YES NO Goals and objectives for this internship experience: The overall goal for the Operations Management GPSI Intern is to get an overall sense of how the Operations Unit of the Capital Development Board works and furthermore to assist the Unit in each of its various capacities. Goals and objectives for this internship experience: The overall goal for the Operations Management GPSI Intern

is to get an overall sense of how the Operations Unit of the Capital Development Board works and furthermore to assist the

Position Mission

This position is accountable for:

• Support of the Capital Development Board Operations unit.

• Assisting in various capacities in each of the following units: Contracts, Programming, Information Services, Capital

Planning, Human Resources, and Fiscal.

• Additional duties as assigned.

Principal Accountabilities

1. Assist and support the Contracts Unit with Financial Disclosures and Conflict of Interest review for Subcontractors

and occasionally Prime Contractors.

2. Assist the Contracts Unit with Potential Conflict of Interest Reviews and reporting to the CPO office for both Prime

Contractors and Subcontractors.

3. Assist the Information Services unit by supporting the Central Files group.

4. Support the Information Services unit by helping to develop an IS workflow.

5. Assist the Capital Planning Unit by reviewing various aspects of the QBS Architect/Engineer selection process,

including by not limited to prescreening firms and analyzing 255 forms.

6. Work with the Fiscal Unit to support various aspects of the new ERP system, as well as assisting with the Agency’s

financial reporting.

7. Support the Programming Unit in various aspects of the VFA system and budget preparation.

8. Assist the Human Resources Unit in various aspects of the hiring process and contract negotiations.

9. Assist in CDB's Mission Excellence project, looking at streamlining agency policies, processes and procedures,

including updating procedures and creating process maps.

10. Assisting with outside information requests from the Governor’s Office and the Budget Office.

11. Other duties as assigned within the agency, including potential projects for the Legal and Fair Employment Practices

Units.

Goals and objectives for this internship experience: The agency licenses and regulates over 1,000,000

professionals in Illinois in the fields of healthcare, banking, financial institutions, real estate, and hundreds of other professions.

This position will give the intern experience in four different settings in the agency's fiscal operations section: Accounts

Payable, Accounts Receivable, Budgeting and Financial Reporting. At the end of the internship, the intern should be able to

effectively step into a position in the public or private sector with a knowledge base that will allow them to effectively transfer

the skills gained into a career position.

Experiential learning outcomes for the intern based on the goals and objectives: Accounts Payable:

Interns will learn the process of expending agency funds while managing agency cash flow and appropriations and

communicating to vendors about payment. Accounts receivable: Interns will learn the process of receiving manual and

electronic payments through a large number of transactions. The intern will then learn how to apply the payment into

accounting systems in simple and complex transactions. Budgeting: The intern will participate in the agency's annual budget

process. The intern will assist in developing the agency's Fiscal Year Budget which gets presented to the Governor's Office

and the General Assembly. Financial Reporting: The intern will prepare monthly, quarterly, and annual financial reports

following GAAP. All levels of fiscal skill are welcome to apply and will be taught on the job.

Goals and objectives for this internship experience: The Division of Real Estate (DRE) of the Illinois Department

of Financial and Professional Regulation is seeking an intern in the enforcement sections. The DRE would prefer someone

with knowledge and interest of Law Enforcement, Legal Writing and Process Improvement. Experience in Training

Development is not required but would be valuable. The ideal candidates would be a former police officer, particularly an

investigator, or a former compliance staff member. Accounting firm and audit experience is a plus. This individual must be a

self-starter who can work autonomously and as a member of a team.

Experiential learning outcomes for the intern based on the goals and objectives: The enforcement

sections of the DRE include: Complaint Intake Unit, Investigations, Prosecutions and Examinations (audit). This intern would

be working with each section to assist with enforcement cases for all professions regulated by the DRE, analyze current

processes and make recommendations for process improvements, assist with the development of written policies and

guidelines, and assist with the development of training materials to be used for current staff or onboarding of new staff. The

professions involved will include Real Estate brokers, Appraisers, Auctioneers, Community Association Managers, Timeshares

and Land Sales. The goal of the project would be to improve overall enforcement processes and reduce the investigation case

load. As a result, this individual will gain an understanding of Illinois license laws and how they are enforced.

Goals and objectives for this internship experience: Provide research and policy analysis to evaluate regulatory

regimen associated with money transmitters. Currently, money transmitters are licensed and regulated by the Department of

Financial Institutions. Money transmitter regulations and fees vary across all states. Illinois laws concerning money

transmitters were written and enacted many years ago and do not necessarily reflect the current environment. Emerging issues

in money transmission include mobile apps, virtual currency, and innovative new money transmission business models. Intern

will be tasked with summarizing and categorizing different money transmitter business models highlighting risk factors for

Illinois consumers. Additionally, intern would be expected to compile and summarize current and proposed state and federal

statutes and rules concerning money transmitters. This includes the scope of services covered, licensing requirements,

examination authorities, financial soundness requirements, and licensing fee regimes. These two research projects will form

the foundation of the final product, comparing differing regulatory regimes against various money transmission business

models. This analysis will form the basis for development of policy and legislative recommendations to be enacted by the

Department. Any proposed changes in the fee structure will be modeled for impact to industry and state finances.

Experiential learning outcomes for the intern based on the goals and objectives: Research techniques,

analysis and summary of information. Financial modeling with Excel. Risk analysis modeling. Development of visual

representations of data and business models. Using written, graphic, and data presentations, summarize overall results in a 45

minute presentation to policy makers. Acquire the knowledge and skills to be prepared to accept similar employment within the

public or private sector.

Through this placement, the intern will gain experience and expertise in: data and issue analysis; quality-related program

research, development, tracking, maintenance and improvement; intra/interagency coordination and communication; and using

POSITION DESCRIPTION: The intern will be expected to develop an understanding of the HFS functions/responsibilities

relating to the Medicaid Waivers. As the intern is able to demonstrate mastery of program-based functions, the intern will be

assigned projects and ongoing tasks, working with other BQM staff as needed. The intern will serve as a program assistant to

BQM management and is responsible for: researching and analyzing quality-related program issues; maintaining various

quality-related tracking spreadsheets and other reports; assisting with preparation for meeting and issue summarization;

identifying and performing follow-up activities as needed; and developing a variety of documents necessary for management

decision making. The intern may be expected to participate in workgroups that include additional State Departments as a

Goals and objectives for this internship experience:

• Facilitate organization and access to a state government transportation library collection containing over 13,000 publications

in a wide range of formats: print, audio, visual, electronic, etc.

• Provide public relations and customer service support for over 5000 IDOT employees statewide; typical support ranges from

interpersonal reference interviews to in-depth literature research

• Initiate creative processes for managing a large volume of internal and external information as well as new procedures for

communicating and disseminating this information to appropriate departmental personnel

• Foster intuitive inter-departmental relationships to ensure the PRC is effectively meeting individual needs within each

organizational area as well as supporting the overall mission of IDOT

• Interact professionally with outside agencies including the IL State Library and the 150+ libraries of the Illinois Heartland

Library System of which the PRC is a member; other state agencies such as IEPA; and a large number of professional

transportation and engineering organizations for which the PRC is the agency representative

• Create, organize, and manage a historical archive of IDOT information and resources, including expanding the current

"History of IDOT" page on the PRC site and archival conversion from source print items to digital collections

Working with the Technical Reference Librarian, assists with all duties relating to the Policy & Research Center Library. The

Policy & Research Center reports to Quality & Document Mgmt. Services within the Bureau of Business Services within the

Office of Finance & Administration. This will entail:

• Assist in the development of new policy and procedures and update the Library Processes Guide as needed

• Conduct research on best practices and compile reports as needed

• Electronically archive historical files and maintain physical collection of IDOT historical documents, photos, etc.

• Keep all legal publications current by updating with appropriate replacement and supplemental materials

• Conduct basic reference interviews to initiate employee requests for research/information

• Conduct research utilizing a variety of sources to satisfy employee research/information requests

• Additional design and maintenance of the PRC SharePoint Intranet Page (a web page facilitating access to services and

electronic resources available through the PRC); including maintenance of the agency's Memberships/ Associations/ and

Boards listing directly requested by the Secretary's Office

• Create and disseminate the PRC’s current acquisitions list and monthly e-newsletter

• Establish inter-departmental communication routine to ascertain current employee needs as well as general background on the

basic operations of each organizational area

• Use collected knowledge of current employee needs to advise on information purchasing decisions

• Create and update a working budget for the PRC

• Promote the services and materials available through the PRC to all of IDOT as well as other libraries; including development

of new training methods for efficient access of these services and materials

• Network with other information professionals; i.e. Illinois State Library, IHLS members, and MTKN librarians and

participate in appropriate training activities

• Participate in training opportunities available at IDOT including SharePoint, Advanced Word, Excel, etc. as needed

• Establish and maintain memberships with professional transportation/engineering organizations and respond to IDOT

employee requests regarding these memberships

• Manage electronic publications/subscriptions, often via PRC email account, and update to appropriate section of the PRC

Intranet Page

• Assist with completion of Interlibrary Loan and Cataloging Processes via OCLC online database and Polaris online card

catalog

• Assist with IDOT’s legal requirement under the Illinois Document Depository Program to send copies of all IDOT

publications to the Illinois State Library (both print and electronic)

Goals and objectives for this internship experience: The Illinois EPA, Surface Water Section would like to better

organize and conduct several projects using the numerous amount of data collected by our field biologists over many years of

monitoring Illinois lakes. This data includes water quality, biological, fish tissue, and phytoplankton data. Learn and aid in

elements of Volunteer Lake Monitoring Program (VLMP), Harmful Algal Bloom Program (HAB), and Ambient Lake

Monitoring Program (ALMP). Train volunteers to monitor water clarity on inland lakes, including water sampling. Interact

with citizens, intra-agency and inter-agency personnel, and non-profit organizations on water quality issues. Learn and relate

the elements of surface water quality and assessment issues. Assist in the collection of surface water quality data through both

field sampling and data sharing. Learn and aid in data quality management.

Experiential learning outcomes for the intern based on the goals and objectives: It is our hope that the

intern will gain a diverse understanding of the inner workings of state government and how the Illinois EPA plays an integral

part in protecting the environment. In addition, the intern will learn and/or refine: organizational skills, software applications,

data management skills, public relations skills, and sharpen research skills based on tracking down various types of information

necessary to ensure that files are complete and accurate. The intern will learn how to work in a professional environment and

be a part of a team effort to protect our environment for future generations. The intern will learn the elements of all surface

water programs within the surface water section, become proficient with surface water monitoring and sampling techniques

and train others in surface water monitoring techniques. Finally, the intern will learn and become proficient with managing data

storage for surface water data, as well as, learn the elements of water quality assessments.

Goals and objectives for this internship experience: Assist the Illinois EPA Environmental Justice (EJ) Officer in

the administration of the Agency's EJ mission. Specifically, assisting with the coordination of the EJ Advisory Group and

Commission, which seek to receive input from various stakeholder groups regarding environmental issues impacting low

income and/or minority communities in Illinois. GPSI intern will have an opportunity to interact with community groups,

industry groups, elected officials and concerned citizens on a wide variety of issues involving air, water and land throughout

the State of Illinois. The GPSI intern will also have an opportunity to help the Illinois EPA administer its EJ program internally

by working with the various Bureaus. The Office of Environmental Justice functions in coordination with the Office of

Community Relations fulfilling community relations requirements including providing public notice, conducting community

interviews, holding public meetings and hearings and developing outreach documents such as fact sheets, news releases and

response to comments documents. There will also be an opportunity to develop content for the Illinois EPA's social media

presence.

Experiential learning outcomes for the intern based on the goals and objectives: The GPSI intern will

have a wide exposure to current environmental issues in Illinois with a specific emphasis on those impacting low income

and/or minority communities. Develop organizational skills necessary to coordinate state wide EJ advisory bodies with diverse

groups of stakeholders and effectively address concerns raised through research and interactions with Illinois EPA staff and

other governmental bodies. In addition, the GPSI intern will have the opportunity to learn about environmental investigation

techniques, project management, and various community outreach activities, including risk communication by working with

the Office of Community Relations.

Goals and objectives for this internship experience: The goal of the internship is to provide the GPSI an

understanding of complex financial records used to satisfy applicable state and federal laws regarding pollution control facility

solvency. The internship will have to primary areas of emphasis. First, the GPSI will be responsible for working with program

staff to evaluate submitted financial records for compliance with applicable law, authoring memoranda identifying areas of

concern with the submitted records, and recommending courses of action to address the identified areas of concern in

accordance with applicable law. The GPSI will also be responsible for working with program staff to develop recordkeeping

mechanisms to monitor facility solvency issues that impact multiple program areas. The purpose of this component of the

internship will be to assist the Bureau in developing adequate tools to track closure and post-closure care cost estimate trends

as reported in permits issued by the Illinois EPA and any related necessary deviations in financial assurance obligations.

Experiential learning outcomes for the intern based on the goals and objectives: The learning outcomes

for the GPSI will be to develop a strong understanding of complex financial institution mechanisms used as financial assurance

for potentially large scale environmental remediation projects and to further develop oral and written analytical abilities by

authoring memoranda reflecting programmatic recommendations and discussing those recommendations with other Section

employees.

Groundwater Unit and the development of groundwater monitoring systems for hazardous waste facilities in the State of

Illinois. The primary emphasis is on geologic and hydrogeological principles used to characterize site conditions in order to

identify and evaluate any system’s compliance with applicable State and Federal rules and regulations.

for the intern is to have a full understanding of groundwater monitoring systems and be able to evaluate when modifications are

GPSI Intern will evaluate 316(a) thermal and 316 (b) intake impingement and entrainment demonstrations. Facilities that

discharge heated effluent may submit a 316(a) demonstration in order to discharge heated effluent above the water quality

standard subject to an alternative thermal limitation, if they can demonstrate no adverse impacts. Facilities that use large

amounts of surface water through a cooling water intake structure, must submit a 316(b) demonstration to prove that their

intake structure is designed to minimize impingement and entrainment. The intern will review the documents submitted to

ensure that they meet the requirements of the regulations and provide a written evaluation of the reports and recommendations.

Also, the intern will gain knowledge of State and Federal water quality standards and will assist in developing NPDES permit

limits.

Experiential learning outcomes for the intern based on the goals and objectives: It is our hope that the

intern will be able to display the requisite skills and knowledge to review the technical reports independent of IEPA staff and

be ready to enter the job market or go on to a doctorate program. The intern should also gain an understanding as to the role

Illinois EPA plays in protecting the environment and how this integrates with other water quality agencies at the state, inter-

state, and federal level as well as the role of government in setting water quality standards. The intern will gain experience in

learning complex Federal regulation requiring the submittal of highly detailed biological and engineering evaluations of the

impact of facility operations.

a state agency operates, to gain knowledge of the department's internal organizational structure, activities and responsibilities

intern will work within the Document Services Unit of the Bureau of Business Services. The unit provides documentation and

process improvement services to all areas throughout the department. The unit oversees the management of all Departmental

Directives, Manuals, Charters, Templates, and Forms. Some unit members devote time to reviewing and assisting in the

development and revision of hundreds of executive directives, charters and manuals. Other staff members work primarily on

designing, modifying and managing the department’s over 2,000 forms and templates, as well as creating process maps and

workflows. As part of the agency's paperless initiative, a new goal of the unit is to automate processes and create electronic

workflows to replace many of the agency's paper based processes. The main objective for this internship will be for the intern

to learn a variety of policies and procedures in relation to document management and use their skills to assist in the

department’s document management and process improvement initiatives. These initiatives include the transition from

Microsoft Word/Excel forms to more automated Adobe PDF forms as well as the development of electronic workflows to

create more effective and efficient processes. A major component of the internship will be working with subject matter experts

to design and update their business processes, including the creation of process maps using Microsoft Visio. The intern will

work with all levels of employees throughout the department, which will require strong oral communication skills as well as a

high degree of professionalism. The intern will develop forms and workflows using Adobe LiveCycle Designer, SharePoint

and Nintex. The intern may also have the opportunity to develop a training curriculum for workflow development and/or

conduct training for department staff. The intern must have a meticulous attention to detail, strong grasp of software programs

and must be able to effectively research and troubleshoot technological issues in relation to document and workflow

Participate in ongoing support and delivery of services for Enterprise Architecture unit including:

Lead a small initiative with mentoring from a senior staff.

• document line of business functions

• create workflow/diagrams with guidance

• Capture non-functional requirements such as key performance indicators and standard reports

• identify and document functional area business processes, and create workflow/diagrams with guidance

• analyze, assess, and document data requirements within the business process to establish a “data dictionary”

consisting of source of data, name, data type, description/purpose, possible values, and any checks or restrictions

• assist in identifying any key performance indicators and standard reports that if automated would provide benefit and

value to the agency

Experiential learning outcomes for the intern based on the goals and objectives: Provides the following

learning outcomes to include but not limited to: deep interaction with government agency processes, procedures, and

personnel; opportunity to conduct market research for technology, training, and policy enhancements to improve services to

State and to the citizens, develop experience and awareness in technology field of business analysis and business process re-
