SECTION - IV

SPECIAL CONDITIONS OF CONTRACT (SCC)

The following articles shall supplement the Instructions to Bidders and General Conditions ofContract (GCC). In case any conflict between General Conditions of Contract and SpecialConditions of Contract, the latter shall prevail to the extent applicable.

1. Scope of Supply

The scope of supply shall be as given in Material Requisition and TechnicalSpecifications (Section-VI of Volume II ).

2. Delivery Schedule

The delivery schedule shall be given in invitation for Bid.

3. Payment Terms

The terms of payment shall be as follows:

For Indian Bidders only

- 90 % ( Ninety percent) payment through bank against despatch documents.

- 10% (ten percent) within 30 (thirty) days after receipt and acceptance ofgoods at site alongwith submission of complete as-built documentation andmanuals.

For Foreign Bidders only

- 100% ( one hundred percent ) of order value through an irrevocable letter ofcredit on submission of shipping documents required as per Packing, Marking,Shipping and Documentation Specification for Imported Materials. The letterof credit shall be established after the seller submits the performance bankguarantee alongwith the unqualified Acceptance of Purchase Order.

4. Price Reduction Schedule:

Clause 26.1.1 of GCC shall be appended with the words“including subsequent modification”






5. Port of Destination

Port of destination shall be Mumbai port of India.

10 Currency of Offer

a) Please indicate the currency in which the offer is submitted. (for foreignbidder Euro or US Doller or Home Currency for foreign component and orIndian Rupee for indegenous componenet for domestic bidder.

b) Please confirm that currency once quoted shall not be permitted to bechanged.

11 Correspondence Languagea) Confirm that all correspondences will be in English language only.

12 Price

a) Ensure and confirm that unit prices Quoted in ‘Price Schedule’, (i.e.Schedule of Rates) on FOT Site Basis(for Indian Bidder) and or FOB Port ofexit(for non Indian Bidder).

b) Confirm that price quoted are as per 'Price Format' given in tenderdocument without any change and also indicate the Packing andForwarding charges in % terms of Ex-works price

c) Confirm quoted prices will remain firm and fixed till complete execution ofthe order. Fax of Intent (FOI), placed within offer validity, shall beconsidered as ‘Notification of Award of Contract’.

d) Confirm that the tender document is carefully studied & understood.

13 Spares (Article – 19 of GCC)

Confirm that 2 years Spares if required in Bid Document, has been quotedon FOT Site and or FOB port of exit Basis and Freight charges have alsobeen indicated separately.

15 Transit Insurance for Indian Bidder

b) In case transit Insurance has been included in quoted price , indicateInsurance charges in % of Ex-works price of SOR column 4

c) If not confirmed at " a) " and Insurance charges has been indicated at " b) ", the same shall be deducted from quoted Ex-works price to arrive attotal quoted price.Transit Insurance for Non Indian Bidder

a) Transit Insurance shall be arranged by the Purchaser beyond FOB port ofexit.Confirm Insurance charges have been included in price upto FOB portof exit.

b) Confirm CIF have been indicated in price schedule of SOR.

16 Sales Taxes for Indian bidders

Indicate rate of Central or local sales tax (CST/LST) whichever applicable,as quoted in price schedule & payable extra.

a) CST without concessional Form.

b) Local Sales tax (in case supplies are made from originating state) withoutconcessional form.

c) Confirm that sales tax indicated above is what have been indicated inblanked SOR and also in Priced SOR submitted.

d) In case of Discrepancy, rate indicated here shall be considered for bidevaluation.

17 Taxes & Duties for Indian bidders

All taxes, duties, levies, License fee, etc., incurred until delivery of thecontracted goods, shall be borne and paid by the bidder. However, Salestax & Excise Duty on finished products shall be reimbursed by the Owner.(limited to provisions in the quoted price as per bid document).

The statutory variation in taxes & duties (payable on finished product) ifany, within the contractual delivery period shall be to the Owner account.Further, variation in basic charge on Excise Duty within contractual deliveryschedule, shall be borne and paid by the Owner. (However limited toprovision in bid document).

18 Excise Duty for Indian bidders

a) Indicate present rate of terminal excise duty (ED) applicable on thesupplies and as quoted in price schedule. In case, Bid Document calls forSpares, (Mandatory/2 years) where, generally more than one rate of EDare applicable then such rates as considered in offer are to be indicated inthe itemised Spare parts list.

b) If there is any variation in Excise Duty at the time of supplies for anyreason, other than statutory, including turnover, confirm the same will beborne by bidder.

c) It is noted and confirmed that statutory variation in ED within contractualdelivery shall be to Owner’s account.

d) If excise duty is presently not applicable, confirm whether the same will beborne by bidder in case it becomes leviable later.

e) In case (b) or (d) is not acceptable, indicate maximum rate of excise dutychargeable. (same shall be considered by Owner for price evaluation &comparision).

19 Price Reduction Schedule:

a) Confirm acceptance of Price Reduction Schedule (PRS) as per clause 26 ofGCCi) For delay in completion/ delivery beyond contractually agreed deliveryschedule as specified in the Bid Document.ii) for deffeciency in performance & services as per provision of BidDocument. The invoice shall be submitted for the amount duly reduced tothe extent of PRS.

b) Confirm in case of delay in delivery beyond CDD, any new or additionaltaxes and duties imposed after contractual delivery shall be to Bidder'saccount.

20 Terms of Payment as specified in Special conditions of Contracts.

a) Confirm acceptance of terms of payment.

b) It is noted and confirmed that deviations to 'Terms & Conditions ofPayment' shall lead to rejection of offer, as Owner considers fit.

c) All the Deviation have been indicated in 'Exception & Deviation' format(including annexure, if any) and have not been repeated in the bid/offer.

21 Guarantee / Warrantee

Confirm that the GOODS shall be guaranteed against defectivematerials/workmanship etc. for a period of 24 months from the lastshipment or 12 months from the commissioning date, whichever is earlier,as per Guarantee/warrantee conditions of Bid Document.

22 Contract-cum-Performance BG.

Confirm that Contract-cum-Equipment-Performance Bank Guarantee(CPBG) for 10% of order/contract value shall be furnished as per provisionof bid document, valid for 3 months beyond the expiry ofGuarantee/Warranty period as per terms of Bid Document.

23 Inspection (Article – 13 of GCC)

a) Confirm acceptance to inspection requirement as per Bid Document.b) As inspection & certification of all goods may also be conducted by

OWNER/MECON. Confirm there shall be no extra charges, since allpersonal & incidental expenses of MECON/Owner’s Inspectors shall beborne by the Owner.

24 Part order

Confirm acceptance to PART ORDER. Incase of part ordering any value ofpart ordering, charges if quoted lumpsum and/or applicable to more thanone item, shall be prorated on value basis.

25 Repeat Order

Confirm acceptance of repeat order(s) upto 50% of contract amount within6 months from the date of basic order, as per terms of Bid Documentexcept in the following cases:

a) The SOR contains Single item,then the above 50% Limit shall get extendedto 100% of the Contract Value.

b) In case the SOR contains more than one items and the value of any itemsin SOR for minimum quantity exceeds the 50% Limit of the Contractvalue,the 50% Limit shall get extended to such Limit to enable to order theminimum quantity of a item.

26 Quantity VariationPURCHASER reserves the right at the time of award of ORDER to increaseor decrease by upto 15 % the quantity of GOODS specified in the MaterialRequisition, without any change in unit price or other terms and conditions.Variation beyond this limit will be subject to mutual agreement betweenthe PURCHASER and the Seller.

27 MISCELLANEOUS

a) Confirm that all Bank charges associated with Bidder’s Bank shall be borneby Bidder.

b) Confirm that all document, as per Article - 6 of ITB 'Documents comprisingafter by Bidder', have been enclosed.

c) Confirm that owner reserves the right to make any change in the terms &conditions of the Bid Document and to reject any or all bids including thosereceived late or incomplete.

1. INTRODUCTION

1.1. The purpose of this specification is to define the Custody Transfer Applicationrequirement of Ultrasonic Flow Meter and Flow Computer For Natural GasPipeline from IBRAHIM TO DHOLPUR In case of any conflict between thisspecification, enclosed data sheets, enclosed attachments, related codes andstandards etc. Vendor shall refer the matter in writing to the purchaser, and shallobtain clarification in writing before starting the manufacturing of the instrument.

1.2. Vendor shall only furnish a technical deviation list for the deviations, if any, inthe offer. Deviations shall be highlighted tag wise/clause wise. If any discrepancyexists between the deviation list and any other part of the offer, deviation listshall prevail. If deviation list is not furnished in the offer, it shall be consideredthat no deviation exists. Generally, deviations are not acceptable and clientreserves the right to reject the offer without any further clarifications.Evaluations shall be made based on deviation/compliance statement only.

1.3. Vendor shall be responsible for selection of the correct model nos. of instrumentsto meet the purchaser’s specifications. In case of model no. required to bechanged at a later date to meet the Purchaser’s Specifications, the same shall bedone by the vendor without any price and delivery implications.

1.4. The Instrument selected for the unit shall be rugged in design and must be wellproven in the Custody Transfer Applications for Natural Gas. Vendor must ensurethat all the instruments being supplied must be operating continuously for aperiod of at least six months (4000 hrs) in a similar application. Vendor to furnishProven Track Record in the offer for offered model indicting model nos. of itemssupplied, name of plant, name of client, type of application, month and year ofsupply and commissioning of the plant, name & address of the contact person.

1.5. Vendor shall note that inspection will be done by GAIL/MECON Personnel atVendor’s shop. For this inspection, labor, consumables, equipment and utilitiesas required shall be in vendor’s scope.

1.6. Vendor shall submit all Drawings and Documents as per Vendor DataRequirements.







1.7. In addition to the certificate from statutory body, for instruments supplied forprojects in India, approval form CCE (Chief Controller of Explosives) shall also befurnished by vendor irrespective of their place of manufacture and the same ismandatory. In case CCE certificate is not available now, vendor to confirm tosupply the same for each item before shipment.

1.8. Vendor shall note that the upstream and downstream straight pipelengths with pipe material API 5L GR. X60 with thickness 12.7 mmshall be provided along with Ultrasonic Flow Meter as per AGA-9recommendations. The recommended upstream and downstreamlengths shall be indicated in the offer to meet the required accuracy &performance of Ultrasonic Meters.

In case, the upstream and downstream straight lengths are notmeeting the accuracy and performance requirement, vendor shall alsoinclude the flow conditioner along with meter runs with pipe materialspecification as indicated above

1.9. The testing & calibration of the ultrasonic meter shall be performedalong with meter runs & flow conditioner (if recommended) to besupplied. Wet calibration shall be carried out with Natural Gas for USmeter at 45kg/cm2 from certified agencies.







2. SCOPE

2.1. This specification together with data sheets, drawings and enclosed attachmentscovers the minimum requirements for:

The design, fabrication, wiring, painting, nameplate marking and inspection,testing, packing and shipment of the ultrasonic flow meter along with 19” rack (cabinet) complete with flow computer, barriers/isolators, power supplydistribution, terminal block duly mounted, wired and fully assembled forPipeline project From IBRAHIM TO DHOLPUR

2.2. Vendor’s scope shall comprise of:

Design, Engineering, manufacture, assembly, calibration, factory testing, supply,documentation including supply of required calibration certificates/CCE/Statutorycertificates etc. of the Flow Metering System along with flow computer and 19”rack (cabinet) with all accessories complete in all respect including mandatoryspares, commissioning spares, consumables, special tools and tackles asspecified in other part of the MR. Vendor’s scope of supply shall include supply offollowing major components as a minimum but not limited to:

a) Ultrasonic Flow Meters including transducers/sensors, preamplifiers,transmitters, interconnecting special cables (armoured) between sensors &preamplifiers and between ultrasonic flow meter transmitters in field and flowcomputers mounted on panel.

b) Flow Computers and serial interface cables for communication to RTU alongwith necessary connectors at both ends.

c) Accessories like barriers/isolators etc. duly wired and mounted on 19” rackcabinet.

d) 19” rack complete with flow computer, barriers/isolators, terminal blocks dulymounted, completely wired and fully assembled with power supplydistribution.

e) Mandatory spares, all consumables and spare parts for commissioning.

f) Documentation as per Vendor Data Requirement.







3. DESIGN

3.1. The following Codes and Standards shall be applied as a part of the requirementsof this specification. For each code/standard the latest edition shall be applied.

3.2. AMBIENT CONDITION

3.3. Units of measurement shall be those used in the Data Sheets.

3.4. POWER SUPPLY

Power supply of 24V DC shall be made available by purchaser to vendor at asingle point in the 19” Rack to be supplied by vendor. Further distribution orconversion, if required, to all equipments being supplied by vendor shall be inVendor’s scope. All the equipments offered by vendor shall be suitable for thespecified voltage variation. Vendor shall submit load calculation required forultrasonic flow meter, flow computer, Pressure Transmitters, barriers/isolatorsetc.

3.5. Vendor shall furnish power consumption of the individual equipment in the offer.

3.6. Vendor shall supply two sets of soft copies of all as-built drawings/documents,manuals, etc. required as per Vendor Data Requirement in the form of CD.







3.7. All required cable glands shall be provided by vendor and shall be doublecompression type of nickel-plated brass material. All cable glands at field shallbe provided with PVC hood.

3.8. Vendor shall note that flying leads are not acceptable and all items shall havesuitable internal terminal block for cable termination.

3.9. Vendor shall undertake to supply and support the hardware/software for a periodof at least 10 years from the date of installation.

3.10. Vendor shall include special tools and tackles, as required for start up, calibration& maintenance.

3.11. Vendor shall supply one number transducer extraction tool for extraction/insertion of transducer in-situ under line operating condition.

3.12. All the items shall be suitably packed and protected against damage duringshipment or storage. Couplings shall be plugged. Flange ends shall be coveredwith flange protectors. All threads and flanged openings shall be suitablyprotected to prevent entry of foreign material.

3.13. Vendor shall supply 19” rack (to be mounted at control panel) along with allaccessories for mounting the flow computers for Ultrasonic metering,barriers/isolators, terminal blocks etc. for flow metering and other analog/RTDsignals of the station as per data sheet. The complete wiring for barriers,isolators etc shall be made in 19” rack and terminal boxes to be provided on 19”rack to directly mount the field instruments.

3.14. Vendor shall indicate in the offer that the parallel/horizontal clearance as well asvertical clearance required to install the ultrasonic flow meters for each type andsize.

3.15. Vendor shall furnish all details like pin configuration and tag number wiseMODBUS address mapping list etc. for smooth interfacing of all communicationlinks with RTU (SCADA).

3.16. Vendor shall provide all necessary hardware, software etc. in vendor’s suppliedsystems and other details required for interfacing of their Flow Computers with







Purchaser’s RTU (SCADA). In addition to this, the communication software shallbe supplied in CD or floppy for testing the communication link.

3.17. Vendor shall be fully responsible for proper integration of their supplied systemsand also integration with purchaser’s SCADA (RTU) systems at site and vendorshall provide all necessary assistance to purchaser’s for establishing all the seriallinks with SCADA RTU fully functional & Operational.

3.18. The Flow Computers Terminal shall have minimum 2 Nos. of RS-485Communication Ports for SCADA, one no. RS-485/232 communication port for GC(Gas Chromatograph) and one no. RS-232 port for Laptop PC. Thecommunication protocol shall be MODBUS and shall support reading & writing asfollows:

a) For reading function, CODE-3 or CODE-4 is required.b) For writing function, GC data into the flow computer function code to be 6

(Single) and 16 (Multiple) are required.c) As our RTU is 16 Bit registers, Two registers are used for accommodating one

32-bit floating point no. Hence the flow computer (irrespective of size of theregister) should be configured as 16-bit registers so that no-error isencountered in writing.

SPECIAL INSTRUCTIONS FOR ULTRASONIC FLOW METER:

4.1. Ultrasonic flow meter shall be multi path type (Min. 4 Path) for Custody Transferflow metering application and the design, construction and operation shallconform to AGA Report No.9 (latest version) for multi-path.

4.2. The principle of operation used shall be simple in design and shall avoidanalytical complexity associated with development of information, which isextraneous to the application.

4.3. The design used shall provide maximum reliability, maximum on-lineperformance and minimum maintenance. Instrument shall be field proven. Noprototype instrument shall be supplied.

4.4. Technique of measurement used shall be interference free. It shall be immuneto other impurities in the fluid stream.

4.5. FLOW METER







4.5.1. The flow meter shall comprise of multi-path ultrasonic transducers. Thetransducers shall be energized by the integral electronics to transmit and receiveultrasonic waves. Vendor shall size all the ultrasonic flow meters for the givenprocess conditions as per AGA-9 and vendor in the offer shall furnish the sizingcalculations. Sizing shall be done including the minimum inlet operating pressure& gas composition and other process conditions.

4.5.2. For ultrasonic meter, vendor shall provide overall accuracy of ±0.3% or betterand accordingly vendor shall select the no. of paths (min. 4 path) to meet theaccuracy requirement and indicate the same in the offer along with necessarycalculations/back-up literature.

4.5.3. The meter shall be provided with pressure tap of ½” NPT (F) size to measurestatic pressure in the meter.

4.5.4. The meter body shall be made of ASTM A 352 LCC as per data sheets. Allflanges shall be weld neck, raised face and shall meet ANSI B16.5.

4.5.5. The meter design shall have the facility to remove/replace the transducer in-situunder the line operating condition. Failure or removal of one pair of transducersshall not cause the meter to lose all measurement function. Failure of any pathshall generate an alarm identifying the affected path. Also transducers portsshall be designed in a way to reduce the possibility of liquid or solidaccumulation. Vendor shall supply extraction tool (one no.) for in-situremoval/insertion of transducer under line operating condition.

4.5.6. Area classification shall be IEC Zone-1, Gas Gr. IIA & IIB and temperature classT4. All electrical instruments in the field shall be suitable for the specified areaclassification and certified by a statutory body such as FM, UL, CENELEC,BASEEFA and PTB etc. The transducers shall be intrinsically safe certifiedsuitable for the specified area classification and weather proof to IP55/NEMA-4and vendor shall supply necessary isolating barriers between transducers andpreamplifier/transmitter. However, the transducer/sensor housing can beflameproof (EEx d) certified suitable for the specified area classification insteadof intrinsically safe.

4.5.7. Overall pressure drops across the meter assembly including meter runs shall beless than 0.1 kg/cm²g. Pressure drop calculation across the meter shall befurnished.







4.5.8. Ultrasonic meters shall be rated for the maximum design pressure as indicated inthe data sheets.

4.5.9. Ultrasonic Flow meters and accessories operation shall be protected fromelectromagnetic exposure/interference. The electromagnetic compatibility shallbe as per IEC-801.

4.5.10. Ultrasonic flow meter spool inside diameter to meet the specified I.D. andinternal surface roughness shall be as per AGA Report No.9.

4.5.11. External meter body shall be blast cleaned to near white metal as perinternational standard and primed with inorganic zinc primer (two coats each of40 micron minimum dry film thickness) and the final coat of epoxy paint of 40-micron dry film thickness.

4.6. ELECTRONICS

4.6.1. Meter electronics shall include all associated transmitters, pre-amplifiers etc.

4.6.2. The transmitter unit shall be microprocessor-based electronics suitable forinstallation in the field under the ambient condition specified. Meter electronicsshall be weather proof to IP55/NEMA-4 and flameproof certified suitable to installin area classification IEC Zone-1, Gas Gr. IIA & IIB and temperature class T3 bya statutory body such as FM, UL, CENELEC, BASEEFA and PTB etc.

4.6.3. The electronics unit shall preferably be mounted integral on the meter. Whereremote mounting is required, vendor shall supply sufficient length (appx. 10meters each) of interconnection cable between the meter and electronics modulefor remote mounting.

4.6.4. The transmitter shall have extensive diagnostic capability. Self-diagnostic featureshould include monitoring the health of the transducers and signal quality.

4.6.5. Meter parameters and factors set into the meter electronics shall be retained innon-volatile memory and shall be secured with password such that unauthorizedchanges are prohibited.

4.6.6. Configuration software and firmware shall be provided.







4.6.7. Meter output signals from the meter electronics shall be without flying leads. Allthe signals from the meter electronics shall be terminated in a Junction Box (JB)supplied by the meter vendor. JB shall be weatherproof to IP55/NEMA-4 andflameproof certified suitable for the specified area classification. The vendorshall furnish details of signal termination. Vendor shall provide ¾” NPT cableentry along with WP & Flameproof cable glands in the meter electronics forterminating the power supply cable (armoured). Similarly vendor shall provide¾” cable entry size along with WP & Flameproof cable glands in the meterelectronics for signal cables (armoured) from the field to safe area mounted flowcomputers. Vendor shall decide the cable entry sizes between meter electronicsand transducers and the WP & Flameproof cable glands to be suppliedaccordingly. Cable entry sizes shall be as per NPT standards.

4.6.8. Meter electronics shall be capable of multiple output signals as follows:

a) Dual frequency pulse outputs to flow computers configurable for flow ratesignals and shall be user selectable to be either same outputs or one signaldedicated to each direction of flow.

b) One configurable 4-20mA analogue output internally powered andgalvanically isolated.

c) Digital Discrete outputs for direction of flow, trouble alarm and output datavalidation.

d) RS-485/422 communication port with MODBUS protocol for communicatingwith the other control system i.e. control room mounted flow computer formeter diagnostics, test and health data.

4.6.9. Vendor shall supply the RS-485/422 cables interconnecting serial link cableswhich shall be armoured including connectors against each tag forcommunication between flow meter in field and flow computers mounted onmetering panel located at respective control room as per the station wisedistances specified below field & control room:

4.6.10. Meter electronics shall operate on 24VDC for both terminals and shall beprotected from overload and from transients. Low power consumption isdesired.

4. NAME PLATE & TAGGING

5.1. A nameplate containing the following information shall be affixed to the meterbody:

• The manufacturer, model number, serial number and month and yearmanufactured

• Maximum and minimum storage temperatures• Maximum operating pressure and temperature range• Maximum and minimum actual (at flowing conditions) flow rate per hour• Purchase order number, shop order number and/or user tag number.

5.2. Each transducer port should be permanently marked with a unique designationfor easy reference. If markings are stamped on the meter body, low-stressstamps that produce a rounded bottom impression should be used.

5. INSPECTION & TESTING

6.1. Each meter shall be “Zero calibrated” (“dry calibrated”) with nitrogen. Testresults shall be furnished. In the dry calibration setup, the gas velocity observedon all the acoustic paths shall be zero. The speed of sound of the individualacoustic path in the dry calibration set up shall not exceed ±0.2% of the meanvelocity of all the paths.

6.2. Requirements of non-destructive testing like radiography, magnetic particle test,hardness test, hydro test, Charpy test for ultrasonic flow meter and FlowConditioner & meter runs (if recommended) shall be carried out strictly as perfollowing specification.

6.3. a) 100% radiography shall be carried out for all valve castings. Radiographyprocedure, area of casting to be radiographed shall be as per ANSI B 16.34and acceptance criteria shall be as per ANSI B 16.34 Annexure-B. Twoshots shall be taken for each area to be radiographed, as a minimum.







b) Radiography/X-ray shall be carried out for all welded joints and vendor shallfurnish test certificate for the same. Dye-penetration test certificate shall beprovided for joints wherever radiography/x-ray is not possible.

6.4. Each ultrasonic meter along with meter run & flow conditioner (if recommended),shall be subjected to hydro test with a pressure of 1.5 times the design pressure.

6.5. Charpy V-Notch test on each heat of base material shall be conducted as per API6D, clause 3.7 for all pressure containing parts such as body, end flanges andwelding ends as well as bolting material for pressure containing parts. Unlessspecified otherwise, the charpy impact test shall be conducted at 0°C. The Charpyimpact test specimen shall be taken in the direction of principal grain flow andnotched perpendicular to the original surface of plate or forging.

6.6. Ultrasonic flow meter, meter run & flow conditioner (if recommended), flowcomputer and accessories shall be offered for pre-despatch inspection to MECON/Purchaser’s representatives.a) Physical/dimensional checks and workmanshipb) Calibration including establishing linearity and repeatability over the entire

range. Calibration of Ultrasonic Flow Meter shall be performed alongwith meter runs to be supplied.

c) Functional and simulation tests including checking of hardware and software forflow computers including ultrasonic flow meters and gas chromatographs withall its sub-systems in fully integrated configuration.

d) All the panels along with all instruments mounted on it including flowcomputers, barriers/isolators and accessories etc.

e) Review of all certificates and test reports

In the event the purchaser is unable to witness a test, the vendor shall anywaycomplete the test and documents for the same shall be submitted for scrutinybefore shipment.

6.7. Following tests shall be carried out by vendor at his works and test certificatesshall be furnished:a) Calibration/test certificates for all instruments.b) Statutory body certificates for instruments. Type test report for enclosure of

al electronics/electrical equipments.c) Radiographic/Charpy test certificates for ultrasonic meters and Flow

Conditioner & meter runs (if recommended).







d) Material test certificate for all line mounted instruments.e) Dimensional test report.

6.8. In addition vendor shall also refer attached Quality Assurance Plan and follow thesame.

6.9. Mandatory Spares:

Vendor shall supply the mandatory spares separately as mentioned below andvendor in the base lump sum price shall include prices for the same. Thesemandatory spares shall be supplied as loose items:

Interfacing Capacity a) Flow computers shall be interfaced with Purchaser’s GasChromatographs supplied by others for feeding onlinegas composition to flow computer through RS485/232MODBUS serial link. Refer Clause no. 3.19 ofTechnical Specification for Protocol Detail. Vendor shallbe responsible for proper integration of their flowcomputer with gas chromatograph. Vendor shall provideall necessary hardware, software etc. in vendor’ssupplied systems and other details required forinterfacing of their flow computers.

b) Flow computers shall be interfaced with RTU for flowmetering data as well as temperature and pressure,energy flow rate and total energy, corrected volumetricflow rate and total flow, yesterday’s energy total andvolume total, today’s running volumetric total andenergy total, volume and energy integrated at 6 a.m. etc.For RTU, vendor shall finally supply as per Clause no.3.16 to 3.19 of Technical Specification for Hardware &Protocol Details.

4. Keyboard capability : The data entry keyboard shall have the provision to enter thefollowing:a) Pressure and Temperature base factorb) Specific gravity and scaling factorc) Mole % or composition of the gas to be meteredd) Report headings, frequency and timing of reportse) Selection of parameter to be displayed and on-demand

printing of reportsf) Calorific Valueg) Flow, Pressure, temperature and density values and give

compensated flow for any external conditionsh) Gas compressibilityi) The flow computer shall have provision to enter default

values of all inputs (inclusive of gas chromatograph)low/high alarms for all inputs (inclusive of gaschromatograph) and shall be user configurable. Theflow computer shall use the default values in case of anyinput goes beyond low/high limit.

5. Outputs : a) 4 – 20 mA DC analog output for corrected volumetricflow rate, line pressure, line temperature and energy rate(4 Nos.)

b) Output for corrected totalised volume and uncorrectedtotalised volume.

c) Contact Alarm outputs for unit malfunctioning, processalarm like low pressure etc. (3 Nos.)

d) RS 485/232C serial output link for SCADA for allsignals as specified in clause no. 3 of this data sheet.

6. Isolation : Power supply shall be galvanically isolated.Analog I/Os and Digital I/Os shall be opto-isolated.(Active isolators, as required, shall be included by thevendor suitable for DIN rail mounting, inside vendor

supplied control panel. 24VDC for powering the isolatorsshall be distributed by vendor inside their cabinet. Isolatingrelays shall be provided for potential free contact generationfrom switched inputs)

7. Computations : a) Volume Flow rate at standard, normal or operatorspecified base conditions (Sm3/ hr)

4. - The rate of Terminal Excise Duty and Sales Tax as applicable and considered in the offer shall be mentioned alongside the lumpsum amounts of ED & ST quoted in Columns-5 & 6.

- These rates of terminal ED & ST as stipulated in Offer/Price Schedule shall be considered as the prevailing present applicable rates for price comparison as well as for ordering. Any error of judgement on part of the Bidder in identifying the present applicable rates shall not be admitted as & in case of, statutory variations. Consequently, the present rates of ED & ST as quoted shall be considered as the maximum payable by Owner in the event when no statutory variations take place and any remainder/balance ED/ST if payable beyond that quoted shall be borne by the Bidder.

- However in the event of any statutory variations in the rate of ED & ST, if the quoted rates are found erroneous then the base rates for calculation of statutory variations for the purpose of reimbursement of ED & ST shall take into account either the rates actually prevalent on the date of offer or the erroneous rates whichever is beneficial to Owners. Consequently, any difference in ED & ST if it becomes payable to the tax authorities shall be borne by the Bidder.

5. Domestic Bidders shall quote firm road freight charges separately for each item considering that the complete consignments, are to be delivered to the designated site.

6. The Bidder is required to check the applicable duty rates at the time of bidding.7. Complete typed matter/contents of the price schedule/price attachments, shall be made available in the unpriced offer, with prices blanked out.
