Sometimes called a bull-bat because of its darting and erratic flying patterns, this bird is so intricately camouflaged, it is rare to see them during the day. In flight they look like a large bat and the white bars on their wings look like “headlights.” They breed throughout North America and normally winter in a large portion of South America. Found in grasslands and open space. The one time you may catch a non-flight glimpse of them is perching on a low post, fence rail or roofline. The males during breeding season may also be seen and heard in a dramatic “dive bomb” that heads straight to the ground then turns upward about two feet above the ground. The way they move their wings creates a dramatic drum-like booming sound. Photo by international birder and Quail Valley resident Margaret Sloan, see more photos http://traction.typepad.com/birds Birds of Fort Bend County adopts budget with no tax hike By SESHADRI KUMAR Fort Bend County Commissioners Court last week adopted a $250 million budget for the year 2013 for the county, which is about $2 million less than the 2012 budget. The county has kept the total property tax rate at 49.976 cents per $100 property valuation, unchanged since 2009. The Fort Bend County budget will raise more total property taxes than last year’s budget by $2,736,457 (1.42%) and of that amount $5,294,601 is tax revenue to be raised from new property added to the tax roll this year, according to County Budget Director Pamela Gubbels.. The Fort Bend County Drainage District budget will raise more total property taxes than last year’s budget by $286,185 (3.85%) and of that amount $209,059 is tax revenue to be raised from new property added to the tax roll this year. The county budget this year includes an across the board pay raise of 2.35 percent to county employees and elected officials. The budget includes nine new positions created this year against 39 last year. During the discussion on the budget, Commissioner Grady Prestage sought three amendments, one for an additional pay of $120,000 in the District Attorney’s office and another $20,000 in the county attorney’s office. The first motion failed with Commissioner Richard Morrison alone supporting it. County Judge Bob Hebert and Commissioners Andy Meyers and James Patterson voted against the additional pay. Morrison explained that the additional pay was justified because the county incurred huge losses whenever an attorney left the job and the departments spent time and money to train a new person By BARBARA FULENWIDER Missouri City is preparing for a bond referendum for either May or November next year to pay for some of the city’s more urgent needs rather than the more expensive capital projects. City Manager Ed Broussard told city council that he’s “looking at a five-year bond package” that would primarily include street and sidewalk rehabilitation. He said drainage and park and trail improvements also would be considered along with the city’s sixth fire station, which would probably be the only new construction in the package. Why Broussard was not saying definitely what would be considered is because that’s up to the 11 citizens that councilmen name to serve on the bond committee. Broussard, at council’s Sept. 4 meeting, asked councilmen to have their names of committee members ready by the Sept. 17 council meeting. Mayor Allen Owen said the county and FBISD each plan to float a bond issue next and his “concern is they would both fail because the impact (tax increase) would be so large for the two. What I suggested to the chair of the school board is we coordinate this so we don’t overload citizens and have such a big impact and fail.” He urged that the bond referendum not be for 90 million in 2013 but instead “do a $25 million and another $25 million over a period of time. I know the need is there but maybe some of it could be done over time,” he said. After the meeting, Owen said, “It is way too early to even speculate on what the amount (of the bond referendum) will be. We are just in the process of putting the citizens committee together and as soon as that is completed, we will begin to start to talk about priorities and then put prices on those.” It was pointed out that property values dropped a couple of years ago and are adjusting up now so taxes may increase. Councilman Jerry Wyatt countered with, “Every time we’ve had a bond issue this comes up. We need to keep what we do upfront. I think our voters are intelligent enough that they will support it.” Broussard said council could schedule the bond election for November if they want to make it a smaller bond issue. Owen noted that that is when the school district will have theirs on the ballot. The mayor also said that once the bond issue is determined – what’s in it and how much – “we’ll need our corporate partners to help us get this passed. We can accept contributions from them to help us sell the package.” Later he said that Missouri City will need “all ages, all ethnic groups selling the bond issue.” The committee members council appoints will decide what projects to include and bring council their recommendations for a total amount. “After council agrees to have an election, say in May, we will begin putting out information about it,” Broussard said. Committee members will include one representative from planning and zoning, one from the parks board, a designated representative from each district and five at-large representatives. The group will begin meeting with staff on Oct. 16 and either have their last meeting on Nov. 6 or Nov. 13, depending on whether they need four or five meetings to complete their job. The bond projects and cost are scheduled to be presented to city council at its Dec. 3 Peggy Boineau, a Senior Occupational Therapist at Methodist Sugar Land Hospital, was recently elected Treasurer of the International Federation of Societies for Hand Therapy (IFSHT). IFSHT is a global organization that provides networking and educational opportunities to develop and enhance the practice of hand therapy around the world. “To be elected as an officer in a worldwide organization is a tremendous honor and a real recognition of Peggy’s stature within her profession,” said Sean Croft, Director of Rehabilitation Services for Methodist Sugar Land Hospital. “Over the past 10 years, Peggy’s dedication and service to the field of hand therapy has been unmatched. We are extremely fortunate to have such a highly qualified, highly skilled individual here at Methodist Sugar Land Hospital.” Boineau brings a wealth of clinical expertise to her job at Methodist Orthopaedic Specialists of Texas (MOST) and Methodist Sugar Land Hospital (MSLH). She has been a Certified Hand Therapist for more than 20 years, and has a long history of leadership roles in state, national and now international organizations. In fact, Boineau is a former President of the American Society of Hand Therapists, a position she held in 2010. “Being involved on these levels gives Peggy a unique insight into the latest developments in hand therapy and translates directly into stronger clinical expertise for our team and a better experience for our patients,” said Croft. Hand therapists such as Boineau are occupational or physical therapists that help rehabilitate patients with hand and wrist injuries and conditions, treating acute traumatic injuries such as crushed fingers, fractures, amputations and lacerations with nerve damage, along with repetitive-use conditions such as carpal tunnel syndrome. “Being involved in the American Society of Hand Therapists and now the International Federation of Societies for Hand Therapy is a way for me to give back to my profession, which plays such an important role in helping people regain their independence following an injury or disorder,” said Boineau. “I am thrilled to be elected to the executive committee of the IFSHT and I am especially proud to represent MOST and for the job. Hebert said such situations occur in all county departments and it will not be in the interest of taxpayers to give special treatment just to the DA and the county attorney. Patterson said the issue came up for discussion during budget workshop and his opposition stands. Prestage later withdrew a motion to re-classify some positions in the sheriff’s office from non-exempt to exempt category. Because of some likely legal implications of the proposed changes, as the sheriff’s employees are now governed by civil service commission rules, Prestage withdrew the motion. Commissioners Court last week adopted a $250 million budget for the year 2013 for the county, which is about $2 million less than the 2012 budget.

The county has kept the total property tax rate at 49.976 cents per $100 property valuation, unchanged since 2009.

The Fort Bend County budget will raise more total property taxes than last year’s budget by $2,736,457 (1.42%) and of that amount $5,294,601 is tax revenue to be raised from new property added to the tax roll this year, according to County Budget Director Pamela Gubbels..

The Fort Bend County Levee Improvement District No. 2 (FBC LID No. 2) Board of Directors voted at its Sept. 12th meeting to reduce the District’s current low tax rate of 13.4 cents to 12.9 cents for the 2012 tax year. The 2012 rate is one of the lowest levee tax rates in the county and the reduction will lower the average homeowner’s actual tax burden by almost $5.00 in 2012.

FBC LID No. 2 has the responsibility of providing fl ood protection for large sections of the City of Sugar Land and the master planned community of First Colony. FBC LID No. 2 Board members believe that the current condition of the economy requires a conservative approach to taxation.

Sound fiscal practices of FBC LID No. 2 allowed for the reduction and the Board voted to reduce the tax rate even considering that the District has undertaken several major capital infrastructure projects since 2009 that are targeted to meet new Federal standards for levee safety.

FBC LID No. 2 has recently received national recognition by both FEMA and the U.S. Army Corps of Engineers (USACE) for its proactive efforts to meet Federal standards of flood management as well as the sound management policies that have been implemented.

Board president, Andre McDonald, said, “The board will continue to focus on providing the highest quality of fl ood protection to residents and will strive to be fiscally conservative to protect the interests of the taxpayers that depend on us.”

Middle East did not shine a light on the self-destructive liberal for-eign policy of “Blame America,” then Obama’s naïve policy of thinking that he could chitchat his way to peace, using nothing but the power of his personal-ity, has surely been exposed. His first foreign policy action after his election consisted of the so-called “apology tour” through the Middle East, during which he apologized multiple times for America’s role in world affairs and then bowed to the Saudi king. The dearth of substance which this amateur has brought to the leadership of the free world and its resulting inef-fectiveness is now on display for all to see.

The demonstrations against the United States occurred in countries where the Arab spring brought the friends of terrorists, if not the ter-rorists themselves, into power. Tu-nisia, Egypt, Sudan, Yemen, you name it, were the subject of liberal praise not so many months ago when they were fighting to oust the dictators who had long been Amer-ica’s allies in the region. Now, as a result of its own policies, the ad-ministration is helpless.

But then, this administration is not even sure who its allies may be. At one point last week, Obama denied that Egypt is an ally. The State Department had to step in and produce a legalistic definition of an ally, apparently afraid that Obama’s comments could make the situation even worse. On this question, one has to side with the State Department, if for no other reason that $1.5 billion in annual military aid is pretty difficult to explain if it is not going to an ally.

Other countries, which should be pretty confident that they are allies, were confused last week. Israel’s Netanyahu could not even get an interview with Obama to discuss the deteriorating relation-

ship with Iran. Peeved that he had been told one more time to stand down and to refrain from military action against Iran, Netanyahu challenged Obama on the hon-esty of America’s current foreign policy. No country that refuses to put its own red line around Iran’s actions had any moral right to put a roadblock in front of Israel, he declared.

The worst is that the adminis-tration knew what was coming. Hours before the walls around the embassy in Cairo, it released a conciliatory statement to the pro-testers apologizing for the video that is said to have been underlying the protests. More recent reports indicate that US may have had three days notice of the planned at-tack on the consulate in Benghazi, where four Americans, including the Ambassador and two Navy SEALs, were killed.

That much lead time means that the administration could have – should have – come up with a plan for dealing with the protest-ers before they began, or at least a program for dealing with them in the event that such attacks could not be prevented.

Wasting no time to take advan-tage of the confusion, the leader-ship of Al Qaeda in the Arabian

Peninsula promptly announced a worldwide fatwah against Ameri-can diplomats. In its announce-ment, AQAP reminded Muslims living in Western countries that they had an additional responsi-bility for carrying out the fatwah, since they had easier access and less expenses to achieve the goal of killing American diplomats.

By the end of the week, the administration had taken little vis-ible action, and the protests had spread to a dozen or more embas-sies in Moslem countries. Morsi in Egypt did respond to a phone call in which Obama intimated that he had better remove the protesters from the embassy or else. Morsi does seem to have been intimi-dated because he knew about the planned attacks well in advance and had done nothing to stop them. Libya and Yemen each allowed small contingencies of Marines into their countries to allow the U.S. to protect its diplomatic prop-erties. On the other hand, Sudan told Obama to take a hike, and refused to allow a similar platoon into that country.

Not amenable to accepting any blame for the week’s events, the administration claimed that the protest in Libya was “spon-taneous” in response to the “very hateful video.” Libyan President el-Megrif called that contention “preposterous,” suggesting that terrorists had merely used the Egyptian protests as a trigger to begin a long planned attack.

A better analysis of the events is that the administration finds it-self having abdicated its leadership in the world with the result of re-duced influence everywhere, and its policy in the Middle East hav-ing failed.

To the Editor:Howard Moline, a resi-

dent of Missouri City and a frequent whiner, routinely decrying almost all effort of City Council, commented, in one of the local periodicals, saying that the City is using bond money to build “ameni-ties that only cater to an insig-nificant portion of the City’s population”.

Mr. Moline went on to say, “more and more minorities are making their home in Quail Valley, the chief subdivision within the city”. Then asked the question, “can they really afford golf, tennis, etc?”

I would love to discuss (one

on one) with Howard Moline, Missouri City’s demograph-ics; especially the financial and educational composition of its minority citizenry, the process of a municipal bond referendum and how its ap-proved funds are spent, and finally, the skills of reading/comprehending requested and furnished information on the very topics for which he has constantly complained.

Let me again remind you, assertion is commonly used in modern propaganda.

An assertion is an enthu-siastic or energetic statement presented as a fact, although it is not necessarily true. Sel-

dom does the statement of-fer little or no explanation or backup.

We should be aware of these types of comments and those who use these methods.

Assertions are often dan-gerous forms of propaganda because they often include falsehoods and/or lies.

History has recorded that from the ruins of the post World War I European depres-sion advanced a master of this type of discourse.

Gulf Coast residents were closely monitoring the prog-ress of Hurricane Isaac as the Category 1 Hurricane came ashore in Louisiana. The storm was a very large and slow moving mass that filled much of the Gulf of Mexico. When it finally passed, it had caused over 40 fatalities (in-cluding 9 in the U.S.) and resulted in over $2 billion in damages.

The initial concerns of Gulf Coast residents in its path were focused on whether the efforts to improve levees and flood control infrastructure in Louisiana and New Orleans to avoid another catastrophe like the damage of Hurri-cane Katrina would prove to be adequate. Katrina’s dam-age was largely the result of strong storm surge and high winds from a Category 3 storm. Fortunately, the mea-sures taken proved out and New Orleans suffered little major damage.

However, parts of Eastern Louisiana, Mississippi and Alabama were not as fortu-nate. While the storm surge and wind effects of Isaac were not comparable to those of Katrina, Isaac was a large and very slow moving storm exhibiting training effect that lasted for several days as it dumped well over 18-20 plus inches of rain in some areas within 24 to 48 hours.

The heavy sustained rain-fall over the same areas for an extended period of time re-sulted in rivers rising, flood-ing of low lying areas, and overtopping of levees that were not high enough or had not been brought up to current Federal levee standards.

Both the levee overtopping and heavy rainfall had an ef-fect similar to filling a bowl

with water that had no way to get out. Without adequate flood control measures, the water stayed until pumping efforts were undertaken or it simply dried up. The effects on communities, many of whom had experienced less damage with Katrina, were as catastrophic as Katrina in New Orleans.

According to initial studies by flood management experts, major damage could have been avoided in some areas protected by levees if the le-vees had been maintained to new U.S. Army corps of En-gineers (USACE) standards in effect since 2007. Those standards were based on the recognition that many levees across the U.S. were in seri-ous disrepair.

Unfortunately, levee dis-tricts including Plaquemines Parish, a lightly populated area south of New Orleans outside the Federal levee system, were not ready and many residents were stranded in flooded coastal areas when the storm pushed water over an 18 mile long levee, putting so much pressure on it that au-thorities planned to intention-ally puncture the floodwall to relieve the strain.

Districts like Plaquemines Parish that may have been slow in taking steps to address shortcomings or where local entities were not motivated to move faster discovered that procrastination was extremely costly.

The Hurricane Isaac sce-nario is one which Fort Bend communities under levee pro-tection need to understand. A storm like Isaac is the same type of event that could have a major impact on Fort Bend County.

Since Fort Bend is over 60 miles from the Gulf of Mexi-co, there is little concern for

storm surge and even high winds might be bearable by the time a storm moved inland to Fort Bend.

But, many of the premier communities in Fort Bend de-pend on some level of levee protection and if those levees are not high enough or prop-erly maintained, a storm like Isaac could cause the same types of damage and flooding in Fort Bend that the commu-nities in Louisiana and Mis-sissippi suffered.

Fortunately, most Fort Bend Levee Improvement Districts (LIDs) have been very proac-tive in taking steps to meet the current Federal standards for flood control. Levees have been raised, pumping stations and infrastructure have been improved, and efforts are un-derway to coordinate flood fighting efforts of county, city and levee districts.

However, there is still a need for vigilance and Fort Bend citizens who depend on flood protection should take the time to learn about their levee districts and support the entities that manage flood control for their communi-ties. The downfall for some communities in Louisiana and Mississippi was that they weren’t taking flood control seriously.

André McDonald is Presi-dent of the Fort Bend Flood Management Association (FBFMA) which was formed in 2010 with membership that includes a majority of the Le-vee Improvement Districts (LIDs) in Fort Bend County to provide a forum for discuss-ing local flood control issues and monitoring Federal leg-islation on flood control. He is also the President of Fort Bend County LID No. 2 which protects major portions of First Colony and Sugar Land, including Town Center.

FILM REVIEW : The Cold Light of DayI took a chance on a rainy

Saturday afternoon and lost. This movie is a waste of the actors’ talent and good car-chase scenes. The script is dumb as a board and the char-acter development was non-existent. Other than that, this was a bang-up flick.

The story sounds intriguing: a young, handsome business-man (Henry Cavill) is on a sailing vacation in Spain with his family when his CIA father (Bruce Willis) is assassinated and his mother and brother are kidnapped. It is somewhat of a spoiler to reveal that Wil-lis is killed, but I really like Bruce Willis and he took his regular salary and was off the screen quicker than a rain. I felt cheated. Henry Cavill is an up and coming star, but he couldn’t carry this movie; he needed Willis to stay alive a few more scenes. A lot more

chri shows that he can make an action movie, but not an action thriller. And who came up with the name: The Cold Light of Day? That name makes no sense and sheds no

light; pun intended. Co-writers Scott Wiper and John Petro have to take credit for this de-bacle; the script stinks. But you have to admit that they have some cool names; Wiper and Petro!

I’m trying to be kind to this

movie because I’m a kind guy; just ask my wife and son.

No, better yet just ask me and I’ll tell you what a sweet guy I am; that’s how sweet I am. I don’t want to write an-other word about this film and don’t recommend that any-one see it. Go see “Finding Nemo” in 3D which I intend to do tomorrow.

The Fort Bend Symphony Orchestra will perform a free, outdoor concert as part of the annual M.D. Anderson Pink Lighting event at Sugar Land Town Square on Saturday, Sept. 29 beginning at 7 p.m.

The concert features “Over the Rainbow” as the event’s signature song, plus “Stars and Stripes Forever” and a salute to members of the U.S. Armed Forces.

Also on the program are plenty of fun tunes for the en-tire family, like “Lion King,” “Grease,” and “New York, New York.” The concert is hosted by Square Land Town Square.

With the bases loaded in the bottom of the eight and leading by one, the Skeeters relinquished a late lead off Joey Gathright’s game-win-ning two RBI single dropping game four 3-2 Sunday (9/16) afternoon at the Ballpark at Harbor Yard. The Skeeters end the regular season over-all series against the Bluefi sh (11-9).

Over the course of a beauti-ful-weather day up north, the Skeeters swept the Bluefi sh

in its fi nal scheduled double-header of the season with wins in game one 6-5 and game two 1-0 from the Ball-park at Harbor Yard Saturday (9/15) afternoon. The Skee-ters scored two runs in the top of the eighth but fell short of the comeback in game one losing 7-5 to the Bluefi sh Fri-day night((9/14) at the Ball-park at Harbor Yard.

The Skeeters knocked around a single-game high 19 hits to back up Kelvin Villa’s

11-strikeout performance to win the regular-season fi -nale 11-9 against the Patriots Thursday (9/13) night at TD Bank Ballpark. The Skeeters record fi nishes at (6-14) ver-sus the Patriots this season.

In game one of the two-game series against the Patri-ots Wednesday(9/12) night, the Patriots used a four-run ninth-inning comeback to defeat the Skeeters 4-1 in the Freedom Division contest at TD Bank Ballpark.
