Good morning and welcome to the 2017 Insurance Accounting & Systems Association (IASA) Florida Chapter Regional Fall Conference!
We are pleased to present this year’s Fall Conference and are confident that you will enjoy the program as well as the accommodations here at the Gaylord Palms Resort & Convention Center in Kissimmee, Florida.
As always, the conference has been designed to provide you with valuable, timely information on issues facing insurance companies and the insurance industry. Many of the programs are geared toward the accounting and systems aspects of insurance industry issues. We hope that you will enjoy meeting and speaking with the many exhibitors who have helped keep the cost of this conference low. SESSION INFORMATION Session 101 – AOB Assignment of Benefits is arguably one of the largest issues facing property and casualty carriers in 2017. In this session, attendees will learn what are AOB claims, why AOB is primarily an issue in Florida and not other states, how AOB claims have become exasperated through the litigation process, and hear some stories of insured who have abused the process.
Learning objectives: Understand what Assignment of Benefits (AOB) claims are and why an issue in the state of Florida Learn some of the analytics surrounding AOB litigation Understand some of the abusers of AOB claims in the state of Florida
Scott Johnson, AAI, CAE, President, Johnson Strategies, LLC
After graduating from Stetson University, Scott worked at Florida's Department of Insurance later joining the Florida Association of Insurance Agents (FAIA) where he remained for 37 years. He ultimately became Executive Vice President in charge of public and legislative affairs and left to form Johnson Strategies, LLC, a consulting firm, in 2011. He now writes a blog largely regarded as the most authoritative and widely accessed source on matters relating to Assignment of Benefits.
Scott speaks widely on timely insurance issues and has published hundreds of articles dealing with legislative and regulatory matters. He’s drafted dozens of white papers on various P&C issues and, over the course of his 40+ year career, has seen numerous original concepts incorporated into Florida’s insurance code. Scott has also published four books, three of which deal with insurance. They are- From Cartels To Competition, Platforms of Success, and Fact and Fallacy and are available on Amazon.com
Scott has served on various public boards and committees and presently serves on the board of governors of the Florida Auto Joint Underwriting Association. He’s a past president of the Florida Society of Association Executives and the youngest Floridian to receive the designation of Certified Association Executive (CAE). Scott was Association Executive of the Year in 1995 and is a charter member of the Accredited Adviser in Insurance (AAI) designation.
Ashley Kalifeh, Esq, Capital City Consulting
Ashley Kalifeh is a lobbyist with Capital City Consulting, a full-service government affairs firm in Tallahassee, Florida. Prior to joining Capital City in 2013, she served as Deputy Chief Financial Officer overseeing the Department of Financial Services’ legislative and cabinet affairs offices, as well as policy research and development. Ashley is a Vanderbilt undergrad and FSU Law grad, and was in private practice before joining DFS. She now lobbies for a variety of insurance and other interests, and has authored two papers on the Assignment of Benefits issue for the Florida Justice Reform Institute.
Anne Kevlin, VP of Litigation, American Integrity Insurance Group Anne Kevlin has more than 25 years of insurance litigation and regulatory experience, attained through private law practice as well as in-house roles with insurance entities. Anne began her law career in Florida, defending workers' compensation insurance matters. She later held in-house litigation roles in Minneapolis with SFM and The Hartford, followed by litigation management and regulatory compliance roles with The Hartford and First State Management Group in Boston, and Beazley, a global Lloyd's managing agent.

At American Integrity, Anne oversees a legal department and outside panel counsel who handle more than 1,600 property claims litigated matters, and she performs a wide variety of claim/legal/regulatory functions within Florida's challenging insurance environment. Anne obtained her law degree from the University of Iowa, and her master's in management from Harvard's Extension School. She has also completed her CII Award in London Market certificate.

Session 201 – Reinsurance Update Reinsurance is a critical foundation to the successful capitalization of the Florida property insurance market. Understanding the reinsurance market’s view of risk and underlying capacity, including how different that may be from alternative sources of capital can help explain the trends we have been seeing in the appetite for Florida exposure. In this session we will provide context for the size of the Florida market exposure, an overview or the recent trends in reinsurance aggregate capacity, including the growing use of capital market capacity, as well as a timely update on the recent catastrophic loss activity. Learning objectives:
Develop an understanding of the size of the Florida insurance market and catastrophe loss exposure relative to the rest of the world.
An overview of the underlying trends in insurance capacity An introduction to how reinsurance capacity is being linked to reinsurance and primary insurance property

Parr Schoolman is a Senior Managing Director and leads Aon Benfield’s Global Risk and Capital Strategy team. This team specializes in assisting clients in the cost/benefit analysis of their reinsurance placement, as well as with enterprise risk management issues surrounding economic capital modeling, the linking of cost of capital and cost of reinsurance with insurance product pricing, ORSA, and rating agency constraints.
Before joining Aon in 2005, Schoolman held positions in personal lines underwriting, commercial lines pricing, reinsurance treaty pricing, and consulting/audit support at Liberty Mutual, John Deere Insurance, CNA Re, and Ernst & Young, respectively.

Session 301 – Special Investigative Unit War Stories Carriers are investing heavily into Special Investigation Unit (SIU) to combat the ever changing nature of insurance fraud. Attendees for this session will hear directly from SIU Managers for a Property and Casualty carrier and Workers Compensation carrier what a SIU department does, some of their tools to combat fraud, and, of course, examples of fraud that have been attempted, but thwarted by the SIU Department. Learning objectives:
Understand the tasks and duties of the Special Investigation Unit (SIU) of an insurance carrier. Learn about some of fraud trends in Property and Casualty (P&C) and Workers Compensation Insurance Listen to some real-live example stories of actual fraud that occurred in the P&C and Workers Compensation
Insurance lines of businesses Tricia Donaven, SIU Manager, Contego Services Group
Mrs. Donaven is the SIU Manager for Guarantee Insurance Company, Patriot National Insurance Company and Contego Services Group. Mrs. Donaven began her career working for the State of Florida Department of Financial Services, Insurance Fraud Division as a Crime Intelligence Analyst. Since April 2008, Mrs. Donaven has conducted fraud file reviews of suspicious claims and works with law enforcement in 42 states to move forward with prosecution. Mrs. Donaven received her Bachelor’s degree with honors in Criminal Justice from Florida State University in 2005 and her Master’s Degree in Criminology from UCF. Virginia Austin, SIU Manager, Florida Peninsula Insurance Company
Virginia Austin is an insurance professional who is responsible for establishing and managing the Special Investigation Unit at Florida Peninsula Insurance Company in South Florida. Her primary role is to detect, deter and investigate suspicious claims presented to the insurer. In this capacity, she is responsible for training the entire staff and field team. She ensures that all investigations are conducted in accordance with Florida Statutes.
Austin’s work experience includes employment with the State of Florida Department of Financial. In this non-sworn regulatory position, she received extensive investigative training, and worked very closely with law enforcement and other regulatory entities to assist the constituents of Florida with resolving suspicious insurance transactions. She has 30 years of insurance experience in all areas of insurance and has worked as a claim adjuster for many insurers. She is a licensed All Lines Claims Adjuster, Private Investigator and a Certified Fraud Examiner.

Serge Jorgensen is the President and a founding partner of the Sylint Group. He provides strategic guidance and active oversight in the areas of computer security, incident response, counter cyber-warfare, eDiscovery, and security architecture. Before co-founding the Sylint Group, Mr. Jorgensen was Vice President of LoCast Corporation, where he directed the development and subsequent patent of HIPAA-compliant patient location and status-tracking technologies. Mr. Jorgensen is a nationally recognized speaker on cyber security, actively participating in the Sedona Conference, American Bar Association, and RSA Conference. He has directed the development of several leading-edge security applications, provided response and remediation guidance to multi-billion dollar international espionage and cyber-security attacks, and directed, tasked and managed multi-million dollar litigation, forensic and electronic discovery efforts.

Session 501 – Legislative Update This session will focus on the Florida legislative, regulatory, and overall market environment. Rich Fidei of Greenberg Traurig, P.A. will cover some of the key issues currently facing the life, health, and P&C markets in Florida, such as assignment of benefits, workers compensation issues, catastrophe response, HMO assessments, and other Florida insurance issues. The Legislature’s priorities for the 2018 Legislative Session will be discussed, as well as the status of Citizens Property Insurance Corporation and the Florida Hurricane Catastrophe Fund in the wake of Hurricane Irma. The reaction of the Florida Office of Insurance Regulation and industry to Hurricane Irma will also be reviewed and evaluated. Learning objectives:

Rich J. Fidei is a shareholder in Greenberg Traurig's Insurance Regulatory and Transactions Practice Group and Government Law & Policy Group in Fort Lauderdale and Tallahassee. Rich focuses his practice on national insurance regulatory, transactional and compliance matters. He represents a wide variety of insurance entities, including insurance companies, health plans, reinsurers, producers, TPA’s and others in connection with any matter that involves a state department of insurance or federal insurance issue.
Rich is experienced in the formation, licensure and capitalization of insurers, business expansion activities, financial and market conduct examinations, reinsurance and alternate risk transfer mechanisms, product filings, NAIC and NCOIL public policy developments, as well asmany other operational and regulatory issues applicable to insurance entities. He has also been involved in numerous merger and acquisition transactions involving insurance groups over many years.
Rich is a member of a variety of insurance-related professional organizations and associations. Since 2010, Rich has served as the National Counsel for the Association of Insurance Compliance Professionals. He also serves as National Counsel for the International Association of Insurance Receivers. Rich serves in leadership roles for several national insurance trade associations and is a frequent national speaker and author on a variety of emerging insurance issues. Rich is Rated “AV” by Martindale-Hubbell and is listed in the Top Lawyers Section of South Florida Legal Guide. He is currently listed among Best's Recommended Insurance Attorneys and in 2016 as a team member in BTI Power Rankings, which ranked Greenberg Traurig among “The 16 Strongest Firms for ‘Go-To-Outside Counsel’ Insurance Work.” Rich is also ranked in Chambers USA Guide and listed in Florida Super Lawyers in 2017.

Connie Jasper Woodroof began her career in the insurance industry in 1984 completing statutory filings for both Life and Property/Casualty companies. Ms. Woodroof spent nine years with the NAIC where she served in various capacities; reviewing of annual statements for quality, testing of RBC formulas and software during formula development, and assisting with the development and teaching of an industry educational series.
Since 2002, she has been the NAIC Liaison for StoneRiver, where she helps both StoneRiver and its clients keep abreast of events at the NAIC. Connie is active on several industry interested parties groups for NAIC issues, serving as a co-chair of the Blanks interested party group.
Connie is a volunteer on the national level for the Insurance Accounting & Systems Association (IASA), currently serves as a member of the Accounting, Risk Management, and Finance (ARF) and eLearning committees, and contributes to the IASA accounting textbooks.
