1. INTRODUCTION Arizona Public Service Company (APS) performed this Transmission Service System Impact Study (SIS) in response to a 300MW Transmission Service Request (TSR) by the Transmission Customer (TC). The purpose of the study is to determine what facilities or system upgrades are needed to fulfil the TC’s proposed 300MW TSR for the transfer of enegy at the FOURCORN345 Point of Receipt and the NEWPOINT (AZ/NV border/El Dorado/CAISO Point of Delivery). The TC submitted a TSR for long-term point-to-point transmission service to APS and APS has determined that APS does not have sufficient capacity to grant the request without system upgrades. The TC’s requested service would commence January 1, 2018. This SIS identifies facilities that would increase APS’s transfer capability from FOURCORN345 to FOURCORN500; i.e. from the Four Corners 345 kV bus to the Four Corners 500 kV bus which is WECC Path 23. APS believes the facilities identified in this SIS will provide for an increased path rating of 420 MW. The study work performed for this SIS is equivalent to the non-simultaneous study portion of the WECC path rating process. The results of this SIS are contingent upon the approved rating that is achieved after the full WECC path rating process has been completed. With the facilities identified in this SIS, APS believes it can meet the TC’s requested commencement date assuming all necessary agreements, including but not limited to a Transmission Service Agreement (TSA), are executed and long-lead materials are ordered immediately following the execution of such agreements. All reasonable efforts will be used by APS to meet the Interconnection Customer’s proposed project dates. The Interconnection Customer will be responsible for procuring Transmission Service to and from the Point of Receipt and Point of Delivery beyond the APS service territory. APS will be responsible for constructing and placing into service the equipment and facilities required to fulfill the TCs TSR/TSA.
2. STUDY DESCRIPTION AND ASSUMPTIONS The objective of this report is to determine whether the new path rating that can be achieved with the addition of a second 500/345 kV transformer at Four Corners create enough additional scheduling capacity to satisfy the TCs Transmission Service Request (300 MW). Currently, the Four Corners 1AA 500/345 kV transformer solely comprises WECC Path 23 and has an existing bi-directional accepted rating of 1000 MW, which was determined in 2012. Following the addition of a second transformer, Path 23 will be redefined to include this new transformer. Figure 1 illustrates the transmission system in the vicinity of Path 23. In-order to achieve the objectives of this study, APS started the study process to determine a new path rating for Path 23 with the proposed project plan of service. The non-simultaneous study results are the assumptions APS is using in the analysis for this SIS. The final increase to Path 23 will be determined after the full WECC path rating process has concluded. If the path increase identified in the non-simultaneous study is not realized at the end of the path rating process then the results of this SIS analysis will need to be re-evaluated. All power flow and technical analysis is captured in the non-simultaneous study report, attached as Appendix A. Figure 2 illustrates the proposed interconnection of the transformer into the existing 500kV and 345kV switchyards. Another assumption of this SIS is that APS is going to recapture the scheduling rights on the Four Corners-Moenkopi-Willow Beach 500 kV line. APS has posted a notification on its OASIS page which states that Southern California Edison Company’s rights to 100% of APS’s transmission capacity between Four Corners 500 and Willow Beach, will expire on July 6, 2016. At that time the location of the CAISO interface will move from Four Corners 500 kV to Willow Beach 500 kV.

3. STUDY RESULTS AND FINDINGS Appendix A of this SIS report is the study report demonstrating the non-simultaneous study results. The non-simultaneous study results show that with the addition of a second 500/345 kV transformer the rating of Path 23 can be increased by 420 MW. This would take the Path 23 rating from its current rating of 1000 MW to 1420 MW. With the path increase being attributable to the new transformer, APS as the project owner would gain 420 MW of scheduling capacity across Path 23. The additional capacity that would be achieved with the new transformer would allow APS to move the requested 300 MW from FOURCORN345 to FOURCORN500. At FOURCORN500 there is a single transmission line, Four Corners-Moenkopi 500kV line. APS has enough ATC to bring the 300 MW to Moenkopi. At Moenkopi the 500 kV line continues on to El Dorado and it is on this line that the requested POD lies. APS’s scheduling path on this line is from MOENKOPI500 TO WILLOWBEACH5001. On this line APS has 60 MW of long-term firm ATC that can be offered to the TC and 240 MW of conditional firm ATC. The 240 MW is conditional firm due to capacity rights that are currently contracted for as a back-up path to protect for the loss of the Navajo-Crystal 500 kV line. If the Navajo-Crystal 500 kV line is out of service, APS is obligated to supply transmission service up to Willow Beach. Per discussion with the TC, conditional firm scheduling rights are acceptable for this TSR.
1 Willow Beach is the point where the Moenkopi-El Dorado 500 kV line crosses the Arizona/Nevada border. This is the point at which APS’s ownership of the line ends and is the scheduling hand-off to CISO.

4. COST ESTIMATES AND RESPONSIBILITIES In order to provide service for the TC, facilities will be required at the Four Corners transmission substation. There will be 345kV, 500kV, and 345/500 kV transformer work required. The facilities required include:
• New 500/345 kV Transformer – as identified in the System Impact Study, a second 500/345 kV transformer will be required. This includes three single phase transformers and a fourth single phase spare. Of which, APS is expecting to own, operate and maintain the new transformer.
• Existing 500/345 kV Transformer & Spare – the Four Corners Participants own the existing spare
and upgrades to the existing spare may take place. Costs associated with this upgrade, as agreed to between the Four Corners Participants, will be at the expense of APS and or the Participants.
• 345kV Switchyard – the substation bus will be extended to accommodate a new bay, breakers and line work will be required for service.
• 500kV Switchyard – the substation will be reconfigured to accommodate the new 500/345 kV
transformer. New breakers, line work, and bus work will be required.
• Control house upgrades will be required to accommodate new equipment for the new transformer and switchyard upgrades
The total estimated cost for the facilities required to provide transmission service is $23,206,000. The TC’s requested date to receive transmission service is January 1, 2018. APS estimates that it will take approximately 21 months in order to certificate, design, permit, procure, and construct the required facilities to provide the transmission service requested; putting the earliest possible date for the TC’s project to be energized at 21 months from the date all the appropriate agreements are signed and funded. Given this timeline, the TC’s requested in-servce date of January 1, 2018 is feasible. Additional schedule estimates will be identified in the Facilities Study. Disclaimer Nothing in this report constitutes an offer of transmission service or confers upon the Transmission Customer (“TC”) any right to receive transmission service nor does this report provide any guarantee or commit that APS will complete the project as proposed. It should also be noted that all results for the SIS are dependent upon the assumed new Path 23 rating, which is dependent upon topology and timing of new projects in the vicinity of Path 23, which are subject to change.

I. EXECUTIVE SUMMARY
In response to multiple Transmission Service Requests (TSRs) Arizona Public Service Company (APS) i s planning to add a second 500/345 kV transformer at the Four Corners switching station in 2017. The Four Corners switching station is located near the Four Corners Generating Station, approximately 1 5 miles west of Farmington, New Mexico. The second transformer is expected to be constructed with similar components as the existing Four Corners 1AA 500/345 kV transformer (3 single phase units) with a continuous and emergency rating of 1025 and 1350 MVA respectively. The expected in-service date for the new transformer is December 2017.
Currently, the Four Corners 1AA 500/345 kV transformer solely comprises WECC Path 23 and has an existing bi-directional accepted rating of 1000 MW, which was determined in 20121. Following the addition of a second transformer, Path 23 will be redefined to include this new transformer. Figure 1 illustrates the transmission system in the vicinity of Path 23.
Results of the studies presented in this report show that the plan of service for the
addition of a 2nd transformer will support a new Path 23 bi-directional non-simultaneous rating of 1420 MW as measured at the 345 kV terminals of the two 500/345 kV transformers. Results of the thermal, transient and post-transient analyses show that, with the proposed plan of service for the upgrade project, operating Path 23 at a new rating of 1420 MW would not violate WECC/NERC Planning Standards or local reliability criteria.
Based on the proposed plan of service for the new transformer, APS will be initiating
the WECC Expedited Project Rating Review Process to obtain a new Accepted non-simultaneous rating for the path according to the WECC Overview of Policies and Procedures for Project Coordination Review, Project Rating Review, and Progress Reports.
Recent past assessments of Path 23 showed that there are simultaneous interactions
between the path and other transmission paths in Arizona. The expected simultaneous studies will include Path 23 vs Four Corners – Moenkopi 500 kV, Path 23 vs Four Corners – Cholla 345 kV 1&2, and Path 23 vs Four Corners Unit #5. These simultaneous relationships will be studied and documented in the final CPR report. It is expected that the Four Corners Technical Task Force will be asked to serve as a project review group for the Path 23 rating study by reviewing study plans, study cases and final results. II. STUDY OBJECTIVES AND PURPOSE
The objective of this report is to demonstrate that the plan of service for the addition of a second transformer at Four Corners supports the proposed Path 23 non-simultaneous rating of 1420 MW while meeting WECC/NERC Planning Standards and local reliability criteria. Simultaneous studies will be conducted and coordinated through the Four Corners Technical Task Force at a later date and are not documented in this report. The studies conducted for the Path 23 non-simultaneous study are thermal, post transient, transient stability and reactive VAR margin analysis.
The following projects were included in all the cases since they represent the near term
scenario that was of interest for this study. The WECC case used in the analyses was the APS 2017 Heavy Summer peak case, which was coordinated through the SWAT-AZ subcommittee for use in TPL studies. Studies are conducted using PSLF version 19.0_01.
The study base case had the following approved transmission projects modeled.
• Palo Verde – Delaney – Sun Valley 500 kV • Southeast Valley Project • Pinal Central – Tortolita 500 kV • Four Corners – West Mesa 345 kV Rio Puerco Loop-in Project • Rio Puerco SVC • 2nd Yah-Ta-Hey 345/115kV Transformer • Four Corners 230 kV Reactors – 2 units @ 100 MVAR each • Mazatzal 346/69 kV substation • Cholla Unit #2 is retired
Appendix A shows a listing of the contingencies used in the analysis.
III. PROJECT PLAN OF SERVICE
The Plan of service for the proposed Project is the addition of the 2nd 500/345 kV transformer at Four Corners. Table 1 shows the pre- and post- project ratings for the transformer. The transformer is expected to be built with similar characteristics as the exiting 500/345 kV transformer. Figure 2 illustrates the proposed interconnection of the transformer into the existing 500 kV and 345 kV switchyards. The 500 kV connection is proposed with a back to back breaker configuration to avoid the loss of both transformers for a single breaker failure. The physical limitations of the yard prevent splitting the transformer terminations in any other manner.

IV. NON-SIMULTANEOUS RESULTS
The WECC Project Rating Review guidelines is used in this analysis to determine the ability for Path 23 to transfer up to its current and proposed accepted ratings with the proposed plan of service modeled. The previous non-simultaneous rating of Path 23 (1000 MW) is used as the benchmark for this study. The determination of the path rating with the 2nd transformer is established during the course of stressing through the non-simultaneous study.

Table 2 details a summary of cases constructed and used to study the non- simultaneous conditions outlined in the study plan as well as the limiting results. In Table 3, a listing of cases used in the study along with detailed flow levels are shown. In Appendix B, one line diagrams of the study area for all base cases used in this study are provided.

For all scenarios studied, the thermal results of the analyses show: 1. No transmission element was loaded above its continuous rating during pre-
disturbance. 2. No transmission element was loaded above its emergency rating following single
or double contingency outages. Results from the post-transient voltage and reactive margin analysis for the Path 23 non-
simultaneous scenario show that the plans of service for the upgrade project meets the WECC/NERC Planning Standards and local reliability criteria. In Appendix C, the selection of critical busses and resulting static VAR compensator output for all contingencies for the critical busses is provided. Results of the post-transient voltage analysis is provided in the detailed results following this section of the report. In summary, results for the both voltage and reactive margin analysis for the post- transient scenario show.
1. No Single outage contingencies (Category P1/P2 of TPL-001-4) violated the 5%
post-disturbance criteria or produced negative margin. 2. No Multiple outage contingencies (Category P3-P7 of TPL-001-4) violated the
10% post-disturbance criteria or produced negative margin. Transient stability results for the non-simultaneous analysis show that the plan of service
of the 2nd Four Corners 500/345 kV project meets the WECC/NERC Planning Standards and local reliability criteria for damping, synchronism, and voltage performance. Plots of the transient stability results from the non-simultaneous cases are provided in Appendix D. The following transient stability criteria is used to evaluate the study results. The criteria are consistent with the proposed WECC-0100 TPL-001-WECC-RBP-3 System Performance criteria.
• Following fault clearing, the voltage shall recover to 80% of the pre-contingency voltage within 20 seconds of the initiating events for all P1 through P7 events, for each applicable BES bus serving load.
• Following fault clearing and voltage recovery above 80%, voltage at each applicable BES bus serving load shall not dip below 70% of pre-contingency voltage for more than 30

cycles nor remain below 80% of pre-contingency voltage for more than two seconds, for all P1 through P7 events.
• For three phase faults, all oscillations that do not show positive damping within 10 seconds after the start of the studied event were continued out to 30 seconds. Oscillations that do not show positive damping after 30 seconds shall be deemed unstable.
• For three phase faults that do not show positive damping within 10 seconds were run as single line to ground faults.

The pre-project scenario of a westbound (345 kV to 500 kV direction) flow of 1000
MW was assessed. For the N-0 scenario, the path non-simultaneous rating of 1000 MW was confirmed. No contingencies were found to limit the rating less than the value stated in the WECC Path Rating Catalog. All thermal analyses met the WECC/NERC Planning Standards and local reliability criteria. Tables 4 and 5 show the thermal results, and any delta V results with a severity greater than -5% respectively.
For the planning scenario with Path 23 westbound at 1000 MW, the existing
500/345 kV transformer at Four Corners was loaded to 99% of its thermal rating.

Reactive margin analysis was conducted with Path 23 flows at 105% and 102.5% of
path transfer increase per the Guide to WECC/NERC Planning Standards I.D.: Voltage Support and Reactive Power. For the non-simultaneous case with Path 23 flows at 1000 MW westbound, the 105% reactive power margin case showed positive margin at the three identified critical buses (Cholla 230 kV, Hogback 115 kV, and Rio Puerco 115 kV) for all single element outages. Reactive margin analysis on the 102.5% case, positive margin was also observed for multiple element outages. Appendix C provides a listing of the observed synchronous condenser reactive power output at the nose of the Q-V curve demonstrating the positive reactive power margins.
The transient stability assessment for the westbound 1000 MW case revealed no
violations of either planning standards or local reliability criteria for single and double element outages. Appendix D provides a selection of voltage, frequency, and rotor angle plots in the WECC system of the transient stability analysis results.
IV.B Path 23 Eastbound @ 1000 MW Study Results
The pre-project scenario of an eastbound (500 kV to 345 kV direction) flow of 1000 MW was assessed. For the N-0 scenario, the path non-simultaneous rating of 1000 MW was confirmed. No contingencies were found to limit the rating less than the value stated in the WECC Path Rating Catalog. All thermal analyses met the WECC/NERC Planning Standards and local reliability criteria. Tables 6 and 7 show the thermal results, and any delta V results with a severity greater than -5% respectively.
For the planning scenario with Path 23 eastbound at 1000 MW, the existing 500/345 kV transformer at Four Corners was loaded to 99% of its thermal rating.

Path 23 Transformer Addition – Non-Simultaneous Study 10
Reactive margin analysis was conducted with Path 23 flows at 105% and 102.5% of path transfer increase per the Guide to WECC/NERC Planning Standards I.D.: Voltage Support and Reactive Power. For the non-simultaneous case with Path 23 flows at 1000 MW eastbound, the 105% reactive power margin case showed positive margin at the three identified critical buses (Cholla 230 kV, Hogback 115 kV, and Rio Puerco 115 kV) for all single element outages. Reactive margin analysis on the 102.5% case, positive margin was also observed for multiple element outages. Appendix C provides a listing of the observed synchronous condenser reactive power output at the nose of the Q-V curve demonstrating the positive reactive power margins.
The transient stability assessment for the eastbound 1000 MW case revealed no violations of either planning standards or local reliability criteria for single and double element outages. Appendix D provides a selection of voltage, frequency, and rotor angle plots in the WECC system of the transient stability analysis results.
IV.C Path 23 Westbound @ 1420 MW Study Results The post-project scenario of a westbound flow of 1420 MW was assessed. For the N-0
scenario, a path non-simultaneous rating of 1420 MW was determined. All thermal analyses met the WECC/NERC Planning Standards and local reliability criteria. Tables 8 and 9 show the thermal results, and any delta V results with a severity greater than -5% respectively.
For the planning scenario with Path 23 westbound at 1420 MW, the outage of one
Four Corners 500/345 kV transformer loaded the other transformer to 99% of its emergency rating of 1350 MVA.

V. CONCLUSIONS
Results from the power flow, post-transient stability and transient stability analyses demonstrate that the plan of service in support of a new non-simultaneous accepted rating for the Path 23 does not violate WECC/NERC Planning Standards or local reliability criteria. In addition, the analyses show that a new non-simultaneous bi-directional rating of 1420 MW can be achieved (measured at the 345 kV terminal) by the plan of service. Simultaneous interactions will be studied and documented in the final CPR report.

Q-V curve analysis are conducted to demonstrate positive reactive power margin at critical busses in the Path 23 rating study. Guide to WECC/NERC Rating Standards I.D.: Voltage Support and Reactive Power (“WECC Guide”) is used as a guide to perform the analysis. In this study, Q-V curve analysis was performed on all non-simultaneous cases utilizing the following:
• Non-simultaneous flow case depicting single element disturbance at the critical bus with path flow at 105% above the reported rating.
• Non-simultaneous flow case depicting multiple element disturbance at the critical bus with path flow at 105% above the reported rating.
The critical busses used in the analysis are: Cholla 230kV, Hogbak 115kV, Rio Puerco 115kV. The Section 7 of WECC’s Voltage Stability Criteria, Undervoltage Load Shedding Strategy, and Reactive Power Reserve Monitoring Methodology documents a methodology in determining the critical busses. The critical bus selection methodology can be summarized as:
1. Start with base case that simulate adverse conditions. 2. Develop Q-V curves for a number of busses on a number of single and multiple outages
to determine the most restrictive contingencies and the “weakest” bus in the study area.
The 105% stressed westbound 1420MW Path 23 case was used in the critical bus selection, with all study contingencies simulated from Appendix A. A sampling of busses within Arizona and New Mexico are used to determine potential critical busses. Table C-1 illustrates the worst performing busses with respect to VAR margin, and the top 3 are chosen as critical busses for the Path 23 study.

Synchronous condenser reactive power output at the nose of the Q-V curve results from the non-simultaneous reactive VAR margin studies are shown in Tables C-2 through C-5. Results for all the reactive VAR margin studies show positive VAR margin at the nose.
