By BARBARA FULENWIDERStafford Mayor Leonard

Scarcella began his annual mayor’s budget message by saying that the city has had a “long-standing reputation for adopting budgets that are fi scally sound” and that doing so has served Stafford well for more than 40 years.

With that in mind he pre-sented the fi scal year 2013-2014 budget of $26 million, which is nearly $1 million more than the past fi scal year budget he presented to council for their approval. Last year the may-or’s proposed city budget was $25.11 million.

All departments got increases and those that got proposed budgets of more than $100,000 over last year include fi re and police, promotion and devel-opment department, informa-tion technology and the street department.

Scarcella said in his budget message to citizens that the key to his proposed budget is “living within our means by utilizing a lean, conscientious and ef-fi cient staff.” To that end staff members this fi scal year are to receive “at least a three percent” raise and some considerably more than that. The total cost of people on the city payroll is budgeted at $11 million and includes salaries, retirement, health care, life insurance, dis-ability and all other amenities.

The mayor said that Stafford “has one of the strongest self-funded healthcare programs in either the public or private sector.” It covers medical, den-tal, prescription, life and short term and long term disability at an annual cost estimated to be just over $1.7 million for the next fi scal year. With retire-ment, social security and related benefi ts included costs adds up to $1.8 million and make the city’s total personnel package $3.5 million.

Scarcella said what is often overlooked is that the salary for a new city employee only refl ects a part of the cost for that position. Benefi ts for an employee earning $50,000 a year are often $25,000 or more and that doesn’t include expen-ditures for training, equipment, uniforms, etc. Also, the costs for an employee’s position increase every year.

Consequently, the mayor and city council’s position has been

“add personnel carefully and only when absolutely needed.” The mayor plans to continue that policy because, he said, it has served the city well.

Fire and police departments almost always get budget in-creases because as towns grow so do the needs for more ser-vices. This year’s police de-partment budget is proposed at $5,875,000 and includes the addition of one full-time patrol-man and the implementation of a new salary structure for all police offi cers.

The fi re department got the biggest increase with more than $1.8 million or 12 percent more than last year’s budget. The department has increased from 47 volunteers and duty session personnel to 90 over the past several years. Stafford has cash balance of $31 million full time personnel substantially.

Public works’ proposed bud-get is $4.2 million with almost $2.2 designated for maintain-ing streets and $1.1 million to preserve and improve Stafford parks. Another $1 million is earmarked for the joint venture with the county to extend Brand Lane.

An expenditure of $567,000 is in the proposed budget for upgrades to the city’s 25-year-old Civic Center and IT will get $850,000 for the purchase of ever changing technology. This next fi scal year Stafford’s mu-nicipal court will have a budget of $625,000 and the 30-year-old city swimming pool will get $240,000 for maintenance and rehab. Another $600,000 is in the city budget for Stafford Municipal School District “with special emphasis on making it one of the safest school districts in the nation,” the mayor said.

This next year the Performing Arts Theatre/Convention Centre will have hosted more than three million people during its 10 years of operation. Scarcella said the Stafford Centre is ex-pected to generate revenues of $1.4 million, be supplemented more than $460,000 by the hotel tax and get $540,000 from the Stafford Economic Develop-ment Corp. (SEDC) for embel-lishments.

Scarcella also said, “Cur-rently, the city has its largest cash accumulation of more than $19 million” and is debt

free after having paid off the fi nal $200,000 owed. With the SEDC having accumulated “a substantial cash balance of more than $12 million, the combined cash of the city and SEDC is at an all-time high of more than $31.5 million.”

The mayor then went on to talk about the 192-acre site in Stafford that Texas Instruments plans to sell after being in the city for the past 45 years.

“This will place the city in a position of having to make diffi cult decisions and possible investments to assure that this prime 192-acre site provides the city a pathway to advancement and the prospect for a game-changing development. As this story unfolds,” Scarcella said,

“the advantage of the liquid financial strength of our mu-nicipality cannot be overstated.”

The mayor concluded his budget message by saying that after having followed the city’s fi rst Comprehensive Develop-ment Plan adopted in 1971, it’s time for a new one so the city will spend $150,000 to hire a consultant to “lay out an aggres-sive prescription for progress for at least the next quarter century.”

Continuing to look ahead, Scarcella ended with, “A zero property tax; an elimination of general obligation debt; a lean, conscientious and effi cient staff; a strong cash balance, and an ir-refutable, fi scally sound police provide this city with a bright and growing future.”

NOTICE OF TAX REVENUE INCREASE

The City of Missouri City will hold two public hearings on a proposal to increase

total tax revenues from properties on the tax roll in the preceding tax year by

7.21 percent (percentage by which proposed tax rate exceeds lower of rollback

tax rate or eff ective tax calculated under Chapter 26, Tax Code). Your individual

taxes may increase at a greater or lesser rate, or even decrease, depending on

the change in the taxable value of your property in relation to the change in

taxable value of all other property and the tax rate that is adopted.

The fi rst public hearing will be held on September 19, 2013 at 6:00 PM at

Missouri City Hall, Council Chambers, 1522 Texas Parkway, Missouri City, TX.

The second public hearing will be held on September 23, 2013 at 6:00 PM at

Missouri City Hall, Council Chambers, 1522 Texas Parkway, Missouri City, TX.

The members of the governing body voted on the proposal to consider the tax

increase as follows:

FOR: Mayor Allen Owen Councilmember Danny Nguyen

Councilmember Don Smith Mayro Pro-Tem Jerry Wyatt

Councilmember Floyd Emery

AGAINST: Councilmember Robin Elackatt

Councilmember Yolanda Ford

PRESENT and not voting: None

The average taxable value of a residence homestead in City of Missouri City

last year was $157,139. Based on last year’s tax rate of $0.544800 per $100 of

taxable value, the amount of taxes imposed last year on the average home was

$856.09.

The average taxable value of a residence homestead in City of Missouri City

this year is $160,160. If the governing body adopts the eff ective tax rate for this

year of $0.535165 per $100 of taxable value, the amount of taxes imposed this

year on the average home would be $857.12.

If the governing body adopts the proposed tax rate of $0.573750 per $100 of

taxable value, the amount of taxes imposed this year on the average home

would be $918.92.

Members of the public are encouraged to attend the hearings and express their

By CAROLYN BOWDEN“DO NOT TELL MOM-

MY”: It had been one of those days where mommy had been interrupted countless times to referee sibling “differences of opinion,” or they are tell-ing her they are bored. It was a beautiful day but they had no interest in their backyard with the fancy swing set and an oversized sand box next to a child sized house that daddy had built for them.

Then daddy walked in the door from work, looking for-ward to hitting the golf course for a little “R & R”. The minute the girls (ages 4 & 8) heard the word golf, they were begging to go because they loved riding in the golf cart. One look at his wife’s expres-sion, and he knew it had been a frustrating day for her and the girls. So, out the door the three went.

The golf hole was a par 5 and as they moved closer to the green the girls saw a huge alligator, appearing to be asleep, stretched out in the warm sun, horizontal to the water. The golf ball was about 50 yards from the alligator.

That’s when the Daddy re-membered... “if it is hungry an alligator will eat anything that moves, including people.” but, he could not resist this op-portunity to learn how the skin felt. He put the 4-year- old in the cart basket and the 8-year-old on the back of the cart seat, holding onto the basket. Then carefully, and, oh so slowly, he moved the cart until his side of

the cart was one foot from the alligator. Then he reached out and “lightly” touched the tail. (It felt very rough and scaly.) The alligator raised his head up and seeing the size of the golf cart, and, nothing ap-peared to be threatening, he just went back to sleep.

They went a few more holes and then headed home. Daddy had told them over and over, “Do not tell mommy!” How-ever, when they entered their garage, the cart did not even come to a complete stop before both girls were busting in the back door yelling: “Mommy, Mommy, Daddy touched an alligator with his bare hand!.”

I am told that mommy’s reaction and response is not “printable” in a “family” newspaper.

“GUESS WHO CAME FOR BREAKFAST”: The real estate agent had pointed out to this couple that the house had an incredible view of two lakes surrounding a

beautiful 4 par golf hole. That the custom designed back yard with rock paths winding through exotic plants would be a lovely place to sit on their patio for a casual breakfast or a relaxing cocktail hour before dinner.

And it was, until one morn-ing when the “lady of the house” walked into her kitch-en, plugged in the coffee pot, and opened the door to the attached garage. She stepped into the garage and waited for the garage door to open. As it raised she moved closer to the door and saw something out of the corner of her eye. In be-tween their two cars was an 8 to 12 foot alligator staring at her! She froze, and the alliga-tor just stared at her and did not move.

Slowly, she backed up to the open utility room door. When inside she slammed the door shut and ran screaming for her husband who asked, “Well did you get the paper?” (This was the “wrong” time to make a smart remark!)

HAVING A PROBLEM WITH AN ALLIGATOR? If anyone should have a prob-lem with an alligator, call (281-842-8100) which is a 24 hour communication line. If a Parks and Wildlife Game War-den determines this is a dan-gerous animal, then you will be referred to an “Alligator Hunter”.NEXT COLUMN: August 25th. By BARBARA FULENWIDERAt the Sept. 3 meeting of

Missouri City City Council approved a resolution to hold public hearings on the pro-posed tax rate of 57.375 cents for $100 valuation.

The rate is one cent less than the anticipated number.

The city’s 2013-14 fi scal year budget that council ad-opted in June was based on a property tax rate of 58.35 cents per $100 valuation.

The effective tax rate for 2013 is 53.5165 cents per $100 valuation and the roll-back rate is 57.3752 cents.

If the tax rate of $0.5835 per $100 valuation is pro-posed and adopted it would be $0.09748 more than the rollback rate and subject to a recall petition.

According to the “Finance and Investment Dictionary‎” the effective tax rate is “the rate paid by a taxpayer and is determined by dividing the tax paid by the taxable income in a particular year.”

Because the proposed tax rate exceeds the effective tax

rate, council must call two public hearings per the prop-erty tax code.

The current tax rate for fi s-cal year 2012-13 is $0.5448 and includes the maintenance and operation (M&O) tax rate of $0.35857 and the interest and sinking (I&S) tax rate of $0.18623. Each tax rate is per $100 valuation.

The proposed tax rate for 2013-14 fi scal year is $0.38038 for M&O and $0.19337 for I&S for a total rate of $0.57375.

Background information to council provided by Wes Vela, director of fi nance, says the proposed tax rate will yield $581,000 less in M&O tax revenues for the general fund 2014 budget than projected at the 100 percent collection rate.

“The difference will be managed by increased ef-fi ciencies and contingency funding.”

The proposed rate will in-crease property taxes by 7.21 percent. The average taxable value of a residence home-

stead in Missouri City this year is $160,165 compared to $157,139 last year.

If the proposed tax rate of $.573750 per $100 taxable value is adopted this year by council, the owner of an av-erage home in Missouri City would pay a property tax bill of $918.92.

The fi scal analysis is that the approved 2014 budget will be sustained by the adop-tion of the $0.57375 rate.

The two public hearings regarding the tax rate will be held Sept. 19 and Sept. 23. The meeting to adopt the tax rate will be on Oct. 7.

The public hearing on the proposed tax rate was adopted by a 5-2 vote. (See the notice on the right)

Councilmembers Robin Elackatt and Yolanda Ford voted against the motion.

Elackatt said on Monday that his nay vote was an un-intended error and he was not against the public hearing or the proposed tax rate.

Ford is also believed to have voted no mistakenly.

Construction of the perform-ing arts center is expected to begin in 2014 and take about 24 months.

The venue will be located on a portion of 38.5 acres of City-owned property in the Telfair commercial district, southeast of U.S. Highway 59 and University Boulevard. Development in this area is slated for commercial, of-fi ce and entertainment purposes.

The economic development strategy for the venue was struc-tured to establish Sugar Land as a destination location for culture and entertainment as well as cre-ating an amenity that is commer-cially self-sustainable.

“Making Sugar Land a desti-nation for culture and entertain-ment has been a long-held vision of our citizens and City Council,” said Mayor James Thompson.

“A 2007 Citizen Visioning Task Force included a perform-

ing arts center among its cultural and entertainment venue recom-mendations.”

A 2008 Market Analysis and Feasibility Study and an updated 2012 study performed by CSL International identifi ed that the Houston market did not have a 6,500-seat live entertainment venue and concluded that market demand would support the fi rst fi nancially feasible and commer-cially sustainable venue of its size in the region.

The studies also supported that the performing arts venue in Sugar Land will promote capital investment, create new jobs, en-hance educational opportunities and create unique destination activities attracting local and re-gional visitors.

“This new performing arts venue will allow residents of Sugar Land, and the surrounding area, to experience a level of live

entertainment that until now has not been available,” said Allen Becker, Chairman of ACE The-atrical Group.

Based on voters’ approval of the fi nancing tools in 2008 and the City’s goal to create a fi nan-cially feasible, operationally self-sustaining venue, the estimated $83.6 million Performing Arts Center will be funded through a unique package of special fund-ing sources.

•The City’s partner, ACE, will make a $10 million equity contri-bution to the project.

•A portion of sales tax rev-enues that may only be used for economic development purposes and a portion of hotel occupancy tax funds that are restricted to tourism initiatives will be dedi-cated to the project.

•Rent revenues generated by the facility will also fund the Per-forming Arts Center.

Fort Bend County Commis-sioners Court and the judges do not seem to be on the same page when it comes to budget and salaries.

County commissioners at their Sept. 3 meeting amended the actions taken by the Juve-nile Board and the Board of Judges and thus, set a prec-edent.

The Juvenile Board has the statutory authority to decide its own budget and commis-sioners court is expected to fund it fully.

The commissioners court while accepting the obligation to fund the juvenile budget adequately, does not see it fi t that the board could arbitrarily increase the budget by approv-ing its own pay raise to em-ployees.

Similarly, the state has conferred the authority on the board of judges to set the sala-ries of county auditors, assis-tant auditors, court coordina-tors and court reporters.

Last week, Commission-ers Court unanimously carried a motion to approve the FY 2014 Juvenile Probation Bud-get, as approved by the Juve-nile Board on August 28, 2013 in the amount of $11,289,502 which is an increase of 8.34% from FY 2013.

The Juvenile Board’s adopt-ed budget was $11,305,549. Commissioner Andy Mey-ers made the motion to bring the increase to the same level as the county budget. Conse-quently, the Juvenile Board budget was reduced by about $16,000.

Commissioner James Pat-terson made a motion to ratify the salaries adopted by the Board of Judges on August 14, 2013, subject to certain changes.

His motion ratifi ed the ac-tion approved by the Board of Judges on August 14, 2013 to approve salaries as presented except District Court Coordi-nators, County Court at Law Court Coordinators, County Court at Law Court Reporters and County Court at Law Pro-bate Auditors who will receive an increase of 3.63 percent, instead of the 5 percent pro-posed by the judges.

The rest of the county em-ployees will receive the same 3.63 percent increase. This ac-tion would result in a saving of about $30,000.

County Judge Bob Hebert abstained on this vote and the four commissioners voted in favor.

The Juvenile Board or the Board of Judges has not yet offi cially reacted to the action of the commissioners court.

In the past, the Juvenile Board had maintained that the commissioners court could

County commissioners and judges are at loggerheads

not legally reduce the juvenile board budget.

While the possibility exists for the Juvenile Board to sue the commissioners court, it is not clear if the judges will take that course of action.

Since the amount cut by the commissioners is insignifi -cant, the judges may not take it seriously.

But, if they want to assert their legal authority, and pro-tect their turf, they can legally challenge the commissioners court.

Previously, the state was funding the juvenile proba-tion department to the ex-tent of 80 percent and the state’s share has gradually decreased, while the county’s share increased to 50 percent of the budget.

The commissioners want the juvenile board to restore its fi nds from the state, in-stead of burdening the county taxpayers.

In the case of the Board of Judges, the commissioners did not interfere with the pay raise given to the County Au-ditor’s department.

The commissioners believe that the court coordinators and court reporters should be treated the same way as the other county employees in the administrative and clerical group.

Following a 7-0 victory over the Bridgeport Blue-fi sh last night, the First Half Freedom Division Champion Sugar Land Skeeters an-nounced today that the club has set a new Atlantic League record for wins in a single season with 89. The Skeeters now hold an all-time best 89-41 record and maintain a .685 winning percentage, which stands as the best winning percentage in professional baseball.

The club’s 89th win tops the Atlantic League single-season win record previously held by the Lancaster Barn-stormers, who fi nished the 2012 season with an 88-52 re-cord before postseason play.

“This team has the most team spirit that I’ve prob-ably ever experienced in my career,” said Skeeters Man-ager Gary Gaetti. “It’s a de-veloped crew with a lot of intangible qualities. They’re focused, they’re enthusiastic and they fi nd ways to win. We just want to fi nish the season strong and continue to play good baseball into the play-offs.”

In late June, the Skeeters captured the fi rst half title af-ter going 47-23 prior to the All-Star Break. This month, the Skeeters look to contin-

ue their winning ways as the club enters its fi rst-ever At-lantic League Division play-off, scheduled for Tuesday, September 17 and Wednesday, September 18 at Constellation Field.

Great seats are available for the 2013 Atlantic League Playoffs, beginning Tuesday, September 17 at Constellation Field. Fans are encouraged to secure their seats now and be-come a part of Operation Blue Swarm during the Skeeters’ 2013 playoff run.

This movie was released na-tionwide on August 9th. Then why hasn’t Larry H. already seen this fl ick and given us a report.

I’m reminded of the old Jose Jimenez joke of the late 1950’s. “Reporter: Mr. Jimenez, what do you think of the interna-tional crisis? Jose: Oh, I’m sorry, I did not know… I’ve been out of town.”

What a wonderful excuse that can be used for almost anything. So, why hasn’t Lar-ry H. seen this movie? I’ve been out of town.

And let’s be fair. Give or take a month, I’m johnny-on-the-spot. Now that I’ve seen this fi lm with a budget of $115 million with stars Matt Damon and Jody Foster, I’m ready to share.

It was intriguing, fascinat-ing and fast-paced for the fi rst hour or so, then it went

south. My audience of eight literally got bored and started texting; I could see cell phones light up all over the theatre. I would have be miffed at such behavior except I was in com-plete sympathy with them and would have sent a text, too, if I’d had anyone that needed a text from me. I had a great seat on the top of the stairs on the back row; unlimited leg room. Try it sometime.

Larry H., you’re telling us about your seat location and not the movie.

Hey, I’m trying to put a good spin on it. Don’t you think you’re being too hard on this movie? Yes, I do, but I can’t stop myself. I was so disappointed in the fi nal sto-ryline and ending. I started to type the word “climax,” but that word does not fi t.

Ok, here’s something con-

structive, the special effects were superb and the acting was exceptional. At least by Damon and Foster.

The second tier actors reminded me of the 1964 “Goldfi nger.” You hear that writer and director Neill Blomkamp? Goldfi nger! I loved Goldfi nger, but I loved being 14, too.

Elysium is the satellite above the overpopulated and diseased Earth. The rich and privileged on Elysium; the poor and downtrodden on a desecrated Earth. Is it bad to be rich? Is it worse to be poor and illiterate? Where is George Orwell when we need him? The setting is 2154.

I’m depressed. I was in a hurry and had a big breakfast so I did not get a drink and popcorn. I’ve having a reac-tion; it’s not pretty. I need to start my weekend now. Goodbye. Rock ‘n Roll.Grade 80. Larry H. [email protected]

Fort Bend County Libraries will present a special program, “Wills, Trusts, and Estate-Planning: Controlling the Distribu-tion of Your Assets,” on Saturday, September 28, beginning at 10:30 am, in the Large Meeting Room at the Sienna Branch Library, 8411 Sienna Springs Blvd in Missouri City.

Presented by family law attorney Evelyn Gordon, the pro-gram will provide an overview of the advantages of estate plan-ning, as well as the disadvantages of not having a plan. Learn about the three primary documents of estate planning -- medi-cal directives (medical power of attorney), durable power of attorney, and wills. Gordon will discuss the differences between holographic (written) and formal wills, including their legal re-quirements, advantages and disadvantages, guardianship claus-es, and the most important content. Find out how a trust differs from a will and how community property affects estate plan-ning.

The primary concentration of Gordon’s studies and legal practice has been on estate-planning and family-law matters. She frequently presents estate-planning seminars to churches, colleges and libraries, in an effort to increase awareness of the importance of estate-planning and to dispel any misconceptions or anxiety related to making these preparations.

The program is free and open to the public. For more infor-mation, call the branch library at 281-238-2900 or the library’s Public Information Offi ce at 281-341-2677.

By BARBARA FULENWIDERThe all-new 2013 RAV4

crossover SUV is Toyota’s fourth-generation RAV4. With a four-cylinder engine, new six-speed transmission and two-row seating for fi ve, RAV4 of-fers a balance of performance and all-around capability, that includes a more cargo capacity, more style and eight standard airbags. The RAV4 models are LE, XLE and Limited.

For 2013, RAV4 has a num-ber of powertrain technologies that deliver a more engaging driving experience. It features Toyota’s 2.5-liter four-cylinder, which makes 176 horsepower at 6,000 rpm and 172 ft.-lbs. of torque at 4,100 rpm.

RAV4 front-wheel-drive models have received EPA- es-

timated fuel effi ciency ratings of 24 mpg city/31 highway, while all-wheel-drive models are EPA-estimated at 22 mpg city/29 mpg highway. A new Eco mode is designed to pro-mote more effi cient driving.

The previous four-speed au-tomatic has been replaced by a six-speed transmission with Se-quential Shift. First and second gear ratios are optimized for around-town performance. To keep engine revs lower at high-way speeds and enhance fuel mileage, fi fth and sixth gears are overdrives.

The new RAV4 will provide its owners a more dynamic drive, with new technologies like a Sport Mode with Dy-namic Torqu Control all wheel drive, enhancements in sus-

pension performance and opti-mized electric power steering. The spring rates have been en-hanced, and the shock absorb-ers have been optimally tuned to improve the vehicles han-dling characteristics.

RAV4 has a MacPherson strut front suspension, double-wishbone rear suspension and four-wheel disc brakes. The LE is on 17-inch steel wheels, the XLE rides on 17-inch alloys and the top of the line Limited wears 18-inch alloys.

In both front- and all-wheel drive RAV4’s Sport Mode sharpens shift timing, throttle response and steering response. In RAV4 with AWD, Dynamic Torque Control AWD has ad-ditional benefi ts. When turn-ing into and through a corner,

power is sent to the rear wheels to help enhance cornering per-formance, detecting steering angle and lack of yaw rate in Sport Mode (and detecting lack of yaw rate in Normal and Eco Mode).

Dynamic Torque Control has three different drive modes: Auto, Lock and Sport. In Auto Mode, RAV4 delivers power primarily to the front wheels under most driving conditions, switching automatically to AWD only when needed.

In Lock Mode at lower speeds, RAV4 essentially has a full-time AWD system with power delivered to all four wheels. At speeds below ap-proximately 25 mph in Lock Mode, up to 50 percent of engine power is sent to the rear wheels, enhancing traction and helping RAV4 “dig” through sandy or muddy conditions. Lock Mode reverts to Auto Mode when ve-hicle speed passes 25 mph.

In a signifi cant break with its heritage, RAV4 has switched from its side-hinged rear door to a convenient roof-hinged lift-gate with a space-saver spare tire stored under the cargo fl oor. Standard on the Limited grade will be a one-touch power rear liftgate with driver-selectable memory height settings.

RAV4 comes standard with

a manual tilt/telescope steering column, with the LE and XLE featuring a urethane steering wheel. The Limited grade has a leather-wrapped steering wheel. All RAV4 steering wheels have controls for audio, Bluetoothâ hands-free phone and audio, and the Multi-Information Display (MID).

All RAV4s seat fi ve and have driver and front passenger seats with high seatbacks and a slim back, to give rear-passenger more knee room. The RAV4 LE driver’s seat adjusts six-ways, including seat height. The RAV4 XLE driver and front passenger ride in premium bucket seats with sport bolstering.

The Limited has the same premium driver and front-pas-senger bucket seats as the XLE but also comes equipped with an eight-way power adjustable driver’s seat with memory, plus heaters in the front seat bot-toms and seatbacks with two temperature settings and driver power lumbar. All RAV4’s fea-ture 60/40 split/fold second-row seats that recline.

The cargo area is deeper, larger and easier to access than in the previous generation, with just over 38.4 cubic feet of cargo capacity behind the rear seats. With rear seats folded, the RAV4 has a maximum cargo ca-

pacity of 73.4 cubic feet. It can tow up to 1,500 pounds.

Privacy glass, Daytime Run-ning Lights (DRL), cruise con-trol, power side mirrors, power door locks and power windows are standard on all RAV4s. RAV4 XLE and Limited feature dual-zone automatic climate control, integrated fog lights, power moonroof with sliding sunshade and heated outside mirrors with turn signal indica-tors.

Standard on all RAV4 models is a Display Audio with a 6.1-inch LCD touchscreen. It in-cludes a standard backup cam-era and Bluetooth connectivity. The XLE and Limited offer an available GPS Navigation and Entune™ multimedia system with satellite radio and ad-vanced voice recognition. The Limited grade will also offer an available JBL® GreenEdgeÔ Premium Audio with 576-Watts of maximum power, 11 speak-ers, and GPS Navigation and Entune.

The Toyota RAV4 Limited retails for $27,010 with all stan-dard equipment. The RAV4 has been a city dweller’s favorite for years because they are a great size for hauling stuff and peo-ple. And being Toyota means the RAV4 also provides a quiet, comfortable, dependable ride.
