• Item 1 REPLACE Sheets 18 through 26 of the Contract Drawings with
corrected sheets provided in Attachment A.
Section B: Questions, Answers, Clarifications The following
provides answers to the substantive questions received by the New
York State Department of Environmental Conservation (Department).
Where appropriate, similar questions or questions related to the
same subject were combined to streamline the Questions and Answers
and reduce redundancy. The Bidders must thoroughly review the
bidding documents and not rely solely upon answers provided to
questions during bid preparation and during implementation of
construction activities. Q1. The color identifying the type 1 and
type 2 materials changes throughout the design drawings.
I’m starting to question which color on which sheet to the correct
one. For example, please compare sheet 9 of 28 to sheet 18 of 28.
Please advise if this can be corrected prior to the bid date.
A1. Identification of Type 1 (Non-TSCA) and Type 2 (TSCA)
excavation areas on Sheet 9 of 28 is correct. The discrepancy noted
in the question is due to an error with the legend identification
on profile views in Sheets 18 through 26 of the Contract Drawings.
Color coding of excavation areas between the plan view and profile
views is correct, identification in the legend as to which type
represents Non-TSCA and TSCA areas was corrected. Please see Item 1
in Section A of this Addendum No. 3
Q2. The project bid form includes the item UP-4 – Excavation
Support, 5,610 Square Feet. This
quantity appears to be derived from the John P. Stopen Engineering
design, detailed by the “Sheet Pile Enclosure Example”, Sheet No.
#7, dated February 10, 2020, provided by the EA “Request for
Provisional Approval of Conceptual Excavation and Shoring Plan
Letter Report”, which appears to be the quantity for the full
height of the suggested steel sheets, per the provided details.
Yet, the project provided Section XII – Measurement for Payment,
page XII-15, subsection 3.11.B.2 states: “… measured as the area of
exposed face in the plan of the shoring system from the ground line
in front of the shoring to a maximum of one foot above the retained
grade.” This measurement would create an exceptionally lower
quantity of excavation support to be measured and paid, versus the
provided bid quantity, which would have varying implications as to
how the bidding Contractor prices this work. Could the Department
please verify the bid quantity versus the measurement for payment
for item UP-4, Excavation Support?
A2. Please bid as specified using the quantity provided on the Bid
Form.
