Winter months present different challenges for employ-ees entering and exiting their vehicles and while delivering mail. You can reduce your chances of being injured if you know how to walk properly in inclement weather. Here are some tips on how to make your winter walk a safe one:

Use Proper FootwearProper footwear is essential for safe walking on slip-pery surfaces. When walking on snow or ice:

Always wear rubbers or boots with a distinct tread or concentric circles on the sole.

Never wear shoes with leather soles.

Never wear overshoes with smooth soles or worn tread.

Using footwear with smooth soles or worn tread is dangerous. In most cases, it’s worse than not wear-ing overshoes at all. Smooth material cannot main-tain traction on slippery streets and walkways. The worn tread increases the possibility of a fall.

Use HandrailsWhere possible, use handrails or other stable sup-ports, especially when going up and down steps.

Under icy conditions, the best preventive measure is to avoid steps that have not been cleared. When you do encounter steps that are not properly cleared:

Notify your supervisor of uncleared steps.

Your supervisor will notify the owner and may withhold street delivery of the mail until the condi-tion is corrected.

Walk With CareMake sure your walking habits suit weather condi-tions:

Finger mail where safe to do so and conditions permit.

Scan the area ahead of you.

Try to avoid snowy areas that may conceal icy patches.

If you must walk on slippery or uncleared areas, take short steps, sliding your feet in a drag-and-shove fashion. Keep your weight forward and toes pointed outward to help maintain your balance.

Avoid wet leaves and mud slicks.

Be cautious when walking on powdered snow on painted surfaces, such as steps and porches. The granular snow reduces foot-surface contact, making the area slippery and dangerous.

Take extra precautions when entering and exiting your vehicle.

America Recycles Day, November 15, 2012, marks our recommitment to the reduction of waste and a concerted effort to increase the recycling of the wide range of recycla-ble materials we generate in our normal operations. This issue of the Postal Bulletin features articles on how you can reduce the amount of solid waste that is disposed in land-fills and help the Postal Service™ achieve its zero waste goals. Thousands of tons of perfectly recyclable materials are thrown away annually, costing the Postal Service over $49 million in disposal costs. By increasing the recycling efforts of the Postal Service, we strengthen our commit-ment under the U.S. Environmental Protection Agency’s Federal Green Challenge. The Federal Green Challenge gives the Postal Service the ability to demonstrate innova-tive approaches to reducing our agency’s environmental footprint. The Postal Service has the opportunity to be rec-ognized under this program for our efforts in implementing the sustainability goal of diverting 50 percent of our waste from landfills.

In Fiscal Year 2012, we asked each of you to adopt the Environmental Protection Agency’s Federal Green Chal-lenge with the objective of recycling 50 percent of your solid waste by the year 2015. We know this goal is achiev-able because collectively we recycled approximately 45 percent of our Postal Service solid waste in FY 2011. We can meet this 2015 recycling goal if each of us makes a special effort to increase the amount of waste we divert into recycling bins. Please adopt one or more strategies to reduce your facility’s waste by 10 percent or more as described in the accompanying articles in this issue of the Postal Bulletin.

Taking on this challenge helps reach our long-term zero waste goal. Zero waste is not an impossible dream. We are encouraged by the remarkable recycling accomplishments of nine vehicle maintenance facilities and nine processing and distribution center pilot sites in all seven areas that col-lectively demonstrated that nearly all Postal Service wastes are recyclable. In FY 2010, these 18 facilities were early adopters of the Federal Green Challenge and proved that nearly 90 percent of their waste stream could be recycled. Moreover, in FY 2012, thanks to the efforts of Leo Brenot, facility recycling coordinator for the Toledo Processing and Distribution Facility, and his fellow employees, that facility now recycles 95 percent of its waste stream. Thanks to these discretionary efforts, the Postal Service generated nearly $24 million in FY 2012 — an unprecedented achieve-ment given the recent decline in mail volume and substan-tial declines in the market value of paper and cardboard.

Ten Things You Can Do to Reduce Waste by 10 Percent or MoreDiscarded Mail in Chute

On America Recycles Day, November 15, you can dem-onstrate your personal commitment to reducing waste and increasing recycling of the wide range of recyclable mate-rials we generate in our normal operations.

To achieve the goal of recycling 50 percent of Postal Service waste, every Postmaster, station and branch man-

ager, plant manager, and vehicle maintenance manager should identify one or more strategies to reduce waste. Here are 10 ideas to consider. Pick one or more and make a commitment to reduce your facility waste by 10 percent in Fiscal Year 2013. For further information on these and many other ideas, go to the Office of Sustainability website at http://blue.usps.gov/sustainability/.

1. Recycle Cans and Bottles. Recycle all your cans and bottles and reduce your waste by 7 percent.

2. Initiate a Discarded Lobby Mail (DLM) Program.Post Offices™ that offer a DLM recycling program can reduce facility waste by 10 percent or more, es-pecially if they notify PO Box™ customers about the program. To increase awareness, use Poster 615, Read, Respond, Recycle Your Mail, and Notice 180, Lobby Recycling Postcard, a postcard designed to remind PO Box customers to recycle their mail. You can order these awareness tools at no cost at: http://blue.usps.gov/sustainability/earthday/ordering_green_supplies.htm.

3. Recycle Plastic Wrap. If you recycle the plastic wrap from carrier cases, you can reduce up to 32 percent of your facility’s waste stream.

4. Recycle Used Batteries. Recycling used batteries can reduce your facility’s waste stream by up to 1 percent. More importantly, batteries are considered a type of hazardous waste, known as universal waste,that must be recycled.

5. Recycle Cardboard. Recycling cardboard reduces your waste stream by 9 percent (if you are not cur-rently recycling it).

6. Create a Composting Bin to Reduce Food Waste.This reduces waste by as much as 17 percent and creates black gold, a valuable way to enrich your soil. If you want to adopt innovative approaches to achieve zero waste, consider composting as a key step in that process.

7. Locate and Label Recycling Bins Properly. Ensure that recycling containers are located near recycling activities and that the contents are properly labeled. Doing this can reduce waste from 5 percent to 50 percent, as long as employees know how and where to recycle.

8. Anticipate Holiday Waste. Place recycling bins in mail processing facility workrooms to capture plastic, cardboard, and mixed waste generated in high vol-umes during the holiday season. This could reduce waste by 10 percent.

9. Recycle eWaste. Recycle your electronic equip-ment, known as eWaste. This reduces waste by as much as one-half of 1 percent.

10. Purchase Recycled-Content Products. “If you are not buying recycled-content products, you are not recycling.” The market for recycling requires not only

a supply of recyclable materials, but also a demand for recycled-content products. Further, it is consis-tent with buying American products.

The Federal Green Challenge Carrier Recycling Plastic Wrap

The Federal Green Challenge is a national initiative under the U.S. Environmental Protection Agency’s Sustain-able Materials Management Program that challenges fed-eral agencies nationwide to lead by example in reducing the federal government’s environmental impact.

Federal agencies start the challenge by choosing a focus in waste, electronics, or purchasing green products. Then they chose a second focus area from one of these: energy, water, or transportation. Members commit to improving by at least 5 percent per year in their two focus areas.

Why Is the Federal Green Challenge Important?The Postal Service can reduce its environmental footprint

and fulfill its responsibilities under Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance, and EO 13423, Strengthening Fed-eral Environmental, Energy, and Transportation Management.

By implementing the Federal Green Challenge, the Postal Service will:

Lead by example.

Demonstrate innovative techniques.

Be recognized for environmental leadership.

What Is the Postal Service Doing? As a charter member of the EPA’s Federal Green Chal-

lenge, the Postal Service is the only federal agency to make a corporate-wide commitment to the challenge. Every Post Office™ in America has been tasked with increasing its recycling levels by 5 percent over last year’s performance.

Our commitment to these goals is founded on the sustain-ability practices of our employees, who demonstrate their support for recycling and pollution prevention every day.

The Postal Service is committed to meeting the EO goals of diverting 50 percent of its solid waste from landfills by the year 2015. To achieve that objective, the Postal Ser-vice is committed to increasing facility-level recycling by 5 percent in Fiscal Year (FY) 2013. A secondary goal is to increase the purchase of products with recycled content.

In FY 2011, the Postal Service:

Purchased over $288 million worth of products with recycled content, making it one of the nation’s largest supporters of the recycling industry.

Recycled more than 215,000 tons of solid waste, which generated over $24 million in revenue and over $14 million in avoided landfill costs.

What Are the Benefits of Participation?These accomplishments benefit the Postal Service and

also provide environmental and economic benefits to all Americans by:

Creating recycling jobs.

Reducing energy consumption.

Reducing greenhouse gases.

Recycling Achievements in Fiscal Year 2012Automating the Collection of Mixed Paper Generates Increased Revenue

Despite a lackluster market for recyclables in the mar-ketplace and a wide range of other competing organiza-tional priorities, in Fiscal Year 2012 Postal Service employees have done a remarkable job of recycling a wide range of waste materials. During the last 12 months, post-masters have taken up the Federal Green Challenge with the aim of reducing solid waste disposal and increasing our overall rate of recycling. Here are some of the major accomplishments from last year.

Opportunities to Improve Recycling Performance. In Fiscal Year 2012, the Office of Sustainability completed waste audits at nine processing and distribution centers and facilities located in each of the seven Postal Service areas. The results were striking:

87 percent of the material found in the trash was recyclable.

68 percent of the waste found in Postal Service dumpsters was made up of these three items:

Cardboard, 9 percent.

Paper, 27 percent.

Plastic, 32 percent.

Clearly we have the opportunity to improve our perfor-mance simply by reminding our fellow employees that these materials are recyclable.

Value of Materials Disposed of in the Trash. Not recy-cling is no longer an option. The market value of paper, cardboard, plastics, and metals is high. Even in a slightly

depressed market, mixed paper is still being sold for $51 a ton, sorted office paper sells for $171 a ton, cardboard sells for $83 a ton, and clean plastic sells for up to $400 a ton. Throwing these materials in the trash is throwing money away. With the help of the Facilities Services Category Management Center, Postal Service facilities are using market-based pricing to ensure that field recycling efforts capture the highest possible commodity value.

Employee Recycling Performance. The Office of Sus-tainability conducted a nationwide employee survey of green practices during the spring of 2012. The survey, encompassing the views of over 17,000 employees with access to computers, revealed the extent of recycling by Postal Service employees:

These results clearly show that a substantial commit-ment to paper recycling exists, but a great opportunity remains to improve the recycling of plastic and metals — two waste streams that have the potential to reduce solid waste disposal costs and simultaneously increase recy-cling revenue.

Using Reverse Logistics to Expand Recycling. During the last three years, the Postal Service has expanded its recycling revenue from less than $5M in FY 2010 to $23.8M in FY 2012. The primary reason for this remarkable improvement in revenue is the expansion of the number and size of Postal Service facilities serving as hubs for col-lecting recyclables from retail facilities. In FY 2009, there were only 175 Postal Service facilities that functioned as hub collection centers for recyclables generated at retail facilities. By the end of FY 2012, there were 303 Postal Ser-vice facilities serving as hub collection centers.

Consolidating recyclable materials — especially unde-liverable standard mail, discarded lobby mail, cardboard and plastic — transforms low-value commodities into high-value commodities by eliminating vendor transportation costs. Currently, over 12,000 Post Offices are participating in reverse logistics recycling initiatives, a 100 percent improvement over FY 2008 participation levels. Almost all of these 12,000 offices are offering their PO Box customers secure discarded lobby mail recycling. There were less

than 4,000 offices offering lobby recycling in FY 2008. Postmasters have more than tripled lobby recycling partic-ipation levels compared to FY 2008!

Recycling Revenue per Delivery Point. How can we compare the recycling performance of one district with 5 million delivery points to another that may have 1 million? The Office of Sustainability has adopted a new metric to measure revenue generated from recycling by delivery point. This metric standardizes comparison of district recy-cling revenue across the nation. In FY 2012, the Northern New England district topped the nation by generating over 50 cents in recycling revenue for every one of the 1,284,864 delivery points in Maine, New Hampshire, and Vermont. Five other districts — Nevada-Sierra, Northern Virginia, Ari-zona, Albany, and Capital — achieved or exceeded the FY 2012 goal of 32 cents in recycling revenue per delivery point. If all districts could achieve Northern New England’s performance, the Postal Service could generate over $63 million in recycling revenue.

Zero Waste Performance. During FY 2012, 56 Postal Service facilities made a commitment to zero waste by ordering Poster 890-B, Reduce it! This is a Zero Waste Site.These facilities join dozens of other retail offices that have already achieved zero waste by adopting recycling as their standard procedure for waste management. The most noteworthy zero waste achievement of FY 2012 was that of the Toledo Processing and Distribution Facility. Thanks to the outstanding efforts of the employees at the Toledo Plant, the Toledo Customer Service Team, and Leo Brenot, the facility recycling coordinator, this facility now recycles at least 95 percent of its solid waste.

Use Slim Jims — Secured Lobby Recycling Containers

To promote the USPS® Green commitment, Post Offices are encouraged to participate in the Post Office Box lobby recycling program. Your PO Box™ customers can recycle their mail in specially designed, secured recy-cling containers that the Postal Service™ has deployed to more than 11,000 Post Offices having PO Box lobbies nationwide. These secure containers carry the message, “Read, Respond, Recycle Your Mail.”

The Office of Sustainability is offering — at no cost — specially designed, 23-gallon, blue plastic containers for Postal Service facilities that are ready to recycle mixed paper. The blue containers carry the message, “Mixed Paper Only.” They should be used to collect mixed paper for recycling purposes only.

Post Offices™ and other retail facilities may order one container for each 10 carrier routes. For example, a facility with 20 carrier routes may order two blue containers. Plants, vehicle maintenance facilities, and other adminis-trative offices may order one container for up to 50 employ-ees. Supplies are limited, and orders will be filled on a first-come, first-served basis.

ManualsIMM Revision: Eligible Items for “Known Mailers”

Effective November 15, 2012, the Postal Service™ is revising Mailing Standards of the United States Postal Ser-vice, International Mail Manual (IMM®) section 123.6 to reflect eligibility standards for items that can be mailed under the “known mailer” standards. The primary revisions are as follows:

Package-size items (as defined in 241.24) are now eligible subject to certain conditions as to content and preparation. Previously, only letter-size and flat-size items were authorized.

Certain items (e.g., periodicals and recorded media devices) defined as merchandise are now eligible (see the revised 123.62). Previously, only documents were authorized. However, a mailer must use trans-parent packaging for such package-size items (see 241.24) to allow full visibility of the contents.

The Postal Service has added a provision to stipulate that it may suspend or revoke a known mailer’s priv-ilege to forgo use of a customs form if the mailer fails to comply with these or other applicable laws, regu-lations, and policies.

We will incorporate these revisions into the next update of the online IMM, which is available via Postal Explorer at http://pe.usps.com.

123.62 Known Mailers

123.621 Overview

A “known mailer” may be exempt from the customs form requirement that would otherwise apply to letter-, flat-, or package-size mailpieces as defined in 241.2.***

123.622 Definition

A “known mailer” must meet one of the following defini-tions:

123.623 Conditions

The following conditions apply to “known mailers”:

a. The mailpieces must contain no merchandise or goods, except as provided in 123.623b.

b. The mailpieces may contain hard copy printed or recorded media (e.g., CDs, DVDs, flash drives, video and cassette tapes), for which no customs form is required in the destination country. Autho-rization to mail items under this subsection with-out a customs form is subject to the following conditions:

1. The mailpiece must not require an export license as described in 510, 520, 530, or 540.

2. Any packaging used for package-sized items under this subsection must be transparent, such as shrinkwrap or polywrap material, so that the contents are fully visible for inspec-tion.

c. If the mailpieces are mailed with a postage state-ment, the mailer must certify on the postage state-ment that the mailpieces contain no dangerous materials that are prohibited by postal regulations.

d. The import regulations of the destination country must allow individual mailpieces without a customs form affixed.

e. For IPA and ISAL mailings, the mailer must pay with a permit imprint or with a combination postage meth-od (meter postage affixed to the piece and additional postage by permit imprint). IPA and ISAL mailpieces that are paid for by postage solely with a meter do not qualify for the “known mailer” exemption.

f. Failure to comply with the conditions in this sec-tion, or with any other applicable regulations or policies of the Postal Service or other relevant governmental authorities, may result in the sus-pension or revocation of eligibility to mail items without a customs form affixed pursuant to this section. For example, a suspension or revocation may result when the mailer fails to ensure his or her compliance with 510, 520, 530, or 540, such as ensuring that no informational materials are sent to persons blocked from transacting in such items by the federal agencies described in those IMM sections.

IMM Revision: Outbound Mailing of Lithium BatteriesEffective November 15, 2012, the Postal Service™ is

revising Mailing Standards of the United States Postal Ser-vice, International Mail Manual (IMM®) sections 135.6 and 136.1 to remove the current prohibition against mailing lith-ium metal or lithium-ion batteries internationally, or to or from any Army Post Office™ (APO), Fleet Post Office (FPO),or Diplomatic Post Office (DPO) location.

Consistent with the final rule published in the Federal Reg-ister, the Postal Service announced that effective November 15, 2012, certain limited quantities of lithium metal or lithium-ion batteries that are installed in the equipment they are intended to operate can be mailed internationally, or to or from APO, FPO, or DPO locations when not restricted or pro-hibited by the destination country or APO, FPO, or DPO loca-tion. 135.6 Batteries

135.61 General

Only lithium cells and batteries under 135.62 and 135.63 that are properly installed in the equipment they are intended to operate may be sent internationally or to APO, FPO, or DPO locations when not restricted or prohibited by the destination country or APO, FPO, or DPO location. For specific country restrictions, see the applicable Individual Country Listing. For specific APO, FPO, or DPO restric-tions, see the information for the destination ZIP Code in the article titled “Overseas Military/Diplomatic Mail” pub-lished in each issue of the Postal Bulletin.

Lithium batteries packed with equipment and lithium batteries sent separate from equipment are prohibited. Damaged or recalled batteries are prohibited and may not be mailed internationally under any circumstances.

135.62 Primary Lithium (Non-Rechargeable) Cells and Batteries

Small consumer-type primary lithium cells and batteries (lithium metal or lithium alloy) like those used to power cameras and flashlights are mailable in a single shipment with the following restrictions:

a. The batteries must be installed in the equipment be-ing shipped.

b. Each shipment may contain a maximum of only four lithium cells or two lithium batteries.

c. The lithium content must not exceed 1 gram (g) per cell.

d. The total aggregate lithium content must not exceed 2 g per battery.

e. The batteries installed in the equipment must be pro-tected from damage and short circuit.

f. The equipment must be equipped with an effective means of preventing it from being turned on or activated.

g. The equipment must be contained in a strong sealed package and cushioned to prevent movement or damage.

135.63 Secondary Lithium-ion (Rechargeable) Cells and Batteries

Small consumer-type lithium-ion cells and batteries like those used to power cell phones and laptop computers are mailable in a single shipment with the following restrictions:

a. The batteries must be installed in the equipment be-ing shipped.

b. Each shipment may contain a maximum of only four lithium-ion cells or two lithium-ion batteries.

c. The lithium content must not exceed 20 Watt-hour rating (Wh) per cell.

d. The total aggregate lithium content must not exceed 100 Wh per battery.

e. Each battery must bear the Wh marking on the bat-tery to determine if it is within the limits defined in 123.63c and 123.63d.

f. The batteries installed in the equipment must be pro-tected from damage and short circuit.

g. The equipment must be equipped with an effective means of preventing it from being turned on or activated.

h. The equipment must be contained in a strong sealed package and cushioned to prevent movement or damage.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at https://www.usps.com/shop/accepting-money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Displaying the U.S. Flag and the POW-MIA Flag

U.S. Flag at Half-StaffHow to Display

Displaying the U.S. flag at half-staff means lowering the flag to half the distance between the top and bottom of the staff.

Specific Dates

Display the U.S. flag at half-staff on the following days each year:

May 15: Peace Officers Memorial Day (see note 1 below).

Last Monday in May: Memorial Day Observed (see note 2 below).

December 7: National Pearl Harbor Remembrance Day.

Note 1: When May 15, which is the date for Peace Officers Memorial Day, falls on the third Saturday in May, which is the date for Armed Forces Day, display the U.S. flag in the full-staff position, not at half-staff.

Note 2: On the last Monday in May, when Memorial Day is observed, display the flag at half-staff from sunrise, or the hour at which you raise it, until noon, and then hoist it to the peak of the staff, until the time of closing or no later than sunset.

POW-MIA FlagHow to Display

In relation to the U.S. flag, display the POW-MIA flag (and any other flag) as follows:

If displayed on the same flagstaff, place it below the U.S. flag.

POM Revision: Procedures for Advancing Collection Times Around the HolidaysEffective November 15, 2012, the Postal Operations

Manual (POM) 322.344 is revised to further clarify the oper-ations procedures for advancing collections during the hol-idays, primarily on the eves before Christmas and New Year’s Day.

The Postal Service™ revised the POM in June of 2011. Since June 2011, we have received communications from consumers about the interpretation of the policy for collec-tions around the holidays. This current revision to 322.344 supports an alternative handling process that emphasizes decision making by the local Postmaster to address local conditions, including customer demand for services over the holidays. The alternative handling process requires minor changes to the procedures for customer notification.

Some national holidays are widely observed, and customer demand diminishes significantly on the day before the hol-iday. In such instances, usually on the eves before Christ-mas and New Year’s Day, where senior management

determines that expected customer flows will be minimal, senior management may authorize early retail closings and/or early collections. Authorization for such operational changes will be communicated from Headquarters to the Areas and from the Areas to the Districts.

When such operational changes are authorized, postmas-ters, with the concurrence of the appropriate District, will review collection operations to determine where advancing early collections are warranted. Postmasters will then implement any such early collections. Information advising the public of any early retail closings and/or early collec-tions must be communicated to the public via press release. Additionally, each District and Post Office must take reasonable steps to ensure that such information is timely published through local news releases, radio and television notices, and postings in affected Post Offices, stations, and branches. Additionally, local postmasters are authorized, but are not required, to inform customers that a collection box will receive an early collection via a posting on the affected collection box. The Postmaster must use his or her judgment to determine whether such posting is practical or warranted based on local conditions, installa-tion location, past customer requests, and past experience.

FinanceHousehold Diary Study

The Postal Service’s Household Diary Study (HDS), con-ducted since 1987, provides information about the con-tents of the mail sent and received by our customers in U.S. households. The Postal Service™ uses this information to help understand why and how customers use the mail. The results are used to:

Forecast mail volume.

Plan marketing strategies.

Provide information for rate-setting purposes.

The HDS is administered at Headquarters by the Office of Demand Forecasting and Analysis, Finance. NuStats, the HDS survey research firm contractor since July 1999, conducts the interviews and collects and analyzes the HDS data throughout the year.

HDS is a two-stage survey. Stage 1 is the Household Interview. NuStats sends an advance letter, signed by the postmaster general, to a representative sample of U.S. households. This letter emphasizes the importance of the HDS and asks for participation. Sample households are con-tacted either by telephone or in person and asked about the mail they send and receive, their adoption and use of various communications’ technologies, their attitudes about mail ser-vice in general, and information relating to their household and personal demographics. Respondent households are recruited to participate in HDS Stage 2.

Stage 2 is the Mail Diary. NuStats asks households that agree to participate in Stage 2 to record information about the mail they send and receive for a 7-day period from Monday to Sunday. Information recorded includes number of mailpieces received and sent, industry mail source, mail

characteristics, and attitudes regarding mail received. As an incentive for HDS Stage 2 participation, households are offered the options of receiving $30 or a roll of 100 First-Class Mail® stamps.

Customers who participate in Stage 2 of the HDS can expect to receive their incentive about 2 months after they return the diary packet to NuStats.

Data gathered in both HDS stages is available in a final report, The Household Diary Study — Mail Use and Atti-tudes. The report is published in hard copy and an elec-tronic file. Order forms for the latest HDS report may be obtained via the Postal Service Internet at www.usps.com/householddiary.

Local Tax Code InformationThe Postal Service™ collects appropriate federal, state,

and, in some cases, local taxes directly from the pay of our employees who are subject to these deductions. Based on agreements between individual local taxing authorities and the United States Treasury Department, the Postal Service collects a number of occupational taxes, city and/or county income taxes, mental health taxes, residence taxes, local service taxes, and in some locations, more than one of these taxes.

Some of the taxes shown below are automatically deducted from the salaries of Postal Service employees who work within the geographic boundaries of specific tax-ing authorities. However, most of these taxes have not been established as automatic deductions. If you are sub-ject to any of these local taxes, you must be proactive and complete and submit the proper taxation paperwork. As a Postal Service employee, you are personally responsible for ensuring correct local taxes are deducted from your pay. Should you have any questions about your tax liability and responsibility, contact your local taxing authority.

All Postal Service employees are reminded that they are bound by the materials contained within the Code of Eth-ics, Principles of Ethical Conduct for Government Officers and Employees. These principles include Principle 12, which states: “An employee shall satisfy in good faith their obligations as citizens, including all just financial obliga-tions, especially those — such as federal, state, or local taxes — that are imposed by law.”

Salary Overpayment Indebtedness — Year End Tax TreatmentWhen a postal employee is overpaid, USPS® estab-

lishes an account receivable for the overpayment and ini-tiates the collection of the debt from the employee through the process described in either ELM 450, Collection of Postal Debts from Nonbargaining Unit Employees, or ELM 460, Collection of Postal Debts from Bargaining Unit Employees. USPS initially bills the employee for the net value of the overpayment, meaning federal, state, and FICA/Medicare taxes are not part of the bill.

However, IRS regulations require that if an employee has not fully repaid the overpayment by the end of the tax year (December 31) in which the overpayment was made, the employer must report the unreturned value of the over-

payment as taxable income on the employee’s W-2. Addi-tionally, the employee and employer must pay appropriate federal, state, and FICA/Medicare taxes on the remaining value of the debt.

To administrate this IRS regulation, USPS establishes an additional account receivable at the close of the tax year for the value of the taxes the employee owes related to the unpaid debt. The debt collection processes in ELM 450 and ELM 460 are utilized to collect the additional tax-related debt.

Form W-2, Wage and Tax Statement — Changing Your Current Mailing AddressTo facilitate processing of 2012 tax information and to

ensure correct and timely receipt of a 2012 Form W-2, Wage and Tax Statement, all employees must have a cur-rent mailing address on file by December 26, 2012, in order to update the W-2 mailing file.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first-day-of-issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first-day-of-issue city. The first-day-of-issue city Post Office will then forward in bulk all postmark requests to Cancellation Ser-vices, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum

size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first-day-of-issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first-day-of-issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.
