FOXHALL Westin Hotel and Conference Center What does this development entail? The proposed development at Foxhall includes a 350-room Westin Hotel, 18-hole championship golf course and a conference center. Additionally, area infrastructure, such as streets and sewers, will be added or improved to allow for future responsible growth in the area. What is the total cost of the project? The total cost for the project is expected to be $195 million. Private investment will cover $160 million and the remaining $35 million will be paid through the issuance of bonds by the Development Authority of Douglas County. Why is the Development Authority issuing bonds for this project? This project will serve as a catalyst for growth along the Capps Ferry Corridor. It will further our efforts to recruit higher education facilities, corporate parks, retail and other services to the southern part of the county, with convenient access to the world’s busiest and most efficient international airport. WIll the county be running another conference center? No. Unlike the City of Douglasville Conference Center, the Development Authority will simply hold title to this conference center. Starwood and Westin Hotels, a global leader in corporate events with a staff of 4,500 people, will be responsible for the marketing of the hotel and conference center to their corporate clientele. How much is this going to cost the tax payers of Douglas County? The quick answer is that it will cost the tax payers zero. The Development Authority will issue an Industrial Revenue bond as county participation is an important aspect to leverage outside private investment. In regards to who will be responsible for the bond debt, payment of the bonds will be made through various taxes received from the new development, and those tax receipts are expected to more than cover repayment.
