Tender for Providing Internet Leased Line (Unshared/dedicated)
Sealed Tenders are invited for the Internet Leased Line (Unshared/dedicated) by cable or wireless facility with Management Server for user access control, Firewall system from reputed and experienced companies/ agencies/firms for Nava Nalanda Mahavihara (Deemed to be University), Ministry of Culture, Government of India, Nalanda, District - Nalanda, Bihar to provide Internet Leased Line (Unshared/ dedicated) by cable or wireless facility with Management Server for user access control to all employees, guests & students, Firewall system in main campus of the Nava Nalanda Mahavihara (NNM), Nalanda (Indoor & Outdoor area).
Bidders are requested to visit NNM campus and make a project overview to provide Wi-Fi facility in NNM campus with estimated consumption of Internet Bandwidth then to and submit their quotations with details project report in a sealed cover with all details including previous work done, PAN/TIN/GST number, MSME No.. The tender documents in a sealed cover should be delivered on the following address by 5 P.M. on or before 28/01/2020:

The interested vendors/bidders fulfilling the terms and conditions stated in the Tender Documents may submit their Tenders along with the earnest money as indicated in the Tender Document in sealed cover duly subscribed as: “ Tender for proving Internet Leased Line (Unshared/dedicated)".
The NNM reserves the right to reject all or any of the Tenders without assigning any reason thereof. The Tender which is conditional/ incomplete/ belated/without earnest money, will not be entertained.

The Nava Nalanda Mahavihara (Deemed to be University under Ministry of Culture, Government of India), Nalanda invites sealed Tenders from the well reputed Vendors/Bidders as per our Terms & Conditions mentioned at Annexure-'A', Specifications/configurations mentioned at Annexure-"B", format of Technical Bid mentioned at Annexure-C, format of Financial Bid mentioned at Annexure-D & Check List at Annexure-'E' respectively to provide Internet Leased Line (Unshared/dedicated) by cable or wireless facility with Management Server for user access control to all employees, guests & students, Firewall system for its main campus at Nalanda, Bihar.
The Vendors/Bidders shall have to furnish the offer in two separate envelops, clearly mentioning Envelop No.-1 "Technical Bid for Internet Leased Line (Unshared/dedicated) " and Envelop No.-2 "Financial Bid Tender for Internet Leased Line (Unshared/dedicated) ". Both envelops must indicate the description of the tender and then both should be placed together in one sealed cover, indicating "Tender for Internet Leased Line (Unshared/dedicated)". Tender must be sealed and bear the stamp of the firm/ company on the face of the envelop and outer sealed cover.
The Technical Bid and Financial Bid should be computer typed and not handwritten. The technical bid and Financial Bid will be

opened on due date as mentioned in the tender document. The Financial Bid will be opened in respect of only those bidders whose documents are found in order and whose items qualify technically. The requirements of technical bid are as under:-
Technical Bid:The Technical Bid envelop should contain the following documents which must be attached with the Technical Bid:-
1. The earnest money amounting to Rs. 25,000 (Twenty five thousand only) in the shape of Bank Draft from any nationalized bank in favour of The Registrar, Nava Nalanda Mahavihara, Nalanda, payable at Nalanda. must be attached with the Technical Bid. No payment in cash will be accepted for the same.
2. The person signing the tender shall be deemed that he has the authority to sign the tender on behalf of the said company.
3. The latest income tax Return, GST Clearance Certificate along with registration number must be attached.
4. The Service provider should have annual turnover of at least Rs. 10 Lac per year for the last three financial years. Audited Balance Sheet of Company/Firm’s last three years to be attached.
5. The product profile of the company along with last 3 years' experience in Central/State organization/PSU/University duly certified must be attached together with the list of reputed firms/ offices to which the company is supplying the tendered items. Prefer work experience in Government University.
4. The price should not be mentioned in the Technical bid in any form or manner. In case the prices are mentioned in the technical bid, the offer will be liable for rejection.
5. Certificate from the manufacturer in case of distributor/dealer as being authorized as such.
Financial Bid1. The Financial Bid envelop should contain the net rates to be charged
on the basis of per unit. 2. The rates should be quoted in figures as well as in words, on the
form attached at Annexure-'D' and duly signed and stamped by the authorized person.
3. The rates must be quoted inclusive of all taxes with installation.Terms & Conditions:

The offer for supply of items is subject to the terms and conditions specified in Annexure-'A'.
ANNEXURE-'A'Terms and Condictions:Terms and Conditions for Internet Leased Line (Unshared/dedicated) by cable or wireless at Nava Nalanda Mahavihara, Nalanda :
a) The Service provider should have valid Internet service provider (ISP) License/Franchise of Class – A ISP (Attach a copy of license).
b) Minimum 3 Years of experience in supply of internet services in Central/State organization/PSU/University. (Attach a copy of Order Letter)
c) The Service provider should have Valid GST Registration Copy/MSME (Micro, Small & Medium Enterprises) Registration (Attach a copy ).
d) Network Availability: 365 days X 24 hours.
e) The Technical support services shall be provided in all working days from 09:30 h to 18:00 h (Monday to Friday) or up to late hours, as per requirement. Provision for availability of service engineers on Saturdays, Sundays or other holidays should be made in case of emergency.
f) The Service provider should not have been blacklisted by any government organization.
g) Service provider shall deliver, install and commission the Internet leased line (Unshared/dedicated) by cable or wireless at NNM, Nalanda within 30 days from the date of award of the contract.
h) The Service provider shall be responsible for providing the required Mbps (1:1 uncompressed and unshared) leased line internet connectivity with same upload and download speed at point of presence at NNM Nalanda at all the time throughout the contract period.

i) The Service provider shall be responsible for Installation, commissioning, configuring of the link and hardware (POE/Adapter/IDU device etc).
j) Ensure the connectivity with required Mbps Internet bandwidth at all the time 365 days X 24 hours.
k) Reports for performance & monitoring to be submitted by the Service provider monthly basis or as per requirement of NNM, Nalanda.
l) The Users Management Monitoring online.
m)Make a separate project on estimated consumption of Internet Bandwidth.
n) Management Server for user access control must be including in project.
o) On Call technical support must be provided which is operational 365 days X 24 hours. List of Customer Service Centre(s)/NOC(s) must be enclosed.
p) Bidder cannot appoint any subcontractor for this work or any part of work.
q) Agreement of this office on these terms and conditions on non-judicial Rs. 1000/- stamp paper. The above stamp paper will be arranged by the bidder for execution of agreement as a contract paper with NNM terms and conditions.
r) University reserves the right to accept or reject any quotation without assigning any reason.

Respected Sir,Having examined the Tender Document relating to the works comprising of
the Tender Notice, Conditions of Contract, Specifications, Schedule of Quantities etc., and having understood the provisions and requirements relating the works, having conducted a thorough study of the job, location of site, climatic conditions, transportation and communication facilities, availability and accessibility of materials, and all other factors governing the works, I/We hereby submit our offer for the execution of the proposed work in accordance with the terms and conditions and within the time period specified in the tender documents, at the rates quoted by me/us in the accompanying Schedule of Quantities.
