We call the sport by many names-‐-‐ football, fotbal, fussball, le foot, futebol, futbol, sepak bola, soccer—names reflecting a rich diversity yet sharing a common reality that remains unmatched in any other sport: passion. No other sport can ignite so many millions of people. No other sport can bring so much joy. No other sport can bring so many nations together. At the 2013 Northwestern World Cup, we aim to bring that exact passion for the sport and sense of community to Northwestern. World Cup was founded by the International Student Association (ISA) 5 years ago. The first time “Northwestern World Cup” was heard on campus was in 2009, where 16 teams got together and played for one day. The event was an immediate hit. Every year, the organization has managed to increase its attendance, its participants, and its success. Last year was the most successful yet, with more than 460 participants, 8+ student groups collaborating, and a cumulative total of 30+ sponsors over the past 4 years. Why Qatar?
Each year ISA World Cup selects a theme to share with the Northwestern campus. In the past, we celebrated South Africa as FIFA’s selected host country, Spain as the winner of the 2010 FIFA World Cup, and Poland-‐Ukraine as the hosts of the 2012 Euro Championship. This year, we wish to celebrate not only the selected host country for the 2022 FIFA World Cup, but the host country of Northwestern’s sister school in the Middle East. With that being said, we are proud to announce the 5th Annual ISA World Cup theme as Qatar. We hope that this diverse celebration of soccer and Middle Eastern culture will bring our two campuses together through the shared love of the beautiful game. On April 19th and 20th 2013, Northwestern's local and international community will come together to play the aptly named 'beautiful game’. Goals will be scored, emotions will be soaring, whistles will be blown, fans will be screaming, but regardless, everyone will be there for the same reason: to enjoy the sport that brings our culturally diverse community together. The following booklet provides information regarding important dates, times, games format and the layout of the matches. We would like to thank all our sponsors and partners for their support. Rules and Regulations TOURNAMENT RULES Competition Format: First round consists of 3 games in a round robin format, in which teams play all other teams within their group. The top two teams of each group are seeded in a tournament bracket, which is single elimination. Game Duration: The game consists of two 20-‐minutes halves, with a 5-‐minute half time break. There will be 15 minutes between the games. Games tied after regulation play shall end in a tie except in the playoffs. Playoff overtime shall consist of a 5-‐minute overtime period, with a coin toss to decide kick-‐off direction. There is no golden goal. If the match is still tied after the 5 minutes, a penalty shoot-‐out will determine the winner. All players, including the goalkeeper may take a penalty kick. At the discretion of the referee and the tournament director, a game will be forfeited if both teams are not present at game time. The present team will be awarded a win; the absent team will take a 5-‐0 loss. Teams are responsible for waiting until their seed for playoffs has been determined. There are no time-‐outs. Scoring Cap: There is no cap to scoring at any match. Point System: Win = 3 points, Tie = 1 point, Loss = 0 points Qualification to Knockout Stage is decided within each group by: 1. Total Points 2. Goal Differential 3. Greatest number of goals scored in all group matches 4. Penalty shootout (3 penalties each. If no winner, followed by sudden death) Field Dimensions: Fields will be a minimum of 60 meters x 30 meters. Penalty Box will be 8 meters x 6 meters. Goal and Ball Size: Goal size is 12 feet wide, 6 feet high, and 5 feet deep (3.65 x 1.83 x 1.52 m). All games will use size 5 balls. Spectators: A spectator of a match is any person at the Lakeside Fields during the ISA World Cup Tournament except for: a member of the Games and Logistics Committee, a member of a team playing said match, a medical or emergency responder, or the referee (or referees) for said match. All spectators should avoid stepping into the field of play for any ongoing game (including half-‐time and penalty kicks) at any field. Spectators are not allowed to talk to referees under any circumstances. Spectators should be respectful of all teams, players, spectators, and referees throughout the entire tournament. Failure to abide by these rules will result in sanctions to the spectator.

PLAYER RULES Number of Players: A match is played by 2 teams, each consisting of not less than 10 and not more than 16 players, 1 of whom is the goalkeeper. A maximum of 7 players are to be on the field at a time: 6 field players and 1 keeper. A match may not start if either team consists of fewer than 5 players. A valid ID (Wildcard) and wristband must be presented by each player to the match referee or a member of the Games and Logistics Committee before every game. A player without a Wildcard or valid ID cannot play, even if registered on the team roster. If a team plays any game with one (or more) player(s) whose name is not in the team roster, does not have a valid wristband, or does not show a valid ID before the start of the game, the team will forfeit the game and lose with a score of 5-‐0. Player Substitutions: Any number of substitutions may be made during the following dead ball situations, regardless of which team is in possession:
• Before goal kicks, corner kicks, free kicks, and kick-‐ins • Following a goal • During an injury, if game is stopped by the referee
Goalkeeper Restrictions: If a goalkeeper commits any of the following infractions inside his/her own penalty area, the opponent shall be awarded an indirect kick at the top of the penalty area:
• If a teammate intentionally kicks the ball to the goalkeeper and the goalkeeper handles the ball.
• Once a goalkeeper gains full control of the ball with his hands or feet inside the penalty area, he must release the ball into play outside the penalty area or to another teammate within 6 seconds.
Player Equipment: Each registered player must also be prepared to provide the same color t-‐shirt jersey with his or her team name in the front and player's number on the back. If both teams are wearing the same color jerseys, bibs with a different color will be provided by the organizers. During group stages, a coin flip will determine the team to wear bibs. During playoffs, the seeded team will determine preferences. Numbers on jerseys are required. Players are not allowed to wear different numbers on jerseys for different matches. Soccer cleats (no toe cleats,) turf shoes, or flat-‐soled shoes must be worn. Northwestern Athletics prohibits certain footwear at some fields, and all players shall obey these regulations. Players may not wear rings (except wedding bands,) watches, earrings or hairpieces. Players will not be allowed to play with a hard cast (even if wrapped.).

DISCIPLINARY SANCTIONS Cards: The yellow card is used to communicate that a player, substitute or substituted player has been cautioned. The red card is used to communicate that a player, substitute or substituted player has been ejected for the game. Two yellow cards will result in a red card and therefore in an ejection. Player Ejection, Game Suspension, and Spectator Suspension: Player Ejection
• Referees reserve the right to eject a player, substitute or substituted player from a game for continual disobedience or as a result of an incident that warrants sending the player off. The team may then continue with their remaining players; however, if the player receiving the red card was in the field of play, the team must complete the game with the remaining players (no substitution for that player) (Example, if the team had 7 players in the field of play and one of those 7 players is ejected, the team must continue the game with 6 players in the field of play)
• A player, substitute or substituted player who has been sent off must leave the vicinity of the field of play. He cannot remain in the same area as substitute players.
• Ejected players will be automatically suspended from the next game. The Games and Logistics Committee along with the Executive Committee can decide suspension from additional games.
Game Suspension • Referees, the Chair of Games and Logistics, the Vice-‐president or President of ISA
World Cup reserve the right to stop, suspend or abandon a match at any time as a result of an incident that prevents the safe continuation of the match.
• In case of inclement weather, the referee has the power to stop, suspend, or abandon the match if he/she considers that it is dangerous to continue playing.
Spectator Suspension • Referees and Games and Logistics Committee members reserve the right to suspend
or eject a spectator from the Lakeside Fields as a result of indecent behavior during the match as deemed by tournament authorities. This includes but is not limited to disrespect towards the referee, players, spectators, and members of the organizing committee.

FIELD OF PLAY NO OFFSIDES Nine Feet/Three Meters Rule: In all dead ball situations (kick-‐ins, free-‐kicks, goal kicks), restarts, including game start and halftime start, defending players must stand at least 9 feet/3 meters away from the ball. Kick-‐Ins: There are NO throw-‐ins. The ball shall be kicked into play from the sideline instead of throw in. Kick-‐ins are indirect kicks, therefore a goal may NOT be scored directly from kick-‐ins. Free Kicks and Corner Kicks: All free kicks are direct kicks, therefore a goal may be scored directly from free kicks. Goal Kicks: Goal kicks may be taken from anywhere within the goal box by any player. Kick Off: Kick off is an indirect kick and must be played forward. Ball in and Out of Play:
• The ball is out of play when it has wholly (100%) crossed the goal line or touchline whether on the ground or in the air, or when play has been stopped by the referee. It is also out of play if it rebounds off a spectator, substitute player, or any object not making part of the field of play.
• The ball is in play at all other times, including when it rebounds off a goalpost, crossbar, or referee and remains in the field of play.
Goal Scored: A goal is scored when the whole (100%) of the ball passes over the goal line, between the goalposts and under the crossbar, provided that no infringement of the rules of the game has been committed previously by the team scoring the goal. A goal may be scored from anywhere on the field; however a goal cannot be scored directly from kick-‐ins and kick-‐off (being these indirect kicks). The ball changes possession after a goal is scored
