The Semper Fidelis All-Amer- ican Bowl brings together more than 100 student ath- The Fort Bend County Sher- iff’s Office kicked off the new year with a clean slate – liter- ally. On Thursday and Friday, every employee of the Sher- iff’s Office met with Sheriff Troy Nehls and his new Com- mand Staff members at the Gus George Law Enforcement Academy. After receiving new credentials, each employee took a drug test as well. “We wanted to come in and start with a clean slate,” Nehls said. “This is not a challenge to anyone’s professionalism; it’s a message that the expectations and the professionalism levels have been raised at the Sheriff’s Office.” Nehls was first in line Thurs- day to take the drug test, fol- lowed by each member of his Command Staff. The Sheriff said taxpay- ers should not worry about the cost of the procedure because the tests were paid for through seized drug funds. No tax dol- lars were used. The Fort Bend County Sher- iff’s Office has 732 employees. A public meeting on the draft Pedestrian and Bicycle Plan is being rescheduled for February or March. The meeting date was incorrect in the most re- cent edition of Sugar Land Today. The correct date will be distributed when the meeting date is final- ized. The City will share draft recommendations and solicit feedback during the meeting. City staff presented draft recommendations last fall to City Council, the Plan- ning and Zoning Commis- sion and a citizen-based Pedestrian and Bicycle Task Force. The Pedestrian and Bi- cycle Master Plan will up- date the City’s existing Hike and Bike Trails Master Plan to include the poten- tial for walking and biking as a means of transportation in addition to recreational uses. The draft plan identi- fies a network of existing and planned pedestrian John Bohannon, an Investiga- tor with the Fort Bend County District Attorney’s Office, was recently certified as a Fraud Ex- aminer. Recognized by the Associa- tion of Certified Fraud Examin- ers (ACFE), Bohannon complet- ed a rigorous training and testing program to bolster his expertise in financial crime investigations. Bohannon joined the Fort Bend County District Attorney’s Office in February 2011 after more than 19 years with the Bel- laire Police department. Originally licensed in Michi- gan, where he spent several years as a police officer, Bohan- non eventually moved to Texas and was certified as a peace of- ficer here. The honor of becoming a certified fraud examiner did not come easy. Bohannon completed special- ized training and investigated economic crimes throughout his law enforcement career. ACFE also requires letters of recommendation and admin- isters a four-day exam totaling 500 questions. After his initial certification, Bohannon must maintain his expertise through continuing education of at least 20 hours of study annually. “This is a big benefit for the citizens of our county,”said Dis- trict Attorney John Healey. “We sponsored John for this training because our economic crimes unit needed their own expert. We can now offer Fort Bend County better prosecu- tions without having to rely on outside experts at a substantially higher cost.” Economic Crimes Chief Pros- ecutor Scott Carpenter had noth- ing but praise for Bohannon. “John Bohannon is a quality guy who was already a success- ful investigator. The new certi- fication recognizes John’s hard work and dedication to protect- ing our community and will have a major impact on fighting economic crime in Fort Bend County.” “I look forward to putting my training to use to keep the citizens safe in the community I have come to serve,” said Bo- hannon. U.S. Rep. Pete Olson (TX- 22)last week voted against the “fiscal cliff” plan adopted by the Congress. Olson issued the following statement regarding his vote against the so-called “fiscal cliff” plan: “President Obama’s abject failure to lead America out of this dangerous fiscal crisis im- pacts every American. We face a debt crisis of epic proportions - one that will leave a legacy of debt for our children and grand- children to struggle to pay off. If we do nothing, this crisis al- most guarantees our children have no hope of achieving a better life than we have had. That is counter to the very no- tion of the American dream. “President Obama and the Senate refuse to take the neces- sary steps to restore our nation’s fiscal future. The fiscal cliff is not the real crisis: runaway spending is. Today, each Ameri- can’s share of our national debt is $51,000. Obama has no plan to fix this crisis. “The Senate passed bill not only hikes taxes, but utterly fails to address the rampant spending problem our nation faces. The only way to fix this fiscal crisis is through economic growth and spending cuts. This bill contains no spending cuts and will hurt economic growth for small businesses. “While some may disagree, I have listened to the people of Texas 22, and I cannot in good conscience support a bill that merely gives the President more money for his reckless spend- ing. During the month of No- vember, HSS-High students participated in a “Coins for a Cause” campaign to help sup- port those affected by Hurri- cane Sandy. When the fundraiser was announced, students were ea- ger to participate. They enthu- siastically gathered pennies, nickels, dimes and quarters to support the cause. Dalia L., an HSS-High eighth grade student, said she donated to “Coins for a Cause” to help the children and their parents who were displaced by Hurricane Sandy. “You never know when disaster will strike, and it’s important for us to come to- gether as a country to support each other,” Lopez said. “That hurricane could have easily changed paths and we could have been the ones to lose ev- erything.” Afreen Merchant, HSS- High assistant principal, said the “Coins for a Cause” drive was a good way for students to continue learning about ser- vice and helping others. “At HSS-High, our curricu- lum includes character edu- cation, which focuses on the ethical, social and emotional development of students,” Merchant said. “This service project opened students’ minds and hearts to the true devastation that actu- ally took place. On Thursday and Friday, every employee of the Sher-iff’s Offi ce met with Sheriff Troy Nehls and his new Com-mand Staff members at the Gus George Law Enforcement Academy. After receiving new credentials, each employee took a drug test as well.

The Spirit of Freedom Re-publican Women’s Club will host Cathie Adams as she ad-dresses issues from her recent trip to the United Nations in Doha, Qatar.

The UN is planning a global tax to be implemented no later than 2020 and she will be fi ll-ing in the details.

Sugar Land City Manager Allen Bogard recently named Senior Planner Cathy Halka as employee of the year dur-ing the 2012 Employee Ban-quet.

Halka successfully led up-dates on the Comprehensive Plan and Pedestrian and Bike Master Plan for the City. The Comprehensive Plan and Pe-destrian and Bike Master Plan provide a blueprint for the fu-ture growth, mobility and de-velopment of the City.

Bogard said her strong ded-ication and proactive attitude makes her an exemplary ex-ample of standards refl ected in Sugar Land’s “Champion” employees.

The City recognizes em-ployees each year for out-standing commitment to their jobs, as refl ected in the fol-lowing CHAMPS values:

Halka’s respectful and friendly personality is highly acknowledged by employees and citizens of Sugar Land. She consistently delivers a superior level of service and professionalism no matter what challenges may come her way.

Her work on the Compre-hensive Plan and Pedestrian and Bike Master Plan demon-strated her ability to manage highly visible projects effec-tively and effi ciently. Halka ensured everyone’s partici-pation in the Pedestrian and Bike Master Plan by coordi-nating workshops, meetings and posting current updates. After updating the Compre-hensive Plan, she used her resourcefulness and creativ-

ity to develop a cost-effi cient alternative to print and bind documents for the City.

“I really love working for the City of Sugar Land,” said Halka. “It’s a great group of people and it is their passion for planning in the City that is just downright contagious.”

Steven George Bouton, a 50-year-old Missouri City resi-dent, passed away on Satur-day, Jan. 5 at Methodist Sugar Land Hospital due to injuries he suffered Friday afternoon in a kayak drowning accident at American Legion Park.

Bouton and his teenage step-daughter, whose name is not being released, were fi shing on the lake at the Park in their orange-colored kayak when it overturned, Police and Fire of-fi cials said.

Missouri City Police Of-fi cers and Firefi ghters were dispatched to the City park on Lexington Boulevard at about 3:51 p.m. Friday and partnered with other area fi rst responders to successfully rescue both vic-tims.

“Missouri City Police and Fire personnel collaborated with area colleagues to rescue the victim and his stepdaughter and we commend their heroic efforts,” said Police Chief Joel Fitzgerald and Fire Chief Rus-

Investigator Defoore and Offi cer Alvarado both swam out to the overturned kayak and pulled Bouton to shore where

fi refi ghters administered CPR. Bouton’s stepdaughter was brought ashore by Paramedic Wenglar.

Both victims were admit-ted to Methodist Sugar Land for treatment and Mr. Bouton was later pronounced dead. His stepdaughter survived the ac-cident.

“Our Departments are sad-dened by Mr. Bouton’s tragic death and extend our sincere condolences to his family,” said Chiefs Fitzgerald and Sander.

Missouri City resident dies in Kayak accident

held on Friday, February 1, 2013 at the Sugar Land Marriott Town Square.

This year’s event features Congressman Allen West, a 22 year veteran of the United States Army. Lieutenant Colonel West served in several combat zones in Iraq and Afghanistan and has received many honors including a Bronze Star. In 2010, he was elected to the United States Congress and served as a strong conservative leader in the 112th Congress.

The Republican Party of Fort Bend County will again host the Lincoln-Reagan Dinner. The purpose of the event is to max-imize the money available to elect conservative Republicans in Fort Bend County.

High School seniors, par-ents, youth counselors, and college students of all ages and classifi cations can learn about scholarships offered by the George Foundation at a free seminar being held Jan. 24. The event will take place on the University of Houston Sugar Land campus in the Su-san Ryon Davis Multipurpose Room in Brazos Hall, 14004 University Blvd., Sugar Land. The George Foundation of-fers six different scholarship programs for not only incom-ing Freshmen, but upper class-men and for those returning to college.

Highlighted will be the Foundation’s scholarship part-nerships with the campuses of Houston Community College, The University of Houston and Wharton County Junior College. By RICK MILLERIt is a great honor to be elect-

ed to serve as a member of the Texas House of Representatives for District 26 in the 83rd Leg-islature.

Following the election in ear-ly November, I attended the Fort Bend County ISD Legislative Breakfast; New House Member Orientation in Austin; Fort Bend County Legislative Conference for two days in December and held one Constituent Meeting on Dec.19.

I received policy and budget briefi ngs in Austin from House staff members. I also met with the Greater Houston Partnership; numerous Fort Bend County municipal and business leaders; numerous non-profi t organiza-tions; and a host of people who want to present their ideas and recommendations regarding the upcoming Legislative Session.

With the Session beginning January 8th and the swearing in of the 43 new members of the Freshmen Class, we as a “new” class are gearing up for a very interesting and demand-ing schedule deliberating major areas of legislation that will not only affect District 26, but the entire state.

It is my belief that the key ar-eas of focus will be Education, Healthcare, Water, Transporta-tion, State Sovereignty and En-ergy. But there are other areas such as Election Law, Immigra-

tion, Pro-business Environment, Public Safety and Caring for People (who are not able to care for themselves such as seniors, Children, Mentally Disabled and Veterans) that will receive care-ful attention.

There are also other signifi -cant top-level areas of concern that will capture my attention in-cluding the 2014-2015 Biennial Budget and reduction of spend-ing in a balanced budget; reduc-ing the size of the Texas govern-ment through a “zero-based” budgeting process; and standing fi rm on no new taxes.

Committee assignments are critical as I represent District 26 and Fort Bend County having requested assignment on Ap-propriations and Transportation Committees.

I would also be happy to serve on the Public Education and Defense and Veterans’ Affairs Committees. Members are re-

stricted to two standing commit-tees by the current House Rules and Policies.

Since the Committee assign-ments don’t usually become known until the end of January, my initial focus will be work-ing on drafting and co-author-ing bills and resolutions to put before the House. Meeting and getting to know all of my fel-low legislators in the House and Senate is an imperative in the early days of the Session. While I know a number of my colleagues from my years as the Fort Bend County Republican Party Chairman, there are a large number I do not know.

The upcoming Session will be critical to the future of Texas. With over 1000 people moving to Texas every day, we must keep Texas strong and vibrant in every way possible. Budget decisions on where the roughly $175 billion in expected reve-nues are to distributed during the 2014-2015 Biennial are bound to be headed into tough discussions with an uncommon emphasis on making the “right decisions for the right reasons” that will serve all of the people of Dist. 26, Fort Bend County and Texas.

er comes standard with a 260 horsepower 4.0-liter V6 en-gine, the choice of two four- wheel drive systems and a locking rear differential. Op-tions include a USB port for iPod® connectivity, XM Sat-ellite Radio Capability and a Trail Teams Special Edition.

The Toyota FJ Cruiser, which melds off-road per-formance with retro heritage design in a modern SUV, rolls into 2013 with the high-capability Trail Teams Spe-cial Edition. With the optional Class Four receiver hitch, the FJ Cruiser can pull a trailer up to 4,700 pounds.

On pavement or off, the 2013 FJ Cruiser offers au-dio and connectivity features and for 2013, the FJ Cruiser gained standard power out-side mirrors with illuminated markers and a new Magma Red exterior color.

The Trail Teams’ styling compliments its off-road ca-pability. Under the hood, a cyclone pre-air cleaner (stan-dard on all models) is effec-tive at trapping sand and dirt, while being easy to clean. The package beefs up chassis performance with trail-tuned Bilstein® shock absorbers; rear differential lock and the Active Traction Control (A-TRAC) system; engine, fuel tank and transfer cases; skid plates; rock rails; plus al-loy wheels and BF Goodrich 265/75R16 All-Terrain tires with wheel locks.

The Trail Teams Edition also preps the FJ Cruiser’s body and interior for seri-ous off-road driving. The power-side mirrors feature illumination markers, and the auto-dimming rear-view mirror integrates a backup-camera monitor. The water-resistant seats, rubber-type fl oor and rear deck make it easy to clean the “trail” out of the Trail Teams Edi-tion, while 12V,DC/120W and 120V,AC/400W outlets enable the driver to keep “plugged in” to civilization when necessary. New TRD aluminum doorsill scuff plates stand up to wear and mud; and an aluminum shift knob and transfer case knob add to the rugged interior design.

In addition, the Trail Teams Edition comes ready for road and trail with a “fl oating ball” type multi-information dis-

play, remote keyless entry, cruise control, rear privacy glass and rear wiper.

The FJ Cruiser is powered by DOHC, 4.0-liter V6 en-gine that makes 271 lbs.-ft. torqued and uses regular fuel. It is available in 4x2 or 4x4 confi gurations. The 4x4 offers a choice between a six-speed manual transmission and an electronically shifted fi ve-speed automatic transmission; the 4x2 model is equipped ex-clusively with the fi ve-speed automatic.

A Flex Lock-Up feature al-lows the clutch in the torque converter to maintain a half-engaged position, enhancing fuel effi ciency and increasing the lock-up clutch’s opera-tional range. The driver can manually shift the automatic transmission using a console-mounted, gate-type shift le-ver.

The FJ Cruiser’s two-speed transfer case provides a 2.566 low range. With the manual transmission, the transfer case uses a TORSEN® limited-slip center differential with a lock-ing feature and distributes the engine’s power 40:60 under most driving conditions. The TORSEN unit varies power distribution as needed, based on steering angle and wheel slippage. In the Lock posi-tion, the differential switches to a 50:50 power distribution.

An electronic-locking rear differential is standard with the manual transmission and optional with the automatic transmission. Toyota engi-neered the FJ Cruiser for se-rious trail driving capability. Its wide stance is based on a boxed steel ladder-braced frame which the welded steel body is mounted on. Skid plates for the engine, transfer case (4x4 models only) and fuel tank are standard. Dou-ble-wishbone independent front suspension offers 7.87 inches of wheel travel. The solid rear axle uses a four-link coil-spring suspension sys-tem with a lateral rod, tubular shock absorbers and a stabi-lizer bar.

This system provides 9.1 inches of wheel travel. The four-wheel disc brake system uses ventilated 12.6-inch front and 12.3-inch rear rotors. The FJ Cruiser has a variable-ratio, hydraulically assisted rack-and-pinion steering sys-tem. Standard wheels are 17-inch steel with P265/70 R17 tires.

With the FJ Cruiser’s stan-dard 32-inch tires, ground clearance is 9.6 inches (8.7 inches for 4x2 models). Ap-proach and departure angles are 34 degrees and 31 degrees, respectively, for the 4x4 mod-el, and 32/30 for the 4x2.

As with all Toyota mod-els, the FJ Cruiser is standard equipped with Toyota’s STAR Safety System™ that includes vehicle stability control, trac-tion Control, an antilock brake system, electronic brake-force distribution, brake assist and Toyota’s brake override sys-tem. The roll-sensing side-curtain airbags can detect a potential rollover and signal the VSC system to help reduce a lateral skid. In addition, the rollover sensor can signal the standard seat-mounted side airbags and side curtain air-

bags to deploy.With styling cues reminis-

cent of Toyota’s famed FJ40 4x4 utility vehicle, sold in the U.S. from 1960 to 1983, the FJ Cruiser conveys a con-temporary spirit. The original FJ40 served around the world as the safari and expedition vehicle of choice. The FJ Cruiser’s interior and exterior combine a heritage-inspired design with the comfort and convenience of a modern Toy-ota SUV.

The standard audio system in the 2013 FJ Cruiser in-cludes an AM/FM CD player with MP3/WMA playback capability, six speakers, XM Radio (includes 90-day trial subscription), auxiliary audio jack, USB port with iPod® connectivity, plus hands-free phone capability and music streaming via Bluetooth® wireless technology. The steering wheel integrates au-dio system and Bluetooth controls for added ease of use. A 10-speaker JBL® premium audio system, including sub woofer, is optional (standard on Trail Teams Special Edi-tion).

The FJ Cruiser retails for $26,880. Options hiked the test drive 4x2 FJ Cruiser to $31,970. Toyota calls its or-ange, Magma, but I person-ally thought the tester was the perfect University of Texas vehicle with its white roof and orange body. Even though it wasn’t burnt orange, it got a number of second looks.

ment of the James Bond fran-chise, “Skyfall” which each received two awards. Daniel Day-Lewis, Anne Hathaway and Roger Deakins all re-ceived their second awards in just fi ve years from the HFCS.

The HFCS also awarded the 2nd Annual Texas Inde-pendent Film Award, honor-ing the best independent fi lm fi nanced and produced in Texas. The award was given to “Bernie,” director Richard Linklater’s story of life and death and musical theater in east Texas.

The HFCS also gave out its annual Worst Film award, this year giving the distinction to Adam Sandler’s “That’s My Boy.”

Heartfelt tributes were made to the late Jeff Mil-lar, former fi lm critic for the Houston Chronicle and cre-ator of the comic strip “Tank McNamara” with Millar’s “Tank” co-creator Bill Hinds paying tribute to his former colleague. The HFCS also recognized Adam Yauch as Humanitarian of the Year and Robert Duvall with the award for Lifetime Achievement.

The HFCS also gave spe-cial recognition to The Hob-bit: An Unexpected Journey, for its expert combination of visual effects, design and 3D technology, and its bold ex-perimentation with using high frame rate visuals to challenge

the conventional wisdom of fi lm production.

Houston Film Critics Society names “Argo” Best Film of 2012Outstanding Contribution to Cinema—Jeff Millar

It’s Tarantino’s turn. Quen-tin Tarantino has been nomi-nated twice as Best Director, but no gold; so far.

The fi rst time was for “Pulp Fiction” in 1994 and again in 2009 for “Inglourious Basterds.”

Hollywood and the mem-bers of the Academy know about Tarantino’s mad genius, and the actors fi ght to get a part in one of his uniquely produced and edited fi lms. I predict that “Django Un-chained” will be historical as Tarantino’s fi rst Oscar for Best Director; there will be more as he is only 49.

“Django Unchained” be-gins shortly before the Civil War in the South where slav-ery is the hot issue and the in-human cruelty that went along with slavery was integral to Tarantino’s story.

He wrote the screenplay, too, and his take on slavery and the South is full of an unvarnished version of the savagery and torture of that culture.

If you cannot stand to be a

witness to the threat of castra-tion and whipping of humans until they are near death, then you should consider another movie.

Tarantino is merely show-ing the world part of the his-tory of America with a theat-rical balance of fear, blood, violence, love, ego and hu-mor.

And for striking that bal-ance, this movie should win the Oscar for Best Picture.

Jamie Foxx plays Django “…and the D is silent” and Christoph Waltz as the dentist, Dr. King Schultz, form a part-nership of sorts to kill white people who have committed various crimes and invariably the bounty on them is “dead or alive” and Django and Dr. Schultz seem to prefer “dead” in collecting their bounty.

Oh yeah, I forgot to tell you that Dr. Schultz arranged for Django to become a freeman and thus was “unchained.” The two were very good at killing folks.

But Django’s true goal was to fi nd his wife Broomhilda (Kerry Washington) and somehow arrange for her free-dom even if that meant killing many white folks.

Dr. Schultz was along for the ride and a wad of cash and rarely killed anyone when he was not smiling and enjoying life.

This team was deadly and ferocious and at times very

funny.The story takes a serious

turn when Broomhilda is lo-cated on the plantation of Calvin Candie’s (Leonardo DiCaprio) lovely plantation where the attitude is that a slave is a piece of property and the owner can do any-thing at any time to that piece of property.

Such an attitude from Di-Caprio’s character generates extreme viciousness and bru-tality.

Django and Dr. Schultz try to outsmart Calvin Candie to earn the release of Broomhil-da. Part of the problem with their scheme was Stephen, who worked for and had the confi dence of Mr. Candie, Stephen was masterfully played by Samuel L. Jackson. What brilliant casting!

The acting by this cast was nothing short of magnifi cent which is always a direct result of a great director.

The music, screenplay, cinematography, editing, and costumes will battle “Les Miserables” for most nomina-tions.

I will be watching at 7:30 am on January 10th to see the nomination battle.

I fi nd the announcement of the nominations almost as ex-citing as the Oscars.

New command staff named at Fort Bend County Sheriff’s Offi ce

Fort Bend County Sheriff Troy E. Nehls has named his new Command Staff. Nehls and his Command Staff mem-bers were sworn in to offi ce on Jan. 1. “Our Command Staff is ready to move the Fort Bend County Sheriff’s Offi ce into the future,” Nehls said.

“Each one of our Command Staff members has a lengthy and excellent record in law en-forcement. We are truly here to protect and serve the citizens of Fort Bend County and we bring in high expectations not only of the Command Staff, but all of the Sheriff’s Offi ce employees.”

David Marcaurele will serve as the Chief Deputy of the Sheriff’s Offi ce. Marcaurele is a 30-year veteran in law en-forcement, the past 20 years with the Sugar Land Police Department. Prior to that, Mar-caurele spent 10 years with the Wharton County Sheriff’s Of-

fi ce, fi ve years of which he was the Chief Deputy.

Chad Norvell has been named Major – Administra-tion. Norvell is a 20-year law enforcement veteran, having spent the last eight years as Chief Deputy of the Fort Bend County Precinct 4 Constable’s Offi ce.

James Hines has been named Major – Enforcement and will oversee the Patrol and Crimi-nal Investigation Divisions. Hines has more than 20 years of law enforcement experi-ence, all with the Sugar Land Police Department.

Thomas E. Goodfellow will serve as Major – Detention. Goodfellow spent 26 years with the Harris County Sher-iff’s Offi ce working in the jail, patrol, criminal investigation and administration.

Steve Holtz has been ap-pointed Captain – Patrol fol-lowing a 23-year career law

enforcement. Robin Frazier, who has

spent 39 years in law enforce-ment, has been named Captain – Support Services.

James Burger remains Cap-tain – Criminal Investigation Division. Burger is a 28-year law enforcement veteran, 25 of which have been with the Fort Bend County Sheriff’s Offi ce.

Robert Becker will continue serving as Captain – Identifi -cation Division and Records. Paul Mosley has been named Captain – Internal Affairs.

Captain J.G. Brownfi eld will be Director of Detention Operations. Captain Geoffrey G. Jackson will continue his work in Detention.

Captain Mike Patton will continue serving as the direc-tor of the Gus George Law En-forcement Academy.

Danny Jan will remain Cap-tain – Emergency Planning with the Sheriff’s Offi ce.
