South Texas College leads the state in providing dual credit opportunities to over 15,000
high school students. STC partners with numerous area high school sites, middle schools,
and elementary schools to aggressively promote a “college-going” culture through dual
credit courses and academies, dropout recovery programs, early college high schools, and
college enrollment initiatives.
South Texas College’s Dual 2 Degree designation encompasses many activities and Dual
Credit Programs all in support of transitioning dual credit students from high school to
South Texas College.

Dual Credit Programs
South Texas College Academic Affairs Division has developed dual credit programs to
have a direct impact on student success from “at-risk” students to high achieving Juniors
and Seniors. Programs such as:

House Bill 5 (HB 5), enacted by the Texas Legislature during the 83rd session, made
substantial changes to the State’s graduation requirements, moving from the current
“4x4” graduation plans to a 22-credit Foundation High School Program. In addition,
HB 5 allows students to earn endorsements in specific areas of study by completing four
additional credits for a total of 26 hours toward a post-secondary degree. HB 5 was voted
into law on June 10, 2013 and took effect with the beginning of the 2014-2015 school
year.
With the adoption of the Foundation High School Program, HB 5 eliminates the
Minimum Recommended and Advanced High School graduation programs, which
have been in place for over a decade. Additionally, the bill creates the concept of
“endorsements” based on student choice and the conferral of a diploma for the
completion of courses reflecting career interests.

Shortly after HB 5 was passed, South Texas College began its collaboration with area
independent school districts to develop a framework to support the HB 5 requirements and
also to create a seamless pathway for students entering 8th grade. The pathway provides
opportunities for students to begin taking dual credit courses in their area of career interest
(endorsements) and have the opportunity to earn a credential (Certificate or Associate
Degree) while in high school, and make progress toward earning a Bachelor degree.
The following pages show the frameworks that were developed to support the HB 5
requirement. As of Fall 2015, South Texas College supports 22 Independent School
Districts in its service area.

South Texas College has a rigorous process for identifying appropriate programs for
development. All workforce programs are required to maintain regular communication
with an active advisory committee to review the program’s curriculum and to suggest
changes to keep current with business and industry expectations. Very important to the
success of workforce programs is the experience contributed by professionals from the
areas of business and industry. The advisory committee remains integral in the ongoing
implementation of the program as the committee is required to meet twice per year to
ensure the program continues to meet industry needs and standards.

South Texas College Workforce Advisory Committees follow the Texas Higher Education Coordinating Board’s (THECB) Guidelines for Instructional Program in Workforce Education (GIPWE) to fulfill the criteria in the review and development of workforce programs at the College as well as meet industry needs and students. The roles and responsibilities of the advisory committees are delineated below.
Roles and Responsibilities of the Advisory Committee
Effective Use of Advisory Committees For each workforce education program, institutions must establish an industry-based advisory committee. The advisory committee is one of the principal means of ensuring meaningful business and industry participation in program creation and revision.
The role of an advisory committee is to:
(1) Help a college document the need for a workforce education program
(2) Ensure that the program has adequate resources and a well-designed curriculum to provide students with the knowledge, skills, and abilities essential for employment.
Advisory committees perform the following functions:
(1) Evaluating the goals and objectives of the program curriculum;
(2) Establishing workplace competencies for the program occupation(s);
(3) Suggesting program revisions as needed;
(4) Evaluating the adequacy of existing college facilities and equipment;
(5) Advising college personnel on the selection and acquisition of new equipment;
(6) Identifying local business and industry leaders who will provide students with external learning experiences, employment, and placement opportunities;
(7) Assisting in the professional development of the faculty;
(8) Assisting in promoting and publicizing the program to the community and to business and industry;
(9) Representing the needs of students from special populations.
Advisory Committee Composition Advisory committees must be composed of persons who broadly represent the demographics, including ethnic and gender diversity, of the institution’s service area as well as the occupational field in all sectors of the business community. Members should be well informed about the knowledge, skills, and abilities required for the occupation for which they are providing information and guidance
Advisory Committee Meetings/Minutes According to South Texas College’s Program Review measures, all Workforce Program Chairs are to convene two Advisory Committees meetings per academic year and should have a quorum present. Additionally, committee members should be kept apprised of the program’s performance throughout the year. During the development of new programs, advisory committees must meet in person at least twice and communicate throughout the program development and approval process.
All meetings of an advisory committee must be recorded in official minutes. Minutes must be maintained by the institution and made available to Coordinating Board staff upon request.

Associate Degrees
Dual Credit Students have the opportunity to complete any Associate Degree offered by STC
for which courses are offered through the Dual Enrollment Academies or through Early College
High Schools.
South Texas College Dual Enrollment AcademiesSince 2005, South Texas College has been offering a unique opportunity for high achieving high
school students to earn an associate degree from STC while they complete their high school
graduation requirements. The academies are two-year Dual Enrollment programs for high school
juniors interested in pursuing careers in health care, engineering, computer science or criminal
justice. The academies are designed to encourage students to explore such careers through college
coursework and academy program-related activities. Students who complete the program earn an
Associate of Science degree in Biology, Engineering, Computer Science or Criminal Justice by the
end of their senior year in high school.

Early College High Schools
South Texas College partnered with a school district to establish its first Early College
High School (ECHS) in Fall 2008. Since then, South Texas College has become the higher
education partner for 30 ECHS with enrollment that exceeds 12,000 students. Each ECHS
is an autonomous public high school designed to create a seamless transition between high
school and college, culminating in the completion of an associate degree before the end
of the high school. The chart below indicates the number of students who have graduated

South Texas College provides opportunities for students to earn credentials that are
stackable and form a viable pathway toward educational attainment. “Stackable
Credentials are a sequence of credentials that can be accumulated over time to build up an
individual’s qualifications and help them move along a career pathway.” (Source: TEGL 15-10,
www.doleta.gov).
At South Texas College, students can build momentum towards an Associate of Applied
Science degree or a Bachelor’s degree while earning credentials along the way. In a
variety of programs, students can begin by earning a Occupational Skills Award with
9-14 semester credit hours, and then continue to work towards a one or two-semester
Certificate that requires 15 – 42 semester credit hours. The credits earned as part of
these credentials are then applicable towards an Associate of Applied Science degree.
Finally, many of the Associate of Applied Science degrees build seamlessly into the
Bachelor of Applied Technology Degrees offered at South Texas College.

There are 4 steps that school districts and prospective Dual Credit Faculty (DCF) need to
follow to teach Dual Credit courses for South Texas College.
FALL SEMESTER APPLICATION DUE DATE: April 15th
DUAL CREDIT FACULTY APPROVAL PROCESS (4-STEP)
1INITIAL REVIEW — OFFICE OF HSPSSchool District (SD) and / or DCF applicant forwards a copy of his/her transcripts to the Office of High School Programs and Services for initial review.
If the applicant does not have the minimum required credentials:• Applicant will be notified that he/she does not meet the minimum requirement to teach at STC
If the applicant has the minimum required credentials:• Applicant will be notified that the transcript has been forwarded to the department for review.• If department chair confirms that the applicant has the needed credentials to teach the course then the
process moves forward.
2FOLLOW UP REVIEW — OFFICE OF HSPSApplicant is contacted by the Office of HSPS and is informed to complete the interview packet that will include the STC application, resume, references, copy of transcript, and any certifications, awards, and documents related to their professional experience.
• Thereafter, the applicant meets with HSPS staff for preliminary interview and to review the application packet.
• Afterwards, the HSPS staff will set up an interview for the applicant with the department chair.
3REVIEW — DEPARTMENT CHAIR & COMMITTEEAfter the departmental review and interview is completed:
If the applicant is recommended:• Applicant will be informed that he/she has been recommended.• Intent to Hire form along with applicant’s documents will be sent to HR.• When notified by HSPS staff, the applicant will go to HR to complete hiring packet.
If the applicant is not recommended:• Applicant will be informed that he/she did not receive recommendation from department chair or interview

4REVIEW — HUMAN RESOURCES DEPARTMENTAfter complete documents have been submitted to HR by the chair, along with Intent to Hire form, HR will complete its review.
If cleared by HR:• New DCF will complete the required paperwork, will be assigned an STC ID# and email account.• DCF can begin teaching college dual enrollment courses.
If not cleared by HR:• Applicant will be informed of the reason.

DUAL CREDIT FACULTYAPPROVAL PROCESSReview – Department Chair & Committee
The approval process for the Dual Credit Faculty to teach a dual credit course will be consistent with the
standards used to assess a faculty member for the course taught on the STC campus. Merely having the
credentials to teach college courses, is no assurance of approval into the program. The department chair
has the authority to interview and make the final decision regarding the approval and dismissal of faculty
teaching courses for STC in the high schools based on credentials, teaching experience, presentation, subject
knowledge, and other instructional factors related to the subject matter.
CHAIR REVIEW:Department chair examines applicant’s application packets and conducts the initial interview. The Chair reviews and confirms that the applicant’s academic credentials meet STC Board Policy #4151: Academic and Professional Credentials of Faculty.
DEPARTMENT COMMITTEE REVIEW:Chair has the option to use a division /department standing committee (a standing committee will have up to three faculty members who teach in that discipline and one faculty from outside of the department).
When a standing committee is used the applicant will be asked to meet with the committee for an interview and to demonstrate teaching proficiency. If this option is selected by the chair, the committee will conclude their activities and provide their assessment to the Division Dean and the Office of High School Programs and Services (HSPS) within one week after the conclusion of the interviews. All interviews will cease by the end of June. Exceptions, as allowed by the office of HSPS and Department Chair, are only for the replacement of a current DCF who has left the program after this deadline.
Departmental committee will utilize the following assessment criteria during the interview:
w INTERVIEW ASSESSMENT CRITERIA: Based on Faculty Duties & Responsibilities listed in the Faculty Handbook 2013-2014, pages 62-63 & Dual Credit Manual Faculty Approval Process.• Teaching Experience: Years and levels• Presentation: Communication, interpersonal, and organizational skills• Subject Knowledge: Mastery of the subject matter• Other Instructional factors§ Evaluation of student learning at college level§ Commitment to a College Philosophy of education
w INFORMING APPLICANTS:• The Dual Credit Specialist from the Office of the HSPS will contact each applicant to inform them of the outcome of the interview.• Department chair will provide their assessment of each applicant to the Administrator for the HSPS Administrator who will contact the
principal to provide them with the chair’s assessment of the applicant (reasons why applicant was not approved).• Applicants who would like to know the reasons they were not approved should contact their principal for this information.• Applicants may contact the office of HSPS to request staff development activities that may be completed in preparation for a future interview
for approval.
