Please provide a timeline and any relevant details of Voter ConsultancyLtd's regulation by the Electoral Commission; eg when did VoterConsultancy Ltd apply to be regulated by the Electoral Commission? Whenwas it given third party status? What is Voter Consultancy Ltd's currentstatus? If it no longer has third party status, when did this end? Our response is as follows: We hold the information you have requested. Questions one and twoYou requested internal and external correspondence and communicationsbetween the Electoral Commission, and Thomas Borwick and Voter ConsultancyLimited respectively. We define internal correspondence as correspondencebetween members of the Commission. As such, there is no internalcorrespondence between the Commission and those external bodies, as by itsnature that correspondence is external correspondence. Attached are the documents that we hold to the date of your request that arecorrespondence between the Electoral Commission and Thomas Borwick or VoterConsultancy Limited. Please note that some of the documents which fall within the scope of yourrequest have been released under a previous, similar FOI request. As such, wehave not included these documents under your request. Instead, you can viewthese previously-released documents athttps://www.electoralcommission.org.uk/__data/assets/pdf_file/0004/238324/FOI-120-17-and-attachments.pdf. Exemption under section 40You will notice that certain personal details have been redacted from thedocuments we are releasing. This redaction is necessary because section 40(2)and (3)(a) of the Freedom of Information Act 2000 (FOI) Act provides that personaldata, where its disclosure would breach one of the data protection principles, isexempt from disclosure. The first data protection principle states that personaldata must be processed fairly and lawfully. The Commission considers that it would be unfair to release the names andpersonal contact details of junior officials, who were not employed in public facingroles and did not act as spokespersons for their employer, as those individualswould have a reasonable expectation that this personal data would not bedisclosed to the general public. Other personal data has been withheld as itrelates to sensitive personal data of individuals. Some information has also been redacted as it falls outside the scope of yourrequest. Question threeVoter Consultancy Ltd has been registered as a third party with the Commission
on two separate occasions.
· Registered on 13 September 2013, and lapsed on 13 December 2015.Thomas Borwick was the responsible person and secretary for VoterConsultancy Ltd. You can view the Voter Consultancy Ltd’s previousregistration entry here.
· Registered on 11 January 2016, and lapsed on 20 July 2017. ThomasBorwick was the responsible person for Voter Consultancy, and ChristopherMatthew Ball was secretary. You can view Voter Consultancy Ltd’sprevious registration entry here.

Organisations applying to register as non-party campaigners must provide the names of the people that make up their governing bodies or committees. In law these people are called ‘relevant participators’.
As you have applied to register as a Company, you must provide us with the names of Voter Consultancy Ltd’s company directors. We have a form available on our website for this purpose (please see the link below), or alternatively we are happy to accept a list of the names by email.
Secondly, an application to register with us as a company must be authorised by the named company secretary. If you do not have a named company secretary, someone acting in a similar capacity with overall responsibility for the administrative affairs of the organisation may sign the application.
I note that you have signed the form as a director of the company. I would be grateful if you could confirm by return email whether;
1. You are the named company secretary or;
2. Voter Consultancy does not have a named company secretary, and you overall responsibility for the administrative affairs of the company and is signing in a similar capacity to that of a company secretary
Should another individual be the company secretary, they must provide their authorisation for the application to register by signing the attached declaration page and returning it to us.
With regards to your enquiry about reference numbers, our online system generates a unique identifier for each new registration. As your application to re-register Voter Consultancy Ltd is in effect a new application, your new reference number will be different to the one for the previous registration.
