THE Lianhua Hill Electric Vehicle Charging Station, Futian District, was put into use on June 8, becoming Chi- na’s first transformer-substa- tion-cum-charging-station. In addition, power for the charg- ing station is also provided by rooftop solar panels on top of the charging poles. “It’s getting more conve- nient for us to use electric vehicles as there is a growing number of charging stations in Shenzhen,” said Wang Dong- sheng, an electric taxi driver who was charging his car at the new station. “The charging poles are a necessity for promoting the use of new-energy cars, but Shenzhen is a city short on land resources, making it difficult to construct charg- ing poles on a large scale,” said He Renqiang, director of the electricity-saving service center of the city’s power supply bureau. The site of the charging sta- tion, which occupies an area of 3,192 square meters, used to be part of the old Lianhua Hill Electricity Substation. After the substation was rebuilt, the spare space was reserved for the construction of the charg- ing station. Nine 60-kilowatt charging poles and 41 42- kilowatt charging poles were installed at the station, which can supply power to 720 elec- tric vehicles per day. “The development of electric vehicles depends on the wide distribution and appropriate arrangement of charging poles in a city, and the construction of charging stations based on the existing substations is a way to optimize the use of resources and promote supply- side reform,” said Wang Xue, a political adviser in Shenzhen and an associate professor in Shenzhen Polytechnic’s logis- tics department. According to He, there are over 200 substations in Shenzhen and about 50 of them could be renovated into “substation-charging stations” like the Lianhua Hill Electric Vehicle Charging Station. “We will popularize this new model based on our substation construction and renovation plan, and we are also exploring the possibility of building charging facilities on the rooves of substations or beneath the substations under the ground,” he said. In March 2009, Shenzhen was selected to be one of the first batch of 13 model cities to promote energy-saving and new-energy vehicles. As one of the leading cities in China in promoting the use of new-energy vehicles, Shenzhen has witnessed rapid devel- opment in the local electric vehicle market. Over 29,000 new-energy vehicles were put into use in the city last year, driving up the total number of new-energy vehicles to 67,000 in Shenzhen. According to the city gov- ernment’s plan, new-energy vehicles will account for 3 to 5 percent of the overall vehicles in the city by the end of 2020, meaning that there will be 120,000 to 150,000 new- energy vehicles in Shenzhen by that time. The first batch of four projects include the demolition project of the comprehensive classroom building of Huanggang Middle School, the construction of Qia- oxiang Cultural Center, the water- logging renovation project in Xiangmei Neighborhood and the furnishing project of the affordable commercial residential houses of Baoneng City Mansion. The total investment is 1.344 billion yuan (US$197.8 million), covering edu- cation, culture, environment and affordable housing. The first batch of agency proj- ects, operated in a full-chain market-based pattern, are bound by contracts between two con- cerned parties who will settle the total budget and guarantee the quality and schedule of the proj- ects. Meanwhile, an insurance mechanism will be introduced to supervise the whole construction process and to cover the mainte- nance of the projects. According to the Development and Reform Bureau of Futian Dis- trict, Futian will, based on a new type of agency pattern, introduce high-level agency enterprises by establishing a qualifying system, improving the agency credibility system and increasing the thresh- old of companies undertaking agency projects. The responsibilities of each company will be divided and clarified in their contracts. Futian will also introduce market-based risk control and management systems, including guarantee and insurance systems, to hold each company accountable for its responsibilities. Agency companies will enjoy legal rights when undertaking government-invested projects, and in this way, the institutional transaction cost will be reduced. The Oriental Cup Chinese Calligra- phy Contest for the International Com- munity of Guangdong aims to provide opportunities for expats living in the province to learn more about Chinese culture, experience Chinese fine art and display their artistic talent. Enthusiasts with valid Chinese visas are eligible to participate. All they have to do is mail their calligraphy before July 31 or submit the work in person to the Shenzhen Oriental Art Gallery. All works must be in Chinese using an ink brush on Xuan paper. The content of the work can be Chinese poems, Chi- nese characters or original creations, and the work must not be involved in a copyright dispute and must strictly follow the size requirement (height 68 cm x width 68 cm, height 136 cm x width 34 cm, or height 70 cm x width 46 cm — the latter two sizes require the artwork to be displayed vertically). Underpaid mail cannot be accepted. The participants are required to write down their real name, nationality, cur- rent residence, date of birth, mailing and email addresses and cell phone number on the lower left corner of the work using pencil. They also have to type the same information on a Word document and email it to orien- [email protected] with a photo of the artist and a photo of the work. To encourage people to take part in the contest, the organizers are also allowing contestants to create and submit artwork to the gallery. It is financed by the Special Funds to Promote Culture and Sports Development in Futian District. “The charging poles are a necessity for promoting the use of new-energy cars, but Shenzhen is a city short on land resources, making it diffi cult to construct charg-ing poles on a large scale,” said He Renqiang, director of the electricity-saving service center of the city’s power supply bureau.

The site of the charging sta-tion, which occupies an area of 3,192 square meters, used to

be part of the old Lianhua Hill Electricity Substation. After the substation was rebuilt, the spare space was reserved for the construction of the charg-ing station. According to He, there are over 200 substations in Shenzhen and about 50 of them could be renovated into “substation-charging stations” like the Lianhua Hill Electric Vehicle Charging Station.

“We will popularize this new model based on our substation construction and renovation plan, and we are also exploring the possibility of building charging facilities on the rooves of substations or beneath the substations under the ground,” he said.

In March 2009, Shenzhen was selected to be one of the fi rst batch of 13 model cities to promote energy-saving and new-energy vehicles.

As one of the leading cities in China in promoting the use of new-energy vehicles, Shenzhen

has witnessed rapid devel-opment in the local electric vehicle market. Over 29,000 new-energy vehicles were put into use in the city last year, driving up the total number of new-energy vehicles to 67,000 in Shenzhen.

According to the city gov-ernment’s plan, new-energy vehicles will account for 3 to 5 percent of the overall vehicles in the city by the end of 2020, meaning that there will be 120,000 to 150,000 new-energy vehicles in Shenzhen by that time. (Zhang Yang)

1st batch of agency construction projects unveiled

FUTIAN District has released the list of the fi rst batch of agency construction projects funded by the government, which means more capable companies will be involved in the undertaking of public projects.
