Hello,

It has been under way for some time now, but finally it is here. The 2nd issue of our Middle East regional magazine – VELOCITY Flash. For those of you who paid close attention to the front page, you will have noticed we are now calling it “The Middle East Magazine of Applus+ Energy & Industry”. The simple explanation for this change is that Applus+ VELOSI integrated with the Applus+ divisions of Applus+ Norcontrol and Applus+ RTD as of January this year, now encompassing the largest division within the Applus+ Group under the name of Applus+ Energy & Industry. This new division has 14,300 employees, a turnover of Euro +1.1 billion and is represented in 47 countries around the world. Among other benefits, the integration gives us a more competitive range of services which will benefit you, our valued clients, and we are excited to share more about this in this newsletter and in months to come.

This 2nd edition of VELOCITY Flash Middle East will again be a most interesting mix of news from around the region including an introduction to our new Country Manager for Saudi Arabia, information about some new services including Integrated Energy Intensity Mapping, Theme Park Inspection and Emergency Response & Stand-by Rescue, as well as highlights from some internal and external events within Applus+ Energy & Industry Middle East.

It has been a thrill working on this second edition, and I hope you will enjoy reading it as much as Ihave enjoyed creating it. As always, we will be grateful receiving feedback as well as suggestions for future issues.

Across the region our Mechanical, Electrical and Plumbing (MEP) inspection business continues to grow. Airports, municipal buildings and commercial developments have all seen how the Applus+ MEP teams provide professional and reliable support for new buildings as well as the management of existing facilities.

Finally, we have been delighted by the enthusiastic reception which our customers have given to our proprietary Advanced NDT technologies, whether it be for mapping of corrosion under insulation, inspecting “unpiggable” lines, or testing welds on major new pipeline construction projects.

We are all very excited by the potential of these new technologies; and if you want more information on any of the examples I mentioned, give us a call!

With best wishes,

BRIAN DAWESRegional Manager, Middle EastApplus+ Energy & Industry

“Finally, we are now offering a wide range of services to the Infrastructure, Power and Construction sectors.”

The Applus+ name is synonymous with the oil & gas business – and we continue to provide a full range of testing, inspection & certification services to national and international oil companies. However, in this edition of our customer newsletter I thought you might like to hear about some of the new services which Applus+ is introducing into the Middle East region. Since the successful amalgamation of VELOSI, Norcontrol and RTD into the Applus+ Energy & Industry Division, we have completed a number of innovative projects, which are great examples of our expanded range of activities.

In Dubai we successfully completed a pilot scheme mapping the energy efficiency of a cross section of buildings, as part of the Emirate’s bid to become the greenest city in the world. Applus+ delivered a software system which can be used in a variety of ways to determine the most cost effective means of improving the energy efficiency of homes, offices, shopping centres and industrial premises. The model can be used by government to determine long term policy – or by individual companies seeking to minimize their energy consumption.

In Qatar our system of trenchless survey and rehabilitation of buried drains and sewers, is being adopted by an increasing range of municipal authorities. The benefits are clear: Without the need to excavate, pipes can be assessed and repaired faster and more cheaply; and with minimal disruption to road traffic.

The Integrated Energy Intensity Mapping of Dubai, a project managed and conducted by Applus+ with the collaboration of Tecnalia, had a successful completion on last April 6th.

During the final meeting held in Dubai, it was highlighted that the success of the project was a result of joint efforts by all stakeholders involved during the past 6 months. One of the outputs of the project is a leading software tool that will assist in developing a more sustainable Dubai.

The Energy Intensity Map is in line with the vision of His Highness Sheik Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, to make Dubai the city with the smallest carbon footprint in the world by 2050. This tool provides the government with the data needed to make informed decisions when it comes to energy and water efficiency in buildings. The establishment of energy data collection capacities has been identified by the International Energy Agency as a top priority for the Arab region, as they provide strong foundations for the development of a national energy efficiency strategy. Energy intensity indicators shall be related to potential savings and their associated policies and programs. In that context and in support of the Dubai Clean Energy Strategy 2050 to transform Dubai into an international hub for clean energy and green economy, the Dubai Supreme Council of Energy is working towards the implementation of the Demand Side Management Strategy, which features nine programs that contribute to the sustainable development of Dubai. These nine programs include rules and regulations for green buildings, rehabilitation of existing buildings, district

greener. The first phase of the project, implementing the Pilot Project, revealed a number of important functionalities that have the potential to be developed for a more significant number of buildings. A roadmap for the scale-up phase is being studied by the relevant authorities.

“The Pilot Project has now been finalized and contemplates information related to 110 buildings. These buildings have been handpicked to showcase the particularities of 7 communities in Dubai, including Al Quoz Industrial Third, Burj Khalifa, Al Garhoud, Al Qusais Industrial First, Mirdif, Oud Metha and Trade Center First. The map is fed from databases provided by DEWA, Dubai Municipality, Dubai Land Department, EMAAR, and Trakhees. The Energy Intensity Map is the result of a joint effort made by a number of stakeholders committed to make Dubai greener”, said Mr. Al Muhairbi. All in all, the Energy Intensity Map is a way to easily visualize the energy and water scene in Dubai which allows a deep knowledge and monitoring of the building stock, information of great value for the government that works on the process of making Dubai

cooling, regulations and standards for energy efficiency, reuse of wastewater for use in irrigation and technology to raise the efficiency of street lighting, and the Shams Dubai Initiative to transform Dubai into a city with the lowest carbon footprint in the world. The Energy Intensity Map is a unique database that combines consumption (kWh and Imperial Gallons for water) and building (sqm, usage, type of building, sector) information from different authorities. In addition, the tool provides an easy visualization of intensity in buildings through a virtual and interactive map that uses a user-friendly website interface. In addition, the tool is equipped with the necessary functionalities to download reports for analysis purposes at unit, building, community and city levels. These reports can be easily exported to excel.

I joined Applus+ Energy & Industry in April 2016 and bring over 15 years direct experience in the Testing, Inspection & Certification industry across various regions and countries. My first job in the sector was for the Building Research Establishment in UK where I was involved in product certification of fire detection and suppression equipment. In 2005, I was employed by ASTA BEAB (subsequently acquired by Intertek) reviewing electrical transmission and consumer goods. The nature of this work meant I spend most of my time in Asia Pacific (in particular China) for the next several years. I also travelled the world extensively on technical and commercial assignments for Intertek (ASTA BEAB).

In 2009, I relocated to Dubai and over the next 7 years undertook various GM level roles within the MENA and Pakistan region working for Intertek and TUV during this period. I have had P&L responsibility for various business line activities from Industry Services through to Certification (product & systems).

I am an Electrical and Electronic Engineer and also have commercial qualifications (including an MBA). My background gives me a good insight into various sectors (not just Oil & Gas) which enables me to appreciate synergies and cross selling opportunities.

It is a pleasure to become part of the Applus+ team and I look forward to actively growing and diversifying our business in KSA with the help of our dedicated and professional team.

Theme Parks, Amusement Parks, Fairgrounds… whatever we call them, many millions of people worldwide love and enjoy such attractions and not just children. We all assume that amusement parks are Safe and Safety is the number one priority of the Fairground, Leisure and Entertainment industry. Amusement and Theme Parks offer one of the safest forms of recreation for the millions of people who use rides and devices every year. The likelihood of being seriously injured on a permanently located amusement park in the United States, which has the highest rate of attendance in the world with 375 million guests annually, is 1 in 16 million (IAPPA, 2016). That said, in the period 1988 to 2003 fifty-five fatalities occurred on amusement park rides in the US alone and over two-thirds occured on ‘fixed-site’ rides in theme parks. Sadly there have been injuries and fatalities too in other pats of the world including the Middle East.

Despite this the Middle Eastern region and in particular in the United Arab Emirates the Fairground, Leisure and Entertainment industry is going through a period of strong growth, with approximately 90% of new developments in Dubai. Billions of US dollars is being invested in attracting people to the Middle East with Dubai leading the way. There is also strong growth in this sector in Qatar too, whilst opportunities and new investments are being witnessed in Oman, Egypt, Saudi Arabia, and Iraq respectively. The fast growth in this sector and the introduction of bigger & more complex rides & devices would require more thorough and detailed safety measures. Applus+ VELOSI’s HSE Department, with its Regional Office in Doha, Qatar, is well placed to provide its diverse range of services to this fast growing industry.

Accidents do happen, however, even in heavily regulated countries such as the United Kingdom where the industry is well established. On 2 June 2015, for example, five people were seriously injured on a rollercoaster ride at Alton Towers in Staffordshire. Two female passengers on the ‘Smiler’ ride suffered leg amputations and three others were seriously injured when their carriage collided with a stationary carriage on the same track.

Applus+ VELOSI HSE Regional Office in Qatar has implemented an integrated approach to amusement and theme park ride and device inspections by incorporating health and safety services together with the inspection of rides and devices. Our experience in the Middle East region so far includes inspections on behalf of the Qatar Tourism Authority (QTA) annual inspection of water parks, amusement and theme parks, inspection of mobile fairgrounds, and the development of inspection procedures and local standards for QTA.

Applus+ VELOSI HSE are presently developing a new service line that combines our amusement and theme park inspection services with our Health, Safety and Environmental (HSE) expertise to deliver an integrated service to our clients, adding value and reducing risk.

Figure 1: An artist’s impression of Dubai’s world’s largest ferris wheel.

What is the difference between an Amusement Park and Theme Park? Some might say it’s one of those you-say-Qatar-and-I-say-Kater things. However, there is a difference even if it’s a subtle one. The basic formula that Disney pioneered for Theme Parks was to take a purely mechanical ride and turn it into a story by incorporating architecture, colour, landscaping, characters, etc. People became part of the story rather than mere passive passengers on a mechanical ride. Amusement Parks on the other hand do not immerse the user in a story, but are usually a random collection of roller coasters and other rides. Thrills form a large part of their entertainment appeal. The modern trend is a move towards an immersive theme park experience.

Applus+ VELOSI Amusement and Theme Park services include but is not limited to:• Amusement and Theme Park General Inspections;• Ride and Device Inspections (Basic/Thorough Inspection); • Design Review; • Assessment of Conformity to Design; • Initial Testing; • Non-Destructive Testing; • Functional Testing of Devices; • Training for Ride Operators and Maintenance Staff; • Verification of Device Repairs; • Technical Support for Clients; • Ride Procurement; • Assessment of Documentation and Procedures; • Assistance in the preparation of NDT and Maintenance Schedules; • Fire, Health, Safety, and Security Audits;• Producing Safe Operating Manuals; and• Certificate of inspection.

What is the difference between a ride and a device? A ride has as its prime function the provision of movement of people in some controlled manner such that the person is not necessarily required to move themselves to obtain the desired effect, e.g. a rollercoaster. A device is where the desired effect is primarily achieved by virtue of the persons self-powered motion or any other system that is not covered by amusement rides, e.g. tents, climbing walls, trampoline, soft play area, etc.

Intellectual Property (IP) versus Brands: Amusement Parks have often used a brand name or character in order to create a theme for their park such that it becomes attractive to visitors and in particular children. It is not enough anymore to offer a thrilling new ride or to brand a ride. Theme park visitors have voted with their money and they want to spend their time with beloved characters and franchises — “intellectual property,” or “IP” for short. Look at Harry Potter, the Minions, Transformers, Cars, Toy Story, all the Disney princesses, etc. Attractions based on IP become part of an ever-flowing circle where movies, TV shows, soundtracks, toys and theme park attractions all promote each other, ever-reinforcing loyalty to the franchise.

In short: Parks without IP are going to have a bad time.

AMUSEMENT ANDTHEME PARK Inspection

What can we doOur core services of Inspection and NDT supplement our skills and knowledge in Health and Safety have allowed us to develop a new service line for our Middle East business. We are utilizing our skills and combining that with the knowledge of strategic partners to offer the services of amusement and theme park ride inspections. Our partner JG Leisure was instrumental in writing the code of practice “Fairgrounds and Amusement Parks; Guidance on Safe Practice” (HSG 175). Representatives of JG Leisure are members of The Fairgrounds and Amusement Parks Joint Advisory Committee (FJAC) whom have worked for over 25 years to continually improve standards and the exchange of information. They worked to initiate BS EN 13814:2004, the standard for Fairground and Amusement Park Machinery and Structures.

Applus+ VELOSI Qatar has successfully delivered an Emergency Response and Stand-by Rescue work scope during the 2016 turnover at ORYX GTL Plant – Ras Laffan, Qatar.

The work was undertaken on the entire plant; therefore using a crane as a rescue plan would have significantly increased the project cost (a recent example would be $400k per week). In addition to that, a crane is limited by its speed of operation and the time taken when moving its location to respond to an incident. Moreover, let us not forget that a crane does not provide first aid treatment to a casualty! To carry out the project efficiently and cost-effectively, Applus+ VELOSI Qatar mobilized six multi-skilled Emergency Response Technicians and equipment to safely deliver the service.

Stand-by Rescue is not traditionally used in Middle East oil and gas activities, despite being an established practice across Europe, America and Canada. The company’s expert team in the Middle East is capable of offering a wide range of workplace stand-by rescue services including Confined Space Rescue, High Angle Rescue and other technical rope rescue stand-by services. Our employees are experienced rope access technicians and active paramedics with extensive specialist rescue training. We utilize the most

technically advanced rope rescue techniques and equipment available.

George Sakellariou, ORYX GTL Rescue Team Lead – Regional Ops Manager Rope Access, says: “The ability to use high angle rope rescue and confined space techniques adds another dimension to our Life Saving Program, and the performance of the Applus+ VELOSI Qatar team has been to a very high standard. We responded to emergencies in an impressive average time of 1.5 minutes resulting in life saving evacuations within 12-15 minutes from the moment of receiving a call. The competency of the staff proved excellent and their ability to think outside the box to resolve aerial access issues and difficult medical issues was invaluable.”

ORYX GTL’s HSE representative commented on the project and performance saying that: “The performance of Applus+ VELOSI Qatar’s Emergency Response Team was exceptional. In this regard I take this opportunity to bestow sincerest gratitude and appreciation on behalf of ORYX GTL and the HSE department for the impeccable service that was rendered.”

Terry Armes, Applus+ VELOSI Qatar’s Country Manager says: “Receiving such positive feedback from one of our major Middle East clients is particularly pleasing. George has worked hard to develop our Stand-

by Rescue capability and we can add value by deploying expert multi-disciplined teams that deliver real cost, efficiency and lifesaving benefits for our customers.”

Project overview: 8 weeks mobilisation for Emergency Response Team on-board ORYX GTL plant in Qatar.

Scope of Work: Provide support to ORYX GTL Loss Control Supervisor for all confined space entry certification and rescue planning and to effect any rescues that become necessary using rope rescue systems.

In numbers: • We have managed over 10,000 confined space man entries and 5,000+ Work at Height PTW • We responded successfully in 15 First Aid Incidents (5 of them life threatening)

Applus+ RTD is part of the Applus+ Energy & Industry division and is a leading global supplier of ANDT services. One of the unique inspection methods offered by Applus+ RTD is the RTD INCOTEST™ system (INsulated COmponent TESTing).

RTD INCOTEST™ is a fast, accurate and reliable way of surveying ferrous pipes and vessels through their thermal insulation. RTD INCOTEST™ does not disturb insulation or coatings and provides accurate results through aluminum, stainless or galvanized steel claddings up to 200mm thickness. Furthermore, insulation may be hot or cold (-150°C to +500°C), wet, rough, encrusted, irregular, heterogeneous, or even wire mesh. Through its excellent repeatability, RTD INCOTEST™ is ideally suited for baseline and periodic monitoring services.

With the high interest in this and other unique Applus+ RTD inspection methods around the region, it has provided an excellent opportunity to carry out demonstrations of our advanced inspection equipment to potential interested parties in the petrochemical, oil & gas sectors.

Particularly concentrating on the RTD INCOTEST™ system.

Such a demonstration was organized at the Equate site office in Kuwait, where we carried out a working demonstration of the RTD INCOTEST™ system to Equate representatives. As well as this, a demonstration and lunch was put on at the Rotana Hotel. Representatives from KOC, Equate and Stork were invited. A large turnout of over 30 representatives attended the event. A working demonstration of RTD INCOTEST™ was also shown to the attendees, along with other Applus+ RTD advanced inspection methods. Many questions and queries were answered during these demonstrations and the attendees received some excellent first-hand experience.

In addition, we also carried out a demonstration and trial inspection at GASCO in Ruwais (UAE) and their response to the trial inspection was highly welcomed. All demonstrations were very successful, generating much interest in Applus+ RTD’s advanced
