State Rep. Ron Reynolds (Dist. 27) has fi led House Bill 527 which will create single-member districts for the Fort Bend Independent School Dis-trict Board.

This bill will require that each board member be elected in single districts instead of the current at-large system.

“The members of our school board should be more refl ective of the culturally rich diverse make up of our community,” Reynolds said.

The FBISD is one of the most culturally diverse school districts in the state of Texas, it is a majority-minority district.

The current student popu-lation is: African Americans make up 30.95%, Hispanics 24.48%, Asians 22.57% and Whites 22.57%. However, only one out of the seven FBISD trustees is a minority.

(There were three last year and two of them lost their re-election bid in May 2012.)

“One of the chief advantages of single-member districts is

that they have been a very ef-fective method of affording mi-nority voters an equal opportu-nity to elect candidates of their choice,” Reynolds said.

“Additionally, strengths of single-member districts rest in the close ties between represen-tatives and constituents, the ac-countability of representatives to the voters, and constituency service”.

Surrounding school districts like Houston and Lamar Con-solidated lSD currently use singlemember districts. More-over, and even more compel-ling our Fort Bend County state representatives, county commissioners and city coun-cil members are elected from single districts.

“One of the main reasons that I decided to fi le this bill was because of numerous complaints from constituents and community stakeholders from the east side of my dis-trict that they weren’t getting adequate representation for east Fort Bend schools,” said Reynolds.

“FBISD’s antiquated at-large system is no longer benefi cial to our students and families. I look forward to working with my colleagues in the 83rd Leg-islature so that we can imple-ment single member districts that will be representative of the diverse people in our com-munity,” Reynolds said.

Thompson and City Manager Allen Bogard formally an-nounced plans for a $50 mil-lion bond election during the State of the City event on Jan. 18.

Over 800 people attended the breakfast meeting held at the Sugar Land Marriott Town Square where city offi cials kicked-off the proposed No-vember bond election.

Projects being considered include:

Parkland development along the Brazos River that could include kayak launches and other new active and pas-sive amenities; a network of hike and bike trails through-out the City that address rec-reational and mobility needs; a festival site accommodat-ing large-scale events like the City’s annual Fourth of July celebration and other cultural and entertainment events that benefi t the local economy; and a new signature park in the Telfair area that could include a multi-use recreational facil-ity and facilities for lacrosse, tennis, cricket and more.

These are quality of life projects that the residents “want”, but are not the “needs” of the community like streets, drainage or municipal facili-ties, Bogard said.

Funding the ongoing opera-tions and maintenance as well as rehabilitation of streets, drainage, sidewalks, water and wastewater facilities, and existing parks will be met through the existing city tax rate.

To fund the quality of life

capital projects, the city is of-fering the residents an oppor-tunity to approve additional projects.

Community input provided over years of public meet-ings, surveys and other forums has shaped the proposed bond election.

The bond election will pro-vide an opportunity for citi-zens to choose whether to in-vest in quality of life projects that will make Sugar Land an even more attractive destina-tion for residents, business and visitors.

The last bond election held by the City of Sugar Land was in 1999.

The last project from that bond election has now been completed - the Imperial Park Recreation Center.

With the successful con-struction of the baseball sta-dium and the impending con-struction of a performing arts venue, all of the authorized uses approved by voters in 1999 and 2009 will have been successfully accomplished.

The city plans to implement the new park projects over fi ve years and the potential impact on the debt service tax rate is likely to be about 5 cents per $100 property valuation.

Sugar Land citizens may ap-ply online to participate in an advisory committee that will help shape the bond election in November.

Applications are being ac-cepted through the end of Jan-uary at https://volunteer.sugar-landtx.gov/be-a-volunteer.

Committee members are expected to meet every two to three weeks through May as they prioritize projects, con-sider phasing opportunities

and evaluate funding. Final recommendations will

be presented to City Council for consideration.

Sub-committees of up to 20 people each will focus on each of the four quality-of-life proj-ects.

Additional citizens will par-ticipate in an executive com-mittee that will guide the over-all process.

The City Council will con-sider the input of the commit-tee or task force in making de-cisions on issues.

Earlier, describing 2012 as a successful year for the city Mayor Thompson said the city’s economy was strong and stable.

The city permitted new residential and commercial construction valued at $141 million in 2012, involving 400 new single-family homes and 100 commercial projects, Thompson said.

The city was equally active in relocation, retention and ex-pansion of business with the announcement of several relo-cations by Fortune 500 compa-nies. These combined projects accounted for more than $221 million in new capital invest-ment, 1000 new jobs, and 2,000 retained jobs. The city’s commercial tax base is close to $10 billion.

Bogard said the city’s fi -nances are sound and as a re-sponsible city government, it provided exceptional services to the residents.

The city’s operating budget for 2013 is $181.6 million.

The capital improvement projects budget is $129 million over the next fi ve years.

Winter Birds are really en-joying our Gulf Coast weather and the Bald Eagle is no ex-ception. Holding their wings like a board to circle and hunt for prey, Bald Eagles are large enough to cast a noticeable shadow when they fl y over head. They live near water with fi sh and waterfowl such as ducks and coots being favorite meals. However, they will eat carrion, small mam-mals and invertebrates. Riv-ers, creeks and streams are their “highways” and hunting grounds. Mature Bald Eagles weigh about 8 pounds and can lift half their body weight (2 to 4 pounds) so keep small pets protected. They will pil-fer from other birds such as diving Ospreys and will take from fi shermen, if convenient.

The 11th annual Founders’ Ball Gala and Auction benefi t-ing the Sugar Land Cultural Arts Foundation was held on Jan. 12 at the Safari Texas Ranch. The fabulous event was marked by exceptional entertainment by the outstand-ing Dulles Varsity Singers of yesteryears, comprising na-tional and local performers.

The singers transformed the venue with their enchant-ing voice starting with “Fee-lin’ Groovy,” “The Beatles in Revue,” “Medley from Rent,” and “Medley from les Misera-bles,” and ended with a special presentation for the evening’s honorees Judy Massey Chil-dress and James Patterson.

This year SLCAF honored Childress and Patterson for their contributions in bringing

cultural arts to the Fort Bend Independent School District.

Childress retired in 2002 after teaching for 33 years in FBISD and she was the choral teacher for 22 years at Dulles High School.

Patterson, now county com-missioner, began his career as a teacher and coach at Dulles Junior High in 1965. He was named Dulles High School’s principal in 1984. In 1992, he was named principal of Elkins High and he retired in 1998.

Over the past decade, the SLCAF has raised over $1 million to restore the hisotric Sugar Land Auditorium to its role as a cultural arts center for the community..

This treasured landmark is on the corner of Lakeview and Wood streets.

Thanks to the efforts of the SLCAF, today it is a fully-functioning 400-seat theater for modern audiences.

In 1999, the Sugar Land Cultural Arts Foundation was formed as a non-profi t organi-zation to raise the additional funds required to complete the restoration, develop policies for the use of the building, and to protect the investment for future generations.

Today, the interior is re-stored and upgraded with state of the art sound and lighting equipment, and the building is rented for recitals, perfor-mances and meetings.

In 2011, major projects were completed, including the renovation of the build-ing’s exterior, construction of a backstage area, handicap ac-

cess to the stage and upgraded lighting and landscaping.

The auditorium is currently open for business renting to private groups and organiza-tions.

The construction of patron restrooms and a walkway per-gola will complete the reno-vation work, as the SLCAF begins to shift its focus to pro-gramming events at this trea-sured, historical venue.

Earlier, Tim Stubenrouch, president of the SLCAF, wel-comed the gathering. It was followed by a brief tribute in memory of Mrs. Billie Neu-has, one of the benefactors of the auditorium. SLCAF vice-president Kathy Huebner and board member Bridget Yeung were the gala co-chairs.

Nineteen-year-old Justin Rogers-Zenon pled guilty to aggravated robbery on Janu-ary 14, 2013 and was sen-tenced to 6 years deferred ad-judication probation by 434th District Court Judge James H. Shoemake.

The Richmond man was in-dicted for robbing girl scouts of their cookie money in front of a local store in March 2012.

In a plea agreement which satisfi ed both the victim of the crime and her mother, Rogers-Zenon was sentenced to serve 180 days in jail as a condition of his probation. He will also pay a $500 fi ne, $328 restitution to Girl Scout Troop 29152, and write an apology letter.

According to Assistant Dis-trict Attorney John Hawkins, two girl scouts were selling cookies from a folding table outside of a local retail store on March 3, 2012 when they were approached by Rogers-Zenon.

As a car drove up next to their table, the defendant grabbed their cash box and jumped into the waiting car. Both of the girls ran after Rogers-Zenon and one was hit by the fl eeing vehicle, later found to have been driven by a juvenile.

After speaking to multiple witnesses and confi rming Rogers-Zenon’s identity from store surveillance videos, au-thorities arrested both the ju-venile and the defendant on March 8th – less than a week after the robbery.

“Detective J. L. Martin of the Fort Bend County Sher-iff’s Offi ce was instrumental in solving this case so quick-ly,” Hawkins said.

“Able to locate key wit-nesses and physical evidence within days produced a solid investigation that resulted in a just punishment. The defen-dant will spend the fi rst six months in jail after which he will be closely monitored for years. And the child witness

The juvenile offender had been previously sentenced to three years confi nement which was probated for three years, after having spent 120 days in detention. He also had to make restitution and write a letter of apology to the girl scouts.

Aggravated robbery is a

fi rst-degree felony punishable by 5-99 years or life in prison and a fi ne up to $10,000.

Under the terms of the de-ferred adjudication, if Rogers-Zenon violates his probation, he can be sentenced up to the maximum punishment of life in prison.

Attorney Ralph Gonzalez represented the defendant.

On January 24th, 12 cafete-ria managers from across the district will compete against each other in FBISD’s fi rst annual Chopped competition.

To the Editor:One of the most diffi cult

challenges faced by munici-palities today is to incorporate family-friendly areas into its development plan.

I applaud Missouri City’s efforts to renovate the Texas Parkway and Cartwright Road corridors, positive improve-ments which are strikingly ap-parent to anyone who has seen the before/after scenarios for these streets.

The investments and up-grades made there such as City buildings, walking areas, greenery, and store fronts have clearly made these areas more resident and family-friendly.

The Tennis Facility and Quail Valley Golf Course, in particular have various fam-ily-friendly programs avail-able.

Missouri City planners need to continue these fam-ily-friendly changes and ex-tend them to other areas. The City needs to show that it will commit resources to expand Public Space, which defi nes where residents can gather, enjoy park settings, rest on benches, or just otherwise en-joy the day and their families.

An area that City offi -cials might now consider for change is the area surround-ing Highway 6. What is defi -nitely needed along Highway 6 is a softening of the rigid, commercial approach that the City has taken.

A typical Highway 6 com-muter sees a succession of gas stations, restaurants, and parking areas as he/she

passes though Missouri City. Wouldn’t a diversity of park areas, commercial buildings, and other greenery and scen-ery, in an approach similar to Sugar Land’s be much more appealing?

Public space is defi nitely needed along Highway 6 to show that Missouri City is indeed a family-oriented town. While Sugar Land has seemed to control Highway 6 development to its benefi t, Missouri City planners seem inclined to let the “chips fall where they may,” and allow commercial development to take control of the future of Highway 6. Clearly, residents need to provide input about this issue and encourage both government and commercial interests to invest in public space.

The situation seems to pose a paradox for Missouri City because the City’s parks are public space and the City has won many awards for them. We need to approach High-way 6 development with the same thinking used behind our park development.

Some may say that High-way 6 is a thoroughfare and needs to maintain higher speed limits, less access, and is not suitable to a “Town-center” or “Public Space” ap-proach.

My response is that High-way 6 is a major center of life, activity and commerce in Missouri City and always will be.

Another critique might be that development along High-

way 6 is complete so where could the City incorporate family-friendly changes?

My response is that many of the business areas along Highway 6 consist of often-empty parking lots, which could be easily converted into family-friendly areas. These areas would almost certainly encourage more traffi c also. We need to have a smarter, more resident-friendly ap-proach to development of Highway 6 and the City needs to take the initiative and en-courage it.

The City needs to demon-strate through development decisions that we are a family-oriented community.

Missouri City city offi cials say that the decision on land-scaping was entirely in the hands of the Texas Depart-ment of Transportation and the city could not convince TxDOT to do landscaping on the Hwy 6 corridor. Because of shortage of funds, TxDOT’s priority has changed now. In the given time frame, the city could not fi nd funds for land-scaping. Also, the speed limit in the Missouri City section of the highway is not conducive to landscaping because of safety concerns.

If the feasibility of land-scaping along Highway 6 is established, with the consent of TxDOT, the city can fi nd the funds to do the project in the future.

“Amour” means “love” in French for those of us that did not take French in high school. Director Michael Haneke, who is nominated for an Os-car for Best Director, makes every attempt to make sure we know that Georges (Jean-Louis Trintignant) and Anne (Emmanuelle Riva) are still in love in spite of being in their eighties and struggling to stay alive. They are trying to take care of each other after Anne suffers an attack of some sort; looked like a stroke to me.

They live alone as retired music teachers. Georges gal-lantly tries to feed, clothe, bathe, and change the diapers of Anne, but the fi lm beauti-fully depicted the pushing and shoving in this endearing re-lationship that is ravaged by Anne’s seemingly hopeless condition.

They live in a small apart-ment in Paris and are not medically trained or emotion-ally prepared for their predica-ment. Few of us are ready for such a tragedy and the story, also written by Haneke, pain-fully displays the delicate bal-ance between tender affection and dictatorial caretaking.

At one point, Georges tries to get Anne to drink water so she will stay alive, but she de-fi antly spits it out.

This is a simple story of

love, life and death that takes place almost entirely in their apartment.

My heart was breaking when Georges courageously, yet clumsily helps Anne stand up to walk to the bathroom. Ms. Riva will be 85 if and when she picks up the Oscar, but she has received a nomi-nation for her performance as Best Actress. I think the Academy got it wrong; Mr. Trintignant should have re-ceived the nomination, but he did not.

“Amour” is also nominated for Best Picture which at least gives it an inside shot at win-ning gold because Haneke is also nominated, and it is very rare for a fi lm to win Best Pic-ture unless the director also

gets the nod. That tradition bodes bad-

ly for Tarantino’s “Django Unchained,” which is my top pick, because the acad-emy membership tragically snubbed Tarantino as Best Di-rector even though “Django Unchained” is nominated for Best Picture.

Tarantino was nominated for Original Screenplay, but I fear that accolade, even if Tarantino won, would not be enough to give it an Os-car boost. Put your money on “Lincoln;” Spielberg and Kathleen Kennedy should be picking up Oscars for Best Picture.

While we’re talking about Oscars, you need to see “Sil-ver Linings Playbook;” it’s nominated for eight Oscars and it is a great movie.

All four lead actors are nominated and Jennifer Law-rence is my pick for Best Actress. Consider how good the script must be for Bradley Cooper to receive a nomina-tion for Best Actor and he de-serves the nom. Daniel Day-Lewis will win, but it’s good for Coop’s resume. This is a wonderful time to be at the movies. Rock ‘n Roll.

The talk of the town is not an exaggeration to describe the grand three-day wedding celebrations of Nikita Malani and Atman Shukla from Dec. 29 to Dec. 31, 2012.

Nikita, soon to be a doctor, is the daughter of Jugal and Raj Malani of Houston. Jugal Malani is a prominent Indian American businessman and well known philanthropist.

The groom, an attorney, is the son of Dr. Amitabh and Namita Shukla. Dr. Shukla is a well known neurologist in the Sugar Land area.

With the wide family and friends in the community, the celebrations were held at the Hilton Americas in Down-town Houston.

The musical evening on Dec. 29 was attended by about 1,000 guests and the awesome decor, a replica of the famed Jaipur Palace, with special lighting, was breathtaking.

The wedding itself was at-tended by 500 guests on Dec. 30.

The reception on Dec. 31 was attended by 1,100 guests and the party turned into a new year celebration as well, as the music and dance con-tinued past midnight.

Needless to say major ca-terers in the Houston area were kept busy as delectable

varieties of Indian and inter-national cuisine were a treat to the palates.

For the family and friends, the wedding of Nikita and

Atman would be memorable and unique. By the way, Ju-gal Malani owns a business named Unique Industrial Product Co. in Sugar Land.

Former Fort Bend Austin High Scholl and University of Dal-las women’s soccer team players Melissa Carpenter, left, and Michelle Carpenter of Sugar Land have been selected by the Southern Collegiate Athletic Conference (SCAC) to the 2012 All-SCAC Women’s Soccer Second Team.

Melissa , a senior forward, netted three goals in 2012 which tied for 15th in the SCAC. 27 shots tied for 16th, while two as-sists were 18th. Michelle, a sophomore midfi elder, ended the 2012 season tied for second in the SCAC with three game-win-ning goals. A .263 shooting-percentage was third best, while 13 points was tenth in the league. Five goals and three assists were 11th, respectively.

Michele missed the conference playoffs due to injury. Melis-sa scored an unassisted goal off a corner in playoffs and helped UD advance to the fi nals where they lost to Trinity University 0-1. Melissa and Michele are the daughters of Kathy and Brent Carpenter, attorneys in Sugar Land.

full-size SUV that offers spa-ciousness for people and cargo (up to 108.9 cubic feet for car-go) and it has a towing capa-bility of up to 8,500 pounds.

The 2013 Tahoe is available in LS, LT, LTZ and Hybrid models, all offered in 2WD and 4WD. The LS, LT and LTZ models are powered by a 5.3-liter V-8 that uses vari-able valve timing and Active Fuel Management to optimize performance and effi ciency. A six-speed transmission is stan-dard on all models. It contrib-utes to a 21-mpg EPA highway fuel economy rating, thanks to reduced engine speed that also reduces cabin noise.

The Z71 Off Road appear-ance package is available on LT models and includes high-

pressure, gas-charged mono-tube shocks, 18-inch alumi-num wheels and all-terrain tires, automatic-locking differ-ential, front recovery hooks, a durable skid plate and high-capacity air cleaner. Large, color-keyed wheel fl ares, an aggressive front fascia and satin chrome tubular assist steps and a bright chrome front grille insert provide a one-of-a kind appearance.

Inside the Tahoe has the segment’s largest center con-sole storage bin, a large glove box and numerous storage compartments. Three rows of seating are standard on all models.
