I convey my best wishes and warm greetings to all themembers of Odisha Police on the occasion of 83rd OdishaPolice Formation Day. On this occasion I also rememberwith respect and gratitude the contributions of our formerleaders and members of Odisha Police in its long andglorious journey from the year 1936. Along with theincrease in its size over last eight decades, our duties,responsibilities and challenges have gone upexponentially during this period. I can say with satisfaction and pride that Odisha Policehas been able to overcome these challenges successfully.

But, new challenges emerge as we get better off the old ones. We should adapt ourselvesto the fast changing world, equip ourselves with new skills and develop capacity tomake use of technology in all spheres, particularly for the service delivery to the people.In this direction we are developing user friendly mobile phone applications for thebenefit of the general public. Other than technology, I have been emphasizing on “teamwork” and “transparency” in our functioning.

In the recently held Senior Police Officers’ Conference, several important mattersincluding the issue of enhancing the capacity of police stations were deliberated.Ultimately, we are judged by our efficiency at the level of the police station. We willdevelop one police station in each district as a “model police station” in terms ofinfrastructure, manpower and behavioral aspects. We hope that these police stationswill become role model for others especially in respect of delivery of service to thepeople.

70th State Police Athletic Championshiop : 2018The 70th State Police Athletic Championship – 2018was held at Kalinga Stadium, Bhubaneswar from 2nd to5th February, 2018. Sh BK Sharma, IPS, DGP, Fire Services& CG Home Guards inaugurated the event and tooksalute on the occasion. 990 participants from 52 PoliceEstablishments and Police Districts participated in thismega annual event. Competitions were held in 23events in Men’s category and 13 events in Women’scategory.

Dr RP Sharma, DGP graced the valedictory function asChief Guest and gave away the prizes and trophies tothe winners. 6th OSAP Bn., Cuttack and CommissioneratePolice (A) became the team champion in the men andwomen category respectively. Sepoy Koushalya KumarNayak of 6th OSAP Bn., Cuttack and DSI Saraswati Chandof Nayagarh District were adjudged as best athletes inthe men and women category. Sepoy Amit KumarMahanta, Sepoy Taranisena Mahanta & Sepoy Ashutosh ◆

Kumar Broke meet record in the triple jump event. SepoyKoushalya Kumar Nayak of 6th Bn. created new recordin the 400 mtrs. Hurdles, Hav. Reena Baa ofCommissionerate Police (A) created a new record inthe long jump event & 6th OSAP Bn., Cuttack created anew meet record in 4 × 100 mtr. Relay.

60th Senior Police Officers’ Conference - 2018

The 60th Senior Police Officers’ Conference of Odisha Police was held at Police Bhawan, Bhubaneswar on 13th

to 15th March, 2018. Superintendents of Police of all Districts, DCsP, Commandants of all Armed Police Battalions,Range IsGP, DIsGP, Under Training IPS Officers, Senior Officers of various Police Establishments as well as theHome Guards, Fire Services and Civil Defence Organisation, State Vigilance, Odisha State Police Housing andWelfare Corporation, Prisons Organisation and OHRC participated in the Conference.

Dr RP Sharma, IPS, DGP inaugurated the Conference on 13.3.2018 and Sh Naveen Patnaik, Hon’ble ChiefMinister graced the valedictory function on 15.3.2018. Chief Secretary, Development Commissioner, ACS HomeDeptt. and Principal Secretary Finance Deptt. interacted with the delegates on the closing day.

60th Senior Police Officers’ Conference - 2018

Presentations were made by Sr Officers and different working groups on crime scenario of the state, leftwing extremism, Capacity Building of Police Stations, People friendly Policing, Ethical Behaviour in Policing,Crime Control Measures, Critical Incident Management, Effective use of Social Media, Resource Management inSpecial Armed Police etc. The recommendations of the Working Groups are to be implemented to enhance thequality of policing in the state. Mobile app ‘Sahayata’ was launched and ‘Crime in Odisha’ was released by theHon’ble Chief Minister on this occasion. Awards are given to Bhadrak, Angul, Cuttack and Kalahandi District forbetter performance in implimentation of CCTNS and Kandhamal, Boudh Districts for anti-narcotics measures.

119 senior police officers attended the conference. Sh Satyajit Mohanty, Addl. DGP (Provisioning) andSh Amitabh Thakur, IGP (L&O) acted as Conference Secretary and Dy. Conference Secretary respectively for thisyear’s Conference. ◆

Seminars / Workshops / Training

Sambalpur Police organised a Workshop on Cyber CrimeForensics at Police Community Centre, Sambalpur on17.1.2018. Sh SK Nath, IGP (NR) attended the programmeas Chief Guest. 70 police officers from Sambalpur, Bolangir,Bargarh, Jharsuguda and Subarnapur Districts attendedthe workshop. Training was imparted on Cyber Forensics,Investigation procedure on ATM fraud, credit card fraud,face book related offence, viral images and videos etc.Scientist from State FSL acted as resource persons.

A training Programme for providing basic lifesupport in case of any emergency was held atTraffic Police Hdqrs., Bhubaneswar. Jointlyorganized by Commissionerate Police and CareHospital, the programme imparted training totraffic personnel on cardio-pulmonary resuscitationin case of an emergency. Addl. Commissioner PoliceSh PS Ranpise and DCP Traffic Sh. Krushna ChandraSamal were present during training.

State Crime Branch organised a workshop onDomestic Violence on Women at Police Bhawan,Bhubaneswar in collaboration with a NGOSammanita. 60 police officers from IAHTU andinvestigation Unit of Crime Against Womenparticipated in the workshop. The workshop focusedon implementation of various provisions of DomesticViolence Act. Dr RP Sharma, DGP, Sh SK Upadhaya,ADGP Crime, Sh NK Kanodia, DIGP, CID CB,Padmashree Tulasi Munda, Mrs Barsha Priyadarshiniattended the programme as guests.

Mayurbhanj Police organised a seminar on the “Roleof students on Nation Building” at MPC AutonomousCollege, Baripada on 13th March, 2018.Dr Madhusudan Sahoo, Principal presided over theprogramme. Sh Goutam Biswal, DSP (Trainee),Sh Abhimanyu Nayak, SDPO & Sh Ashok KumarNayak, OIC, Baripada PS attended the programmeas Guests. Students & teachers of MPC AutonomousCollege, Baripada participated in the semiar &interacted the Guests.

Traffic Police of UPD Cuttack organized aworkshop on “Human Ethics in Policing” atCuttack. Sh KC Samal, DCP Traffic attended theprogramme as Chief Guest and advised thetraffic cops to show good behavior to publicwhile on duty. The traffic cops were calledupon to be punctual, polite, helpful andfriendly while dealing with commuters,general public and drivers.

Beating the Retreat Ceremony - 2018

The ceremoninal event “Beating the Retreat” was held at OSAP 7th Battalion premises Bhubaneswar on 30.01.2018.Sj. Naveen Patnaik, Hon’ble Chief Minister of Odisha was the Chief Guest on the occasion. The ceremony was alsoattend by Dr RP Sharma, DGP Odisha, Sh Asit Tripathy, ACS, Home Department and other senior officers of State Police.Brass Band, Pipe Band, String Band and Bugle Team of Odisha Police kept the audience spell bound with partrioticnumbers against the delightful backdrop. Spectacular cultural programme was also organized by different Battalionsof Odisha Police to showcase the rich cultural traditions of the State.

10th Raising Day of Commissionerate of Police, Bhubaneswar - Cuttack

The 10th Raising Day of Police Commissionerate, Bhubaneswar - Cuttack was celebrated on 3rd January, 2018. A combinedceremonial parade was organized on the occasion in which contigents from each sub units of the Police Commissionerateparticipated. Dr RP Sharma, DGP graced the occaion as the Chief Guest and felicitated the selected Police Personnelfor their commendable work. Some members of the civil society were also felicited by the Chief Guest for theirsupport and assistance to police in prevention of crime in the twin city. Sh YB Khurania, Commissioner of Police,Bhubaneswar-Cuttack, Sh PS Ranpise, Addl. CP, Sh Satyabrata Bhoi, CDP UPD Bhubaneswar and Sh Akhileswar Singh,CDP Cuttack were present on the occasion.

2nd Commandants’ Conference - 2018

The 2nd Commandants Conference 2018 was held on 17th & 18th January, 2018 at Command Centre and Control Roomof Special Armed Police in Bhubaneswar. The conference was inaugurated by Sh Satyajit Mohanty, ADG of Police(Provisioning). Smt B Radhika, ADGP SAP assisted by Sh Sanjeeb Panda, IG SAP conducted the conference. There aretwenty two battalions in the state of which 8 are OSAP, 9 are IR and rest are SS Battalions. They are engaged inmaintaining law and order, conducting anti-maoist operation, providing security to vital installations and to VIPs etc.Ten working groups were formed and made presentations on different subjects like training, deployment of force,welfare, personnel issues, Odisha Disaster Rapid Action Force (ODRAF), Odisha Industrial Security Force (OISF), OdishaSwift Action Force (OSAF) etc. 28 Commandants, 8 Dy. Commandants & 4 Asst. Commandants attended the conference.Dr Rajendra Prasad Sharma, DGP graced the valedictory session as Chief Guest. Sh Sunil Roy, Director Intelligence wasthe Guest of Honour. DGP launched the e-grievance system and e-office system of SAP on this occasion. ◆

by SP, Sambalpur in the groupwhatsapp struck a note withme. I thought it worth sharingin the limited space that I’vethe privilege to pen my thoughts.The picture is that of a trafficconstable helping a differentlyabled woman cross the road. Itwas candid and was taken bya journalist friend who sharedit with SP.

In the recently concluded senior PoliceOfficers’ Conference I was deliberatingon attitudinal changes required forpeople friendly policing and gave theexample of Kerala traffic cops oftenseen helping elderly people and childrencross the busy traffic junctions. It is acommon sight on busy Kerala roads.And I contrasted it with my ownexperience while shooting a similarsequence for the Odisha police themesong that was to be edited later to fitinto the lyrics. After several cuts andpersonal briefing to the police personswho were selected to act the sequence,the crew had to work overtime to get afive second edited version. The reason;our men escorted the elderly person onthe frame as if he was on the wrongside of law.I am sure that the traffic cop ofSambalpur has never been trained onstuff like attitudinal change but he isa man with ample empathy. Heunderstands the difference between aniron grip and a helping hand. Is henot a role model?
