The general objective of the work package is the demonstration of the potential of the FUPOL services in specific policy contexts and the assessment of results in order to generate feedback on the lessons learned and to improve the components. A specific objective of the work package is to
demonstrate that the FUPOL services can be exploited on a European scale by implementing
them in several countries with varying conditions and focus areas.

Task 7.1 – Planning of the demonstrators
Development of general guidelines on planning, execution and evaluation of the demonstrators, including Key Success Indicators.
Elaboration of specific planning documents for each demonstrator. Definition of a project team in the political entity managing the pilot. Initial involvement of stakeholders (citizens, policy makers and
local authorities). Identification of pilot requirements in terms of methodologies and
technologies. Identification of operational context and available data sources. Identification of the validation scenario in terms of functionalities to
be assessed and commitment required to the users. Identification of market and success factors, quality factors and
assessment criteria. Structure of the validation report.

Task 7.2 – Execution of the demonstrators
Integration of the FUPOL platform with existing services of the government authority (website, back-end systems).
User training and support. Documentation of all activities undertaken by the pilot. Further analysis of adequate legislation. Modifying and updating the information stored in the
knowledge base according to their perception. Recording problems and making suggestions. Stakeholders will communicate with the local government
through the participation tools available on the FUPOL platform. Simulation and policy modelling process. Creating different scenarios according to all collected
information. Verification of the opportunity of introducing the results
obtained from the analysed scenarios into practice.

Task 7.3 – Evaluation of the demonstrators
Providing measurable and quantifiable results will be essential in reaching our objective, i. e. convincing public authorities and private stakeholders on the effectiveness of the FUPOL solution, thus fostering new opportunities of cooperation. The evaluation will measure the predefined pilot
metrics and key success indicators against the results. It will consider tangible as well as
intangible criteria measuring expected benefits and costs resulting from the implementation of the project demonstrators. All stakeholders will be involved in the evaluation process, including citizens and government officials.

Task 7.3 – Evaluation of political impacts
This refers to the impact on the policy design, namely:Extent to which new topics and views have been brought up by stakeholders.To what extent the targeted stakeholders have actually participated. Relevance of the contributions of citizens to the policy topic.Impact of the contribution of stakeholders on the policy design process.

Task 7.3 – Evaluation of technical solutions
