Trade problemsEach state acted like an independent country.

Some states charged other states a tax to trade.

There were 13 different sets of trade regulations.

However, the states did not want to amend, or fix, the Constitution to allow the national government to regulate trade.

International trade: the articles also denied the congress to regulate international trade. So placing import taxes was impossible.
