    1 Frwrd

    The International Electrotechnical Commission(IEC) is a worlwie organiation for stanariation

    comrising all national electrotechnical committees

    (IEC National Committees). The object of the IEC is

    to romote international co-oeration on all questions

    concerning stanariation in the electrical an

    electronic elds. To this end and in addition to other

    activities, the IEC ublishes International Stanars

    an other ublications to romote its goals.

    This Technology Reort was reare by the

    IEC Avisory Committee on Telecommunications

    (ACTEL).

    2 S ad bjtiv

    The bacgroun of this Technology Reort is to

    rovie an overview of the stanariation efforts

    in FTTH an FITH by all relevant stanariation

    boies (Annex 4). The secon objective of this reort

    is to ientify any remaining white areas within

    international stanariation.

    ACTEL realie that there is a vast amount of termsan abbreviations concerning FTTH an FITH.

    Several organiations create their own list of

    abbreviations an terms, resulting in them no longer

    being able to unerstan each other. Therefore, as a

    thir objective of this reort, an overview list of terms

    an abbreviations (Annex 3) has been create with

    the urose of asing all Technical Committees (TCs)

    an external boies involve to reare a list of

    terms and denitions to be published within the

    IECs Electroeia in orer to sea the same

    language in all technical wor an stanars.

    Annex 3 an Annex 4 are living ocuments, to be

    uate at least on a biyearly basis.

    3 Itrduti

    cost of imlementing of such access networs.

    Given the short history of this application eld

    there is still a large variety of technical solutions

    in iscussion an room is neee for innovation.

    Even greater comlexity for otential solutions is

    ae by the fact that there are a huge roortion of

    browneld installations with widely varying technical

    requirements.

    The incumbents have their own systems an tests

    an they are generally very cautious. However, FTTX

    is a new inustry an even incumbents are learning

    an may not unerstan the issues which will either

    result in over specication or in risk taking without

    specications. As a new industry there are many

    builers of small networs who may have almost no

    unerstaning of the nee for stanariation an

    suitability.

    Standards guidance will help dene systemsarchitecture, basic functionalities an rouct

    requirements to ensure the selection of aroriate

    solutions, products and a sufcient quality of the

    network. Clear denition of the minimal quality of

    the access networ will facilitate the eloyment

    an oeration of reliable networs, esecially since

    economic an social life toay highly eens on

    the uninterrute erformance of telecom networs.

    Minimum quality levels shoul be guarantee by

    stanariing test methos an functional rouct

    specications containing minimum values for all the

    relevant rouct arameters.

    Stanariation shall ensure a cometitive maret for

    comonents an subsystems for the infrastructure

    an rovie the services by using an infrastructure

    with interfaces that suort it.

    Standardization should reect the consensus of the

    maret an the voice of users. Stanars will have to

    leave eveloers the freeom of imlementation for

    their roucts an choice in terms of innovation of the

    overall system.

    wall mounte boxes that o not meet the existing

    standards for waterproong IP ratings or building a

    networ that has more than the stanar value of loss

    ue to length, connections, or slices, etc.

    The intent of this Technology Reort is to give an

    overview of the existing stanars an guiance

    ocuments in the areas of FTTH/FITH (or relevant

    for FTTH/FITH) as well as wor in rogress,

    effectively roviing recommenations for aitional

    stanariation wor that may be neee.

    4 Rmmdd trmi

    To ensure clarity an consistency a common set

    of terms, denitions and abbreviations should be

    use. Annex 3 rovies a list of common terms

    an abbreviations that the IEC ACTEL stuy grou

    recommens using.

    The stuy grou also recommens using the

    ocument realise by the FTTH Council in January

    2009 that denes the terms used by all the FTTH

    Councils (North-America, Europe, Asia-Pacic, see

    FTTH denition of terms).

    The IEC rovies two services regaring terms an

    abbreviations:

    the IEV or International Electrotechnical

    Vocabulary, commonly nown as Electroeia,

    available from .

    the IEC Glossary, available from.

    The IEC Glossary (denitions collected from

    IEC International Stanars) an Electroeia

    (valiate terminology atabase), will be merge in

    time. The old IEV Chapter 731, IEC 60050-731:1991,

    be the only coherent terminology atabase. The

    newer denitions from TC 86s standards will be

    incororate into a new one sto sho. The agree

    set of terms and denitions will be incorporated by

    the IEC Central Ofce into Electropedia, which is infact the esire result.

    The ITUs database also provides denitions,

    ITU-T Recommendation G.987 denes some of those

    troublesome terms (e.g. ONU/ONT, pON, an OdN)

    that seem to have multile meanings for ifferent

    eole.

    The terms an abbreviations rovie in Annex 3 of

    this Technology Reort have been chece againstthe Electroeia. Whenever a denition existed it has

    been listed under the column Denition in Annex 3.

    Several stanariation activities are taing lace

    both on the international an national levels. Woring

    grous in the ITU, IEC, ISO/IEC JTC 1, CENELEC

    an IEEE, as well as organiations such as the FTTH

    Council are trying to give guiance for the esign

    and implementation of bre optic access networks. In

    aition, there are also stanariation activities on

    the national level. The following list gives an overview

    of the ey activities.

    5.1 Iec Tc 86, Sc 86A, Sc 86B, Sc 86c

    TC 86 aims to prepare standards for bre optic

    systems, moules, evices an comonents intene

    steady growth and there has been diversication

    of bre optics applications since the early 2000s.

    few articiants from large organiations to more

    articiants from smaller organiations. One of

    the unerlying causes is a maret consoliation ineveloe countries along with the introuction of

    new imortant layers in eveloing countries.

    L-series Recommendations related to Optical

    Infrastructures has been recently rouce by

    ITU-T Stuy Grou 15. In Annex 4 the L. series

    In the three CENELEC technical committees below,

    work on bres, cables and cable accessories (like

    mechanical slices, connectors an enclosures) is

    on-going.

    enclosures.

    In the last June 2012 meeting the following ertinent

    Performance Specication draft was released by

    TC86BXA WG1 entitle Type FPFT (factory polished
