Thisworkshopisspecificallydesignedforanyonewhowantstoensuretheirrecordsareproperlyprotectedandwhattodoiftheygetdamaged.Thefirstportionofthisworkshopwill address types of incidents that may impact service and archival and repository holdings, identify major threats, and discuss measures an organization can take to help prevent and mitigate the effects of various common disasters and emergencies affecting records. The second portion will address things such as what to expect from a disaster recovery vendor/company (what they do and don’t do), what the process involves and who the players are, and factors to consider in making salvage/recovery decisions. Recovery procedures will be discussed for those organizations unable to hire a vendor including a demonstration of techniques staff can use to dry various types of wet materials.

Across the United States municipal clerks are usually appointed or elected. Most have little or no knowledge of records management or archival principles and do not have any idea how to deal with the older records for which they are responsible, let alone the newer, often electronic, records they are creating currently. The Archives Faculty at the Graduate School of Library and Information Science, Simmons College, the Massachusetts Board of Library Commissioners, the Massachusetts Archives, and the Massachusetts Town and City Clerks Associations applied for and were awarded an NHPRC grant to develop and offer an archives and records administration curriculum for municipal clerks in two parts, beginningandadvanced.Afterafirstface-to-facemeeting,allsessionsareonlinewith“in-class” exercises and assignments to address their own records. Topics to be covered in the modules are provenance, original order, and custody; appraisal and acquisition; arrangement and description; preservation; access; and advocacy and outreach. This program is using Massachusetts as a test case for a curriculum that will be available nationally at the end of the grant as a way to ensure the long-term preservation of and access to these historical records. The speakers will address this program from the points of view of the state archives, the grant administration and curriculum development, and a municipal clerk who has had to deal with these issues.

C2-Records Management and Archival Implications of Agency Use of Web Pages and Social Media

Agencies use Web pages and social media on a regular and ever-expanding basis. Agency notices, rules, regulations, activities, and decisions are “published” on Web pages and social media. The content of this electronic information is viewed and may be relied on the public. In addition, the public may submit comments, reports, and requests via Web or social media interfaces. This session will explore the records management and archival implications of this use by agencies. Do agencies create “records” when the agencies use Webpagesandsocialmedia?Should“content”bedefinedasa“record?”Howshouldthiselectronic information be archived for long-term access? What protocols or procedures exist for such archiving? Should a model protocol be developed and, if so, how might it be structured? These and other questions are of vital importance for agencies in this “Electronic Age” we live in.

The City of Austin, Texas has developed a 10-step methodology for implementing its enterprise Records and Information Management program. To map the City’s progress against professional best practices, we designed a survey tailored to our specificstructure, methodology, and terminology, and created a rubric-based tool for objectively evaluating survey responses. The Generally Accepted Recordkeeping Principles developed by ARMA International (Accountability, Integrity, Protection, Compliance, Availability, Retention, Disposition, and Transparency) and their Maturity Model served as a foundation for our survey. Additionally, we evaluated departments’ preservation efforts, disaster planning efforts, program documentation, and staff training. In this session we will discuss challenges and lessons learned, and demonstrate how you can create a custom tool for assessing the current state of records and information management within your organization.

Archival awareness involves outreach to the public to encourage interest and support for archives. Government records managers and archivists play a central role in determining the archival record, serving as a proxy for the public interest in preservation of documentation that underlies our rights as citizens. What role does the public or other interests outside government play in the appraisal process, especially as it relates to controversial topics? What governance mechanisms are or should be in place to enable citizen participation? How do archivists and records managers seek validation of appraisal decisions if the public input isn’t a formal part of the process? How can the appraisal process be used to foster public support for the archives? Session presenters will discuss the role of archivists, records managers, and the public in appraisal decisions comparing the process at the federal and state levels using examples drawn from their own experiences.

C6-Documenting the Civil Rights Movement at 50:Providing Awareness and Access to Civil Rights Records Found in Deep South Archives

This year’s meeting coincides with the 50th anniversary of the passage of the Voting Rights Act. As we commemorate the signing of a key piece of legislation that resulted from the civil rights movement, this panel will focus on the efforts of state archives in the Deep South to increase awareness of, and access to, collections that illuminate milestones in the movement. Each panelist will highlight a brief sampling of records in their archives that are pertinent to the civil rights movement and describe their institution’s work to increase awareness of those items. They also will discuss steps taken to increase access to those collections,andspeakbrieflyabouthow theireffortshave impacted theirorganization.The goal of this panel is to provide attendees with insight into the methodology of using commemorative events and state’s records to educate citizens about a period that many would choose to forget.

The Senate Tapes Digitization Project was a digitization and preservation initiative conducted by the Texas State Library and Archives Commission (TSLAC) from February 2013 to October 2014. The goal was to digitize a high-use collection of 25,000 audio cassette tapes of the Texas Legislature from 1972 to 2006. Funded by a Library Systems Technology Act (LSTA) grant, project experiences included managing funds, vendor selection, and the tapes’ physical transfer, which generated over 50,000 wav andmp3audiofiles.Theultimateresultwasanonlinedatabaseforpatrons,andthecollection’s continued preservation. Speakers will discuss the obstacles encountered and lessons learned regarding project scheduling, long-term preservation planning and digital storage issues, the role of IT personnel in the project, reformatting with a vendor, and both current and future in-house reformatting plans at the institution.

In the early spring 2014, thanks to a grant from the National Historical Publications & Records Commission (NHPRC), the Spanish Documents and Manuscripts Collection at the University of Guam began efforts to process a backlog of its manuscripts. The Spanish Collection holdings comprise of documents from the eighteen-and nineteen-century from the Spanish administration of Guam, and the Manuscripts Collection includesthepersonalpapersofthepoliticalandinfluentialpeopleofthetwenty-centuryhistory of Guam. Besides, dealing with the backlog, the main challenge was to create consistentfindingaids.

Inordertoprepareconsistentfindingaids,DACSwasselectedasitisaformat-neutralstandard that unify all descriptions. This presentation is to describe the experiences of applyingDACSascontentstandardforfindingaids,itsusefulnessandflexibilitythroughvarious metadata formats, such as Dublin Core and MARC 21.

In this session, a government information analyst will discuss identifying essential records and their various formats; an administrator will provide practical advice to create an emergency plan for these formats; a conservator will explain response to a small disaster and demonstrate salvage techniques; and a county clerk will discuss lessons learned about working with a disaster response vendor after a major mold outbreak.

Is anyone ready for some baseball? Our City of El Paso sure was! After acquiring the Chihuahuas, a AAA team, a stadium was needed. The stadium was to be located where City Hall stood. This meant relocation time for City Hall. Departments did not have the space to store all their records within the new building, which prompted the need for electronic files.TheCityencounteredchallengesandconstraintsbutourteamovercamethem.Aftergathering all requirements and requests from multiple departments, the collaboration between the City’s Records Management Division and Information Technology Department led to the successful digitization of over 2 million records. This success story is a good reference point and a useful tool for challenging other City Departments that were not located in City Hall to manage their records electronically. The road to a new technology process is now a City of El Paso Success Story.

This case study will explain how the City of Austin implemented the solution, which increased Council members’ ability to communicate while meeting the requirements of the Texas Open Meetings Act and providing transparency to the public. FEATURED SPEAKERS

JASON R. BARON is a member of Drinker Biddle’s Information Governance and eDiscovery practice. An internationally recognized speaker and author on the preservation of electronic documents, Jason previously served as Director of Litigation for the U.S. National Archives and Records Administration and as trial lawyer and

senior counsel at the Department of Justice. In those roles, Jason helped drive the government’s adoption of electronic recordkeeping practices and defended the government’s interests in complex federal court litigation.

Jason earned his J.D. from the Boston University School of Law, where he was a member of the law school’s National Moot Court Team, and his B.A., magna cum laude, with honors, from Wesleyan University. He is currently an adjunct faculty member at the University of Maryland’s College of Information Studies,wherehehasco-taughtthefirsteDiscoverycourse in the United States for graduate students in information studies.

DR. DAVID B. GRACY II worked in the Texas State Archives and University of Texas Archives before becoming Archivist of the Southwest Collection, Texas Tech University, where he earned his doctorate in History. He founded the Southern Labor Archives, Georgia State University, and then was appointed

Director, Texas State Archives. After establishing and teaching in the Archival and Records Enterprise program in the School of Information, University of Texas beginning in 1986, he retired in 2011. He is a former President of the Academy of CertifiedArchivists, the Society of Georgia Archivists, and the Society of American Archivists which in 2009 awarded him a Council Exemplary Service Award for lifetime achievement. A Fellow of the Texas State Historical Association, he is the author of The State Library and Archives of Texas, 1835-1962.

SPECIAL GUESTDAVID S. FERRIEROwasconfirmedas10thArchivistoftheUnitedStatesonNovember6,2009.Early in 2010 he committed the National Archives and Records Administration to the principles of Open Government—transparency, participation, and collaboration. To better position NARA tofulfillthesegoals,Mr.Ferrieroinitiatedanagencytransformationin2010.Thetransformationrestructured the organization and set goals to further our mission, meet the needs of those who relyonus,andfindnew,creativewaystoapproachtheagency’swork.Earlyinhistenure,Mr.Ferriero celebrated the contributions of “citizen archivists,” and he encourages public participation in identifying historical Federal records and sharing knowledge about them.

Access and protection go hand in hand, and NARA has taken steps to ensure that future generations will continue to enjoy access to Federal records. In August 2012, NARA produced the Managing Government Records Directive to modernize and improve Federal records management practices. Mr. Ferriero also instituted new security measures to deter theft or mishandling of records.

Before joining the NYPL in 2004, Mr. Ferriero served in top positions at two of the nation’s major academic libraries, the Massachusetts Institute of Technology in Cambridge, MA, and Duke University in Durham, NC. In those positions, he led major initiatives including the expansion of facilities, the adoption of digital technologies, and a reengineering of printing and publications.

Mr. Ferriero earned bachelor’s and master’s degrees in English literature from Northeastern University in Boston and a master’s degree from the Simmons College of Library and Information Science, also in Boston. Mr. Ferriero served as a Navy hospital corpsman during the Vietnam War.
