In this way I would also like to bring

geographic location of the Republic of

Moldova provides an exceptional

countries. Therefore, on the one part, starting from March 1, 2008 Republic of Moldova

benefits from preferential commercial regime with the increased level of liberalization,

provided unilaterally by the European Union, and on the other part Republic of Moldova

signed 16 free trade agreements within CIS and Stability Pact for the South-East

Europe.

Commercial regime of the Autonomous Trade Preferences provides free access to

the market of European Union, as long as exports from the Republic of Moldova meet

the requirements of European Union for the origin of goods. This extends to a group of

more than 12000 units and includes almost all products listed in the Combined

Nomenclature of Goods, including the majority of industrial, agricultural and piscicultural

products. As a result of obtainment of the Autonomous Trade Preferences regime in

economic relations with European Union, Moldova is the only country from the

Commonwealth of Independent States which reached such level of cooperation in

relation to the European Union.

legislation of the Republic of Moldova for free zones, location of international

The success of free economic zones consists not so much in the initial

project, as in flexibility of their functioning

The free economic zones have long proved their benefit for the economy of

dozens of countries, either establishing or improving their economy. Their goal was to

facilitate the economic development by attracting capital investment. For this purpose,

special favorable terms similar to the tax incentives have been created. Thus, the free

access of goods to the country in combination with a lower tax on profit earned in the

zone represents a favorable prerequisite for the investment generation.

The free zone represents the most comprehensive form of suspensive customs

regimes. According to the law, goods may be imported in a well-defined free zone of the

national territory for the purpose of their processing and sale by the third parties without

any tariff or non-tariff restrictions of the customs regime as compared to the national

territory, in conformity with the area reserved for the free customs zone.

Regarding the advantages offered by the free economic zones of the Republic of

Moldova, these are diverse. Undoubtedly, these advantages refer to the regions on the

territory of which the free zone is situated. It is worth emphasizing the advantages

offered to exporters by the free economic zone:

the use of local skilled labor force for execution of various operations related to

activities in the free zone;

lease of premises and land plots at the price that is much more attractive than the

market one;

the possibility to store the goods without any restrictions on the maximum and

minimum limits, and without the obligation to pay customs duties;

storage of the goods in storehouses and platforms;

execution of packing, unpacking, assembly, sorting, processing and other

operations;

handling of the foreign goods (unloading, loading, reshipping);

obtaining significant benefits from the difference in transportation fees for the

goods imported in and re-exported from the zone after processing;

the possibility to open shops in the zone – permanent exhibitions for the purpose

of sale;

the possibility to contribute to, improve, equip and use the zone on the

cooperation basis with a view of repaying the investments by means of services

for zone administration.

The following activities may be carried out in the free economic zones of

the Republic of Moldova:

1. Industrial manufacturing of the export goods with the exception of ethyl alcohol

and alcoholic products

2. Sorting, packing, labeling and similar operations with the goods transited

through the customs territory of the Republic of Moldova

3. Auxiliary activities, such as public utilities, depositing, construction, public

catering etc., necessary for carrying out of the above activities

4. External commercial activity – wholesale of the goods imported in the free zone

from outside the RM customs territory and delivered for export

5. Transportation activities – transportation of the imported or exported goods

through the free zone by air or by sea.

The following activities are prohibited on the territory of the free economic

zones:

• import of tobacco and tobacco goods;

• manufacturing of tobacco goods;

• manufacturing, transportation and storage of arms;

• other activities prohibited by the RM laws.

The Free Economic Zone „BALTI” (hereinafter referred to as FEZ „BALTI”) was

created on 23 March, 2010, by the Law of Moldovan Parliament no. 26, for 25 years.

Advantages of activities carried out by the business entities in the Free

Economic Zone „BALTI”

1. Investment protection on the part of the state

2. Legal status of the Free Economic Zone is regulated and may be modified by the Act

of RM Parliament only

Balti Municipality

Balti municipality is the second largest city in the Republic of Moldova after

Chisinau municipality, having the population of 149 thousand dwellers (as of 1 January,

2011), 75% of which being 15 to 59 years of age. The majority of population is bilingual,

fluently speaking both Romanian and Russian.

Situated at the intersection of international railways and highways, Balti is an

important industrial center in the north region of the Republic of Moldova. 28.9% of all

large enterprises and 53.3% of industrial output of the region are registered in the

municipality. The most active industries include: light industry, food industry, mechanical

engineering, production of construction materials etc.

In 2010, the average monthly salary amounted to 3,179.5 lei (approximately 200

euros) having increased by 9.6% as compared to 2009.

There are 3 institutions of higher education, 7 colleges and 5 technical vocational

schools in Balti municipality.

„A. Russo” University has the best foreign language departments in CIS, where

German, French and English are taught.

Giurgiulesti International Free Port (GIFP)

The whole area of 120 ha of Giurgiulesti International Free Port (GFIP) has the

status of a free economic zone and includes an oil terminal, a cargo port and an

industrial zone. Due to its location on the Lower Danube with water depth of up to 7 m,

GIFP is able to accept not only river-crafts, but also sea-crafts. Therefore, GIFP

represents for its clients:

a single direct river and sea point of distribution and reshipping in/from the Republic

of Moldova

a regional logistics centre at the border of the European Union, having the access to

the land, railway, river and sea lines of communication, and

an excellent zone for business development due to its strategic location, trimodal

transport infrastructure, favorable price environment, as well as single tax and

customs regime.

Marculesti International Free Airport (MIFA)

Benefiting from a favorable geographic location (European Union neighborhood)

and well-developed infrastructure, S.E. „Marculesti International Airport” came forward

with an initiative of establishing a Free Airport, supported by the Government and

Parliament of the Republic of Moldova, which adopted Law no. 178-XVI on Marculesti

International Free Airport on 10 July, 2008.

The Free Airport was established for 25 years with a view of speeding up

development of air transportation, air services, export-oriented industrial products and

external commercial activity.

The State Enterprise „Marculesti International Airport” is the Airport Operator,

Principal Investor and resident of the Free Airport.

In order to provide detailed information on investment possibilities within FEZ

Construction of „Prutul de Sus” International Economic Complex (furnished

with an exhibition centre) within FEZ "BALTI"

Construction of „Prutul de Sus” International Economic Complex is planned in

line with the Moldovan Government policy for promoting export of goods and services

by local companies. Another aspect of the project shall be the possibility to identify

investment opportunities of the international companies in the Republic of Moldova.

The impact area of the Economic Complex shall be the North region of the

Republic of Moldova, the Romanian districts of Iasi and Botosani, as well as the

Ukrainian regions of Cernauti and Vinnytsa.

Construction of the Economic Complex shall provide enterprises from the North

region of the Republic of Moldova, as well as from the direct impact regions in the

neighboring states with the possibility to access the international market by means of

an advanced international trade element, namely, fairs and exhibitions.

The project implies:

a) construction of a four-level administrative block with the area of 10,000 sq. m., the

height of each level being 3.0 m;

b) construction of a two-level multifunctional pavilion with the area of 15,000 sq. m.,

the height of each level being 6.0 m, which shall be equipped with a cargo lift

having an increased load capacity;

c) improvement of the outdoor premises with the area of 10,000 sq. m.;

d) arrangement of a car park meant for 300 cars

within the Free Economic Zone „BALTI”, subarea no. 3, having a very favorable

location in terms of access roads.

The project provides for lightning and heating of premises based on the

alternative energy sources (photovoltaic panels and vacuum tube solar panels),

having no negative impact on the environment.

Tax benefits offered by activity within FEZ „BALTI” shall guarantee obtainment

of the expected results and return on investment in reasonable term.

Construction and development of the Industrial Park within FEZ „BALTI”

Creation of an industrial park within FEZ „Balti” is meant to enhance investment attractiveness

by using the existing resources, including the double preferential regime of the Industrial Park and

FEZ.

Proper infrastructure of IP shall supply the needs of IP residents’ employees which cannot be

supplied individually by each of the residents.

The Administration Company shall collect an administration fee (or lease fee) from the residents

for IP maintenance and development services.

Balti municipality is the most developed locality in the North Development Region (hereinafter

referred to as NDR) of the Republic of Moldova, which has a potential for industrial development,

including the opportunity to create an industrial park by using the public land.

Thus, IP shall grant the possibility to use favorable geographic location of the region situated at

the intersection of the principal traffic arteries, connecting the largest markets, which may become

attractive primarily for investments on the part of businessmen from EU, CIS and the third countries.

Construction of the Multimodal Transportation Hub and the International

Logistics Centre

Construction of the Multimodal Transportation Hub (MTH) and of the International Logistics

Centre (ILC) is meant for using good location of the Republic of Moldova in terms of European and

Pan-European highway and railway routes and corridors.

FEZ „BALTI” is located in the immediate proximity to the European highway E583 and to the

international railway route connecting the EU and CIS states. The Pan-European traffic corridor IX

passes at a small distance from the FEZ. Marculesti International Free Airport is situated at a distance

of 30 km.

Construction of MTH and ILC within the FEZ „BALTI” shall provide the transnational companies

and regional enterprises with the possibility to access the highest level storage and distribution

services, and tax benefits offered by activity within FEZ „BALTI” shall guarantee obtainment of the

expected results in reasonable term and return on investment due to low maintenance costs.

Another aspect of the project shall be the possibility to identify the investment opportunities of

the international companies in the Republic of Moldova. The project provides for:

e) construction of six pavilions for storage under the normal conditions (with the area of 5,000 sq. m.

each) and two pavilions for storage under the controlled thermal conditions (with the area of 4,000

sq. m. each);

f) construction of a multifunctional two-level pavilion with the area of 10,000 sq. m., the height of each

level being 4.5 m, which is meant for office premises and goods demonstration;

g) arrangement of the outdoor storage facilities with the area of 10,000 sq. m.;

h) arrangement of the container terminal having the capacity of 500 TEU, equipped with the lifting

equipment having an increased capacity;

i) construction of a railway section with the length of approximately 2,000 m.

Presence of the Customs Post operating on a 24/24 basis 6 days a week shall minimize losses

of time during the export registration procedures.

Construction of the Photovoltaic Panel Production Plant within FEZ

„BALTI”

According to estimates, this project may be implemented in 2 years and includes construction of

the production facilities, storage and office premises with the total area of 3,000-4,000 sq. m,

purchase and installation of the latest automated production lines and personnel training. Photovoltaic

panels are elements collecting and transforming the sunlight in the electric energy. The planned

production capacity makes up approximately 5 million photovoltaic elements joined in panels by

means of special adhesives and covered by glass and polymers. Capacity of each photovoltaic panel

is determined by the number of grouped elements and by their total area.

The unconditional leader in implementation of the projects on generation of electric power from

alternative sources is the European Union, the biggest share belonging to generation of electric

energy from the sunlight by means of the photovoltaic panels.

Over the last ten years, the cumulative power of installations for generation of electric power by

means of the photovoltaic panels has increased 16 times worldwide, 70% of this power being

concentrated in EU.

Tax benefits offered by activity within FEZ „BALTI” shall guarantee obtainment of the expected

results and return on investment in reasonable term. Import of the raw and auxiliary materials for

production needs is exempt from certain customs duties and payments, which allows ensure lower

cost of the finished products.

Construction of the Agricultural and Food Centre furnished with refrigerating

storehouse and pavilion for fruit and vegetable sorting and packing, within

FEZ „BALTI”

Construction of the Agriculture and Food Centre furnished with refrigerating storehouse and

lines for fruit and vegetable sorting and packing shall provide agricultural enterprises from the North

region of the Republic of Moldova, as well as small farmers with the possibility to access the

international fruit and vegetable market in the cold period of the year, namely from December till April,

when prices for the corresponding products reach their highest level of the year.

Sorting and preventive packing under the necessary climate conditions based on the advanced

technologies shall add value to the corresponding products, allowing deliver them directly to shelves

of the trade centers, as well as export them to CIS and UE markets.

The project implies construction of the Agricultural and Food Centre within the Free Economic

Zone „BALTI”, subarea no. 3, having a very good location in terms of access roads.

The capacity of 2,000 tons shall be used in full, since the average annual production of fruits

and vegetables in Balti municipality and in the six adjacent regions amounts to approximately 54,000

tons / year.

Tax benefits offered by activity within FEZ „BALTI” shall guarantee obtainment of the expected

results and return on investment in reasonable term. Import of the raw and auxiliary materials for

production needs is exempt from certain customs duties and payments, which allows ensure lower

cost of the finished products.

Presence of the Customs Post operating on a 24/24 basis shall minimize losses of time during

the export registration procedures.

The project implies that functioning shall be partially maintained based on the alternative

energy resources (photovoltaic panels) and ecological cooling agents having no negative impact on

the environment.
