Award of CRP #350822- NE 94th Avenue Improvement Project (Vicinity of NE Padden Parkway to NE ggth Street)

This Capital Improvement project will improve a portion of NE 94th Avenue to a 2-lane minor arterial; with center turn lane I median, bike lanes, sidewalks, and drainage improvements. Also, the traffic signal at NE 94th Avenue I Padden Parkway will be upgraded. Acceleration and deceleration lanes will be constructed on Padden Parkway.

Purchasing received seven responses to CRP #350822. The bids were checked for accuracy, content, and compliance to specifications.

Upon review it was found that the low bidder Thompson Brothers Excavating of Vancouver, WA, failed to identify themselves or a subcontractor to perform the plumbing work as required by the specifications and is therefore rejected .

Purchasing and Public Works recommend that NE 94th Avenue Improvement project, be awarded to the lowest responsive bidder, Tapani, Inc. of Battle Ground, WA, in the total bid amount of $5,609,203.11, including Washington State Sales Tax, and grant authority to the County Manager to sign all bid related contracts.

This Capital Improvement Program project will improve a portion of NE 94th Avenue to a 2-lane minor arterial (M-2cb); with center tum lane I median, bike lanes, sidewalks, and drainage improvements. Also, the traffic signal at NE 94th Avenue/ Padden Parkway will be upgraded. Acceleration and deceleration lanes will be constructed on Padden Parkway.

This project will provide approximately 56 family wage jobs for the community.

The Department of Public Works has reviewed the submitted bids for the proposed construction of the above subject project.

The bids have been checked for accuracy and compliance with the bidding requirements.

Seven (7) firms submitted bids in the amounts shown on the attached Tabulation of Bids and Bidders. The lowest bid of $5,609,203.11 was submitted by the responsive, responsible bidder Tapani Inc. of Vancouver Washington.

The non-responsive bidder was disqualified due to: • Bidder one, Thompson Bros., missing disclosure item in the submitted bid packet.

We recommend that the Board of County Councilors award the contract for the construction of NE 94th Avenue (Vicinity of NE Padden Parkway to NE 99th Street), CRP#350822, to Tapani, Inc. in the amount of $5,609,203.11.
