2 The Ministry of Environment and Forests has examinedyour application. It is noted that M/s. carden Sllk Mills Ltd.have proposed for expansion of Polyester Chips andPolyester Filament Yarn manufacturing unit at Village:Jolwa, Tal.: Palsana, Dist.: Surat in Gujarat. Productioncapacity of Polyester Chips will increase from 3,92,600MTPA to 5,45,600 MTPA fully drawn yarn from 19,900MTPA to 23,000 MTPA. The Ministry has earlier accordedEnvironmental Clearance for the existing capacity on 76April, 2008. The productlon capacity of polyester orientedyarn will be same as 90,600 MTPA. Capacity of by-productsDegraded Polymers (Oligomer) will increase from 27 MTPAto 39 MTPA. The Captive Power generation of existing andproposed plant will be 6.74 MW x 2 Nos., 8.4 MW x 1 No.and 18 MW x 1 No.; 10.5 MW x 1 No. respectively. Out oftotal proposed polyester chips, 23,000 MTPA will beproduced by using the existing manufacturing facilities.Similarly, 3,100 MTPA of fully drawn yarn will be producedby using the existing manufacturing facilities. No eco-sensitive areas are located within 10 km radius of theplant. The proposed expansion will be within the existingunit having land area of 20 acres. Cost of the project is13,275.00 lacs.

NO.CONDITIONS REMARKS
1 This is in continuation of th is Ministry's letter of even no.dated 10.06.2009 and your subsequent communicationdated 5.02.2012, 24.04.20f2 and 23.05.2012 requestingthe Ministry for amendment of environmental clearancedated 10.06.2009 due to increase in the coal requirementfrom 288-360 MTPD to 328-360 MTPD.
2 It is noted that in para 4 of environmental clearance ofeven no. dated 10.06 2009, that fuel requlrement for theboiler has been mentioned as 288-360 TpD ofImported/Indian coal. The quantlty of coal as per theenvlronmental clearance was based on the following GrossCalorific Value (cCV):i. Gross Calorific Value (GCV) of imported coal
5500kcal/k9 and quantity of coal for the 12 TpHboiler = 288 TPDii. Gross Calorific Value (GO/) of Indian Coal/ lignite =3800 kcal/kg, Quantity of coal for the 15 TpH boiler= 360 TPD
3 However, the GCV of actual imported coal received is 3800kcal/kg and coal requirement is 410 TPD. Due to nonavailability of Indian coal, company proposes to use lignitealong with Indian coal for which the GCV ls 3300 kcal/kg.The coal requirement would be 450 TPD. Since the importof coal and coal mining is closed in monsoon season, therels fluctuation in coal availability and hence, it is proposed touse petcoke (20olo) as a fuel ln combination with Llme(20olo) with normal 80o/o Imported / Indian coal / lignite(328-360 TPD) so that captive power plant can run on fullcapacity. The company has installed electrostaticparticipator to control the particulate emissions To controlthe S02 emissions; it is proposed to use 20 o/o of lime mixwith Petcoke.
We are not usingPetcoke, only Coal andlignite is used as fuel forpower plant.
4 The proposal was placed before the Expert AppraisalCommittee-l (Industry) in its meeting held during29th-30th March, 2012 (p. 326/c). After detaileddeliberations, the Committee recommended for amendmentin the above environmental clearance to increase therequirement of coal from 288 - 360 MTPD to 328-360 MTPD(80o/o imported / Indian coal / lignite) and / or to usePetcoke (20olo of Petcoke - 90 MTPD and 18 MTPD of lime).
We are not usingPetcoke, only Coal andlignite is used as fuel forpower plant
The Ministry accepts the recommendation of EAC -1(Industry) for amendment in the above environmentalclearance in respect of increase in the coal requirementfrom 288 - 360 MTPD to 328-360 MTPD (80o/o imported /Indian coal / lignite) and / or to use Petcoke (20olo ofPetcoke - 90 MTPD of pet coke and 18 MTPD of lime) asmentioned in para 4 of environmental clearance dated10.06.2009 subject to stipulation of following additionalsafequards:
We are not usingPetcoke, only Coal andlignjte is used as fuel forpo,r,rer plant
To control the S02 emissions, lime shall be used. The emissions shall be scrubbed with causticscrubber.
