The Current State of FPAR (FPAR 1.0)
• Family Planning Annual Report (FPAR): annual reporting requirement for family planning
services delivery projects authorized and funded under the Population Research and
Voluntary Family Planning Programs (Section 1001 of Title X of the Public Health Service Act,
42 United States Code [USC] 300).
• Data is required of all Title X family planning services grantees and are used to:
monitor compliance with statutory requirements;
comply with accountability and federal performance reporting requirements for
Title X family planning funds;
guide strategic and financial planning;
respond to inquiries from policy makers and Congress about Title X;
and estimate the impact of Title X-funded activities on key reproductive health outcomes.
• Data are submitted and presented in summary form, which protects the confidentiality of
individuals who receive Title X-funded services.

Why FPAR 2.0?
• Current aggregate data collected through FPAR reporting processes limit OPA’s capacity to monitor data quality and to conduct patient-level analyses that are more informative and useful to service delivery efforts.
• Since 2012, OPA has been developing an interoperable, standards-based reporting system to collect a set of defined and agreed upon data elements across the 4,000 Title X service sites, known as FPAR 2.0.
• FPAR 2.0 has three main goals:
1. Improve the quality of data sent to OPA to improve the ability to assess key performance metrics related to family planning and reproductive health;
2. Reduce the burden of annual reporting requirements on the Title X network; and
3. Contribute to a learning healthcare environment by sending quality improvement-related information back to Title X providers.

FPAR 1.0 – Grantee-level Data
FPAR 1.0
• Data submitted to OPA have been aggregated at the Title X grantee-level
• Grantee-level data: summative data from sites for each grantee (i.e., each row of data reflects aggregate data for one of the ~90 Title X grantees)
• Reporting period: Jan. 1 – Dec. 31
• Grantees enter and submit their data into the FPAR Data System
• Collected through: December 31, 2020
• Submitted: February 2020 & 2021

FPAR 2.0 – Encounter-level Data Requirement
FPAR 1.0
• Data submitted to OPA have been aggregated at the Title X grantee-level
• Grantee-level data: summative data from sites for each grantee (i.e., each row of data reflects aggregate data for one of the ~90 Title X grantees)
• Reporting period: Jan. 1 – Dec. 31
• Grantees enter and submit their data into the FPAR Data System
• Collected through: December 31, 2020
• Submission: February 2020 & 2021
FPAR 2.0
• OPA will require Title X grantees to collect and submit FPAR data at the encounter-level
• Encounter-level: data at the individual patient visit level (i.e., each row of data reflects a unique patient visit or “encounter” at a Title X service site)
• Reporting period: Jan. 1 – Dec. 31
• Grantees will submit encounter-level data to a secure data repository
• Begin collecting: January 1, 2021
• Submission: TBD

Data Collection – Preparing for FPAR 2.0
• If current EHR vendor doesn’t capture the data elements,
collection options include:
Petition EHR vendor to include FPAR 2.0 elements
Add the elements manually
Add missing data elements to final report
Stand-alone database to enter data elements and generate report
Change EHR vendors
Utilize web-based service

• Review data in EHR, encounter by encounter
• Download data from EHR into common format for manual
evaluation
• Use analytic tool, if provided by vendor

Data Submission – Available Formats
• Goal: To establish technical systems and mechanisms that allow
the registry to obtain required patient demographics and clinical
data from the sites.
• To accomplish this, we use two mechanisms widely available
from vendors:

Review Findings from Past Work
• Completion of FPAR 2.0 Data Dictionary and IHE Family Planning Profile
• Developed FHIR profiles for FPAR 2.0 data elements; tested with Title X
grantee data
• Developed a basic stand-alone database application for FPAR 2.0 reporting
• Tested different interoperability standards for FPAR 2.0 data elements
• Determined secure data transfer and storage options (third-party vendor as
a data repository)

Preparing for FPAR 2.0
2020 will be dedicated entirely to preparing the Title X network for FPAR 2.0 data collection and submission. Grantees can expect the following type of assistance:
