Foreword

The Foreign-Assisted and Special Projects Profiles is a compilation of all on-going projects of DENR-FASPS for CY2017-2018. Each project profile contains a brief description, objectives, components, and other basic information about the project. This compilation comprises three sections: the loan-assisted projects, the grant-assisted projects and the special projects. Both loan-assisted and special projects are mainly under the Forestry sector, while the grant-assisted projects are mainly related to Biodiversity, Coastal and Marine, Environment, Forestry, Lands and Multi-sectoral (Environment and Natural Resources).

This compilation can be utilized as a quick reference or guide for stakeholders and the public, in general. We hope to elicit interest on the DENR’s efforts to contribute to managing our natural resources and protecting our environment through foreign-assisted and special projects. Moreover, this compilation also provides the reader a general appreciation of the DENR-FASPS current portfolio.

FMPForestland Management Project

FMP is a ten-year project that aims to strengthen forestland management in three critical river basins of the country through the implementation of collaborative and comprehensive Community - Based Forest Management (CBFM) strategies.

OBJECTIVES1. Rehabilitate degraded forestlands in three critical river basins (Upper Magat and Cagayan, Upper Pampanga

and Jalaur)2. Improve forest conservation and socio-economic conditions of affected communities3. Contribute to conservation of biodiversity4. Strengthen forestland management through community-based management strategies

The Integrated Natural Resources and Environmental Management Project (INREMP) is a seven-year development initiative (2013 to 2020) that aims to address unsustainable watershed management in four priority river basins by reducing and reversing degradation of watersheds and associated environmental services caused by forest denudation and unsustainable farming practices. It also seeks to provide incentives to local communities, local government units (LGUs), and the DENR for improving natural resource management by generating sufficient and tangible economic benefits through mechanisms, such as: (i) payments for environmental services (PES) including water regulation, soil conservation, carbon offsets, and biodiversity; (ii) income generation from sustainable use and management and value-added processing of timber and non-timber forest products; (iii) improved natural resource productivity; and (iv) improved climate resilience in project watersheds.

OBJECTIVE Improve the conditions of watersheds generating livelihood benefits in the four (4) upper river basins, namely: Chico River Basin in CAR, Wahig-Inabanga River Basin in Bohol, Upper Bukidnon River Basin in Bukidnon and Misamis Oriental, and Lake Lanao River Basin in the Autonomous Region in Muslim Mindanao (ARMM)

BIOFINBiodiversity Finance Initiative (BIOFIN)

The project is expected to contribute to closing the global financing gap and conservation and sustainable use of biological diversity by assisting developing countries in identifying, assessing, combining and sequencing sources of biodiversity funding to meet their specific needs.

The BIOFIN is a methodology or approach, through the use of a workbook, that will provide guidance to countries on how to assess financial needs, how to mobilize the financial resources required to fully implement their National Biodiversity Strategy and Action Plans (NBSAP), and to achieve the Aichi Biodiversity Targets of the Convention of Biological Diversity (CBD) at a national level.

OBJECTIVE The aim of BIOFIN is to enable governments to build a sound business case for increased investment in the conservation, sustainable use and equitable sharing of benefits of ecosystems and biodiversity, with particular focus on identifying and filling finance needs at the national level.

BPPPartnerships for Biodiversity Conservation: Mainstreaming in Local Agricultural Landscapes, or Biodiversity Partnerships Project (BPP)

The project will directly address fragmentation of landscapes, ensure that activities in the surrounding landscape conserve species assemblages, and maintain ecosystem functions by strengthening enabling policies at the national level, enhancing capacities of LGUs, and doing project demonstration in selected pilot sites. These will be achieved through partnerships with key national government agencies, LGUs, and national and local conservation NGOs to muster their resources and expertise.

OBJECTIVE Assist Local Government Units (LGUs) in critical eco-regions of the Philippines to better incorporate the conservation and sustainable use of biodiversity resources in their development planning systems and economic growth strategies

IP4BiodivConflict-Sensitive Resource and Asset Management - Indigenous Practices for Conservation of Biodiversity (COSERAM - IP4Biodiv) Program Phase 2

Conflict Sensitive Resources and Asset Management (COSERAM) Program supports an integrated approach of poverty reduction and peace building in Caraga Region and other conflict-affected areas in the Philippines. The COSERAM Program is a joint undertakings of the Philippine and German Governments, implemented with GIZ and partner agencies. The IP4Biodiv-Module of the Program brings together conflict sensitive resource management and biodiversity conservation by strengthening indigenous rights and supporting the use of indigenous knowledge systems and practices.

OBJECTIVE Improve the preconditions for a peaceful collaboration between Indigenous Peoples and other population groups, regarding the conservation of biodiversity in Agusan Marsh Wildlife Sanctuary (AMWS) and other biodiverse indigenous areas

COMPONENTSI. Protected Area Management Board with adequate and active members, taking management decision which

respect Indigenous People (IP) rights and bring forward conservationII. Local Conservation Areas (LCAs) and IPs and Community Conserve territories and Areas (ICCAs) are established

in ecologically or culturally critical habitats and are well managed by LGU and IPIII. The Ancestral Domain Sustainable Development Protection Plan (ADSPP) and Protected Area Management Plan

(PAMP) are incorporated in the Comprehensive Land Use Plan (CLUP) of the LGU IV. Communities living in PA pursue livelihood which are ecologically and culturally sensitive

PAMEProtected Area Management Enhancement (PAME) in the Philippines

The proposed action of the program aims to enhance the management of 60 existing Protected Areas (PAs), and establish at least 100 new terrestrial or marine PAs under different management regimes (nationally-designated or through local legislation) in selected Key Biodiversity Areas.

The project aims to strengthen the conservation, protection and management of key biodiversity sites in the Philippines by institutionalizing Indigenous Peoples and Local Communities Conserved Areas and Territories (ICCAs) as a sustainable addition to the national Protected Area (PA) estate through strengthening the legal and regulatory framework and administrative procedures that harmonizes the mandates, plans and activities amongst national government agencies involved. It will improve capacities of indigenous peoples (IPs) and key stakeholders for effective governance and management of ICCAs. The selected sites are Key Biodiversity Areas (KBAs) that overlap with ancestral domains, and represent a variety of governance models.

PWPProtect Wildlife (PW) Project

The project provides focused effort and resources to align conservation policy with on-the-ground action and enforcement. It is designed to contribute to the reduction of threats to biodiversity (poaching and use of illegally harvested wildlife & wildlife products). It adopts a multifaceted and integrated ecosystems management approach which in the long term improves ecosystem services and increases wildlife conservation and human well-being through enabling integration of conservation outcomes with development objectives, supporting local ownership and ensuring that lessons learned are applied at scale on two pilot areas: the province of Palawan and the Sulu Archipelago.

OBJECTIVE Reduce threats to Philippine biodiversity, such as poaching and the illegal trade of wildlife products and improve ecosystem goods and services

STRATEGIC APPROACHES Protect Wildlife has five mutually reinforcing Strategic Approaches (SAs) to address the diverse drivers and threats to biodiversity, which include: poaching, smuggling, and trafficking of wildlife species, and habitat loss from expanding settlements, agriculture, ecotourism activities, urbanization, and mining. Fifth Operational Phase of the GEF Small Grants Programme (SGP 5)

Scaling up SDS-SEAScaling up the Implementation of the Sustainable Development Strategy for the Seas of East Asia in the Philippines

SMARTSeas PH ProjectStrengthening Marine Protected Areas to Conserve Marine Key Biodiversity Areas in the Philippines (formerly the MKBA Project)

Despite the number of Marine Protected Areas (MPAs), both state and Local Government Unit (LGU) managed, its current spatial coverage of MPAs was assessed as ineffective in improving species habitat to enhance fishery productivity and biodiversity. Similarly, effective MPA management is still hindered by inadequate bio-geographic representation and spatial coverage, insufficient and unpredictable funding levels for the long-term sustainability of MPAs and an MPA system; and weak institutional framework for the identification, establishment and management of a national marine Protected Areas (PA) system and incoherent policy frameworks, mandates and strategies amongst central and local actors that inhibit the sustainable management of marine resources on a seascape basis. Thus, the SMARTSeas PH project will directly address these barriers which will be achieved through partnerships with key national government agencies, national and local conservation NGOs and LGUs.

The Sulu-Sulawesi Seascape , shared by Indonesia, Malaysia and the Philippines, ranks among the most diverse and productive marine ecosystems in the world. Located at the apex of the Coral Triangle, it is known as the world’s center of marine biodiversity with the highest numbers of coral, crustacean and marine plant species and about 3,000 species of fish. It is also home to the largest nesting population of green turtles in Southeast Asia. The marine resources in the Sulu-Sulawesi Seascape face major threats such as overfishing, destructive fishing practices, rapid population growth, unsustainable coastal development and pollution. As a consequence, valuable coastal habitats like mangrove forests, coral reefs, and seagrass beds are at risk to lose their function as breeding and nursery grounds for marine organisms. This situation is exacerbated by the effects of climate change. Indonesia, Malaysia and the Philippines have realized that to address these threats there is a need for transboundary cooperation. This is carried out under the umbrella of the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) which recognizes the Sulu-Sulawesi Seascape as one of its priority seascapes.

OBJECTIVES The Federal Government of Germany through the Ministry of the Environment, Nature Conservation, Building

and Nuclear Safety (BMUB) commissioned the project to support the countries to implement and coordinate their activities under the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFFs) Regional Plan of Action. The focal areas are:

1. To support the effective management of marine protected areas and establish a regional protected area network for sea turtles;

2. To promote an Ecosystem Approach to Fisheries Management (EAFM) in selected marine managed areas; and

3. Climate change adaptation planning.

BAT & BEP in Open BurningDemonstration of Best Available Techniques and Best Environmental Practice (BAT & BEP) in open burning activities in response to the Stockholm Convention on Persistent Organic Pollutants The project aims to create resource efficient waste management systems by reducing Unintentionally Produced Persistent Organic Pollutants (U-POPs) emissions through the introduction of BAT & BEP in open burning sources and achieving approximately 90% reduction of the current Polychlorinated dibenzo-p-dioxins (PCDD) and Polychlorinated dibenzofurans (PCDF) releases at pilot demonstration sites in participating countries. The project fulfills the objectives reported in the National Implementation Plans (NIPs) on dioxins and furans and specific national plans through involving national stakeholders and the private sector as executing partners, making a shift from burning of waste to recycling or re-use.

IPOPs Management ProjectPhilippines Integrated Persistent Organic Pollutants Management Project

The Stockholm Convention requires its Parties (including the Philippines) to take measures to reduce or eliminate releases from intentional and unintentional production and use of Persistent Organic Pollutants (POPs). These measures include the development and implementation of action plans to be able to fulfill the Party’s obligations to the Convention.

The Government of the Philippines (GOP) requested assistance from the Global Environment Facility (GEF), this time with World Bank as GEF implementing agency, to help the country meet its obligation as outlines in the National Implementation Plans (NIPs), particularly as it pertain to polychlorinated biphenyls (PCB), unintentional POPs, and POPs contaminated sites.

OBJECTIVE

To assist the Philippines in meeting its obligations under the Stockholm Convention on POPs in minimizing the risk of human and environmental exposure to POPs by strengthening the regulatory and monitoring framework and improving capacity for and providing demonstrations of safe management of PCBs, reduction of releases of unintentionally produced POPs, and reduction of exposure to POPs in contaminated sites

COMPONENTSI. Strengthening the Regulatory Framework and Capacity Building for POPs Monitoring. The objective of this

component is to strengthen the regulatory and monitoring capacity for phasing out the use of and reducing exposure to and releases of persistent organic pollutants (POPs).

II. Reducing Releases of Unintentionally Produced Persistent Organic Pollutants (UPOPs). The objective of this component is to better understand and demonstrate the reduction of the releases of dioxin and furan emissions.

III. Managing of Polychlorinated Biphenyls (PCBs) to minimize the risk of human and environmental exposure to PCBs by strengthening oversight and by improving the on-site management practices by PCB owners in all sectors that use them.

IV. Identifying and remediating of POPs Contaminated Sites. The objective of this component is to strengthen the enabling capacity of the country to reduce risks posed by POPs contamination of the environment by identifying POPs contaminated sites; establishing a strategic framework, technical guidelines, and professional capacity to help address them; and building public knowledge and awareness.

MIADevelopment of Minamata Initial Assessment in the Philippines

The project aims to build capacity in Cambodia, Pakistan, and the Philippines, to reduce exposure of mercury to human health and the environment by identifying the main sources and promoting integrated management. The project strengthens institutions and improves national capacities to legislate mercury with a life cycle approach and considers national priorities identified for the issue through reviewing existing national emissions inventory on mercury, followed by an update of these inventories applying United Nations Environment Programme’s (UNEP) Toolkit level II for mercury emissions inventory development. The project develops strategies for risk communication, awareness and outreach to keep civil society informed.

PCB-WEEEImplementation of Polychlorinated Biphenyls Management Programs for Electric Cooperatives and Safe e-wastes Management The project aims to achieve effective management of Persistent Organic Pollutants - Polybrominated Diphenyl Ethers (POPs-PBDE) from WEEE, PCB-wastes and PCB-contaminated equipment, assisting the Philippines to meet its obligation to the Stockholm Convention. ULABReducing Environmental and Health Risks to Vulnerable Communities from Lead Contamination from Lead Paint and Recycling of Used Lead Acid Batteries (ULAB) Project in the Philippines

The objective of the project is to improve the health of vulnerable communities exposed to toxic pollution from the recycling of used lead acid batteries (ULABs). The project will work to promote the sound management of lead. The project is expected to generate substantial local and global benefits for human health and the environment.

OBJECTIVE To promote the sound management of lead through policy reforms and capacity building and awareness raising on the scope of lead contamination to improve the health of vulnerable communities exposed to toxic pollution from lead paint and recycling of used lead acid batteries (ULABs)

FLEGT is a five year programme funded by the European Union (EU) through the United Nations Food and Agriculture Organization (UN-FAO).

To guide the implementation of the project in the Philippines, a Country Roadmap was developed which identified three areas for support:

1. Policy and Legal Framework Review2. Assurance Systems Development and3. Information and Services.

The project will tap various organizations (government agencies, CSOs and private institutions) interested in putting up FLEGT-related activities/sub-projects as identified in the Country Roadmap to be funded by the programme. There are two (2) funding mechanisms used by the programme, which include the following:

1. Call for proposals - open to government, civil society organizations. Grant size should not exceed 100,000 Euros. Joining participants should submit proposals to FAO and approval will be done by an expert panel of FAO.

2. Direct-Assistance - provides flexible financing tool to respond to request for specific actions related, established or emerging priority area. Available to government institutions and private sector organizations, including those representing Small to Medium Enterprises (SMEs). Grant size should not exceed 50,000 Euros.

OBJECTIVES The overall objective of FAO-EU FLEGT programme in the Philippines is to contribute to domestic objectives for the forestry sector: revitalizing the forestry sector to contribute to conservation and sustainability goals while strengthening the trade of legal forest products

through improved forest governance. It is expected that this will have a positive effect on economic development, institutional effectiveness, and community land tenure rights over natural resources.

FSMSDevelopment and Testing of National Forest Stock Monitoring System (FSMS) with Improved Governance at All Levels of the Forest Administration

The project is an 18-month long project that aims to develop and pilot “Forest Stock Monitoring System” to support:

Program on Forest (PROFOR)Study on “Strengthening Capacity for Integrating Ecosystem Services in the Forest Land Use Planning Process to Enhance Climate Resilience and Poverty Reduction in the Philippines”

The project has a duration of 13 months, funded by the Program on Forests (PROFOR) through the World Bank. Project activities revolved around building capacity on Ecosystem Services (ES) modelling and valuation, forest use analysis and scenario development. The project will build also on the deliverables of the PROFOR Study on “The Role of Forests in Reducing Poverty and Enhancing Climate Resilience”. This study provided information and knowledge to enhance the understanding of various stakeholders on how forest and the ES it provides contribute to and mutually reinforce both poverty and resilience agenda in the Philippines. The results of the said study were used as basis for integration of ES data and information to Forest Land Use Planning process.

OBJECTIVESMain Objective: Enhance the capacity of stakeholders involved in the development of Forest Land Use Plans (FLUPs) in the Philippines to better integrate climate change resilience and poverty reduction concerns into these plans through the use of ecosystem service data and informationSpecific Objectives:

REDD+Preparation of a National REDD+ Mechanism for Greenhouse Gas Reduction and Conservation of Biodiversity in the Philippines (National REDD+ System Philippines) With this project, functional structures for registration, coordination and governance of REDD+ activities in the Philippines at national and decentralized levels, social, ecological and governance safeguards, and tested options for financing and benefit-sharing, based on clear regulations and definition of roles and tasks of government agencies will be in place. By 2017 REDD+ pilot implementation in at least 3 areas, based on integrated forest land use planning and clear tenure and conservation arrangements, have generated at least 100.000t CO2 emissions reduction and removals. Project results will be incorporated into reviews, decisions and resolutions at national and international level; and independent surveys show an increase of knowledge and awareness at national and local levels on REDD+ and its importance for climate mitigation and forest and biodiversity conservation.

B+WISERBiodiversity and Watersheds Improved for Stronger Economy and Ecosystems Resilience

The Program works in seven priority sites (total area: 5,000,000 hectares) and supports restoration initiatives in mangrove and beach forest areas along the typhoon belt of the country. The size of the program area represents more than ten percent of the total area of terrestrial protected areas in the country, where innovations in biodiversity conservation and climate change-related initiatives can be developed and launched to enhance practices at the national scale.

Phil-WAVESPhilippines Wealth Accounting and Valuation of Ecosystem Services (Phil-WAVES) Program

Philippines is one of the core implementing countries of the Wealth Accounting and Valuation of Ecosystem Services (WAVES) Global Partnership Program (GPP), a partnership that aims to promote sustainable development by ensuring that natural resources are mainstreamed in development planning and national economic accounts through the use of Natural Capital Accounting. One of the major components of the Project is the development of ecosystem accounts in Southern Palawan and Laguna Lake Basin which is being implemented by DENR and LLDA, respectively.

OBJECTIVE The objective of the Phil-WAVES is to inform development planning and policy makers on the sustainable use of key natural resources.

COMPONENTSI. DENR and LLDA shall develop and construct ecosystem accounts for Southern Palawan and the Laguna Lake

Cinnamon ProjectTechnology Adoption on Proper Harvesting and Utilization of Philippine Cinnamon

The Technology Adoption on Proper Harvesting and Utilization of Philippine Cinnamon is a two-year collaborative research project of the DENR and DOST-FRDI. Two (2) project sites are considered for this study namely: a) Mt. Labo, Brgy. Baay, Labo, Camarines Norte where a 20-hectare cinnamon plantation have been established in the CBFM area of the Bay Upland Farmers Association, Inc. (BUFAI), and b) Mt. Lantoy, Argao and Boljoon, Cebu, where cinnamon trading is a common practice. The study has three (3) major components: 1) Bark stripping and callusing study; 2) Market and value chain mapping; and 3) Characterization of cinnamon oil. The Project is envisioned to provide a safe and sustainable bark extraction of cinnamon. This will harness cinnamon production as potential enterprise for upland communities and thereby reducing importation of cinnamon bark from other countries.

Development of Production and Silvicultural Technologies for Native Metallophytes in Restoration of Mined-out Areas in Zambales The project aims to adapt the protocol generated from previous related projects to sustain the research activities and extend the protocol to other degraded and mined-out area on ultramafic forest of Zambales. It will undertake a more extensive geobotanical survey to document, catalog, collect germplasm (seeds and other propagules), and conserve metallophytes before any present or future land–clearing activity begins. The project sites are located at Masinloc and Sta. Cruz, northern Zambales and are within a Key Biodiversity Area (KBA No. 21).

OBJECTIVES1. Document general phenology of flowering and fruit development of selected native metallophytes to address

the seed potential of each species2. Develop appropriate technologies and evaluate the environmental tolerance of selected native metallophytes to

fire, drought, acid soils and their performance in an open grassland conditions3. Develop and standardize seed, nursery and plantation technologies for selected native metallophytes4. Restore at least one hectare of mined-out area in the collaborating company using native metallophytes5. Develop and implement an information, education and communication (IEC) program for the adoption of native

metallophytes production and silvicultural technologies

The project will use the integrated approach to diversify the understorey of the pine forest thereby mitigating long term ecological disasters while people and local communities within the pine forest to increase local income.
