Call to Order: Mayor Gutierrez called the meeting of the Airport Steering Committee to order on the above date at 4:32 p.m.

Steering Committee Members In Attendance:

Approval of Minutes Motion:

Mr. Cahill made the motion, Mr. Atteberry seconded and all approved.

Citizen Comments: Mr. Howard Abraham appreciates the staff and the joint effort on the cracksealing.

1. Airport Strategic Plan– Jason Licon

Summary: The Airport area represents a development zone that has great potential for future development. As a result of Allegiant Airlines discontinuing their service at the Airport the Cities have now focused attention on unlocking the economic development potential found within the Airport area. This focus has led the Cities of Loveland and Fort Collins to direct staff to deliberately and specifically prioritize this area in the two Cities’ economic development plans and create a strategic process with private sector participation, which has brought forth new ideas for consideration. The Airport Strategic Plan is the product of this joint planning effort that involved regional business leaders, active airport users, elected officials, and staff from the two Cities. The plan identifies key recommended strategies and tactics that will help the Airport achieve the reorganized vision. The Strategy has been approved by the private sector participants and has been also opened up to airport organizations and businesses for input. The attached document is the final draft of the Airport Strategic Plan. Discussion:

The committee discussed the results of the public open house held on October 16th.

Changes need to the plan were identified.

There is private development interest in the airport right now, timing is critical to capture that.

Direction: Mr. Cahill motioned to make a positive recommendation for adoption to both City Councils. Mr. Atteberry second and all approved.

SUMMARY:

A primary goal of the Airport Strategic Plan is to encourage private capital projects and

investment on Airport property. The Airport’s primary asset was determined during this strategic

planning process as available land that can be developed into aviation supporting improvements

and those of a compatible use. A draft Request for Expression of Interest (RFEI) will be shared

for review and/or approval. This RFEI will serve as the mechanism that will allow for

nonstandard development proposals on available undeveloped Airport property to be

considered.

The Airport will continue to accept development requests that are in line with standard lease

documents and constructed adjacent to existing improved property. This RFEI is designed to

encourage private development on unimproved Airport areas.

REQUEST FOR EXPRESSION OF INTEREST IN

AIRPORT DEVELOPMENT

FORT COLLINS – LOVELAND MUNICIPAL AIRPORT IS SEEKING PROPOSALS FOR THE

DEVELOPMENT OF AIRPORT PROPERTY.

Proposals will be accepted at any time and shall be submitted to:

The Fort Collins – Loveland Municipal Airport (Airport) is seeking to promote and facilitate aviation

development and those of compatible use. The intent of this Request for Expression of Interest (RFEI) is

to provide an open and transparent process for interested developers seeking public support for

development proposals on Airport owned property.

Projects will be judged based on their ability to support the Airport’s Master Plan and Strategy, copies of

which are available at www.fortloveair.com under the General Information / Guiding Documents tab.

As per the Airport Master Plan, projects seeking support must achieve the following:

1. The Airport will be developed and operated in a manner that is consistent with local

ordinances and codes, federal and state statutes, federal grant assurances, and Federal

Aviation Administration (FAA) guidelines

2. The Airport will continue to serve as a facility that primarily functions to accommodate

general aviation activity, along with commercial passenger service and military activities

3. Conforms to the setback and safety criteria set forth by primary design aircraft standards as

it relates to the layout of proposed facilities

4. Accommodates all aircraft operations with reliability and safety

5. Makes efficient use of the available areas and is developed to be compatible with

surrounding land uses

6. Enhances Airport sustainability and strategy

7. Maintains and preserves access to all existing airport infrastructure including runways,

taxiways, roadways, utilities

BACKGROUND: The Airport is a commercially certified airport that serves the Northern Colorado region. It encompasses

1073 acres and supports a variety of aviation oriented businesses and activities. In 2007, the cities of

Fort Collins and Loveland adopted the Airport Master Plan. Currently available property will be leased

for either aviation or approved compatible purposes as long as those activities adhere to the overall

vision of the Airport and are compatible with current uses. Please see the “Airport Property Available

for Development Map” for information on where both aviation and compatible use developments areas

currently exist.

The Airport Area represents a development zone that has a high level of potential for future

development. The recent loss of the Airport’s only commercial air carrier has focused attention on the

Airport area’s economic development opportunities. This focus has led the Cities of Loveland and Fort

Collins to direct staff to deliberately and specifically prioritize this area in the two Cities’ economic

development plans and create a strategic process with private sector participation, which has brought

forth new ideas for consideration.

The Airport areas available for development are visually depicted on the map found on page 7.

CONFIDENTIALITY AND OWNERSHIP OF RESPONSES Parties responding to this RFEI should clearly mark Items 3, 4 & 5 of their responses (see “Contents”

below) as “Confidential and Proprietary Information”. If so marked, then the Airport will decline to

disclose these items to the extent permitted by law. Except for information so marked, responses are

subject to public inspection under the Colorado Open Records Act (C.R.S. §24-72-200.1 et. seq) 3

REQUIRED FORM AND CONTENTS OF RESPONSES Responses are more likely to be viewed favorably if they are concise and specific. Overly lengthy or

elaborate proposals will be interpreted to mean that the proposer did not properly understand this RFEI.

All documentation submitted with a response shall be included in a single unbound volume and can be

submitted electronically in PDF format.

Each response shall include the following items in the following order:

3. Development proposal with specific strategies for site control. The Airport is interested in

playing a supportive role but will not acquire additional property for development. Please

include proposed uses, target markets, and marketing and leasing approach. If the responder

does not wish for this information to be shared, please mark as “Confidential and Proprietary

Information.” (limited to four pages)

4. Responder’s most recent financial statement prepared by an independent CPA firm or current

financial statement attested to be truthful and accurate; and

5. Project Experience (limited to six pages)

a. Examples of three past relevant projects:

i. Dates of project completion

ii. Ownership structure

iii. Use of public financing if applicable

EVALUATION CRITERIA Responses deemed to be incomplete will not be considered.

The Airport will consider the following criteria in evaluating each response:

1. Quality of the Proposed Project, including:

a. Whether it meets the goals of the Airport Master Plan; and

b. Compatibility with Airport minimum standards; and

c. Compatibility with Airport Rules and Regulations; and

d. Is in line with the adopted Airport Vision and Strategy.

2. Qualifications of the Responder;

3. Evaluation of potential economic return to the Airport; and

4. Project References.

PROCESS Following review of for completeness and consistency with the evaluation criteria, the Airport may offer

an interested developer an Exclusive Right to Negotiate (ERN) for a term requested by the developer.

The Airport can be flexible on the term based on the needs of a development project.

After the developer and/or Airport agree upon the potential site, a development agreement setting

forth the Airport’s support for a project and the developer’s obligations may be negotiated. The Airport

is interested in playing a supportive role, to the greatest extent possible. All development agreements

are subject to approval by the City Councils of Fort Collins and Loveland. The Airport makes no warranty

or representation that any development agreement will be considered or approved by the Councils.

SUMMARY:

Staff will give a briefing on the following Airport items:

State grant funding – The Airport was made aware of a serious issue with State grant funding

availability in 2015 and into the future. Historically the airport has relied upon the Colorado

Department of Transportation Division of Aeronautics discretionary grant program for the

funding of high priority capital projects. The State grant program is funded through the

collection of sales tax and excise tax on aviation fuels which is then distributed back to the

airport in which it originally was sold (65%) or put into a discretionary grant pool (35%) for

disbursement to high priority projects at public use airports within the State.

Recently the program has assisted our Airport with leveraging Federal grants by providing a 5%

split match of the 10% needed to accept the 90% funding grants from the Federal Aviation

Administration (FAA). The grant dollars have also provided the Airport the ability to complete

projects that have fallen short of Federal funding availability (FAA) such as the aircraft parking

apron rehabilitation project in 2013 ($1.058 million). The Airport has submitted a $400,000

grant request to match FAA funding in 2015 and provide the balance needed to construct the

snow removal equipment storage facility. At this point I have learned that the virtual tower/

blended airspace program has been fully funded and will not be affected by this surprise funding

reduction. I will be attending the Colorado Aeronautics Board meeting on Wednesday

November 19th to learn more about how this will impact our planned future airport projects.

Colorado Department of Public Safety Division of Fire Prevention and Control (CDPS) –

Airport staff are involved in a planning effort by the CDPS to determine a location and facility

requirements on a new program that is designed to research and test new technologies and

techniques for aerial fire suppression. The Airport took a leadership role in assisting the CDPS

in developing criteria relative to their vision and requirements for location and facilities in order

to set up a research facility that is currently being called the “Center of Excellence for Advanced

Technology Aerial Firefighting” within the State. The CDPS is now taking all of the input

collected by volunteers including representatives from our Airport and some of our stakeholders

to issue a formal request for proposals early in 2015. At this point it is still unclear if the CDPS

will be looking for an Airport centric location, or if they will be more apt to find a location that is

closer to other key items such as research institutions or begin operations within their existing

facilities.

Police Training Campus – The Airport continues to play a role in the planning phase of the

proposed police training campus. The Airport is currently working with City of Loveland

Facilities Manager Ken Cooper, and the Cities to initiate a FAA environmental review and non-

aeronautical reclassification process that is required to enable the Airport to enter into a long

term lease for the property. This change is necessary due to regulatory requirements that the

Airport is bound to through both the acceptance of Federal grant funding, and that the property

was originally purchased with Federal funds when the Airport was originally constructed. The

FAA provides grant funding to the Airport that is equivalent to 58% of all Airport disbursements

since 2004.
