1 Presentation of the Monaco Red Cross humanitarian organisation

Created on 3 March 1948 by Prince Louis II, the Monaco Red Cross was recognised in the same year by the International Committee of the Red Cross (ICRC). It is one of 190 National Societies of the International Red Cross and Red Crescent Movement and observes the seven Fundamental Principles. The Monaco Red Cross works within the International Red Cross and Red Crescent Movement to offer assistance to the most disadvantaged people, both nationally and internationally. The Monaco Red Cross was chaired successively from 1949 to 1958 by Prince Rainier III and from 1958 to 1982 by Princess Grace. Since 17 December 1982, it has been presided over by H.S.H. Prince Albert II, assisted by a 15 member Board of Directors appointed by Sovereign Ordinance. In 2017, more than 50 employees and 600 volunteer members, actively engaged in each of their sections, offered their services to enable the Monaco Red Cross to carry out all its actions, totalling more than 65,000 hours of volunteer work. The Monaco Red Cross has never stopped evolving over time with the creation of many sections which support and accompany people and countries in need. More than €3,672,000 was spent in 2017 to carry out the actions of the Monaco Red Cross. The International Humanitarian Section created in 2017 focuses its action on sustainable projects in the social and health fields.

At a local level, the Social Service is responsible for coming to the assistance of people living in Monaco and neighbouring communes facing financial difficulties.

The Monaco Red Cross also has a First Aid Section which counts the largest number of volunteers. Present at all of the emergency stations during events organised in the Principality, the section trains members of the public in life saving responses.

Since 2018, the Nursing Section has become the Health-Prevention Section. This change in identity is a way to broaden its field of action to other paramedical professions. The Monaco Red Cross has always placed great importance on youth. Today, the Pôle Avenir encourages young people to join the humanitarian volunteer sector by developing a number of projects and conducting aware-raising activities with the youth of Monaco.

LOCAL AND INTERNATIONAL ACTION Although it works primarily in a territory with a limited surface area - 2km² - the Monaco Red Cross holds an important place among the 190 national societies of the Red Cross and Red Crescent. More than 600 volunteer members give their time on a daily basis to fulfil the association’s mission in one of the smallest States in the world. In addition to that, more than 74,000 people have benefited directly from the activities carried out by the Monaco Red Cross, which is twice the population of Monaco! The Monaco Red Cross manages this feat not only because it derives its experience from 70 years of accomplishments, but also because it knows how to open up and adapt to a society in constant evolution. This is evidenced by the recent innovations in the field of first aid, increased contact with elderly people, more than 10 years of sustainable and integrated international projects, the expansion in activities with children and young people of the Principality of Monaco with the Pôle Avenir created two years ago, or the outstanding building programme for a first aid training centre at Loumbila in Burkina Faso. Over the years, emergency situations continue to multiply. To keep pace with this high demand, the 600 volunteer members of the Monaco Red Cross can always be counted on to come to the aid of the people who need it in the world and in Monaco with more than 67,000 hours of volunteer work in 2017.

INTERNATIONAL PROJECTS Internationally, the Monaco Red Cross operates in every part of the globe. It conducts programmes in Nepal, Burkina Faso, Armenia and Madagascar and contributes financially as well as in material and human terms everywhere disasters strike: typhoons, hurricanes, drought, famine, earthquakes, conflicts… Our organisation systematically responds to all emergency calls from the International Red Cross.

Emergency: at the heart of natural disasters and human resources In 2017, the Monaco Red Cross contributed almost €430,000 in emergency responses to disasters around the world. It made a significant contribution to relief and reconstruction efforts following the Irma and Maria hurricanes in the Caribbean. It supported the International Committee of the Red Cross [ICRC] in areas affected by armed conflict. Today, the security of humanitarian workers is under threat more than ever; some bases such as Yemen were recently closed, and the Monaco Red Cross issues regular reminders that humanitarian volunteer personnel or employees should never be targeted.

Community action at the heart of our priorities

It is essential that supported communities consolidate their capacity to cope with the humanitarian challenges to come. The work of the Monaco Red Cross enters into this context of sustainability when it comes to conducting or supporting international projects. That is why in 2017, the Monaco Red Cross:

Continued, with more than €200,000 in 2017, to financially support several Monegasque,

French and Italian structures or those directly based in the country of intervention, working

in the field of international solidarity.

Developed integrated and sustainable projects with more than €720,000 in 2017 thanks to

generous private donors, such as the project for the protection and education of young

working girls or those at risk of early migration in Burkina Faso, for which, for the 9th year,

the Monaco Red Cross is intensifying its efforts to empower local structures. In an ongoing

partnership with the Burkina Faso Red Cross, a new project aimed at improving the living

conditions of 5,200 people in the same field of intervention as that of the protection project

in favour of child domestic workers started this year, for a 4 year period. This integrated

approach will allow for the sustainable improvement of the living conditions of the

communities, and therefore combat early migration among children.

Inaugurated the multi-purpose training centre in Loumbila, again in Burkina Faso in January

2018, in the presence of the President H.S.H. Prince Albert II andthe President of Faso Mr.

Kaboré, along with their spouses. To coincide with this, a Monegasque delegation went on

a field trip and was able to see the progress of the work of this project that includes in

particular the Monaco pavilion from the Universal Exhibition of Milan (2015). The work is

making good progress and despite the arrival of the rainy season, a first Pan-African first

aid meeting will be held there at the end of 2018, to put into practice the grand idea of a

collective project that has been achieved thanks to many donors and partners in the private

sector. The centre will be ready to host the first Pan-African Conference of Experts in first

aid from 10 to 13 December, which will bring together around 90 delegates from 45 African

    countries.

    Migration, a topical subject

Providing care for and maintaining the dignity of the most vulnerable people, without any distinction, is the mission of the Monaco Red Cross. That is why it naturally continues to support the Italian Red Cross in providing human, material and financial resources at Campo Roya, located just a few dozen kilometres from the Principality. In this camp that is managed by the Red Cross, hundreds of men, women and children find a place to rest, hot meals, medical care, psychological support and legal and social advice. With AMADE Mondiale, the Monaco Red Cross notably opened in February 2018 a “Mother and Child" area in order to provide a secure place to talk and activities on the themes of womanhood and motherhood, in a world that is still very masculine.

The Monaco Humanitarian Collective: operations for sick children In 2008, on the occasion of the 50th birthday of H.S.H. Prince Albert II of Monaco, a significant number of Monegasque NGOs active in the field of international solidarity, including the Monaco Red Cross, supported by the Department of International Cooperation of the Princely Government, came together under the title "Monaco Humanitarian Collective". The initial objective was to operate in Monaco on 50 children whose illnesses cannot be treated in their countries of origin. The Monaco Red Cross provides the administrative role necessary for preparing the trip and the travel for sick children, which represents more than 1,600 hours of work over the year. It also coordinates with the host families who care for the children, from the day of their arrival until the end of their convalescence. The children, predominantly from Africa, suffer from severe cardiac and orthopaedic conditions. In 2017, 18 children required a total of 19,480 hours of support from families. At the end of their convalescence, the children were sent home to their biological families. This is a real and lasting success with more than 350 children operated on successfully to date since the start of the project, 61 of whom were hosted by the Monaco Red Cross since the creation of the surgical hosting in 2015.

    SOCIAL INTERVENTION

Social action is the main field of intervention of the Monaco Red Cross. In Monaco, the Monaco Red Cross provides assistance to people and families in difficulty, through its various visits to retirement homes and the Princess Grace of Monaco Hospital. The two social workers of the Monaco Red Cross handle more than 600 case files each year, and the number is constantly increasing. The “Vestiaire” volunteers work every day, tirelessly, sorting and redistributing the clothes donated by the population, in order to provide them free of charge to families in need. In total, in 2017, more than €700,000 was distributed in various forms by the social service. The Monaco Red Cross also financially supports people in great difficulty, the sick or disabled, along with structures involved in the social sector in Monaco, France or Italy. In 2017, nearly €140,000 was donated to these individuals and organisations. YOUTH The crèche-day care centre Rosine Sanmori, located in Fontvieille welcomes 90 children aged between 3 months and 5 years. It meets the needs of parents, allowing them to combine their professional and family life by welcoming young children under conditions that encourage them to thrive and develop. For young people, a Pôle Avenir, created in 2016, has helped to increase the number of awareness activities for the youth of Monaco on Red Cross themes, and open them up to the world around them by transmitting essential humanitarian values and knowledge to become actors in various sectors of society, including health, first aid and international humanitarian law. The Monaco Red Cross encourages its young volunteers and supports them in their engagement with training, opportunities for travel, competitions, international representations and joint projects. Finally, it gives young people the chance to become leaders in the social and solidarity sector, by preparing them to manage teams and by trusting them in the fulfilment of their projects.

    FIRST AID

The volunteers and employees of the Monaco Red Cross are present at more than 180 emergency stations each year in Monaco (nearly 15,000 hours of volunteer presence, simply in position), and they train children and adults in first aid, with a particular desire to train more young people and to initiate junior first aid from 8th class. In 2018, the first aid section received a new boost with the expansion of the professional team and the implementation of a new strategy of first aid and emergency care in Monaco under the impetus of the Princely Government. Finally, a centre for first aid training was opened in April 2018: a new training room and an office are now operational in the former premises of Monaco Telecom adjacent to the headquarters of the Monaco Red Cross. HEALTH The institution educates the general public, and especially young people about the basics of essential health, such as hygiene, sex education, a balanced diet… It encourages people to adopt healthy and safe daily lifestyles, and supports the medical and paramedical professionals. WORLD RED CROSS DAY This day, with a smile as its theme, was planned to celebrate the World Day of the Red Cross and Red Crescent Societies, set on 8 May (the birthday of Henri Dunant, the founder of this international movement) around the world. To coincide with this, on Saturday 5 May, more than 3,000 people met at the Espace Léo Ferré to take advantage of the bargains on offer at the Monaco Red Cross charity sale. Thanks to the visitors, the total amount of the proceeds from the event came to more than €72,000 this year, 13% more than last year. These record proceeds all went to the Monaco Humanitarian Collective and will mean that seven more children will be looked after and operated on.

2 The 70th anniversary of the Monaco Red Cross

To celebrate 70 years of the Monaco Red Cross, an exhibition looking back over 70 years of action, combining photos, videos and works by major artists such as Damien Hirst and Arman was held from 13 February to 3 March 2018 at the exhibition hall on Quai Antoine-1er in Monaco. This event to mark the anniversary of the Monaco Red Cross retraced seven decades of action… with many previously unseen photos and documents, from the glamour of the gala evenings to the actions of volunteer members over the years in the fields of intervention and many other memories linked to major events in the Principality. The many visitors expressed their joy at finding these archives and were able to write a few lines in the Guest Book. They also received a copy of the exhibition catalogue. A stamp depicting the four successive presidents was printed by the Office of Postage Stamp Issuance and went on sale on 3 March 2018, the date of the anniversary of the Monaco Red Cross.

For the past 70 years, the Monaco Red Cross has been continuing its engagement with the population. The different members of the princely family who have succeeded each other as President of the Association have added to its recognition and allowed the development of its activities in six areas of intervention: first aid, health, prevention, social, international humanitarian and youth.

3 The 70th Monaco Red Cross Gala Evening THE DECOR

Under the presidency of H.S.H. Prince Albert II, the 70th Monaco Red Cross Gala Evening takes place on Friday, 27 July 2018, in the prestigious Salle des Etoiles at Sporting Monte-Carlo. The organisation was founded in 1948 by Prince Louis II and this anniversary evening marks seventy

years of daily actions with the most vulnerable people. This evening pays a heartfelt tribute to the

Monaco Red Cross donors, whose generosity enables it to prevent and mitigate the suffering of

    those in need.

Today, guided and supported by the deeply held convictions of H.S.H. Prince Albert II, the Monaco

Red Cross continues to expand its action in response to the human tragedies and social upheavals

that assail men, women and children all over the world.

In 2017, more than 74,000 people in the world benefited directly from the actions of the Monaco

Red Cross, which is twice the population living in Monaco.

To be in perfect harmony with the image of the 70th anniversary of the Monaco Red Cross, the

Monte Carlo Société des Bains de Mer teams dreamt up and created a minimalist décor in shades

of red and white. As soon as they arrive at Sporting, guests can contemplate the vases of flowers

comprised of thousands of red piano, red ice, Kensington Garden and cream fragrance roses. The

décor of the Salle des Etoiles was created based on the work given by Jean-Michel Othoniel to the

Monaco Red Cross. In this spirit, the walls of the Salle des Etoiles will be adorned with tassels and

crystalline chandeliers, embellished with a floral frieze composed of 2000 red dahlias.

    THE SHOWS

The 70th Monaco Red Cross Gala Evening promises to be lively and unforgettable one thanks to

the presence of renowned artists, chosen and invited by the artistic direction of the Monte-Carlo

Société des Bains de Mer group.

    SEAL

This year the Monaco Red Cross is particularly honoured to welcome Seal, the British soul legend

and multiple platinum disc holder who first came to the public’s attention in 1991 with the single

"Crazy". That same year, his first album SEAL, received critical acclaim. His success continued with

titles such as "Kiss From a Rose", which is featured on the original soundtrack of the film Batman

Forever, along with "Love's Divine". In his tenth album that was released last November, the soul

singer puts his inimitable voice at the service of classics by the legendary Frank Sinatra, Ella

    Fitzgerald and Nina Simone.

    ABOUT THE ARTIST

    ©Philippe Chancel

Jean-Michel Othoniel was born in 1964 in Saint-Étienne. He lives and works in Paris. Since the end of the 1980's Jean-Michel Othoniel continues to invent a boundless universe from drawing to sculpture, installation to photography and writing to performance. Initially exploring materials with reversible qualities such as sulphur and wax, since 1993 he uses glass. The introduction of glass marks a real turning point in his work. Collaborating with expert from Murano and Switzerland, he explored the properties of this material that consequently became his trademark. The delicacy of the glass and the subtlety of its colours relate to the artist’s large-scale project: to romanticise and re-enchant the world. In 1996, he boarded at the Villa Medici in Rome. From this moment he began to make his works interact with the landscape, hanging giant necklaces in the Villa Medici gardens, in trees in the Peggy Guggenheim Collection garden in Venice (1997), as well as at the Alhambra and at Generalife Palace in Granada (1999). Like forbidden fruits, his works merge into the landscape and the foliage, like organic outgrowths absorbing shadows and diffracting light. In 2000, Jean-Michel Othoniel received a public commission for the first time and, one century after Hector Guimard, transformed the Parisian underground station Palais-Royal – Musée du Louvre into Le Kiosque des Noctambules (The Kiosk of the Nightwalkers): two glass and aluminium crowns conceal a bench intended for chance encounters whilst the city sleeps.

  • 21

His artistic creations are henceforth split between public places and museum spaces. The year 2015 is marked by an outstanding project: the redevelopment of the Water Theatre grove in the gardens of the Palace of Versailles with the landscape designer Louis Benech. For this commission, awarded after an international competition, Jean-Michel Othoniel created three fountain sculptures in gilded glass, based on choreographies by the dancing master of King Louis XIV. At Versailles the artist discovered unprecedented prestige and scale with Les Belles Danses (The Beautiful Dances) producing the first permanent commissioned work within the palace by a contemporary artist since King Louis XVI. Regularly invited to create artworks in situ, interacting with historical places, Jean-Michel Othoniel also likes to encounter today’s architecture. He has therefore repeatedly created sculptures for Peter Marino and Jean Nouvel. Jean-Michel Othoniel is represented by several galleries: Perrotin (Paris, New York & Hong Kong, Seoul, Tokyo) and Kukje (Seoul). His works are conserved in the greatest museums of contemporary art, foundations and private collections in the world.
