Pages 3 & 4 provide a one-page summary of the results and details the key themes to emerge from the engagement process, both in the context of Aberdeenshire (page 3) and in the context of Banff & Buchan (page 4).

Page 5 summarises each of the four Themes, comparing the rankings of Banff & Buchan residents and Aberdeenshire residents in terms of their respective top 3 priorities.

Page 6 presents data on the number of respondents (residents) per Administrative Area. This gives an idea of which areas engaged via either the Citizens’ Panel network or SurveyMonkey™.

Pages 7 to 10 present an overview of thematic data, including a comparison between Banff & Buchan and Aberdeenshire residents in terms of their prioritisation; a selection of representative quotes from Banff & Buchan residents; and a visual representation of where the priorities are most likely to be supported. A summary pertaining to Banff & Buchan is also provided per Theme.

This type of graph appears in each of the 4 statistical overviews. It compares how residents of Banff & Buchan and Aberdeenshire ranked the various priorities. In this example there are 7 priorities, each with a score out of 1.00. The higher the score, the higher the priority. Banff & Buchan residents are represented by the red line, Aberdeenshire residents by the grey shape. If the red line extends beyond the grey shape, it means Banff & Buchan residents ranked that priority higher than Aberdeenshire residents, and vice versa.

In short, if the red line exactly follows the border of the grey shape it means Banff & Buchan residents and Aberdeenshire residents are of one mind in terms of ranking the priorities. In practice, they generally are.

General Summary Overall, approximately 1,500 respondents took part in this particular engagement exercise via the Citizens’ Panel network, SurveyMonkey™ and the various community engagement events held throughout Aberdeenshire. All individual rankings of the priorities and the near 3,700 open-ended comments were documented and categorised. Generally speaking, residents throughout the six Administrative areas tended to rank the priorities similarly and a majority were in favour of apportioning the council’s budget in order to deliver on them. A number of participants at the community engagement sessions wanted to see more detail on how the priorities were to be delivered before agreeing to the budget spend. Of the four Themes, Theme 1 – Successful and Sustainable Communities garnered the most support among residents; Theme 4 - Public Service Excellence – garnered the least support (although a majority still supported the priorities so far as the budget was concerned). This latter outcome could be due to the fact that a carbon focus formed part of the survey question and the priority Minimising Aberdeenshire’s carbon footprint was consistently ranked lower than the other priorities by the various respondent groups. Residents appeared least sure about supporting the priorities under Theme 3 – Caring for Communities. Although there’s no definitive reason for this, a number of respondents were of the opinion that certain priorities overlapped one another or didn’t necessarily fit within the particular Theme. In terms of the explicit feedback a number of key themes emerged, which are also pertinent in the context of Banff & Buchan:

Communication. Communication needs to be at least maintained but ideally improved. This is pertinent both in terms of communication between the council and community members as well as among partner agencies, including internal council services. A number of residents desired open and honest two-way communication. Specific methods on how this can be achieved were generally not forthcoming.

Community Involvement. A number of residents were of the opinion that communities should somehow be more involved in the decision-making process. This generally came in the form of consulting and engaging with communities prior to implementing policy. Some respondents expressed a belief that even when consulted their views were not taken into account.

‘Real’ Partnership Working. A number of respondents stressed the importance of ‘real’ partnership working to deliver shared outcomes. This tended to take the form of integrated / holistic planning and effective communication between services, agencies, and communities.

Maintain / Improve Infrastructure / Facilities / Services. This theme encompassed a number of related issues. Respondents generally mentioned the need to improve transport infrastructure and/or transport links, the need to build (or make accessible) affordable and/or appropriate housing, and to generally improve internet and broadband coverage. A number of respondents also mentioned the need to ensure equitable access to community facilities (e.g. making them more affordable) and high quality and consistent service delivery regardless of geographic location.

Banff & Buchan Summary Overall, approximately 114 residents of Banff & Buchan took part in this particular engagement exercise via the Citizens’ Panel network and SurveyMonkey™. All individual rankings of the priorities and the near 290 open-ended comments made by residents of Banff & Buchan were documented and categorised. Comments made by those attending the various engagement exercises in the area were also documented and summarised. This document therefore presents an overview of these datasets as they pertain to Banff & Buchan. Generally speaking, there is little to separate Banff & Buchan residents from Aberdeenshire residents in terms of the top priorities per Theme, and a majority of residents were in favour of apportioning the council’s budget to deliver on them. Of the four Themes, Theme 1 – Successful and Sustainable Communities garnered the most support among residents of Banff & Buchan; Theme 2 – Aspirational People – garnered the least support (although a majority still supported the priorities so far as the budget was concerned). This latter outcome could be due to the fact that a relatively large proportion of Banff & Buchan residents were unsure as to whether the budget should be used in order to deliver on these particular priorities. In actual fact, only a slighter higher proportion of Banff & Buchan residents were explicitly unsupportive relative to their Aberdeenshire counterparts. And despite the relative lack of explicit support the top 3 priorities were similar to those chosen by Aberdeenshire residents as a whole. In terms of the explicit feedback, Banff & Buchan residents were of a similar mind as Aberdeenshire residents generally, i.e. the same key themes emerged as per the previous page. In addition, a number of Banff & Buchan residents raised the following issues:

Deprivation. Banff & Buchan residents were more likely than the general population to apportion a higher score to the priority Partnership working to tackle the causal factors of deprivation (Theme 3 – Caring for Communities). Although respondents tended to refrain from explicitly referencing deprivation, a number of them mentioned the fact that derelict properties, boarded-up shops, and a general lack of cleanliness detracted from the aesthetic – as well as the economic – appeal of certain areas. Those attending the community engagement sessions felt there should be a coordinated approach by the council to boost tourism, a theme echoed by survey respondents – a goal that would be less likely to materialise, noted some, when the physical signs of ‘deprivation’ were evident.

Active / Healthy Lifestyles. A number of respondents in Banff & Buchan highlighted the importance of active / healthy lifestyles. Some linked this to the adage: healthy body, healthy mind. Respondents were generally of the opinion that healthy lifestyles, and clubs and organisations with health as part of their remit, should be encouraged and promoted. A number of other respondents also generally felt that access to sports and recreational facilities should be made more affordable.

Affordable Childcare / Play Groups / After-School Clubs. Childcare provision was mentioned a few times, mostly in the context of making it affordable (particularly during holiday periods), or of offering parents a varied choice, or of ensuring the child’s social and emotional needs were being met.

Thematic Overview

The following table presents data on the top 3 priorities per Theme for residents of both Banff & Buchan and Aberdeenshire, and shows the proportion of residents explicitly in favour of apportioning the council’s budget to deliver on the stated priorities.

There is little to separate Banff & Buchan residents from Aberdeenshire residents in terms of the top priorities per Theme: Banff & Buchan residents mirrored Aberdeenshire residents exactly with regards to Themes 1 and 2. The only difference in Theme 3 is the order of the priorities – Banff & Buchan residents were apt to make the provision of appropriate housing their top priority. With regards to Theme 4 Banff & Buchan residents opted for managing assets as their top priority, whereas Aberdeenshire residents ranked that as their 4th highest priority, out a total of 7.

Banff & Buchan residents were generally more supportive of the stated priorities, slightly more so than Aberdeenshire residents as a whole – with the exception of Theme 2. This is largely due to a lack of support among SurveyMonkey™ respondents. Citizens’ Panel members were generally far more explicitly supportive of the priorities than respondents utilising SurveyMonkey™.

Geographic Spread of Respondents (Residents) Over 850 individuals (residents) provided postcode details throughout Aberdeenshire via the two main engagement exercises (SurveyMonkey™ and Citizens’ Panel). The diagram below presents the approximate number of respondents per Administrative Area. Banff & Buchan accounted for approximately 114 respondents. Approximate Number of Respondents (Residents) per Administrative Area The greatest number of respondents resided in Garioch (191), followed by Kincardine & Mearns, and Formartine (186 and 148 respondents respectively). The fewest number of respondents hailed from Banff & Buchan. The following pages highlight pertinent information per each of the four Themes. The majority of data relates to feedback from residents of Banff & Buchan.

Theme exactly the same. Top 3 priorities for residents in both areas are as follows:

Banff & Buchan residents were only slightly more likely to favour supporting a strong

and successful economy than Aberdeenshire residents and slightly less in favour of

connected communities – but the differences are negligible.

Banff & Buchan residents were slightly more supportive of the priorities than

Aberdeenshire residents. Relatively few residents were explicitly unsupportive.

The map shows these priorities were generally supported by residents throughout Banff

and Buchan, particularly in the Banff postcode district (AB41). Residents in the AB43

postcode district (Fraserburgh and the surrounding area) were among the least likely to

be explicitly unsupportive, but they tended to be more unsure than the general

population.

Open-ended/area-based responses tended to coalesce around the following themes:

Banff & Buchan residents were more likely than Aberdeenshire residents to prioritise

child and young people health issues and encouraging active lifestyles – but the

differences in the rankings are not particularly stark.

Banff and Buchan residents were generally less supportive of the priorities than

Aberdeenshire residents as a whole. However, this is due in part to low support among

Survey Monkey respondents. Citizens’ Panel respondents were generally more

supportive of the priorities than the 69.2% figure would suggest. What’s more, a greater

proportion of Banff & Buchan residents were also generally unsure. This will have the

effect of reducing explicit support. It is also true to say that only a slightly higher

proportion of Banff & Buchan residents were explicitly unsupportive relative to the

general population

Open-ended/area-based responses tended to coalesce around the following themes:

Banff & Buchan residents and Aberdeenshire residents ranked the priorities within this

Theme similarly (although the order is different). Top 3 priorities for Banff & Buchan

residents are as follows:

1. Enable the provision of appropriate housing

2. Continued support for the health and social care strategic plan

3. Partnership working to tackle the causal factors of deprivation.

Banff & Buchan residents ranked appropriate housing as their top priority, whereas

Aberdeenshire residents as a whole placed greater importance to supporting the health

and social care strategic plan. Banff & Buchan residents were also more likely to

apportion a higher score to tackling the causal factors of deprivation than

Aberdeenshire residents as a whole.

There was very little to separate residents of both areas in terms of their explicit support

for these priorities. Very few were explicitly unsupportive.

Residents from Fraserburgh and the surrounding area were among the most supportive

of these priorities in Aberdeenshire. Slightly less support was evident in the western

portion of the region, although support was still above average.

Open-ended/area-based responses tended to coalesce around the following themes:

“Statements above are fine but they need to actually mean something, e.g. consultation has to be taken seriously not just a box ticking exercise. Services need to be properly carried out, e.g. grass cutting in residential areas is of a really poor standard – a waste of money; it should be carried out properly. Banff & Buchan residents and Aberdeenshire residents ranked the priorities within this

Theme similarly, although slight divergences are evident. Top 3 priorities for Banff &

Buchan residents are as follows:

1. Manage assets that maximise benefits for communities

2. Long term, responsible financial planning

3. The right people in the right places doing the right things

Banff & Buchan residents ranked managing assets as their top priority whereas

Aberdeenshire residents ranked it their 4th most important priority.

Banff & Buchan residents were slightly more supportive of the priorities than the

population as a whole, but the difference was slight. As with other areas, a larger

proportion of residents were more likely to be explicitly unsupportive of the priorities

within this Theme relative to other Themes.

The map shows these priorities were generally supported by residents throughout Banff

& Buchan, although to a lesser extent than other Themes. A relatively high proportion

of AB45 residents (i.e. residents to the west of Banff) were explicitly unsupportive.

Some of them generally wanted to be given a voice in their community and some

believed these priorities should be implemented as a matter of course.

Open-ended/area-based responses tended to coalesce around the following themes:

Use resources efficiently (i.e. cut bureaucracy / waste) and provide

consistently high quality services regardless of area. Communicate with communities, allow them a degree of influence
