I am delighted to havejoined the Board ofChandler MacleodLimited in February ofthis year and to havebeen appointed asyour Chairman in April.

2008 has been a challengingyear for Chandler Macleod, acompany in transition. We havemade some significant strategicacquisitions whilst taking on thedifficult tasks of restructuringour operations and rebrandingour services. We are nowfocused on bedding downthose acquisitions to enable us to better service our clients.

StrategyWe’ve made strategic moves to position the ChandlerMacleod Group for long term, sustainable growth. A new company structure has been implemented whichuses a portfolio approach tomanaging our businesses andgives our divisional heads boththe responsibility andaccountability to driveshareholder returns in theirareas. We believe this willattract the best and brightestpeople to Chandler Macleodwhich will benefit our clients,candidates and shareholders.

We appointed Ian Basser asour Managing Director andChief Executive Officer in Julyto oversee this significantevolution in our strategy, andwe are delighted that he hasaccepted the challenge. Ianhas over 20 years’ experiencein starting, running and buildingservice companies around theworld, including Australia, HongKong, China, Singapore, UKand Europe. We are extremelyfortunate to have such a well qualified and experiencedindividual, capable of leadingthe Chandler Macleod Groupinto the future.

DividendsWe understand that the currentyear dividend of 0.5 cents fullyfranked will be discouraging tomany; however we see this asa short term issue, reflectingthe disappointing current yearresults. With the company on asound footing and the strategicdirection clear, we look forwardto improving shareholderreturns in the near future.

Our PeopleSince taking up my position as a Director and Chairman in April this year, I have beenimpressed with the depth andquality of Chandler Macleod’speople. We are implementingnew leadership programsacross the company to ensureour people are happy at workand can balance theirprofessional and personallives, whilst also maintainingthe highest levels of clientservice and commitment.

Looking Towards 2009We recently announced an initial capital placement of 17.31 million shares at 25 cents per share to affiliatesof Lazard Carnegie WylieInvestment Management PtyLtd (“LCW”) and we will beseeking shareholder approvalfor a further 23.54 million sharesat 25 cents per share to beissued to them in our upcomingAGM in October. We aredelighted to welcome LCW as a cornerstone investor andappreciate the confidence theyhave shown in making such a significant investment in our company.

It is intended that theseplacements will be followed by a pro-rata 1 for 2 non-renounceable rights issue to all shareholders. These capital raisings will significantlystrengthen our balance sheetand provide us with ongoingfunding for working capital and growth initiatives.

We face a significant taskahead with the goal ofrestoring shareholder value.

We are now well positioned tomove into 2009 and beyondwith all structural changes inplace. We have long termcontracts with our key clientsand a team with the energy anddrive to make our vision happen.Our aim is to drive organicgrowth by focusing on ourclients’ needs and making surewe service them effectively.

We are committed to movingtowards an acceptable level ofprofitability, by focusing on ourcore business strengths. Thiswill allow us to settle our debtlevel and to look forward with a significantly strengthenedbalance sheet.

My ThanksOn behalf of the Board, I wish to start by thanking ouroutstanding staff for their hardwork during 2008 and theircommitment to making 2009 a more successful year. Managing Director’s ReportIn July I became ManagingDirector and Chief ExecutiveOfficer of the Chandler MacleodGroup. Over the past couple of months I have been focusedon working with the senior team and others across theorganisation to understand their ideas, listen to theirthoughts and, with them,develop clarity for ourbusiness. We have spent some time looking externally to understand the market, ourclients’ changing needs andhow we will need to meet those in the future to ensure the growth and sustainability of CMG.

2008 saw CMG cement itselfas a leader in helping clientsmanage workforce risk,establishing itself as one of the few full service HR outsourcing firms inAustralia and New Zealand.Winning the Defence ForceRecruiting contract, one of thelargest RPO’s (RecruitmentProcess Outsourcing) in theregion, reinforces this positionand sets CMG up to continue to develop new outsourcingopportunities. 40% of ourrevenue came from our top 20 clients all of which werepreferred supplier agreements,RPO or managed workforcecontracts.

We helped reduce our clients’workforce risk throughapplying our expertise in IR, OH&S, rostering, payroll, talent sourcing, training anddevelopment. While managingworkforces is an operationalimperative for our clients, it isoften not their core business.Our consulting businesseshelp our clients to findinnovative ways to engage,retain, assess and developtheir people. The candidateswe help find careers for arebecoming more sophisticatedin their career choices and aremore discerning about theenvironments in which theywork – which is why we haveimplemented a strategy ofspecialist brands for specialistcandidates across ourrecruitment businesses.

ResultsThe results for the yearreflected the challengingperiod for CMG as werestructured our operations,bedded down acquisitions and sought to positionourselves for future growth.

The Group produced solidrevenue growth of 9.2% for the year, driven by both organic and acquisitionrevenue contributions. Wewere very pleased that theGroup has continued toperform well across ourtraditional core business areas.

The net profit after tax of $2.7 million was disappointingin view of the revenue growthachieved, but reflects theinvestments we have made to restructure the Group. Wehave put strategies in place to reduce costs and investedin building higher marginpermanent recruitmentbusinesses and theCMyPeople offering. Theleadership team now fullyrepresents the business andwe have one of the mostexperienced managementgroups in our sector. Coupled

with this we are implementing a client development andmanagement strategy that will allow the Group to delivera broader range of services to our client base.

In line with the disappointingprofit result, the Boardconsidered it prudent toreduce the final dividend forthe year. To this end, a 0.5 cent per share fully frankeddividend was declared on 29 August 2008.

Looking Ahead to 2009The 09 financial year is a yearof transition and consolidationfor CMG. Growth will beorganic with no acquisitionscontemplated. We will bebuilding on establishedbusinesses, merging theConsulting businesses and the CMyPeople sales initiative,as well as implementing anddelivering the Defence ForceRecruiting contract. There will be a strong drive forproductivity improvement in higher margin, permanentrecruitment businesses.

We see our future in fixed, longterm, outsourced contractsthat lock us into high levelpartnerships with our clients.Better account managementstrategies will allow us developdeeper client relationships.These managed workforcecontracts are complementedby our higher margin search,specialist recruitment,permanent and contractrecruitment and consultingbusinesses which togetherprovide a complete, end to endHR services offering.

With a capital structureunderpinned by our newshareholders, the LazardCarnegie Wylie affiliates, we areconfident that we have the rightstructure, strategy, managementteam and financial strength tofurther improve our businessover the year ahead.

OverviewOur specialist Workforcedivision provides tradespeople,semi-skilled labour andunskilled labour for theindustrial sector.

This division operates out of anumber of locations throughoutAustralia with branches in allmajor metropolitan centres.Branches are also strategicallylocated in regional centres todeliver services to specialistindustries such as mining andresources.

2008 ObjectivesOur primary objective in 2008was to continue to enhanceour candidate recruitmenttracking and placementprocess to allow us to push further into the highgrowth resource regions ofQueensland, Western Australiaand South Australia, whilst stilldelivering a best practice,profitable service to the moretraditional low margin industriesin metropolitan areas.

2008 AchievementsWe have continued to focus on organic growth during2008, with new offices openedin key areas servicing themining and resources sector,such as Pannawonica,Newman and Tom Price in the Pilbara region.

Our footprint in miningdelivered strong revenuessupported by a continuedfocus on manufacturing,logistics, trade, agriculture and consumer goods. Newbusiness wins during the yearincluded CSR, One-Steel,Qantas and Battery World and growth from existingclients such as BHP Billiton,Alcoa, Spotless and Linfox was also strong.

Forstaff Aviation had anoutstanding result, exceedingits FY08 Profit target.

On May 13 2008, ForstaffAviation celebrated 10 years of service provision to Qantas.This represents a significantmilestone as 80 of ForstaffAviation’s 730 employeesachieved a milestone of 10 years service. Theseemployees remain from theinitial group of 120 employeesengaged in May 1998 toundertake a $250 millionupgrade to Qantas 747 aircraftat Avalon Airport.

Our focus on OccupationalHealth and Safety has deliveredbenefits with our lowest level of time lost through injury ever reported.

Outlook for 2009A continued focus on organicgrowth is expected to driveprofitability and this, coupledwith our process improvementgoals, will deliver the outcomeswe are looking for, includingthe move towards fixed, longterm workforce managementcontracts with our clients.

Our investment in training and development of our staff will continue with new courses in leadership,advanced consulting skills and sales coming on-line.

We coversemi-professional positionsright up to Chief ExecutiveOfficer and Boardappointments to clients asdiverse as CommonwealthBank, Australia Post, Chubb,Department of Defence andHealth Services Australia.

2008 ObjectivesOur key objective for 2008 wasto deliver further improvementsthrough the continued effectiveuse of the systems wedeveloped to track candidateattraction and utilisation,monitor best practice processcompliance and mostimportantly, achieve better fillrates to satisfy client needs.

2008 AchievementsRevenues for the yearincreased by $71.3 million or 28% for the year, to grow to $321.8 million. Standoutbrands contributing to thisgrowth include RecruitmentSolutions who achieved 26%total revenue growth during theperiod, Diversiti, with a sharpincrease in business due to the growth of key accountAccenture, Chandler Macleod Health as a result of outstanding work with theDepartment of Defence, andsteady revenue from the Enteccontracting business.

OverviewOur specialist Consultingdivision includes services such as human resourcesconsulting, online solutions,outplacement services,psychometric testing,developmental and vocationalassessment and training, andrecruitment processoutsourcing.

2008 ObjectivesOur key objective for 2008 wasto drive growth in this divisionby delivering high value andhigh margin business, utilisingthe IP we have developed overthe last few years. We lookedto grow the areas of volumeassessment, research anddevelopment, leadershipassessment and strategicplanning, as well as strategicHR consulting. We also aimedto forge strategic partnershipsglobally to remain at theforefront of HR consultancies.

2008 AchievementsRevenues in Consulting grewby 81% or $10.9 million during2008 to reach $24.5 million for the year. Of this growth,approximately $6 million can be attributed to acquisitions,with the balance coming fromorganic growth.

During the year we acquiredMettle Consulting andCompAssess. The integration of these businesses is wellunderway and is scheduled for completion in early 2009.The merger of our existingbusiness with these two newoperations has created a newprofessional services structurethat provides a more integratedservice delivery model andimproved career developmentopportunities for our staff.

Most of our organic growthcame from human resourcesconsulting and leadershipassessments.

FY09 will also see the transferof the CMyPeople sales initiativeinto the consulting division, inorder to better focus theservice offering to the relevantclients.

Outlook for 2009We plan to focus our efforts on bedding down the twoacquisitions we completed in 2008, with no furtheracquisition activity expected in the short to medium term.The merged business will berun based on service offeringswith national practices beingestablished. This will allow usto grow the specialist areas of each offering and to developexpertise and capability acrossAustralia. We will also be ableto leverage resources andintegrate systems and accountmanagement responsibilities.

Our organic growth strategieswill be achieved by leveragingoff the key strengths of eachbrand and appointing nationalpractice partners to maximisecapability, develop ourintellectual property andincrease our profile andbusiness opportunities. We aim to increase our share ofwork coming from our existingclients through strategic cross-selling, and see a softening ofthe employment market as anopportunity for growth inoutplacement services.

Pink is the Colour of the FutureDespite vigorous argumentsthat the colour of the future isgreen, the 5th annual ChandlerMacleod Think Pink CelebrityDebate proved that the futureis indeed, PINK! In front of anaudience of over 300 people,the affirmative team consistingof John Eales, Bill Harrigan andTracey Spicer trumped BenDavis, Francis Whiting andSam Kekovich, to decide onceand for all that “pink is thecolour of the future”.

This annual event has raisedalmost $50,000 for the WesleyHospital Kim Walters ChoicesProgram since its inception in 2004.

In addition, a Sydney debate isbeing held in September 2008in support of the SydneyCancer Centre Foundation.

The moneyraised went to the MacarthurEarly Childhood InterventionService which provides a rangeof therapy and special

education programs forchildren with a disability orlearning disorder. Theseprograms are essential forthese children who are givenevery opportunity to reach theirfull potential.

Conquering 100kmsIn April, three brave employeesparticipated in the MelbourneOxfam TrailWalker. The eventrequires teams to complete awalk of 100kms in 48 hours, all in the name of conqueringphysical and psychologicalboundaries and raising fundsfor Oxfam. Oxfam is Australia’sleading agency working withcommunities around the worldfor solutions to poverty andinjustice.

Until 2003, Richard spentmost of his professional careerwith Peat Marwick and Ernst & Young and its predecessorfirms, first becoming a partnerin 1982. Richard is currentlyChairman of Ruralco Holdingsand a Non-Executive Directorof Choiseul Investments,Healthscope and St GeorgeBank.
