Despite the rela ti vely l ow acreage, the high va lu e of the crop (:::: $4000/ acre), a nd traditiona ll y high insec ti cide use of as many as seven applica ti ons per season, continue to create a demand fo r alternative insect management programs. In Minnesota, a nd throughout much of the . S., cabbage is attacked by thr ee Lepidopteran (larval) pests, including the cabbage looper, impo rt ed cabbageworm, a nd diamondback moth. However, since 1990 the cabbage l ooper has become the most dominant and difficult pest to manage. Because of hi gh insecticide use, we devel- ope d a research-based Int egrat ed Pest Management (IPM) program that is based up on timely pest monitoring, the use of action thresholds to determine when pest control is needed , and red uced-risk insecti c id es to conserve natural enemies (e.g., insect preda tors) of multiple insect pests. I PM Approach The purpose of this study was to conduct an "IPM Pil ot Test" of a Cabba ge IPM Prog ram with a lar ge fresh-market grower in Minnesota to assess the eco nom- ic va lu e and ri sk of IPM . The pilot test was based on previous research condu cted at the Univer- sity of Minnesota Outreach and Research center (UMO RE Park) that confirmed the e ffi cacy of new reduced-risk insecti c id es (e.g., SpinTor®, Avaunt®), and the use of an ac ti on threshold based on the percentage of plants infested with cabbage l oo p er larvae (i.e. , rapid presence/ absence sampling). A key aspect of this approac h was that reduced-risk insecticides we re used ea rl y in the sea- son to co nserve beneficial natural enemies (predators and paras ites), to prov id e additional biological co ntrol, and to prevent "aphid fl are-up s. " The use of pyrethroids (e.g., Warrior®) was limited to late-season sprays when pest population pressure increased and protection of cabbage heads became critica l. When ca bbage loo per was present, an ac ti on thresh- o ld of 10% of the plants infested with larvae was used. However, when on ly diamondback moth a nd/ or im- ported cabbagewo rm we re present, an action threshold of 50% of the plants infested with larvae, until head- ing, was used; a 10% larval infesta ti on from heading to harvest was used for late-season crop protection. The IPM program was compared with the grower's sta nd ard pest co ntrol prac ti ce which mayo r may not include pest monitoring. Since f ew growers we re w ill ing to quickly ado pt the n ew IPM a pproa ch on a large scale, the IPM Pilot Test was condu cted from 1998-2001 us in g six com- mercial fields provided by Pahl's Farms, and as part of an On-farm, 100-ac, Private-Public Sector Partnership devel- oped at UMORE Park. RESULTS Economic Value and Risk of IPM vs Conventional Programs For a ll four years, the IPM-based program resulted in increased net returns co mp ared to the Conventional a nd No pest co ntrol (do nothing) programs (Table 1, Fig. 1). Bene fit s provided by IPM we re due to several fac- tors. On average, the IPM program increased marketable yield >10% a nd decreased the numb er of insec ti cide ap- plications by 23%. et returns for IPM were al so higher despite the increased cost of pest monitoring ( 12/ ac; no monitoring costs we re includ ed for conventional). The IPM program increased net returns by $401/acre, co mpared with the conventional prog ram (Table 1) ; i.e ., net returns from IPM were 6.3X higher than that of the conventional program. In addition, the standard devia- ti on ( ri sk) of net returns was only about V2 of that for the conventional program. Overview

Crucifer crops (cabbage, broccoli and cauliflower) continue to be important vegetable crops for Midwest­ern U.S. growers, for both processing and fresh market. Cabbage looper and damage

Annually, ::::750 acres of cabbage and related crucifer crops are produced in Minnesota for fresh-market (grocers, farmer's markets, and roadside stands) . Despite the relatively low acreage, the high value of the crop (::::$4000/ acre), and traditionally high insecticide use of as many as seven applica tions per season, continue to create a demand for alternative insect management programs.

In Minnesota , and throughout much of the .S., cabbage is attacked by three Lepidopteran (larval) pests, including the cabbage looper, imported cabbageworm, and diamondback moth . However, since 1990 the cabbage looper has become the most dominant and difficult pest to manage. Because of high insecticide use, we devel­oped a research-based Integrated Pest Management (IPM) program that is based upon timely pest monitoring, the use of action thresholds to determine when pest control is needed, and reduced-risk insecticides to conserve natural enemies (e.g., insect predators) of multiple insect pests.

I PM Approach

The purpose of this study was to conduct an "IPM Pilot Test" of a Cabbage IPM Program with a large fresh-market grower in Minnesota to assess the econom­ic value and risk of IPM. The pilot test was based on previous research conducted at the Univer­sity of Minnesota Outreach and Research center (UMORE Park) that confirmed the effi cacy of new reduced-risk insecticides (e.g., SpinTor®, Avaunt®), and the use of

an action threshold based on the percentage of plants infested with cabbage looper larvae (i.e. , rapid presence/ absence sampling). A key aspect of this approach was that reduced-risk insecticides were used early in the sea­son to conserve beneficial natural enemies (predators and parasites), to provide additional biological control , and to prevent "aphid flare-ups. " The use of pyrethroids (e.g. , Warrior®) was limited to late-season sprays when pest population pressure increased and protection of cabbage heads became critical.

When cabbage looper was present, an action thresh­old of 10% of the plants infested with larvae was used. However, when only diamondback moth and/ or im­ported cabbageworm were present, an action threshold of 50% of the plants infested with larvae, until head-ing, was used; a 10% larval infestation from heading to harvest was used for late-season crop protection. The IPM program was compared with the grower's standard pest control practice which mayor may not include pest monitoring. Since few growers were willing to quickly adopt the new IPM approach on a large scale, the IPM Pilot Test was conducted from 1998-2001 using six com­mercial fields provided by Pahl's Farms, and as part of an On-farm, 100-ac, Private-Public Sector Partnership devel­oped at UMORE Park.

RESULTS Economic Value and Risk of IPM vs Conventional Programs

For all four years, the IPM-based program resulted in increased net returns compared to the Conventional and No pest control (do nothing) programs (Table 1, Fig. 1). Benefits provided by IPM were due to several fac­tors. On average , the IPM program increased marketable yield >10% and decreased the number of insecticide ap­plications by 23%. et returns for IPM were also higher despite the increased cost of pest monitoring ( 12/ ac; no monitoring costs were included for conventional). The IPM program increased net returns by $401/ acre, compared with the conventional program (Table 1); i.e ., net returns from IPM were 6.3X higher than that of the conventional program. In addition, the standard devia­tion (risk) of net returns was only about V2 of that for the conventional program. The standard deviation (SD) is a common measure of economic risk, reflecting the volatility

o r va riabil ity in net returns. As with all agricultural cro ps, there are many factors that influence the va riability in pest pressure, final yie lds and produce qua lity. One of the goa ls of rPM is to reduce the SD of net re turns. As a statistica l te rm, the SD refers to 68% of the possible distribution o f net returns. For exa mple, for IPM, the SD

of S393 ind icates that 68% of the time the expected net return o f $476/ ac should fa ll between $83 and $870/ ac. The higher SD for the Conventio nal program ( 692/ ac) , indicates grea te r volatility , with expected net return ($7 51 ac) ranging from $-617 to $767 l ac.

In additio n to the expected average return and risk, probability analysis of the 4-yea r da ta set indicated the IPM program always had the highest probability of achieving any particular ne t return goal (Fig. 1). These results clearly il lustrate the va lue of the IPM program compared to the conventional grower program. Fro m an econo mic pe rspective , the results also indicate that an

IPM program fo r Lepido pte ran pests in Midwestern U.S . cabbage sho uld be an attractive incentive to many grow­ers, rega rdless of whether they view themselves as risk­averse or risk-takers. In addition to economic goa ls, the environmental benefits and costs fo r this IPM program could also be evaluated .
