In cities like Lawrence, Kansas, Government Officials are now reverting back to conventional

pest control since residents are no longer interested to volunteer their time in a losing battleagainst weeds.

Although the parks and recreation department of Lawrence, Kansas, showed it spends lessthan 10,000 dollars per year for pesticides, EnviroManiacActivists had lobbied the city'scommissioners to convert all of the city's 52 parks to pesticidefree maintenance by 2009.However, a cost analysis by the Parks and Recreation staff estimated that the city wouldhave to spend 213,000 dollars for equipment; 116,000 dollars annually for staff; and95,000 dollars annually for materials to achieve that goal.

Carnage in Portland, Oregon, U.S.A.

In 2004, the City of Portland capitulated under pressure from the EnvironmentalTerrorOrganization called Northwest Coalition For Alternatives To Pesticides ( N.C.A.P. ). BothPortland and N.C.A.P. recognized that socalled Green Alternatives were bogus, and almosttotally ineffective. The only solutions were the huge cost in paid labour and volunteer workas backbreaking weedpickers, and potentially hazardous flamethrowers.

Ultimately, the City of Portland was only able to afford PesticideFree Parks through the use ofEnviroManiacVolunteers. Originally, 244 volunteers put in a combined 1,374 hours removingweeds at three parks. The availability of EnviroManiacVolunteers was UNRELIABLE, and SE-VERELY DECLINED over a three year period. In the first year, turnout was low, but peaked 60hours for one work party. By the third year, the most attended was a mere 12 hours.

When using conventional, scientifically safe, and effective weed control products, EnviroManiacs at N.C.A.P. estimated that an average fiveacre neighbourhood park in Portlandcost 371 dollars per year to keep the weeds out.

PesticideFree Parks in the City of Portland, on the other hand, came with the exorbitantcost of3,621 dollars in annual maintenance costs, and 9,455 dollars in startup costs foreach new park. High costs were required to pay parks department employees to haulweeds collected by volunteers, and to inspect the parks to make sure weeds were undercontrol. Another issue was the extraneous carbon emissions from cars used by volunteersdriving to the parks to do the weeding.

Heavy weed growth occurs in the

third year after going pesticidefree.

Back when the department was applying chemical pesticides, parks workerswould spend 60 hours[ in comparison to 260 hours when pesticidefree ] dur-ing those three months treating weeds, Ploger said.

The coastal town's experience in going pesticidefree may offer lessons for[ other municipalit ies ].

Lincoln City Parks and Recreation Department Director Ron Ploger said thissprings heavy growth of weeds DID NOT COME AS A SURPRISE .

Based on his past experiences, a consultant Lincoln City hired to help with aparks master plan WARNED OF HEAVY WEED GROWTH IN THE THIRD YEAR of goingpesticidefree, Ploger said.

The department added an extra halftime worker to help deal with weeds, butSTILL CAN T KEEP UP.

He said the Lincoln City parks department probably will change landscaping beds from designs with clumps of single plants to designs with spreadingground cover to prevent weed growth.

The department has had MARGINAL SUCCESS using WINE VINEGAR ACID, a byproduct of the wine industry, to kill weeds before they grow. The ACID CANBURN THE EYES AND SKIN OF WORKERS, so they have to WEAR PROTECTIVE MASKSAND SUITS, Ploger said.

Lincoln CityHAS NOT tried to rely on volunteers to do manual weeding becausevolunteers tend to be enthusiastic at first, but then the work eventually shiftsback to staff, Ploger said.

In Ashland[ another municipality in Oregon ], [ EnviroManiac ] residents whoare advocating for pesticidefree parks have said they will help with manual

weeding. A local Soroptimist Club, a service group for women, agreed in April toadoptGarden Way Park so that it can become pesticidefree.

Parks staff members WARNEDLincoln City officials that some areas might notlook as nice, or might suffer from pests, but parks board and City Councilmembers were very supportive, according to Ploger.

The parks department did RESERVE THE RIGHT TO USE PESTICIDES ON INVASIVEPLANTS such as Japanese Knotweed, which can grow back from even a scrap ofroot and ruin wetlands, he said.

Lincoln Citys master plan consultant predicted the parks department wouldreevaluate its decision to go pesticidefree three years after making thechange, Ploger said. That prediction also has proven accurate.

Ploger said parks staff members plan to return to Lincoln City officials to tellthem THE PARKS DEPARTMENT IS GOING TO START USING PESTICIDES AGAIN insome areas.
