE) applicable to your unit.

2-2. SPECIAL TOOLS, TMDE, AND SUPPORT EQUIPMENT

No special tools, TMDE, and support equipment are required for unit maintenance of the KY-68/HYP-71.

2-3. REPAIR PARTS

Repair parts are listed in the repair parts and special tools list (TM 11-5810-329-24P) covering unit,intermediate direct support, and intermediate general support maintenance for the KY-68/HYP-71.

SECTION II SERVICE UPON RECEIPT

2-4. SITE AND SHELTER REQUIREMENTSSite and shelter requirements may be found in the manual for the communications system with which

the KY-68 is used.

2-5. UNPACKING

The KY-68 may be PACKAGED for shipment orshipped in its TRANSIT CASE. When packaged forshipment, the KY-68 and its accessories are packedin individual cartons. All cartons are usually packedin corrugated boxes. The HYP-71 requires nopackaging for shipment.

KY-68 IN TRANSIT CASE

KY-68 has foam cushion material affixed to inside surfaces of thetransit case to protect unit from shock during transportation.

A manual pressure relief valve (not shown) must be closed whileunit is on ground and opened two turns before air transport.

HYP-71

The top assembly (cover) has cushion material affixed to itssurfaces to protect unit from shock during transportation. It alsoprovides storage area for connecting cables.

2-6. CHECKING UNPACKED EQUIPMENT

Inspect the equipment for damage caused during shipment. If damage is found, report the damageon a SF 361, AR 55-38.

Check the equipment against the packing slip to see if the shipment is complete. Report any missingitems as directed in AR 735-11-2.

Check to see if the KY-68 has been modified.

Equipment that has been modified will have the Modification WorkOrder (MWO) number scratched from the modification record label.

Check TB-750-38 for listing of current MWO which apply to the KY-68 and see if they have beenapplied. Apply all URGENT MWOs. Schedule all normal MWOs.

2-7. INSTALLATION INSTRUCTIONS

Unit level installation action is limited to physically connecting yourKY-68 to your communication system. IF YOUR KY-68 IS PRESETFOR ONE OPERATING MODE OR LOOP RATE AND YOUR SYSTEMREQUIRES THE OTHER, INTERMEDIATE DIRECT SUPPORTMAINTENANCE MUST ASSIST IN THE INSTALLATION.

No special tools, test equipment, or materials are required for installation of the KY-68. All cableconnections are made by hand.

MOUNTING

The HYP-71 is self contained and does not require any specialmounting instructions.

Your KY-68 may be hard-mounted in some installations. To hard mount:

Mount your KY-68 to desired surface using 8-32machine screws with the threaded holes from which themounting feet were removed

INTERCONNECTING CABLING

Your KY-68 can be powered by either an HYP-71 Auxiliary PowerSupply or the common battery of the switch your KY-68 is operatingwith.

To prevent damage to the E-EUN printed circuit board, in a switchoperation, the RCV and XMIT wirelines must be identified prior toconnecting to the terminals on the KY-68. Wirelines can beidentified by using a multimeter and doing the following steps:

•• Set meter to 200 Vdc Scale.•• Connect (Black) negative lead to ground.•• One at a time, connect (Red) positive lead to the unterminated lines.•• Observe meter reading -

RCV lines should be O VdcXMIT lines should be -21 Vdc to -56 Vdc

•• Once these lines have been metered label them.•• Connect the pair metered at O Vdc to the RCV posts of the KY-68.•• Connect pair metered -21 Vdc to -56 Vdc to the XMIT terminals of the KY-68.

When operating with a circuit switch, the KY-68 is supplied with upto 300 mA at -56 Vdc. This power can injure you. Do not touch barefield wires when making the following connections.

The four wire field pair must be checked and identified prior tobeing connected to the KY-68 (see page 2-8 for instructions). OnlyCertified Maintenance Personnel at Intermediate Direct SupportLevel are authorized to repair the KY-68 by replacing the fuse(s).

No preliminary servicing or adjustment of your KY-68 is required. Should your operation change andyour operating mode, loop rate, or external spoof control need adjustment, have Intermediate DirectSupport maintenance do the work.

2-9. GENERAL

Unit preventive maintenance is to be performed quarterly. PMCS should be performed monthly ifyour KY-68 is in stand by (ready for immediate operation) condition. PMCS is not needed if your KY-68 isin limited storage. Maintenance forms and records to be used and maintained are specified inDA PAM 738-750. Perform all checks and services in the sequence listed in the PMCS chart. No tools ortest equipment are needed for Unit PMCS.

When operating with circuit switch the common battery provides upto 300 mA at -56 Vdc. This power can injure you. Be careful not totouch bare wires when disconnecting field wire leads.

If battery is removed when your KY-68 is powered down, any storedvariables will be lost (zeroized).

Loosen (do not remove) clip screw enough to allow battery to slide out.

Insert replacement battery and secure clip to cover.

Make sure the (+) and (-) signs on the battery, cover, and battery compartment match.

Place battery and cover back into compartment and secure with four captive screws.

Be careful when disposing the replaced fill battery. BA 1372 is amercury battery and will explode if it is accidentally shorted orplaced in an incinerator. Dispose of battery as specified by localprocedure.

CABLE REPLACEMENT

All cabling used with the KY-68/HYP-71 uses the hand twist-on connectors which require no specialinstruction for replacement.

HANDSET/HEADSET REPLACEMENT

Both the handset and the headset use hand twist connectors. No special instructions are needed forreplacement.

The storage site should provide required protection from extreme weatherconditions and allow you to reach the equipment for visual inspections or exercises, when applicable.

TROUBLE ISOLATION TO A DEFECTIVE KY-68

When troubleshooting, always check to see that power is on andcables are properly connected.

If trouble is in a switch loop, have the switch attendant do a loop around test. Switch diagnostics willtell you which KY-68 is bad.

There are four fuses used in protecting the KY-68 transmit andreceive modems. If trouble occurs when you are in a wireline setup,check fuses (see paragraph 3-7, page 3-56). Also check to becertain the wirelines are labeled and correctly attached (see page 2-8 for instructions).

INTERMEDIATE LEVEL TEST SET ST-34 BENCH TEST/OPERATIONAL CHECKS

A self-test of the ST-34 is required before test of the KY-68 canbegin. When this self-test is made a small amount of ST-34 is notchecked. This means that your KY-68 may cause a NO GO readingon the ST-34 even though it is good. So, if the ST-34 continues toshow your KY-68 as NO GO after all PWAs have been replaced,connect the ST-34 to a KNOWN GOOD KY-68 and repeat the ST-34test.Then, if the KNOWN GOOD KY-68 gives a GO reading you know theST-34 is operating properly and the original KY-68 under test is badand must be sent to higher level maintenance for repair. If theKNOWN GOOD KY-68 gives a NO GO reading, the ST-34 isDEFECTIVE.

Throughout the test and at the end of each step, a normal readingwill be given you and should appear in STB display. Should areading other than normal be shown, a fault is indicated. Forexample, if the test step tells you the normal reading is 003 but thedisplay window reads 122 and the NO GO indicator lights, a fault isindicated. Go to the FAULT DICTIONARY (Appendix D) and findfault indication 122. This will tell you which PCB, part, or other unitis defective.

If the KY-68 is operating normally, no faults will be indicated andthe test will end with the STB-34 GO indicator glowing.

• The fault was due to operator error, you must repeat the test.

• Which component is faulty, replace that component.

• The fault is in PCB E-EUN, check the fuses (page 3-56) beforereplacing the PCB.

BEFORE REPLACING ANY COMPONENT POWER TO THE STP-34MUST BE OFF

If more than one component is shown as defective:• Replace the first part shown, then check to see if fault is corrected.

IF NOT• Put the part just replaced back into KY-68• Replace the next part shown, and check to see if fault is now

corrected

Throughout the test, timing between steps is important. Atthe end of some steps a will appear to tell you how muchtime you have to begin the next step. If you wait too long, the testwill be void and you must start the entire test over again.

Should you have to star the entire test over again, TURN OFF STP-34 POWER then TURN BACK ON. This will zeroize the ancillary KG-82.

Because of the time constraints between some of the steps-RESTPERIODS occur throughout the test. READ AHEAD from one restperiod to the next rest period before trying to run those series ofsteps.

3-7. GENERAL

Intermediate Direct Support maintenance is responsible for:

• Assessing the condition of equipment received from a lower level facility

• Performing required repair by replacing plug-in assemblies.

• Forwarding equipment to special repair activities (SRA) when repairs are beyond the scope ofintermediate direct support.

• Fully testing each equipment to verify its operational capabilities before returning to a useractivity.

3-8. MAINTENANCE PROCEDURES

INSPECTION

Before running any bench checks, check the exterior of theequipment for some obvious fault which requires repair by a SRA.If such a fault is found, stop all intermediate direct supportmaintenance and forward the unit, along with a report of yourfinding, to the SRA. If no fault is found by your external visualinspection, make an interior inspection.

Check that:

IDENTIFICATION AND NAMEPLATES are securely attached and flat against their mating surface.

TOP AND BOTTOM PROTECTIVE COVERS are not bent, dented or distorted and are free of rust,corrosion and any other foreign materials. Make sure that gaskets have a light coating of siliconecompound.

CHASSIS AND FRONT PANEL SURFACES are free of blisters, soft spots and excessive scratchesand that base materials are not exposed.

OPERATING CONTROLS AND CONTROL KNOBS are securely attached and have propermovement and detent action.

ATTACHING HARDWARE (NUTS, WASHERS, SCREWS, ETC) are present and properly tightened.

CONNECTORS are firmly attached to cable, chassis and front cover. Connector dust covers areintact. Connector pins are straight and free of corrosion and other foreign material. CABLES are free ofcuts, breaks, frays and show no signs of deterioration.

INTERIOR wiring and flexible cables are intact and all areas are free of corrosion and other foreignmaterial.

SUBASSEMBLIES (IN PLACE) are firmly set and visible component parts are intact and free of burnspots, corrosion and other foreign material.

SUBASSEMBLIES (REMOVED) component parts including strap option jumpers appear to be firmlyin place. Conformal coating and etched track are continuous and undamaged (no burn spots), and all arefree of corrosion and foreign material.

MWO's applicable to the KY-68 have been applied and identified on the modification record label

TESTING

Testing at the intermediate direct support level is limited to the ST-34 bench test/operational checksof para 3-6 page 3-6. A checkout of the KY-68 should be made each time it is initially received and afterit is repaired.

MAINTENANCE ALLOCATION CHART

SECTION I INTRODUCTION

B-1. GENERAL

This section provides a general explanation of all maintenance and repair functions authorized atvarious maintenance categories.

The Maintenance Allocation Chart (MAC) in section II designates overall authority and responsibilityfor the performance of maintenance functions on the identified end item or component. Performance ofthe maintenance functions on the end item or component will be consistent with the capacities andcapabilities of the designated maintenance categories.

Section III lists the TOOLS AND TEST EQUIPMENT (both special tools and common tool sets)required for each maintenance function as referenced in section II.

Section IV REMARKS contains supplemental instructions and explanatory notes for a particularmaintenance function.

B-2. MAINTENANCE FUNCTIONS

Maintenance functions will be limited to and defined as follows:

INSPECT. To determine the serviceability of an item by comparing its physical, mechanical, and/orelectrical characteristics with established standards through examination (e.g., by sight, sound, or feel).

TEST. To verify serviceability by measuring the mechanical or electrical characteristics of an itemand comparing those characteristics with prescribed standards.

SERVICE. Operations required periodically to keep an item in proper operating condition, i.e., toclean (includes decontamination), preserve, drain, paint, or to replenish fuel, lubricants, chemical fluids, orgases.

ADJUST. To maintain or regulate, within prescribed limits, by bringing into proper or exact position,or by setting the operating characteristics to specified parameters.

ALIGN. To adjust specified variable elements of an item to bring about optimum or desiredperformance.

CALIBRATE. To determine and cause corrections to be made or to be adjusted on instruments ortest, measuring, and diagnostic equipments used in precision measurement. Consists of comparisons oftwo instruments, one of which is a certified standard of known accuracy, to detect and adjust anydiscrepancy in the accuracy of the instrument being compared.

INSTALL. The act of emplacing, seating, or fixing into position an item part, or module (componentor assembly) in a manner to allow the proper functioning of an equipment or system.

REPLACE. The act of substituting a serviceable like type part, subassembly or module (componentor assembly) for an unserviceable counterpart.

REPAIR. The application of maintenance services, including fault location/troubleshooting,removal/installation, and disassembly/assembly procedures, and maintenance actions to identify troublesand restore serviceability to an item by correcting specific damage, fault, malfunction, or failure in a partsubassembly, module (component or assembly), end item or system.

OVERHAUL. That maintenance effort (service/action) prescribed to restore an item to a completelyserviceable/operational condition as required by maintenance standards in appropriate technicalpublications (i.e., CIDOS). Overhaul is normally the highest degree of maintenance performed by theArmy. Overhaul does not normally return an item to like-new condition.

REBUILD. Consists of those services/actions necessary for the restoration of unserviceable equipmentto like-new condition in accordance with original manufacturing standards. Rebuild is the highest degreeof materiel maintenance applied to Army equipment. The rebuild operation includes the act of returningto zero those age measurements (hours/miles, etc.) considered in classifying Armyequipment/components.

COLUMN 1, GROUP NUMBER. Column 1 lists functional group code numbers, the purpose ofwhich is to identify maintenance significant components, assemblies, subassemblies, and modules withthe next higher assembly. End Item group number shall be "00".

COLUMN 2, COMPONENT/ASSEMBLY. Column 2 contains the names of components, assemblies,subassemblies and modules for which maintenance is authorized.

COLUMN 3, MAINTENANCE FUNCTION. Column 3 lists the functions to be performed on the itemlisted in column 2 (For detailed explanation of these functions, see paragraph B-2).

COLUMN 4, MAINTENANCE LEVEL . Column 4 specifies, by the listing of a work-time figure in theappropriate subcolumn(s), the level of maintenance authorized to perform the function listed in column 3.This figure represents the active time required to perform that maintenance function at the indicated levelof maintenance. If the number or complexity of the tasks within the listed maintenance function vary atdifferent maintenance levels, appropriate work-time figures will be shown for each level. The work-timefigure represents the average time required to restore an item (assembly, subassembly, component,module, end item, or system) to a serviceable condition under typical field operating conditions. This timeincludes preparation time (including any necessary disassembly/assembly time), troubleshooting/faultlocation time, and quality assurance/quality control time in addition to the time required to perform thespecific tasks identified for the maintenance functions authorized in the MAC.

COLUMN 5, TOOLS AND EQUIPMENT. Column 5 specifies, by code, those common tool sets (notindividual tools) and special tools, TMDE, and support equipment required to perform the designatedfunction.

COLUMN 6, REMARKS . Column 6 shall, when applicable, contain a letter code, in alphabeticalorder, which shall be keyed to the remarks contained in section IV.

C-2. EXPLANATION OF COLUMNS

ITEM NO. This number is referenced in the narrative instructions to identify the material (forexample, "Use cleaning compound, Item 4, App. E").

LEVEL. Shows the lowest level of maintenance that needs the listed item. Enter as applicable:

C - Crew/OperatorO - Unit MaintenanceF - Intermediate Direct Support Maintenance

NATIONAL STOCK NUMBER. Shows the National Stock Number assigned to the item; use it torequest or requisition the item.

DESCRIPTION. Shows Federal item name and, if required a description to identify the item. The lastline for each item indicates the Federal Supply Code for Manufacturer (FSCM) in parentheses followed bythe part number.

UNIT OF MEASURE (U/M). Shows the measure used in performing the actual maintenance function.This measure is shown by a two-letter abbreviation (for example, EA, SH, IN). If the unit of measurediffers from the unit of issue, requisition the lowest unit of issue that will satisfy requirements.

FULL DUPLEX A type of operation which allows two-way talk, messages, or data to bepassed between any two stations at the same time.

HALF DUPLEX (Also INDEPENDENT) A type of operation which allows you to transmitand receive, but not at the same time.

SOLE-USER (Also BACK-TO-BACK) A type of operation which uses two KY-68’sdirectly connected to each other without the use of a circuit switch.
