Lakota Circles of HopeElementary and Middle School students from 11 schools (listed below) implemented our Lakota Circles of Hope (LCH) curriculum this past year.

LCH uses Native American traditional values and stories to:

1. help youth make good choices

2. promote a positive identity

3. encourage children to consider how they might bring their gifts to the broader community.

April Fallis, who assisted with implementing the program at St. Joe’s Indian School in Chamberlain, said, “I have witnessed how excited and engaged our students are as the program is offered. I know the students are more grounded and as a result will live healthy, productive lives.”

Jim Kinyon CSS Executive Director, said this year was particularly significant in two ways. “First, it was the first full year for the implementation of the middle school curriculum. While the program will continue to be refined, the schools and teachers who implemented the middle school curriculum reported that this curriculum was easier to implement and they appreciated that it was tied to the South Dakota State Content Standards, as well as, the Indian Education Dept.’s new Oceti Sakowin Standards. As a result of this feedback, Lakota Circles of Hope staff has made similar improvements to the elementary curriculum.

According to Staci Eagle Elk, LCH Teacher Mentor, several new schools have signed up for the LCH curriculum. Most of the schools that previously offered the grade school curriculum have added the middle school program, as well. “We have had many schools express an interest in adopting the program as well,” Staci said.

With the growth in the program, finalizing the middle school curriculum, and staff turnover, follow-up with many of the schools who expressed interest in offering LCH was minimal this year. In the upcoming

year, CSS will create a LCH Coalition made up of the Lakota Elders and Educators who helped develop the curriculum, as well as representatives from the schools implementing the program.

CSS recently donated a 1994 Chevy Caprice to one of our Prosperity Initiative clients, Kylie Archer. Kylie works as an Office Assistant/ Receptionist. She just graduated with her GED and would like to go back to college next year to get either a nursing or social worker degree. CSS also helped her to get her driver’s license so she would be eligible for this vehicle donation. Kylie is a single mom to 2-young kids, ages 11 months and 3 weeks. This vehicle helps Kylie get to work every day. As well as, to the NICU to visit her newborn daughter, who was recently born 2 months early. She is pictured to the left with her son Zander. This car was donated to CSS by Fr. John Lule. If you would like to donate a vehicle to one of our clients, please contact Tracy Palecek, Prosperity Initiative Program Director at Catholic Social Services at 605-348-6086.

In the spirit of being God’s hands and feet all across western South Dakota, CSS has expanded and grown in so many ways in the last few years. We continue to do that in the Adoption & Pregnancy Services Department, as well.

As always, we remain dedicated to serving women and men facing unplanned pregnancy and will always be working on our pregnancy counseling services, as well as our adoption services for couples dealing with infertility. CSS continues to provide home studies for couples seeking domestic or international adoption.

Seeing the needs in our community and working to fill them, we have added to our services. First, as we showcased in the last newsletter, we added the 24/7 counseling line to be there for women who are pregnant and in need at any time. They can text or call (605) 209-3985 24 hours a day, 7 days a week.

This has also led to many conversations about how we provide ongoing support to women who have chosen to place their child versus parenting. Out of these conversations has come the realization that we need to be doing more. We will begin a birth mother support group that meets monthly to make sure we are remaining connected to provide any needed support.

In the spirit of maintaining family integrity we are also starting support and education groups for families who have adopted, been granted guardianship or are parenting children with special needs like FASD (Fetal Alcohol Spectrum Disorder) and attachment issues. These groups will begin in August and are open to all families in our communities throughout the diocese, as we can bring people in through the telehealth

capabilities of our Counseling Department. We look forward to offering hope and help to all in need.

We are also incorporating the need to educate and empower people in our community to understand the impact of prenatal alcohol exposure. We will go into any organization or community to educate about Fetal Alcohol Spectrum Disorder (FASD) and how it is affecting them, whether they know it or not. With this education we hope to begin many community conversations that will enable us to start looking at what can be done within western South Dakota to impact services for people who are dealing with FASD. This is a nationally identified need that is not being addressed in our state or nation. We can begin to make the changes that could impact how others look at this issue.

Another need within our communities is support for relatives as caregiving parents. South Dakota is second in the nation for kinship caregiving to minor children. From research it is apparent that there are little to no supports currently in place for those caregivers. We are working on developing a network of available resources and educational sessions for caregivers that will begin this fall. As this develops we will be disseminating further information.

The generosity and supports of our faithful donors means so much to the Adoption & Pregnancy Services Department. A permanent Memorial Fund has been established in memory of CSS Founder Msgr. William O’Connell who went to heaven on August 29, 2015, after a lengthly illness. More than $50,000 already has been donated to the fund from individual memorial gifts as requested by Msgr. O’Connell in his obituary. These funds and future gifts to his memorial will be dedicated to helping those in need of emergency support, as approved by the CSS Board of Directors. A permanent Memorial Wall has been displayed in the CSS Office—conference room, listing the current and future donors to his Memorial Fund, along with his photo and embossed copy of his obituary. The last will and testament of

Monsignor William J. O’ConnellI, William J. O’Connell, a Priest of the Diocese of Rapid City, South

Dakota, being fully aware that at the time this document is being read it is only through the most kind Graces of Almighty God that I will

be allowed to pay the penalty for my sins in the blessed sufferings of Purgatory rather than in the eternal punishments of Hell. I, through the medium of this document, publicly ask forgiveness of all whom I may

have offended in any way whatsoever.

May those who have experienced my lack of Charity,now give what I did not give them.

May those who bore the brunt of my anger, now show mercy to me.

May those who were ignored or neglected because of my pride, now, in

their humility, remember the one who offended them.

May any who have been scandalized by any word or deed of mine, remember the weakness of this man, and praise the goodness of God

- who can use such an imperfect instrument as me - faults, failures, sins, imperfections notwithstanding - for his Honor and Glory.

Having asked forgiveness, I now ask that all who read this instrument,

pray for my soul that it may soon enter the joys of heaven where it shall seek the solace of many Graces from the Heart of Christ for these same

souls in life and death.

I thank Almighty God for the multitude of Graces and favors with which he has enriched my life and I am most grateful for the wonderful graces

so many have brought to me in my priesthood.

I thank Him for my parents - for their extraordinary example of Holy Faith, Absolute Trust, and Unwavering love for God and for how they

shared the same with their children.

I thank Him for my brothers and sisters: For Maurie who faced the challenge of the Call and left all to become a Priest, may he rest in

peace; For Tom who despite illnesses and setbacks that would have defeated ordinary men, continued on to live the Trust of the Gospel; for Joan Ellen who has been soul-partner during this journey and for Betty, one could not have hoped for a better sister-in-law. How good God was bringing her into our family. I am grateful for all of my extended family

who have supported me with prayer and love over this journey.

Above all I am eternally grateful to Him forsharing in the gift of Christ’s Priesthood.

I thank him for all the people whom I have been able to serve - they have been a true family in Christ to me accepting, understanding, and

forgiving. God bless the Church of Western South Dakota!

Above all, I take this last opportunity, to thank God for my brother Priests - they have given so very much to me - more than many will ever realize - through their prayers, example, and encouragement. May God

strengthen them in their service to Him.

Finally I pray that in all things God may be glorified; and I hereby make, publish, and declare this to be my Last Will and Testament.

“Helping communities one family at a time.”Emily and Matt were looking forward to starting a family when, one week after their first wedding anniversary, Emily was diagnosed with cancer.The ensuing medical treatments -- chemotherapy, surgery, radiation and hormone-inhibiting medication -- put Emily’s immediate hopes of conceiving a child on hold, but it didn’t stop the couple’s dreams of starting their family. “We have always known we wanted to be parents, so we didn’t want to wait any longer to start our family,” said Emily, 34, who has been cancer free since March 2015. They began the adoption process in January 2017, with help from Catholic Social Services adoption specialist Lisa Spielmann. They were chosen by birth parents to become Baby Isaac’s parents in late 2017 and the adoption was finalized on June 13, 2018. The family lives in eastern South Dakota, where Matt works for a Boys and Girls Club and Emily is a fulltime nursing student. They chose CSS as their adoption agency after being told to expect long wait times at the first agency they approached. Matt, whose parents live in Rapid City, was encouraged to call CSS by his father, who is a Deacon.“CSS was a good fit for us. It felt really good meeting with Lisa, and building that relationship with her,” Matt said. The paperwork, home study and approval took a full eight months. “It’s a pretty daunting task,” Emily said.The couple knows Spielmann has a tough job, balancing the needs and desires of two sets of parents to make sure they all have a successful adoption experience. “In everything she does, she’s really advocating for both the birth parents and the adoptive parents,” Matt said. “Everyone we dealt with at CSS

really, genuinely cared about our adoption and about us.”The phone call they hoped for came at Thanksgiving time in

2017, when a birth couple asked to meet with them and chose Emily and Matt from among other prospective adoptive couples on the CSS waiting list.“It gets kind of stressful,” Emily admitted, wondering if the birth parents will like you, if they’ll choose you.They decided to “just be yourself” and put it in God’s hands, Matt said. And just like that, their wait to become a family was over. “We got to be at the hospital, in the delivery room when Isaac was born. Matt cut the umbilical cord. We had an incredible

experience. We know we were incredibly lucky,” Emily said. With CSS’s help, Emily and Matt keep in touch with Isaac’s birth parents, sending photos, updates and scheduling meetings through the agency. “We’re hoping it’s one of those things that he’s always known about. We’ve got baby books about adoption that we’ll read to him.”Isaac’s adoption has created other, unexpected relationships in their lives, too. “It’s interesting how many conversations it opens up about adoption with others,” Emily said. “It’s just another connection that

you discover you have with people.” After Emily’s cancer diagnosis, the couple came to terms with the fact that their family might always be just the two of them. “We were whole, even if it were going to be just the two of us. But Isaac has added so much joy to every day that has enhanced our lives so much,” they said.And that joy may grow. “We had a really good experience with CSS. We’ll definitely look into it again.”

Two years ago, Hollee Hook was facing a mid-life career change while grieving the death of her longtime partner and raising her 13-year old son, Ethan, by herself.Today, Hollee has a new career in surgical technology, thanks to Western Dakota Tech and the Uplifting Parents Program at Catholic Social Services, where she found the help and mentorship she needed to accomplish it all. Hollee graduated from WDT in May with an associate degree in surgical technology. She started a new job at Avera Sacred Heart Hospital in Yankton in June and is thrilled with her new career.“I absolutely love it. I have zero regrets and I’m very happy with my decision,” she said. “Not only do I feel well-prepared for the job by the WDT surgical technology program, but my new employers are very impressed with my skills, too.”While WDT provided Hollee with an academic path to career success, it was the Uplifting Parents (UP) program that provided the mentorship she needed as a single parent to accomplish her educational goal and keep herself and her son, Ethan, from falling into poverty. After her parents retired and sold the screen printing business where she’d worked for many years, Hollee, 48, knew she’d need job retraining. “It was impossible for me to find another job at that same income level.”“I was trying to stay out of poverty, and UP absolutely helped me do that,” she said.UP helps low-income single parents who are in the last two years of earning a college degree or other educational goal. It takes a two-generation approach to helping those families earn a living wage, escape poverty and provide stability and opportunity for their children. To date, the program has served 43 single parents and their 84 children by providing intensive case management services and monthly stipends. UP helps them find appropriate resources to meet their housing, healthcare, childcare and transportation needs while completing a college degree or other educational goal. So far, 27 single mothers have earned degrees in high-demand career fields, such as nursing, accounting or healthcare. While UP offers parenting education, financial literacy classes, and many other services, the heart of the program is the supportive relationship that develops

between families and their UP mentor. Hollee was accepted into UP in the summer of 2017, one year shy of earning her surgical technology degree. She was referred to UP by her WDT student success coach Fawn Hall. WDT is one of 30 UP Coalition partners. Coalition partners nominate UP applicants and works closely with CSS mentors to ensure student success. UP mentor Hannah Ceremuga soon became Hollee’s friend and cheerleader. “The program required I meet with her twice a month, but it quickly became that I wanted to meet with her,” Hollee said. “We instantly had a connection. I was so glad to see her twice a month.” Like most families, Ethan and Hollee experienced some “teen” moments. “Ethan was being defiant towards me, and Hannah basically counseled both of us as a family. He went with me to see Hannah and she talked to us together. That really helped,” she said. Hollee was grateful for the personal and professional support she found through the Uplifting Parents program at CSS. “The biggest thing was having somebody help me be a single parent. More than anything, it was an extra shoulder to lean on.” Ceremuga and CSS are happy to provide a shoulder, and other support, too. “It has been an absolute joy and privilege to walk alongside Hollee and Ethan on their journey and I look forward to seeing everything they will accomplish in the future,” Ceremuga said.

A Kids Save event encouraging a college-bound attitude for kids and promoting the use of college education saving accounts by Uplifting Parents Program families was held on May 11 at CSS. The family-friendly educational event was planned and hosted by the Peer Up Advisory Council, which develops leadership skills in UP participants. All children who attend the event earned a $100 deposit in a college savings account.

George Weigel 2019 Palm Sunday Brunch Keynote Speaker on April 14th

George Weigel, Distinguished Senior Fellow of the Ethics and Public Policy Center, is a Catholic theologian and one of America’s leading public intellectuals. He holds EPPC’s William E. Simon Chair in Catholic Studies.

Mr. Weigel is perhaps best know for his widely translated and internationally acclaimed two-volume biography of Pope St. John Paul II: the New York Times bestseller, Witness to Hope (1999), and its squeal, The End and the Beginning (2010). In 2017 Weigel published a memoir of the experiences that led to his papal biography: Lessons in Hope — My Unexpected Life with St. John Paul II.

George Weigel is the author of more than twenty other books, including The Cube and the Cathedral: Europe, America, and Politics Without God (2005).

Mr. Weigel’s column appears monthly in West River Catholic, the official Newspaper of the Diocese of Rapid City.
