    A. The background, solution, service or material required:

    A.1.1 State SWAN details. Overview of AP State Wide Area Network

    The National e-Governance Plan (NeGP) has identified 22 Mission Mode Projects,which are to be implemented in a phased manner over the next 3-4 years by the LineMinistries/Departments concerned at the Central and State level, as applicable, inaddition to the various other e-Governance initiatives being taken by the respectiveStates and Central Ministries. State Wide Area Network (SWAN) has been identifiedas an element of the core infrastructure for supporting these e-Governanceinitiatives.

    The Government of Andhra Pradesh signed an agreement with M/s TCS to establish

    a State Wide Area Network (SWAN) as the backbone network for data, voice andvideo communications throughout the State. SWAN would act as the vehicle foreffective implementation of Electronic Governance (e-Governance) across the state.

    GoAP has various departmental applications based on Departments operations,specific usage and purpose, for providing services to the citizens. A typicalgovernment department having an e-governance application shall require thefollowing:

    Streamline access to services for the citizens and multiply usage.

    Support progressively increasing data and applications.

    Facilitate the transfer of information between employees in differentlocations and to allow them to share common files.

    Provide a secure and reliable channel to transfer data across locations.

    APSWAN is expected to not only fulfill the aforementioned objectives but also caterto the information communication requirements of the entire state government andits departments. Through implementing SWAN, the GoAP wishes to achieve thefollowing:

    Ensure that every citizen in the state has access to Government services andinformation anytime and anyplace.

    Provide reliable, vertical and horizontal connectivity, across the state toconnect all the Departments and thereby integrate their services.

    Provide to the Departments, the ability to leverage a robust infrastructure to

    provide a complete array of Government services and information. Reduce communication cost.

    Provide a secure backbone for encouraging electronic transactions.

    Provide efficient service management.

    Strengthen Disaster Management Capacity.

    Make services available in a cost efficient manner

    Move toward the provisioning of converged communication Services (dataand video) and the interconnection and interoperation of network platformsand encouraging Operators to consider any network architecture to determinethe most efficient and cost effective approach.

    The proposed network as part of the APSWAN covers the following:

    At each of the above locations a SWAN PoP (Point of Presence) is proposed to beestablished. The SHQ PoP will be connected to the District PoPs using leased lineswith 8 Mbps capacity. Each of the DHQ PoPs will in turn be connected to the MHQPoPs of that district using leased lines of 2 Mbps capacity. Further, connectivitywould also need to be provided to various offices at each of these SHQ/DHQ/MHQlocations. It is proposed to connect 75 remote offices at SHQ, 25 remote offices ateach DHQ and 5 remote offices at each MHQ. These connections will be achievedusing combination of leased lines/RF Link/WiMax etc. These projections, however,may increase or reduce based on site conditions and requirements. The overall

    solution of APSWAN shall comply with general guidelines specified by DIT, GoI fromtime to time. This is to ensure seamless interoperability and interconnectivity toNICNet or any other National Network for use by Central or any State Government.

    The Planning Department, Government of AP (GoAP) under APSDMS project hasestablished Video conference setup between SHQ & CPO/MRO offices as detailed

    below:-

    Now Planning department desires to migrate the existing Video conference setup tonew APSWAN and also provide Video conference facility for the remaining locations(MHQs). IT&C department proposes reconfiguration of the same as given inSection-D. For the same this RFP is issued.

    In addition to the above one more CUG of Video conference setup up exists on thepresent APSWAN as detailed below which is also to be integrated in the newsolution:-

    A.1.2 Requirements under this RFP in brief:

    AP intends to have High definition Video Conference equipment acrossthe state covering the State HQ, Districts HQ and at Mandal offices.

    The vendor should commission the new equipment duly integrating with the

    existing Video conference equipment under Table 1 & Table 2 above as perdirections of GoAP/APTS.

    A.2. Scope of incidental services:

    1. Furnishing of a detailed operations and maintenance manual for each appropriateunit of the supplied goods.

    2. Warranty period services for Two years.

    3. Maintenance for 3 years after warranty period of 2 years.4. Selected vendor has to provide services during warranty and back to back AMC

    after warranty to APSWAN operator as per the decision of GoAP.

    A.3. Maintenance :

    Bidder should indicate Annual maintenance cost for the indicated years after expiryof warranty period of 2 years.

    A.4. Delivery and Installation period

    Bidder shall deliver the goods/services within Six weeks and install and commissionthe same within Ten weeks from the date of contract signing.

    Section B

    B. Pre-Qualification criteria:

    1. The bidder should be a Manufacturer or an authorized representative of amanufacturer and should be in business of manufacture and or supply andmaintenance of the offered items.

    2. The bidder should be registered company in India for more than three yearsas on bid calling date & should be in profits for last three financial years.

    3. The annual turnover of the bidder has to be above Rs: 25 Crores in each ofthe last three financial years.

    4. The bidder should have prior experience with supporting 3rd party s/w or h/wproducts and have orders worth over Rs: 4Crores during last three financialyears.

    5. The OEM or Bidder should have implemented or executed at least 1 clientinstallation with 100+ users in single network and offered brand of endpointsin 200+ locations in any of the last three financial years across globe .

    6. The OEM for Video conference equipment should have at least 1 direct officein India with sales/support representatives representing the OEM.

    7. The bidder should have a service centre in Hyderabad with at least 4 certifiedengineers (for the offered product) or should submit an undertaking that if theyare selected they will open a service centre in Hyderabad with at least 4certified engineers (for the offered product) with in 30 days from the date of

    agreement.8. The Bidder should be ISO 9001:2008 certified as on the bid calling date.

    19 Options for the requiredequipment

    If the bidder wants to give option, he maysubmit it as separate bids along with separateEMD. This will be treated as separate bid forevaluation.

    D. Technical specification SCHEDULE-I

    The Typical network diagram of the proposed Video conference solution will beas follows:-

    D.1. The proposed solution should have the following essential features :

    a) To support registration of 1,100 users.

    b) In DHQ the MCU should have the ability to support 60 or more concurrent active users inmulti-party calls potentially up to 1080 HD resolution with rate matching or transcodingsupport to dynamically maintain highest possible video resolution/frame rate and lowestlatency ( 40 msec max in server) on shared IP networks depending upon CPU power,camera resolution and bandwidth available with each user.

    c) In DHQ the solution should have the ability to support concurrently connecting 20 ormore desktop users with H323 standard resolution VC system/MCU in addition to theHardware based end points.

    d) To have Embedded Firewall Traversal so that software clients can login on theweb portal by using landline/wireless broadband connection and conduct point to

    point and multi-point VC using Internet connectivity provided by various networkservice providers.

    e) To have support for integration with LDAP servers.

    f) To support sharing of any application/presentation running on the computer or the entirescreen along with live video in point to point as well as multi-point calls.

    g) Complete solution is to be supplied with n+1 redundancy at DHQ & SHQ levelswith manual/automatic recovery mode for each type of central server e.g. WebPortal, Centralized Routers/MCUs, and Gateways etc so that failure of any sub-system should not stop/downgrade the services as defined above. Theinfrastructure at DHQ & SHQ levels should be fully redundant.

    h) Client software should be downloadable from the centralized servers andinstalled on desktops having Windows XP, Vista and Windows 7 platforms.Support available for OS such as Linux and MAC may also be indicated.

    i) Tx Resolution (Encoding) to be supported by software desktop clients 720p ormore at 30 fps.

    j) Rx Resolution (Decoding) to be supported by software desktop clients up to1080p at 30fps

    k) The solution should be easy to use for call initiation and call management byusing a centrally managed clients typically through a standard web browser or anapplet

    l) To show real time status (presence) of users

    m) To have Web based access for administrator to create and manage useraccounts

    n) Registered users to have their own meeting room where they can invite (dial inand dial out) multiple users for on-demand multi-point conferences. Users to havefacility to manage their own meeting rooms by defining PIN number,muting/unmuting audio/video and disconnecting various participants.

    o) To generate Call Detail Record (CDR) reports for all point to point and multi-pointconferences made by various registered users.

    p) To support virtual separation of multiple closed user groups (CUGs) who aresharing the same centralized servers.

    q) The Ports of the Multipoint Server included in the solution must supportupto1080p resolution.

    r) In order to preserve a good end user experience. The Multipoint Server includedin the solution shall achieve rate matching and the latency introduced by theserver in a multipoint call should not exceed 40 msec .

    s) The Audio/Video traffic will have to remain at DHQ level for the multipoint calls

    involving 60 or more mandals of each district

    Bid evaluation procedure:Bids would be evaluated for entire Schedule. Bidders should offer prices for all theitems of Schedule and for the full quantity of an item of Schedule failing which suchbid will not be considered. Technical bid documentation should be in the prescribedformat. If a vendor has any comment to offer about the procedural aspects of thistender, it should be intimated to APTS during the pre-bid meeting. In case theschedule or procedure of tender processing is revised, the same shall becommunicated by telephone, fax, courier or e-mail as the case may be to allvendors who have paid the tender document feeF.1. Opening of bids:Immediately after the closing time, the APTS contact person shall open the pre-qualification bid, and list them for further evaluation. The Technical bids of onlythose bidders who qualify in the pre-qualification bid will be opened at the date thatwill be informed by APTS. After evaluation of technical bids, the financial bids of onlythose bidders who qualify in technical evaluation will be opened.

    F.2. Pre-qualification bid documentation:The Pre-qualification bid documentation shall be evaluated in two sub-steps. Firstly,the documentation furnished by the vendor shall be examined prima facie to see ifthe technical skill base and financial capacity and other vendor attributes claimedtherein are consistent with the needs of this project. In the second step, APTS mayask vendor(s) for additional information, visit to vendors site and/or arrangediscussions with their professional, technical faculties to verify claims made in Pre-qualification bid documentation.

    F.3. Technical bid documentation:Technical bid documentation shall be evaluated in two sub-steps. Firstly, thedocumentation furnished by the vendor shall be examined prima facie to see if the

    product /services offered, technical skill base and financial capacity and other vendorattributes claimed therein are consistent with the needs of this project. In the secondstep, APTS may ask vendor(s) for additional information, visit to vendors site and/orarrange discussions with their professional, technical faculties to verify claims madein technical bid documentation.

    F.4. Award Criterion:Final choice of firm to execute the project shall be made on the basis of conformity totechnical specifications, appropriateness of the product offered, capability of bidderto execute and service the project and appropriateness of financial offer from thepoint of view of cost-effectiveness over the entire maintenance period for theproduct/services.
