FULBRIGHT COMISSION- EMPLOYEE POSITION DESCRIPTION 1. POSITION TITLE: Deputy Director 2. MISSION OR OFFICE: Quito 3. Salary: Commensurate with experience, approximately between $42,000 and $42,600 annual gross salary 4. Deadline: Friday, June 12 5. BASIC FUNCTION OF POSITION: The Commission for Educational Exchange between the United States of America and the Republic of Ecuador—the Fulbright Commission—seeks a Deputy Director. The binational non-profit Commission was established by an agreement between the United States and Ecuador to facilitate graduate academic exchange programs for citizens of both countries, under the policies of the J. William Fulbright Scholarship Board. The Deputy Director (DD) reports directly to the Executive Director (ED) and shares responsibility for advancing Fulbright mission in Ecuador. The DD interacts with U.S. Department of State personnel in Washington, DC, and at the U.S. Embassy in Quito. He/she also maintain contacts with the Fulbright Commission Board, in the government, private, and non-profit sectors in both countries, as well as with institutions of higher education and culture. and the DD supports the ED in program planning and management, reporting and administration and in supervising the work of Commission staff members. 6. MAJOR DUTIES AND RESPONSIBILITIES Under the Executive Director’s guidance, the DD’s ongoing duties are the following: Help establish alliances with the Government of Ecuador (GOE) entities and the private and non-profit sectors; Act on behalf of the Executive Director in his/her absence; Coordinate Fulbright alumni activities; Oversee day to day administration of the Fulbright Program in Ecuador; Provide leadership and direction to Commission staff; monitor staff activities, professional development and goal completion for staff annual performance evaluations; Evaluate financial statements for accuracy and compliance with Ecuadorian law; prepare annual reports, budgets, and other reports for Ecuadorian and U.S. governments; Develop cost-effective communications strategies to promote the Fulbright program in Ecuador; Provide key support in the development and execution of Fulbright Ecuador’s overall mission and strategic plan as well as fulfilling annual reporting requirements; Represent Fulbright Ecuador to the public and key program stakeholders, including government and business partners; Conduct weekly meetings with the staff and ensure that programs are running correctly. Trouble-shoot problems with grantees and staff members. As required, work with Executive Director to help plan and participate in Board meetings (ex: Mission and Vision & bi-yearly Board meetings) and staff “retreats” and professional development courses. As required, attend orientation and planning meetings in Washington, DC, and other sites. Other duties as requested by the Executive Director.

The DD will also supervise and help coordinate the interview process and meetings:

• Help contact academic experts for panel reviews. As with other Commission staff positions, this position has no voting rights on the selection panels;

• Ensure proper documents and lists are available to interview committees; • Review applications to prepare for interview panels.

7. DESIRED QUALIFICATIONS

• Graduate degree in Education, Project Administration, International Relations or related. • Minimum 5 years of professional experience, preferably in international education, program management or a

related field. Good knowledge of the Ecuadorian and U.S. Higher Education systems. • Minimum 3 years of experience in management and in direct staff supervision. • Experience living, working or studying abroad; demonstrated cultural sensitivity and cross cultural

communications in a binational setting. • Excellent skills in multi-tasking, problem solving, time management, event planning and the ability to work in a

team environment. • Effective personnel and budget management skills. • Strong public relations and customer service skills • Fundraising and/or NGO experience strongly preferred. • Oral and written proficiency in English and Spanish language required. • Strong interpersonal communication, analytical, written and oral presentation skills with the ability to

communicate effectively cross culturally. • Demonstrated ability to use Microsoft Office (Outlook, Word, Excel, Access and PowerPoint); spreadsheet

and database management skills necessary. • Demonstrated ability in social media management. • Ability to manage team-based projects in an international environment, to develop and maintain high level

contacts, to plan, arrange and execute effective and relevant educational programs and to work accurately and effectively while demonstrating cultural sensitivity.

• Non-Ecuadorian applicants must have legal residence in Ecuador.

8. POSITION ELEMENTS: Supervision Received: The Deputy Director reports to the Executive Director. Available Guidelines: J. William Fulbright Board of Foreign Scholarship Policy Statements, Manual for Binational Commissions and Foundations, instructions from the Board of Directors and the Commission’s Executive Director. Exercise of Judgment: The Deputy Director is the supporting director for most internal and external administrative issues of the Commission, which requires the ability to make several relevant decisions in daily routine activities. The Deputy needs to be appraised of all Commission operations and processes to effectively take on a leadership role in support of, and in the absence of, the Executive Director. Authority to Make Commitments: None. Nature, Level, and Purpose of Contacts: Includes, but is not limited to, high level officials in Ecuadorian governmental agencies and ministries, Ecuadorian and U.S. universities, educational/cultural institutions, foundations, NGOs, private institutions, binational centers, administration agencies of the Fulbright program in the U.S., and Fulbright Commission Board of Directors Time Required to Perform Full Range of duties after entry into the Position: One year
