HE FOLLOWING PAGES include fi
nancial information and a brief
description of all funds excluding
the General Fund. Eachbox depicts
summary information for FY 2009
actual expenditures, FY 2010 appro
priations, andFY 2011 recommenda
tions.
The FY 2009beginning cashbal
ances, actual revenues by type, ex
penditures by type, and transfers
were retrieved from the Arizona
Financial Information System (AFIS).
Estimates and recommendations forFYs 2010 and 2011 for these funds
werederived from recommendations
bybudgetanalystsandtheeconomic
staffof theGovernorsOfficeofStra
tegicPlanningandBudgeting(OSPB).
The funds shown in these tables
arenotexclusivetoanagency;there
fore, several agenciesmay appear in
the same table with expenditures
fromasinglefund.
Thefunddescriptionexplainsthe
fundsrevenuesourcesandtheLegis
lative intent for the fundsuses.The
descriptions were compiled from
their respective statutes and session
laws and from other government
resources.
The FY 2009 beginning balance
figuresreflectcashestimatesforeach
fund. In caseswhere therewere FY
2009 expenditures of appropriations
made prior to FY 2009, the expenditures are classified as PriorAppro
priation Expenditures.When possi
ble,reservationsaremadeagainstthe
cashavailable forappropriationsthat
haveyettobeexpended,andtheyare
identified as Reserve for Unspent
Prior Appropriations. The term
Operating Expenditures / Appro
priationsisusedtodenotetheuseof
themonies for the noncapital func
tionsoftheagency intermsofactual
expenditures, appropriations or Ex
ecutiveRecommendations.
The termNonAppropriatedEx
penditures/Transfers is used either
when agencies have the implicit
authorization toexpendmoney from
afund(duetothenatureofthefund)
without specific authorizationby the
Legislature,orwhen fundsareelimi
nated or consolidated and the bal
anceshave tobe transferredbetween
funds. Some funds have statutorycaps as to how much money can
remain at the end of the fiscal year;
thus, they use the term Transfers
Out(StatutoryCapBalance).

confirmed prior to finalizing any policy
decisions.
