    Good afternoon Sonja, My name is Casey Wyckoff. I’m a principal owner at LSW Architects, based in Vancouver, Chair of theBoard of CREDC, and involved community member. I’m writing the County in support of the requestmade by WSU-Vancouver to amend the University District use table to include student housing as anoutright permitted use. Supporting people is a cornerstone goal area of our region’s economic strategicplan. Our educational infrastructure, and specifically WSU-V, is critical to foster the development ofvalued skills, preparing the next generation for upcoming opportunities, supporting a brain-gain ofworkforce, and removing barriers to equity and diversity.     Hi, Sonja— I apologize for just now sending the CREDC support for the use table that would find studenthousing permitted at the WSU-V campus. I had focused on the 2/21 date as the submission date,rather than the hearing date. Please find the attached statements of support for tomorrowevening’s hearing.

    The Columbia River Economic Development Council (CREDC) supports the permitting ofstudent housing in Clark County’s University District use table. WSU-V’s prospective plan tocreate a central living and gathering space for its students stands to complement the strongsense of community that is a trademark of our county. The intended student housing landuse aligns closely with the Clark County Comprehensive Economic Development Plan tenetsthat we will work together to “Support People” and “Create Place”. With the goals of growingthe capacity of talented employees entering the local workforce and supporting ClarkCounty’s legacy and emerging traded sector businesses, CREDC and our partners value thecommitment of WSU-V and local education institutions to strategic growth and innovation.

    The pursuit of residential buildings at Washington State University - Vancouver also alignswith CREDC’s Brain Gain initiative to encourage talent attraction and retention.     5. Dormitories

    1. What demographic indicates that dormitories are or will be necessary?2. Average age of student is 30 and married according to latest statistics reported by WSUV.

    What will cause that to change? 30-year-old married couple typically would not choose to livein a dormitory setting.

    3. Dormitories imply students coming from out of town. What demographic statistic suggests that900 new out of town students need on campus housing?

    4. Does WSUV really believe that they can provide housing cheaper than group rentals?5. What other regional WSU or UW campuses are considering dormitories?6. What recreational facilities will WSUV provide these on campus residents.7. What food service will WSUV provide to 900 students8. What health care will WSUV provide to these 900 students? Will they seek medical attention

    at Legacy Emergency room?9. Salmon Creek Boulevard is increasing seeing heavy traffic to and from the campus, what will

    WSUV do to alleviate the pressure on our infrastructure?

    6. Conclusion

    1. Our community feels betrayed by WSUV.2. They are not forthcoming with honest answers.3. Are they also not being honest with the county?

    7. Specific decision requests

    1. Not allow dormitories2. If dormitories allowed:

    1. Restrict number of residents to no more than XXX.2. Not allow residence halls to be closer than XXX feet to any neighboring residence and

    no taller than xxx feet3. Minimum XXX-year trial period of before considering more residents4. Complete re-evaluation of the situation, including more neighborhood input, before any

    additional student housing is approved. Pertinent info in new Master Plan that may or may not be useful: Master Plan drawings of the campus show only 2 residence halls (labeled as W). Page 33 indicates 3residence halls of up to 300 beds each. The Columbian newspaper article of Jan 8, 2019, indicates 2buildings of up to 350 students each. The Master Plan shows a total of 14 new buildings under the heading of “Future Campus Development”(pages 8 and 9). On page 33 of the Master Plan, “Future Campus Development” is defined and stipulatesthat these building could be new residence halls. Page 54 talks about ensuring “that resident students can park close to residence halls at night, yet do notoccupy prime parking locations during the day”. Page 44 talks about persuading residents “to park in lesspopular lots”. Permit only parking signs are posted West of the campus across 29th Ave near the Bus stop. The streetsintersecting 29th Ave where this is the case are 147th ,148th and 150th streets plus all connected avenuesto these streets. 150thstreet is on the Southern edge of Mount Vista.

    As a homeowner in Mount Vista since 1992, I feel that we have been misled.

    Background

    The Mount Vista community of 430 residences was built during the 1970s and 1980s. The attached map

    shows the location of Mount Vista as the highlighted areas both to the North and to the West of the

    campus. Obviously, we are very close neighbors of the WSU-V campus.

    What were we told?

    The 1992 Master Plan explicitly stated at least three times that WSU-V would be a non-residential or

    commuter campus.1 The Staff Report in the Background section clearly states that one of the major

    opinions from the local community during the WSU-V open houses was that “the campus should always

    be a commuter school”. Adding dormitories is the direct path away from continuing to be a commuter

    school. In this area at least, the opinions of the local community have obviously been ignored by WSU-V.

    Where will it end?

    The new WSU-V Master Plan directly calls for only 2 or 3 buildings of up to 300 residents each, or a total

    of up to 900 dormitory students.2 The new Master Plan however clearly leaves the door wide open for

    significantly increasing the number of residence halls to more than 2 or 3.3

    Regardless of what the new Master Plan says, I fear it is probable that WSU-V will add additional dorms

    as it sees fit. The fact that there is a request by the University to now allow dormitories is a testament to

    the fact that plans change. How can we be confident that this “2 or 3 buildings” will not be dramatically

    increased?

    Parking

    Parking for residents of the new dormitories is mentioned only in broad terms and without any real

    solutions being proposed – only wishes and desires.4 There will inevitably be parking by dorm residents

    in other parking lots, which will exacerbate an already inadequate parking situation, which will in turn

    impact surrounding neighborhoods even more.

  • Student parking has in the past encroached on neighboring communities to the point that the

    homeowners petitioned the county to post permitted only parking during weekdays along the streets

    West of the campus.5 We fear that continued student parking pressure will soon force additional

    sections of our neighborhood to also request permitted only parking, with the resulting inconvenience

    for our homeowners and guests.

    Rentals

    Mount Vista currently has less than 10% of its homes that are rentals. By encouraging WSU-V to become

    other than a commuter campus, it's likely that there will be an increase in this percentage. Renters tend

    to be less concerned with abiding by restrictions outlined in our governing documents. In addition, these

    new renters will probably be younger and intending to rent for shorter time periods. They will therefore

    be less interested in maintaining the current quality and environment of the existing community. There

    are also concerns that as more students live on campus or in the surrounding neighborhood, there

    might be the growth of “party houses” in our neighborhood.

    Request

    I strongly request that you reject the University District Code Update requested by WSU-V.

    Whether or not 300 or even 900 residents in WSU-V dormitories will cause problems for the

    surrounding neighborhoods cannot be proven at this time. However, as the number of residents

    increases, it becomes more and more likely to be disruptive until it is all but assured.

    Therefore, should the WSU-V request be approved and since there are currently no regulated limits to

    the number of residence halls that might be added, my second-choice request is for the county to:

    • Limit the initial number of on-campus residents to no more than 350

    • Restrict the building of the new residence hall(s) to the location shown on the new Master Plan

    drawings

    • At the end of a 3-year trial period and before any additional student housing is approved,

    require a complete re-evaluation of the situation, including more neighborhood input

    We love WSUV and understand the University wishes to grow and flourish but weare concerned. My residence (built before WSU's purchase of the property) shares aproperty line with the school yet I did not receive information, notification, orinvitation to the open houses that the proposal states were held. This fits a patternthat the university has recently developed of not being sensitive to the environmentin which it exists.

    The development plan in the proposal does not seem to contain a traffic impactstudy. Has that has been done on 29th avenue 134th and 139th avenue? Wewould suggest that the new long range plan does not have documentation aboutincreased egress or entrance options. This is problematic at present. Pedestriansafety, getting to and from the University and surrounding areas is very limitedduring several hours during the school day. With current levels of University trafficaccess to: mental health facilities, services for seniors, and hospitals areunreasonably delayed.Unless the University presents a specific plan to mitigate the inability of local Clarkcounty residents to get to services, I would ask that the commission delay inapproving the changes to this code.

    Hi Max. I am very supportive of on-campus housing. I don't have much time towrite an eloquent note, but I think it will only help the goal of growing more techtalent in town and should be helpful to the tech apprenticeship program we havealready.

    I am sure the community around WSUV will recognize the typical drawbacks ofstudent housing where there will be more opportunity for trouble in the area. I livenear campus and would expect it. But it is a growing pain to gaining a "full service"university in this town. The benefits outweigh the cons. Let's think long term.

    I have been a Mt Vista resident for the past 20 years. Contrary to some of theopinions I've heard expressed by our HOA Board and some of our residents, I am asupporter of the new WSUV Master Plan, including the addition of resident dorms. Ihave found WSUV to be an excellent neighbor, and feel any potential negativeimpacts are greatly outweighed by the opportunities. I believe our communitybenefits from a robust and well-planned university. It is a beautiful and well-maintained campus. We regularly take advantage of the walking trails, the greenspaces, and the library. I am especially supportive of the collaborations with ClarkCollege and the iTech Preparatory school, providing additional opportunities for myown children.

    I of course want the planning to continue carefully and mindfully of neighborhoodimpacts. I know that local off-campus parking in particular is a concern that shouldbe managed. And our own neighborhood needs to exercise care in how we managerentals. But I am confident in the management of WSUV and encourage you tosupport the project.

I wrote to the county about this idea in 2003. Iwas alarmed at that time about being able to exit my road. Since thattime the main change to entering 29th Ave is that the traffic hasgrown a hugh amount, as many new developements have been added up thehill. A recent morning I went to exit, looked very carefully up thesteep hill on 29th before I made my left turn onto 29th ave, all wasclear I made my left turn ,looked in my rearview mirrow to see a carright close to my rear back bumper. I consider myself a very gooddriver as I was married to a military man and we lived in Brooklyn,New York, Seattle, The Bay area and have had no problem gettingaround. C-Tran needs to back that bus stop furthur down from my exitas it is difficult to see around the bus when it is parked there.     To the Clark County Planning Commission:

    I understand that Washington State University Vancouver is seeking approval from the county to

    modify the "University District" zone. This seems like the appropriate time to address parking issues

    in the neighborhoods surrounding the campus.

    In short. I would like to propose that the county's approval of ANY expansions or improvements

    to the WSU-V campus be contineent upon the university providine FREE and adequate parkine

    for the students. staff. and visitors to the campus.

    Here are my reasons:

    • As a long-time resident of the Mt. Vista neighborhood, I attended a community outreach

    meeting hosted by Hal Dengerink of WSU-V, prior to any construction. This was probably 26

    years or so ago. During this meeting Mr. Dengerink committed that all improvements to the

    350 acres of farmland that they had bought would be done to minimize impact on the

    surrounding residential community. One of the features that were presented was a lighting

    system for the parking lots which wou ld be integrated with a canopy of trees to make them

    essentially invisible to the neighbors on NE 30th Avenue above the campus. That feature

    was never implemented and the neighbors on 30th Avenue have to look directly at well lit

    parking lots below them. I do not believe that the university was eyer sjncere jn their lip

    seryjce that they wanted to be good neighbors The fact that they have created a situation

    where students park in our neighborhoods is another manifestation of this dynamic.

    • In this day and age, the economic burdens of being a college student are overwhelming.

    Tuition, books, living expenses, and foregoing employment to devote time to studies forces

    young people to go into debt to obtain a college education. For the university to require

    that in addition to these expenses, that students pay for parking is, in my opinion,

    inappropriate. Apparently, the students agree because they park in our neighborhoods

    whenever they can, to avoid the fees.

    • NE 29th Avenue is a major arterial road. The speed limit is 35 MPH, but through traffic

    tends to go faster than that. People parallel parking and needing to walk on the road in

    order to get out of and back into their cars on the driver's side is a safety issue.

    • The campus has 350 acres, certainly adequate room to provide free parking. If Clark College

    can do it, so can WSU-V.

    • To address students' parking, the county has posted signs restricting parking in our

    neighborhoods to residents. While I understand that these restrictions are rarely enforced,

    it is uncomfortable to think that visitors to our neighborhoods may be breaking the law to

    park on the street to visit a resident.

    Please add my concerns to the testimony being accumulated rega rding the proposed zoning

    changes for WSU-V.

    4. Whether to pay for parking or not is the only cost saving choice a student has. All othereducational fees are required.

    5. Obvious choice is to park in the surrounding neighborhood of Mt. Vista.

    5. Dormitories

    1. What demographic indicates that dormitories are or will be necessary?2. Average age of student is 30 and married according to latest statistics reported by WSUV.

    What will cause that to change? 30-year-old married couple typically would not choose tolive in a dormitory setting.

    3. Dormitories imply students coming from out of town. What demographic statistic suggeststhat 900 new out of town students need on campus housing?

    4. Does WSUV really believe that they can provide housing cheaper than group rentals?5. What other regional WSU or UW campuses are considering dormitories?6. What recreational facilities will WSUV provide these on campus residents.7. What food service will WSUV provide to 900 students8. What health care will WSUV provide to these 900 students? Will they seek medical

    attention at Legacy Emergency room?9. Salmon Creek Boulevard is increasing seeing heavy traffic to and from the campus, what

    will WSUV do to alleviate the pressure on our infrastructure?

    6. Conclusion

    1. Our community feels betrayed by WSUV.2. They are not forthcoming with honest answers.3. Are they also not being honest with the county?

    7. Specific decision requests

    1. Not allow dormitories2. If dormitories allowed:

    1. Restrict number of residents to no more than XXX.2. Not allow residence halls to be closer than XXX feet to any neighboring residence

    and no taller than xxx feet3. Minimum XXX-year trial period of before considering more residents4. Complete re-evaluation of the situation, including more neighborhood input, before

    We have many concerns about WSU being allowed to bring in dormitory residence halls to the existingcampus. We purchase our home in Salmon Creek two and a half years ago. Part of our research intopurchasing housing in this area involved researching the master plan for WSU . It indicated this was anon residential housing college. Now, the current proposal changes the info that was available to us just two years ago. I haveconcerns regarding how this will impact the resale value of my home .Also the fact that this changecould impact the numbers of rentals in my immediate community and the parking also might beimpacted. Increased noise and crime may increase . The quality of our neighborhood would be at riskfor going downhill. We are concerned that our neighborhood would morph into something other thanfamily housing.We live at 2605 NE 158th St We are retired and chose this area for the serenity and the beauty . We donot want dorms at WSU Prior to moving here, I lived in Bellingham directly under WWU. I know what itis like living near a dormitory residential hall and do not want to repeat the experience.Please consider the residents of Salmon Creek area, specifically Mt Vista as important to this plan.Please do not change to allow dorms. Please stick with the plan as put forth to us when we looked intothe area.     Thank you for listening to my concerns regarding the CPZ2019-000026 update and your suggestions.

    I live off of 29th Ave, one block from WSU in a development called Avalon Meadows. Due to our close proximity to the campus, we're experiencing an increasing number of students parking in Mt. Vista neighborhoods- particularly in 2018. This impacts residents as it takes away guest parking. It also makes for a hazardous situation trying to egress in and out of Avalon Meadows. Students park right up to the corner causing cars to make wide turns from 29th onto 144th (see attachment). This, by the way, happens up and down 144th and now spreading to 31st Ave. Many of us are frustrated. One of my neighbors driveway was recently blocked and she couldn't get into her garage. In addition to our problem, there is a county park on 29th, directly across from the campus and unfortunately access is unavailable when classes are in session. Student parking blocks anyone else from using the facility. We first approached the University but it was a polite, sorry there is nothing we can do. Local sheriff said the same thing. I'm currently working with Public Works, Ejah Khan, but so far we've not resolved the situation.

    I completely understand the issues above are not in your domain since you're involved with the proposed dormitories to be built on campus- however, those issues do provide an all important context. Our concern, with regards to the project, is adequate parking ON CAMPUS if dorms are built. In addition, parking should be free to dorm residents. Our reasoning is, should WSU charge fees, it will only push more students to park in the surrounding neighborhoods- possibly long-term, as it would be easy walking distance to the campus and only exacerbate our problem. My understanding is WSU's parking fee structure is pretty hefty and when half of the students are on Pell grants, you can understand they're trying to save money. WSU must assume responsibility to address the impact they create to the surrounding community. They have the land to do so and as such, adequate parking and free parking should be part of the overall development plan.

    Hopefully there can be an amicable solution that serves the needs of WSU students and limit the impact on our neighborhoods and county park.
