    The restrictions which the rules place upon the playersare intended to create a balance of play; to provide equalopportunity between the offense and the defense; toprovide equal opportunity between the small player andthe tall player; to provide reasonable safety andprotection; to create an atmosphere of sporting behaviorand fair play; and to emphasis cleverness and skillwithout unduly limiting freedom of action of individual orteam play on either offense or defense.

    Therefore, it is important to know the intentand purpose of a rule so that it may beintelligently applied in each play situation.

    A player of a team should not be permittedan advantage which is not intended by arule. Neither should play be permitted todevelop which may lead to placing a playerat a disadvantage not intended by a rule.

    Falling down to fake being foul in order tocreate an unfair advantage should beconsidered a technical foul; a warningshould be given.

    'A player shall not contact an opponent with hishand unless such contact is only with theopponent's hand while it is on the ball and is

    incidental to an attempt to play the ball...' If anofficial did not take a realistic approach to thisparticular rule and officiated the rule literally, thebasketball game would be one of continual fouls

    and whistle blowing

    A good official realizes that contact, not only inthe instance cited previously, but also in otheraspects of the game must be looked at in termsof the effect it creates on the opponent. If there isno apparent disadvantage to an opponent then,realistically speaking, no rule violation hasoccurred. The official must use discretion inapplying this rule and all rules.
