MEMORANDUM TO THE NATIONAL SECURITY ADVISOR

SUCCESS OF CSIS-LED FOREIGN SECURITY SCREENING CONFERENCE

ISSUE;

Building on its experience in Operation Syrian Refugee, the Canadian Security IntelligenceService (CSIS) convened a conference with foreign partners on the issue of security screeningand will continue to build on this successful initiative.

DISCUSSION:

CSIS played a key role in the Government of Canada's initiative to resettle 25,000 Syrianrefugees between November 2015 and February 2016, with its security screening effort havinggained international recognition among allies. In response to interest in CSIS best practicesexpressed by several foreign intelligence partners, CSIS convened a Foreign Security ScreeningConference in October 2016. Participants included intelligence and law enforcement officials

With a focus on the Service's

security screening process and its contribution to Operation Syrian Refugee, the conference alsoincluded presentations from Immigration, Refugees and Citizenship Canada and the CanadaBorder Services Agency, as well as a roundtable on the security screening protocols andprocesses implemented by participant agencies.

Beyond the immediate takeaways to be briefed up within respective agencies, participants alsoexpressed an interest in sharing elements of respective security screening processes. As a result,the Service will share overview material, including with participants.Moreover, intelligence partners, have expressed aninterest in CSIS advice on particular security screening processes, with additional initiativesexpected to follow. The Service will promote such initiatives, as appropriate.

By promoting an international conversation on immigration and associated security screeningrequirements, CSIS has positioned itself as a leader in this field within the intelligencecommunity. To maintain momentum and build cooperation in this regard, CSIS will continue toengage with partners, and will work with the community to identify a host for the nextconference. " O/9
