    Why Debt Swap?

    Opportunity to finance neededdevelopment services

BUT not a solution to the debt

    problem Debt swaps

    must not legitimize dubious debts

    not a substitute on internationalcommitments

    on debt cancellations

    KEY: Long-term debt management
